President focused on the future. In a calm steady tone he laid out what he has already done and what he is still planning to do. Mr. Speaker the president of the United States [ applause ] reporter it began with all of the circumstances ending the the president ial address to congress. There was the glad handy of the first lady, the cabinet, the Supreme Court and all of congress below, but not everyone and certainly not every democrat was clapping. We are reminded of our nations path with civil rights. Reporter President Trump began with an attack on the very thing he himself have been accused of, discrimination. Recent threats targeting the Jewish Community centers and vandalism of jewish cemeteries as well as last weeks shooting in kansas city, reminding us while we may be a nation divided on policies, we are a country that stands united in condemning hate and evil in all of the very ugly forms. Reporter and he continued from there with his first major plea for unity. I am here tonight to deliver a message of unity and strength. It is a message deeply delivered. Reporter from there this businessmans heart quickly moved to the economy. And weve spent trillions of dollars overseas while our infrastructure at home has so badly crumbled. Reporter infrastructure just one problem like trade inbalance and overregulation and all of them he says is needing an immediate solution. To accomplish our goals at home and abroad, we must restart the engine of the american economy. Make it an easier thing for companies to do business in the United States and much, much harder for companies to leave our country. Reporter keeping the countrys border safe another major focus tonight. The president softening his stance on immigration and perhaps open now to a path for citizenship. He also pointed out victims of immigrant crime. These brave men were viciously gunned down by an illegal immigrant. Reporter he announced a new program called voice, victims of immigrant crimes engagement. The president also defending his failed executive action to limit immigration and perhaps him seeing the new measure to come perhaps this week. It is not compassion, but reckless to allow uncontrolled entry from places where proper vetting cannot occur. Reporter the most compassionate, most emotional moment coming when the president recognized another family member. Jenna, i want you to know your father was a hero. Repealing and replacing it, comprised the largest part of his speech, speaking of keeping medicaid and help for pre existing conditions, and working with democrats to fix most of the rest. Cnn polls show 78 of the viewers says it is good news for the president with a record low approval rating. We have never seen the president reach out to democrats like this before and it looks like the viewers wanted to see that. It was a different President Trump. Other democrats greeted it, wondering who is the real donald trump. We saw he was controlled and calm, uncontempt for congress. Reporter the democrats staged a sitin of sorts as President Trump addressed congress in this first joint session speech. The president s sweeping rhetoric was met with stillness and silence on one side of the aisle. Congress clearly as divided as the nation. There were other visible signs of decent. Some democrats sported blue ribbons. And Health Minority leader nancy pelosi joined dozens of congresswomen who wore white, symbolizing those who fought for womens rights to vote. It supports women who are saying were not going to go back. Reporter barbara lee and others in the Congressional Black Caucus wore black flowers. Lee says she was unimpressed by the president s more moderate tone. I hope our constituents say while his tone was different, look at the reality of his budget, look at the reality of the cabinet officials, millionaires, billionaires. Reporter at times democrats did offer tentative applause on topics of jobs. The importance of nato, funding infrastructure projects, supporting the sacrifices of military troops and police. We must support the incredible men and women of Law Enforcement. Reporter but when he repeated his pledge to repeal and replace the Affordable Care act gesturing to a young woman named megan, democrats were quick to call it a discrepancy. Under the Healthcare Plan or lack of plan in our country she would have been denied coverage because she would have been consider add preexisting condition. Following the president s speech, former Kentucky Governor and obama healthcare supporter gave the democrats official response. Reporter when the president attacks the loyalty and credibility of our intelligence agencies, the court systems, the military, the free press, individual americans, simply because he doesnt like what he says, he is eroding our democracy. Californias senator Dianne Feinstein called his speech a little more than Campaign Rhetoric and impossible to take seriously. Nancy pelosi called it utterly disconnected from the cruel reality of misconduct. And the new centers response, we cannot disengage or retreat over the next four years. Fight on. What was what did you like about it . He tried to reach out to not only people in the audience on both sides of the aisle, but to the American People. I thought he accomplished that tonight and the polling is indicating that. Yeah look at the last major speech from the