A historic day in washington, d. C. With a new president in office. But we will begin here in the bay area where day long protests are found winding down. Ktvu Paul Chambers is keeping tabs on a few hundred demonstrators in oakland. We begin though with amber lee in San Francisco. A much larger crowd marched tonight. Amber . Reporter frank, were at united plaza. This is where the protest started around 5 00 and ended right here just about 90 minutes ago. A crowd of 5,000 was passionate, but peaceful. They said todays Inauguration Day was a difficult one. President trump was not their choice. You dont happen to get a vote. Im sorry. You dont represent me. You know, people in america they need to Start Talking about what they stand for and start believing in things. The marches were escorted by a caravan vehicle as well as officers on foot. We saw people from all walks of life and ethnicity. They include members of labor union, advocates for immigrants and rights along with Bernie Sanders supporters. Protesters marched up Market Street to the castro and then they walked down to the mission before returning to United Nations plaza. Our leader is literally making it equal for people. Literally. Our leaders could not be doing that and i just wanted to have a human being, everyone will have rights. One woman travels from nevada city to stay in this march. Pretty motivated, but pretty sad too, you know, after the inauguration that we have done before, you know . Reporter well the crowd here at un plaza dispursed around 8 30. That is when it started to rain again and that is when another round of protest is scheduled. Frank, aliana . We turn to protests in oakland where Paul Chambers is right now. Whats going on out there . Reporter the protest wrapped up about two hours ago, a very peaceful protest. Oakland city council or Oakland City Police officers were out here in full force allowing for their first rights and to demonstrate. And also to keep people safe. A prayer and a dance in front of Oakland City Hall kicked off a night of protesting. Many here are against the countrys new leader. I feel like he is not concerned about their own bodies. We have seen thus far he is pretty much for himself and preparing for obamacare and not about the people. The crowd fluctuates in size and as rain seems to damper the spirits of those who plan on protesting to stay home. Let it be the storm and come rain or shine, we are still the citizens of the United States of america and we are still the people of oakland. But as night came and the rain stopped, more protesters arrived and then the march went on. Down broadway. Where store owners would peer through the window to take to the streets. All the while they would follow closely allowing protesters to be heard with a minor incident between protesters, but resulted itself where the marches would return to city hall and down 14th street where police would fill up the road. And that did not help one woman who was stuck in her car in the middle for more than half an hour while police and protesters played a cat and mouse game. I dont have a problem with it. I just want to get out of it. They would let me out and im happy to protest, go ahead and let me out. Reporter again the peaceful protest ended that way. Peacefully with no issues. Police have not reported any incidents at this time. And you know paul, amber mentioned the protest would be continuing tomorrow. Any indication from the protesters you spoke with tonight . Reporter yes, they plan to have demonstrations out here in oakland shutting down some of the bus stops in this area because they expect people to come back out here to Oakland City Hall to protest once again tomorrow. Paul chambers in oakland tonight, thank you. The biggest protest of the day was in washington, d. C. Where protesters clashed with police. Officers in riot gear used flash grenades and pepper spray to try to control the crowd after some protesters threw rocks and bricks at police and later set a limousine on fire. Six Police Officers suffered minor injuries. More than 200 protesters were arrested. [ music ] tonight President Trump is basking in his victory attending three inaugural balls making brief comments at the first of the ball saying, now the work begins. He did not address the protest happening around the country. The first danced to my way and the song popularized by frank sinatra. Earlier in the day a call to action as paul wieber after taking the oath of office at noon, suggesting america is broken and saying he plans to fix it. Reporter minutes after making his entrance. I, donald j. Trump do solemnly swear. And just moments after becoming the new 45th president. Donald trump began by criticizing the old taking aim at the very washington elite surrounding him. Their victories have not been your victories. Their triumphs have not been your triumphs. While they celebrated in our Nations Capital there was little to celebrate for struggling families all across our land. Reporter and now he says the struggle will be for all, the billionaire president. And you will never be ignored again. Reporter saying his presidency will be for the common people. After first ushering out the obama presidency, President Trump then signed his First Executive order. Giving the pen used for Health Secretary nominee time price a man opposed to obamacare to nancy pelosi. An ironic honor she would try to return. Behind closed