The Vice President ial candidates tangled repeatedly tonight, but both came prepared and seems unlikely this debate will have great influence on the outcome of this election. Ktvu Jana Katsuyama is here now with how the candidates made points on policies, jana . Reporter they tackled nine areas of domestic and foreign policies. Both the candidates were respectful, but relentless. Tim kaine and mike pence came to the debate table introducing themselves to the nation and explaning why theyre qualified to back up Hillary Clinton and donald trump. Then they dug in. Defending their own running mates while denouncing the other. She laid one after another on millions of americans. Reporter on clinton untrustworthiness. We have a son deployed overseas right now. We trust Hillary Clinton as president as commander in chief. But the thought of donald trump as commander in chief scares us to death. Hillary clinton had a private server in her home that had classified information in it about drone strikes, emails from the president of the United States of america were on there. Reporter on trumps refusal to release his tax returns. Donald trump has paid all the taxes that he is owed. Trump started this campaign in 2014 and said if i run for president i will absolutely release my taxes. He broke his first promise. Second, he stood on his stage last week. When hillary said you havent been paying taxes, he said that makes me smart. Reporter repeatedly they had to stop pence and kaine from interrupting each other. Look, hes not a polished politician like you and Hillary Clinton. And he doesnt always say what he means. Pence refused to take the bait. He said trump would secure the u. S. Borders, but dodged a question of whether they would use force. The final minutes focused on their faiths, abortion and the death penalty. My faith informs my life. I try to spend a little time on my knees every day. But it all begins with cherishing and the dignity of the worth and the value of every human life. Im not going to change my religious practice to get one vote. But i know how to take an oath and uphold the law. Reporter in the end each candidate was asked how they would unify the country if elected. Kaine said he and clinton have a long track record of bipartisan bills and collaboration. Pence said he and trump will bring change to washington that can break the stalemates that we have seen. Certainly it was interesting to see them side by side tonight and very vigorous as you mentioned, frank, a very vigorous debate. Also a respectful debate. Thank you. Now to our panelist joining us, james taylor and brian sulbal our political analyst. Going into the delate the guiding thought was do no harm . Did either candidate stumble . No, i think they basically both went in fairly well scripted and came out without stepping on a nail or anything. All in all i think they both performed pretty well. James, most of the polls taken afterwards seemed to suggest that most people thought that mike pence won. Would you agree with that and if so why . Well, i dont know. It all depends. One local National Poll said that kaine had won and others said that mike pence had won. So it all depends on sort of how you want to approach this thing. What did you think . I personally think that pence held his own. He was substive. If you go back to the 1960 debate from the cool, calm, collected the more composed. But as erratic as kaine was, he had some issues that he raised against trump and the ticket. One thing thats interesting is that it seems like these Vice President ial candidates dug into issues that the candidates themselves didnt tackle, the clinton foundation, the emails, the tax returns. Do you think they were effective in putting those to bed or do you think that they just kind of kept feeding into what the candidates themselves would in they didnt put to it bed. I think what they did, however, is raise the issues, have a goodies cushion about them. I think that we will revisit that again on sunday during the debate between clinton and trump. One thing that everyone wanted to see is should something happen to the president , the Vice President would have to step in. Did these men tonight prove that they were ready to do that . It only seemed like there was one night about that. And that is earlier in the debate, one of the first questions about president ial readiness. Both sort of gave these answers about their instate experiences. Then all of a sudden kaine went ballistic. But first it was a response to the president ial readiness. But i think at the end of the day they both proved that they have, they know the issues and that they would be ready to step in an event where one of the president ial candidates as president had a problem. That is real clear. When you first came out here you were saying to me during the break before the show started the heartbreak tonight in terms of the debate as im glad that you all reiterated in the tone of this debate. But when both pence and kaine talked about their personal faith, i thought that was a high moment for the country to hear. Two very contrasting views, one was a local one is a local christien. And one did some missionary work. That was very powerful for me to hear kaine talk about the issues that were brought up in 1988 with ferraro whether he would be loyal to the Catholic Church or the constitution and that happened again. So this is a very powerful story to have kaine articulate that he could hold one policy position and