president and his Inauguration Day and quotes like the american carnage. Very negative, today was very uplifting, looking towards the future with a message of unity and him reaching his hand out to congress and democrats. Lets go to the democratic response as you were saying you didnt hear the same message coming from democrats on that. Your thought on how they responded tonight. Ill be brutally honest. I was disappointed by the democratic response. In what way . Well you have the president trying to reach out, trying to move the needle just a little bit. And we get kind of the same commentary fact. It is indicative of whats going on in washington, d. C. These parties arent getting along and it really doesnt matter what anybody does. They will be criticized. Yeah. I think the governor, he was trying to make those valid points, but the way they did it and that hokie setting in the diner in kentucky, could anyone in america really relate to that . Can californians relate to that image . I mean it did seem like it was overly staged. Yes. Lets talk about some of the things President Trump laid out. He talked about immigration. He talked about a huge increase in military spending. He talked about Immigration Reform and talked about spending a trillion dollars on immigration. What are the chances those things will happen . Well they are all going to be debated vigorously in congress. One by one. And the democrats if they, for example on infrastructure agree they will help the president a little bit. If they dont, they are going to do the same sort of rod block the republicans were when President Trump was trying to get some things done. Weve got to move this whole body of politics to solution oriented thinking instead of this nature weve seen to have in washington right now. It seems to be the president s message though, real people trying to figure out the problems. And then tonights speech is not about specifics, its about the broad stroke approach to laying out all his legislative agenda, a bold agenda. Hes had a lot of things on the table tonight he wants to try to get done and move it forward. Right. Now they meet the road. But much of his speech tonight went over the heads of the members of congress right to the American People. And now were seeing the American People responding. Yeah, he did set that agenda tonight. Not too many specifics, but he made some news as he talked about that Voice Program to help victims of illegal immigrants, those crimes, and he also talked about perhaps softening his stance on immigrants who were already here and perhaps providing a path to citizenship. So we never get complete details, but it is much more than what we were expecting. Yes. At one point he said they are going to wipe out radical islamic terrorism. That was a moment that stood out to you why . Because he called it what he said on the campaign trail he would call it when and if he was elected president he would bring it out tonight and he took his time hitting every word so everybody understood what he was saying. And in pastspeeches, president obama did not utter those three words for other reasons, but donald trump obviously thinks it is important to call these folks out. Someone fired shots into five businesses in the citys richmond district. Ktvu amber lee is live right now at one of those businesses tonight with the details on what happened, amber . Reporter julie, we are a lot busy where all five businesses are located. The other serving indian cuisine. The owner of star india says his family opened the business 25 years ago. He says theres been no threats or attacks until sunday night. He says the restaurant was half full when a bullet pierced the front window. It was a surprise, you know, it never happened. This kind of thing never happens. You know we never came across things like this. Reporter to share with us the Surveillance Video inside the restaurant. Thats his wife by the Cash Register when their shot was fired. The customer was sitting right by the window, but fortunately no one was hurt. Im hoping for it to be a prank. And whoever does that, you know, they didnt get caught. Reporter a few blocks away the restaurant was fired at a few minutes later. The owner tells me he has been in business 13 plus years and he has never experienced anything like this. But he says he is not surprised, given the current political climate. People who patronized the businesses in the area happened to have a mixed reaction. Especially because the district will have a reputation of being in the state. More of a quiet neighborhood. Ive heard a lot of stuff happen, you know, ive lived there my whole life and theres a lot of stuff. It could happen anywhere. Reporter police say the massage parlor nearby was also shot at that same night. Two more businesses along the area, they discovered someone had shot at their establishment when they opened for business monday. At this point it is still open and active. I cant disclose exactly what i have done, but i can tell you they are working around the clock on this thing. Reporter at star india, the owner is concerned the shooting might be racially motivated. You hear that in the news, when it hits home it is really sad. It is terrifying for us. Reporter police tell me theyre looking at surveillance tapes from the area. They have not ruled out any motive include willing