doors though at this luncheon there were moments of graciousness. I was very honored, very, very honored when i heard president bill clinton and secretary Hillary Clinton was coming today. I think it is appropriate to say that. I would like for you to stand up. Id like for you to stand up. After this nod to former opponents, a reminder that the fight is not over. Protesters threw rocks, broke glass and even a car and injured some officers near the parade route. But hundreds of thousands of others were here to support this new president. His executive order allows federal agencies to allow implementing the Affordable Care act. And that is seen as targeting the individual mandate requiring people to have Insurance Coverage or pay a penalty. And the president also granted an exemption so general james mattis could serve as secretary of defense. Joining us now for analysis, our political analyst. Lets talk about his speech that lasted for 16 minutes. What was he trying to accomplish and did he do that . What he was trying to do is reach the people he had been speaking to all during the campaign. I thought the last portion of the speech was pretty uplifting. But much of it was a very popular message, not democrat, not republican talking about problems in washington, d. C. And politicians that take care of themselves and not the american people. And so some people, they have called this speech dark, but i think he was laying out what he campaigned on, which is a problem here and im here to fix them. Speaking of problems trump has promised to his campaign since the Affordable Care act with this latest action we just discussed moments ago. Talk to us about what you think. Obviously this is the start to reform. It is, but there wasnt a lot of meat on the bone. It was an executive order that talked about minimizing the burdens, the financial burdens. But without any real specificity. That act is going to take some time to repeal and replace. And there isnt currently anything that has been developed that accomplishes that. I think it was more symbolic than anything else. We show pictures of donald trump here. We saw it a moment ago of him in the oval office for the first time sitting behind the desk. The real work will begin down next week. What do you expect . Well, monday washington reopens. They will be working over the weekend and reopen on monday and he has said he is going to hit their ground running as i suspect there will be a lot of activity on the hill and a lot of activity at the white house. More executive orders and just he wants to make a lot of things happen in 100 days. We will see how much he could accomplish. Recent polls show americans, they want trump, one of the first things they want him to tackle is healthcare and people have mentioned the economy. What do you think should be the first thing that gets done in the first 100 days if you will . I think certainly the Affordable Healthcare Act could be one thing he could work on. I think that youll see him move quickly and some of the International Problems facing the country. And some of the other domestic issues that need tackling right away, so he will have a broad agenda and that he will be working on. But the theme he has talked about is speed. Getting out in front right away. Any number of this, he campaigned on frankly, immigration being one. All right, brian thank you as always. Absolutely. There is an explosion of sewer water. It is really scary, it is really a nightmare. A live look outside on friday night. A levy broke for the second time in two weeks, flooding homes. People who live on their lane were told to evacuate as they literally went door to door to bring residents to safety as no one was injured. This is the exact same neighborhood where they broke. Thankfully those animals were rescued as well. They would remain closed tonight, but should reopen soon. A large tree came down near the southbound lane. And they tweeted this photo of the tree. Hopefully within the hour. Our chief meteorologist has been tracking the next round of rain and how it will affect the weekend. The biggest of the three is coming in on sunday. Now tomorrow will be a break day and it is fortunate we are getting the break day and how important they are and they are really important because if they did not break this afternoon and they did not break out, we are getting rain every day and some kind of a significant break where we would have the whole afternoon. Tomorrow we will have most of the day with scattered showers. None of this rain we saw over the last 24 hours. I mean over three and a half inches on top of the other two to three to four inches we would get 48 hours ago. Sot next system will get in here on sunday with a few scattered showers tomorrow. But tomorrow is your break day and here is why as you would get the system and there is tomorrow and the jet stream will go through here tomorrow and the clear spot is for tomorrow for the most part. Later in the day the clouds are taking it up and the showers have moved in. Winter storm warnings through tomorrow and the evening into tomorrow afternoon. And then it will go up again on sunday morning. Scattered showers throughout the evening in the bay area and we will look for those with heavy downpours here. There is your break and then there is the beginning of whats going to come in on saturday night into sunday morning. And it is bigger, its windier and wetter. All