one personal position and not cross over. Do you think it was effective . We did hear him repeatedly say five or six times i counted during the debate at least challenge pence on whether his positions could be, you know, made into an agreement with what trump has said. He said publicly he has disagreed. What do you make of that . It was sort of like pence was in a position of defending the indefensible. All night he did not reiterate or show up Donald Trumps most outlandish positions. He would sort of ignore them. And more of the point that he is such a professional debater that he was able to pivot over and over again. You couldnt land a punch on the guy. And you know when you look at debating skills, pence is very, very good. There was a lot of talk about kaine being too aggressive, he was constantly interrupting, too wound up, that he was too prepared. Your thoughts on that . Somebody was counting it and said that he interrupted 72 times or Something Like that. But he had a job to do tonight and it was to come out and really try to upset pence and to get his talking points up. Do you think he did that . To an extent, but pence was just cool. Nothing seemed to rattle him. James really quickly because were out of time. Do you think the debate tonight changed any minds . I dont think so. I think independence are, you know, about 7 of them were left and that they are trying to figure out which way to go. I dont think that these debates pushed in one way or another. Some were dangerously close to homes. You spoke to one homeowner who had damage to his house . We want to show you that this fire likely started with these bushes here and then jumped and burned a part of his fence and quickly spread to the juniper trees in his backyard. They burned for a long time. Reporter this is whats left of anduwans garden that he has cultivated for the last 20 years. His dragon fruit and vegetable trees were scorched after someone lit the bushes on the opposite side of the fence on fire friday afternoon. He estimates flamed reached 30 feet high burning his trees and melting a part of his patio. It is terrible. Im really squared when i heard that fire. Reporter and what is even more terrible, his daughter kathy was home at the time. It was really hot. It was just so hot. I was so scared. Reporter she had no idea about the fire until neighbors told her to get out. And it happened to our house before. And so it is kind of scary to think about. I didnt want it to happen. And here is tonnepah. Authorities say this is one of 15 fires since july 15. Evidence pointing to one arsonist all happening in warm springs at first in the overnight hours, but more recently during the day. They have started out small and now the fires have been progressively growing in size and in nature. So its been bushes, a long fence next to homes. Fremont fire are sparking concerns that the community may be at risk. Kahn is one of the neighbors who saw the fire and she is staying vigilant. I realized that it was our neighbors home. Reporter all of them are hoping that authorities will catch whoever is responsible before someone gets seriously injured or worse. Why is he thinking about doing this . Or he or she would want to do Something Like this to someone else. Because it is terrible, its a terrible feeling. Reporter and we have learned that two of the Fremont Police officers two out of three Fremont Police officers are responding to the fires because of this. As for this family they have now purchased a surveillance camera in hopes to catch the arsonist. Is there any description of the suspect . Reporter no. There are a lot of Unanswered Questions here. Fremont fire do not know if this person is a male or a female, if they are from the area, or if they are not from the area. Thats why they are seeking the publics help. Reporting live for us tonight, thank you. Last week we told you about a similar string of deliberately set fires in contra costa county. Those fires have all been set along the iron horse trail in concord and pleasant hill. So far no one has been arrested. The iron horse trail is a busy walking and bike path. Anyone with information on the fires are asked to call police or the county fire department. Cal fire announced today that all the evacuation orders issued for the destructive loma fire have been lifted. That fire has been burning on loma prieta in the Santa Cruz Mountains since last week. Cal fire says crews have started to remove equipment now that the fire is 90 contained. The loma fire destroyed 28 structures including 12 homes and burned almost 4,500 acres. Investigators are still trying to determine how that fire started. Now to a very dangerous hurricane that is grinding across the caribbean. Hurricane matthew hit haiti earlier today with winds of up to 145 miles an hour. And it also brought in so much rain that it is being measured in feet, not inches. The United Nations official says that matthew is triggering the biggest humanitarian crisis in haiti since the devastating earthquake there in 2010. The hurricane also hit cuba making landfall near their eastern tip of the island. 