there is a hate crime. They say they do not have descriptions of whoever is responsible or a getaway vehicle. Julie . Amber, these shootings all happened on the same night . Reporter well, the two restaurants and the massage parlor on sunday night around 7 30 were the two restaurants just an hour later and the massage parlor. The other two a bank and a store was discovered the next day on monday. But they dont know when it exactly happened. But they appear similar. There are new developments tonight in a bid to build a new stadium for the oakland raiders. According to reports to the sports business daily the Investment Group seeking to build the new stadium in oakland has submitted a formal plan to the nfl for the first time. The Group Fortress is working with nfl hall of famer ronnie lott. They hope to have a plan in place before nfl owners meet late in march. Thats when they could potentially vote on another possible raiders move to las vegas. The bay area home prices fell last month according to Data Tracking firm core logic. Home prices around the bay area fell 5. 3 in january compared to the month before. However home prices were still higher in january than this time last year. In San Francisco prices dropped about 5 in january compared to the month before. More than 9 compared to the same time last year. Analysts say investors were likely impatient ahead of President Trumps address to congress. The San Jose City council today approved a local state of emergency in the wake of the coyote creek flood last week. A declaration will allow them to get state and federal relief funds. We still dont have an official word tonight on the names of five people on board a small plane where it crashed in riverside. A teenage girl was among those killed on monday. The cessna 310 was headed for an airport when it went down in a residential neighborhood about a mile from riverside municipal airport. The two others on board, they were critically injured. We have learned the Crash Victims appear to be elected in the middle school. A lot of people were upset about it that the cheerleaders couldnt enjoy their victories after that. They couldnt go to school, all like in a classroom kind of depressed the whole day. They finished first this past weekend in disney land. No word yet on the crash, but they noticed the pilot struggling to take off during heavy rain. A san rafael woman has been identified as the only person killed in a multivehicle crash involving a tour bus in San Bernardino county. 55yearold Cristina Kerry was pronounced dead at yesterdays crash in the mojave desert. Two other people were also injured. Investigators say the tour bus veered into the westbound lanes of state route 58 and collided head on with kerrys suv and another vehicle. Investigators say it is still unclear why the bus driver lost control. All lanes of interstate 680 in fremont are back open tonight after a large pothole opened up. Prompting emergency repairs that took 12 hours to complete. The pothole was first noticed by drivers around 7 30 this morning on the northbound side of 680 near mission boulevard. Caltrans crews, they had to close the middle lanes to start making repairs, which backed up traffic all day long. A team of road workers had a new layer of cement covering the hole about 5 00 this afternoon and they reopened the lanes about 8 15 this evening. Youtube is getting ready to get into the tv bundling business. The company says they are preparing to take on traditional Cable Companies with a new Online Video Service calling it unplugged. It will stream live tv. The service is expected to bundle live tv content from dozens ovine. The cost is estimated to be between 30 to 40 a month. A massive outage at an amazon data package caused big problems with the internet. It was with their popular Cloud Service that host data for tens of thousands of websites across the United States. Several news organizations including buzz feed and Business Insider were among those affected. The problem was first reported early this morning and it took more than four hours to fix it. This is just a theory. It is possible they tried to deploy a new feature today and it went terribly wrong. What this kind of tells us though, they still have weaknesses in the internet. The outage happened on the east coast and amazons Largest Data Center where they often roll out new features. Amazon is still not revealing the exact cause of todays problem, but they are only saying its been isolated. The San Jose Police department is asking for the publics help tonight in finding three men suspected of several armed robberies at Convenience Stores in the south bay. The robberies happened over the past year where one of them was caught on surveillance cameras in october. You can see three men enter that store with their weapons drawn. They approach an employee and demand money. All three suspects, theyre described as latino. They left the scene in a white or gold colored suv with an undisclosed amount of cash and items. Authorities have now installed freeway cameras in san pablo and pittsburgh following a frightening of series highway shootings in the east bay. Ktvu henry lee tells us the plans are underway now to install even more cameras throughout Contra Costa County. Are there no freeway cameras in antioch where the 28yearold man seen here in the familys