right, well the rain overnight, they brought a nasty mess to one San Francisco neighborhood where they woke up to sewer water flowing through their homes and down their streets. They say it is not the first time either. The homes stood at the end of the street just below 280 near their park in the Mission Terrace neighborhood. And that is where we find ktvu tonight. It is a problem that is predictable as the weather. Yeah, there are about a dozen homes affected by this on both sides of the streets. It is calm out here now and just sandbags. But it was complete chaos earlier. Cuyahoga street under water and releasing geysers from the combination storm drain sewers. Overflow that also streamed out of toilets into several homes. Look at this. Reporter when it receded a contaminated mess on floors and walls. Im so sorry. Reporter longtime residents have photo albums showing this is happening repeatedly over the years. The last time 2014. The worse smelling thing. And that is not healthy for us. Reporter we have workers in hazmat suits here, hazmat suits and we have to live here with this . Reporter almost everything has to be thrown away. Cleaning crews will mop up what they can at city expense. Reporter they should be ashamed of themselves for letting residents homes get flooded with raw sewage over and over again. This is not flooding, but a sewer failure again. The surrounding area and all the water will flow to the flow lying area. Reporter a spokesman knows this area is a creek and marsh before it was filled in and paid. He blames a brief storm surge for overloading the system. But admits it needs a real fix. But he says that study is being done. We are looking at the process of this area and another area for the city. The total is up to 2 billion for about. 5 of the city that does flood like this. So today it was up to about here. Reporter worth spending money on . Definitely for the families dealing again with soil furnishing. This morning at 4 00 a. M. I heard the toilet start to make that noise. Reporter they were trying to save their car. This was all entirely covered in black sludge contaminated sewer water. Reporter and feeling betrayed. The city promised us they would fix the pipes and it would never happen again. So we moved back in. Reporter headed to hotels, residents just wanted it to end. This time we cant believe this is happening again. We cant even deal with it. Reporter this situation has been the subject of a recent lawsuit and settlement against the city. Certainly there will be more damage claims at the very least because of the latest open pick zone. Aliant is still continuing to raise very hard out here. I would imagine people on this block cannot sleep very easily. Definitely unnerving. Thank you so much. A busy road in the east bay were shut down after a tree fell right onto the car. The Highway Patrol closed in both directions 580 near castro valley. The tree fell down at 4 30 in the afternoon and one person was injured. Some power lines also came down causing outages in the area. One persons store is another persons photo op posted on twitter. They would show the tower in San Francisco being hit by lightning several times overnight. The towers will stand almost a thousand feet tall, which obviously makes it an easy target for lightning strikes. Caltrans reports mud slides have completely closed a part of highway 1 at big sir. The closure begins 11 miles south of big sir. Anderson canyon in monterey canyon. Theyre being use advised to use an alternate route. Were they able to obtain them . But first a Bay Area Police officer dies on the job. How fellow officers found him after going out on a call today. Mexican drug kingpin El Chapo Guzman plead not guilty to charges of running a massive Drug Trafficking extradition. He was extradited yesterday on the last day of the Obama Administration. El chapo was convicted in mexico of running a drug cartel. He escaped from jail twice before his capture one year ago. Santa clara county announced today a person has died from the flu. Health officials would only say that the person who died was not yet 65 years old. Santa clara has received eight other reports of severe cases of the flu. And it is a winter storm warning still in effect up there where they will host it back up for sunday. So it will be a very productive storm for the mountain because they will be getting it in the form of snow not just rain running off into the lakes. We are getting a lot of snow. We are getting a ton of rain too and especially in Southern California the rain has been significant down there with the showers widely scattered right now as we would move in closer. You can see where they are and some of these showers have been fairly significant, like out here just east of fremont as you can see the scattered showers there. Thats how it will go for most of tonight. Then most of tomorrow, we are going to see a few scattered showers. For the most part the heavy showers will not come until tomorrow night into sunday morning. Here is tomorrow morning and note the sky cover. Plenty of sunshine, partly sunny, partly cloudy with a few scattered showers here and there and for the most part just an outstanding day with a nice break in all of this weather. Theres tomorrow morning, there is your break for most of the day. Then by saturday night this guy will move in and the beginning of sunday. Where there is saturday night at 10 00, raining now.