20foot waves pounded the shorelines while powerful winds tore off roof and tiles. The death toll from the category 4 hurricane now stands at 11 with at least three of the deaths in haiti. Our chief meteorologist bill martin is here tracking the hurricane. Bill, where is it headed . It is going right up the eastern sea born as it looks like the forecast track will keep it offshore. But thats the big debate. Some models will bring it closer to the east coast to the southeast and some models will take it a little further to the east offshore. Its a big difference. You go 50 miles either way here and youve got the difference between major catastrophes and just a messy couple of days. So here is where we are right now at a category 4. We mentioned that they are just hitting the tip of cuba, the eastern tip of cuba. This storm is a category 4 that it has weakened a little bit. Frost about 10 miles an hour. But as they move out of the area they weakened because they moved over the landfall. But now here is the model, they will take it right up as a category 4 into tomorrow and then into thursday right off the tip of florida and then right into here as the category 1, it looks like it could run into that little area right here just southeast georgia, which is very unusual. So that is the forecast path. The reason why its the forecast path is that you can see the hurricane here. Its coming a little closer here. What the models are doing, theyre looking at the surface winds. You see the winds going this way, you see the winds going that way. That sheer, this motion is a thing that is really going to help things out on the east coast. Right now all bets are that this thing is going to stay offshore. The weakest part of the hurricane will run right up the eastern sea born, cause some problems, but not as bad as it could be. Stay tuned. Theres a lot to be developed here over the next 24 hours. Well regardless of what happens officials on thes certain sea born are already warning residence about the approach of hurricane matthew. Florida has declared a state of emergency. Today people waited in long lines for gas, water, and food. All affecting an estimated 1 million people. We want to make sure that you stay on your evacuation route. Once you get off it will be hard to stay off. And at Miami International airport, many flights to the caribbean were canceled today. They issued a hurricane watch from the ft. Lauderdale area, meaning hurricaneforced winds could occur within two days. Now to america lee where utility crews are working right now to repair an 80yearold pipe that burst this afternoon. The water main break happened about 12 30 at university and grant. It flooded nearby streets and left dozens of buildings without water service. New at 10 00 tonight another warning to stay out of oakland because of toxic algae. East bay Regional Park says they have closed the lake and quarry lakes in fremont to swimming. Leigh martinez in our newsroom tonight. Authorities in the east bay are looking for a hitandrun driver who slammed into a horse trailer seriously injuring the horse inside. Investigators say that the driver of the Toyota Pickup truck hit the back of the horse trailer at about 7 30 this morning. It happened in concord. Witnesses say that the hitand run driver was picked up by someone in a white sedan and took off. Hes described as latino with a shaved head and full sleeved tattoos on both arms up to his neck. The Highway Patrol says that the horse is not expected to survive. Investigators say that they made a number of arrests in connection to the series of armed robberies in the east bay. Investigators are sharing few details. We are told that there were six armed robberies over a fourday period last week. And ktvu has learned that they appeared to have followed their victims home and then robbed them in their driveway or garage. Investigators are looking now to see if those arrested are linked to the robbery and shooting of a School Board Member carol brown and her husband. Their son told us today that he is glad to hear about the arrests. Obviously that they would make the whole neighborhood feel safe. Because people who do Something Like that dont belong on the streets. Law enforcement across the contra costa area tell us that the arrests are for Home Invasion robberies in fremont, livermore, and danville. Those cities tell us they are not commenting until a News Conference later this week. Now to san jose where the Police Union Says its officers and citizens are in danger due to a Staffing Shortage that have officers working themselves sick. San joses mayor says there is a plan to fix the problem. But as ktvu jesse gary reports that it must first go through voters in november. Reporter since 2012 the sjpd is down almost 500 officers. Thats translated into increased wait times for service including priority one calls indicating an eminent threat. If we are going to stay in the same direction that were going to we will see a downward trend. Reporter showing that san jose is burning a hole in its fiscal profit spending 36 million in police overanytime to adequately staff the l. A. Shifts. Thats triple the amounts since 2008. Some officers have such long commutes and short turnaround time that they have taken the sweeping in these rvs near headquarters. Others are using sick days in lieu of scheduled sick times. Our officers are human and they get sick and fatigued like anyone else. Its not safe for the officers or for the incident. If they are nodding off because of their sleep their sleep deprivation that it will affect their work. Reporter passing of measure f would be overhaul and key to stabilizing this department. If it passes in november, chief garcia proposes a fiveyear plan to get more police on the streets. Recruit more officers, hopefully increasing the Academy Class size from single digits.