gofundme page was shot dead over the weekend on highway 4 near hillcrest avenue. Antioch, obviously theres a hole there. Reporter dan romero says freeway shootings are a state problem, sot state should be paying for cameras. Cities should not be responsible for what the freeways and the state highways, the protections of our citizens. I commend san pablo and pittsburg for doing this, but the main official Group Responsible is the state. Reporter they helped secure cameras for any state that might be placed. All funding is led by the local agencies for their systems as they facilitate the design, position, and maintenance. There are holes in our information gathering that i believe the system would close for us. Reporter contra costas prosecutor mary knox is working with local Law Enforcement to get a network of freeway cameras installed from richmond to antioch. But its still unclear where the money will come from. Local, state, or even federal grant money. So we are looking into every available funding source. Reporter even as they would work to get more cameras on the freeways, they are sharing information with each other. Our goal is to regionalize the camera system not only on the freeway, but on surface streets. Antioch police, they would have access to our cameras and their city that we have access to. From chase. So you can. The city of San Francisco today took steps to protect undocumented immigrants who were victims of crime. The Council General of mexico signed an International Agreement today. It is designed to protect mexicans living in San Francisco where they report a crime regardless of their immigration status. Not only immigrants who are running around scared in our nation today, probably minorities. People in our Jewish Community are being targeted. San francisco already has one of the strongest sanctuary policies in the country, but the city leaders, they thought an Even Stronger plan was needed due to an increase of hate crime. A San Francisco nonprofit that has touched thousands of lives, celebrating their 30th anniversary. The boys club started as an afterschool program. The cofounder who was then a middle schoolteacher invited 16 boys to the meeting. Girls were included by the second meeting, now called alive and free the group is given thousands of young people at a message of nonviolence giving back with leadership. We have new kids every year, it is never boring, it is wonderful as you always have young people who, you know, we are just ecstatic for everybody. The nonprofit has given scholarships to more than 200 college students. The community and the celebration is scheduled for this summer. It is fat tuesday and a big party is underway in new orleans. The parade attracts thousands of people in new orleans to celebrate their last day of mardi gras. More than 70 parades would roll through during their season, when tens of thousands of people on board would throw millions of beads and other trinkets. At Midnight Police on horseback will do a clearing to mark the formal end of mardi gras. New orleans wasnt the only city where people were celebrating. Several parties and parades were taking place tonight. Featuring local brass shows, all in the valley. Coming up a boy who saw a need and took action. A bay area fifth grader will show you how he collected hundreds of backpacks to send overseas. Bill martin is tracking another chance of wet weather. Hes back with the complete forecast in just a minute. A fifth grader from santa rosa wanted to help less fortunate children in Central America by giving them backpacks. He collected hundreds, but most were stolen before having a chance to deliver them. As ktvu rob roth found out his mission didnt end there. Reporter these are just some of the backpacks pouring in. Six, seven, eight, nine. Reporter to help this 11 yearold apply for a mission that is almost derailed. I feel really lucky that i get to do this. Reporter these backpacks, they are headed for costa rica. When he was on Family Vacation there last year he noticed the students couldnt afford backpacks. Something he and his classmates took for granted. I know how it could be carrying the massive binders. I know my bind binder is really big. Reporter ryan a fifth grader at strawberry elementary started a backpack drive to help students in costa rica. He hoped for 50 backpacks, but got 400. They were like oh, ill help, here. Reporter before getting them to costa rica more than 300 of the backpacks were stolen from his fathers car in San Francisco. I started crying. I mean its pretty heartbreaking knowing rotten people would just do that. Reporter but his faith in humanity was restored. As families and friends posted what happened on social media, almost immediately backpacks started pouring in about 200 and counting plus hundreds in dollars of donations. The principal at ryans school says it is unusual for a child his age to have such a social conscious. Ryan did nothing, but amaze me with his effort. He seems to be very genuine. Reporter they are planning to box up and deliver the backpacks and donations personally to schools in costa rica when they make a return visit in a few weeks. I feel good no one else did this, but i feel proud inside that im doing this because i feel it is a really good thing and im pretty happy. Reporter in Santa Rosa Rob roth ktvu fox 2 news.
