Many of the highways in the state are crumbling. And itll take 80 billion over the next 10 years to patch potholes and repave roads. Money that the state just doesnt have. Walk through the streets of berkeley and you will pass people who dont have a place to call home. Now you will pass an easy way to work. We thought about using the old police boxes. Its seen as a way to reduce pan handling in the area and raise funds to support Homeless Outreach efforts. I think people want to do something positive and they rather give to an agency. Reporter all of the money collected from the donation boxes goes to the berkeley food and housing project. Which runs a shelter, Community Meal program and womans shelter. Such as bus fair, the agency will use the money to provide vouchers for rides on ac transit to pay for personal items such as socks and toiletries. And to cover the cost at the dmv. I asked officials just how much they expect to raise in donations and they told me that when they looked at comparable cities like denver that city was able to raise about 500,000 a year with boxes just like these. A series of closures at alameda drawbridge begins tonight and its scheduled to last for 30 months. It opened about 1,800 times each year for vessels. The alameda public works plans to close the bridge from 8 30 at night to monday morning. The closures will allow crews to repair and repave the bridge deck. San Francisco City leaders are floating a controversial proposal to tear down a part of interstate 280. As ktvu David Stevenson explain, such a move would caltrain has some concerns. Reporter it has the highest level of ridership of all caltrain stations and its a prized piece of property the city of San Francisco hopes to convince caltrans to give up. I think they were startled. Reporter mayor lee is talking about a proposal to move the rail yard to the mission bay neighborhood. That seems to be a tremendous under utilization to have a train depot in the middle of this whole development. Reporter the hopes is to use the proceeds to help fund the under grounding of the metro caltrain. Its part of a larger discussion that includes tearing down interstate 280 at mission bay for more development. Its exciting because now were talking about building a new neighborhood in San Francisco. Reporter the city has had practice at that with the removal of the embarcadero freeway. These are all controversial at time. People have concerns about traffic. And in the end i dont think anyone would want to go back. Reporter for it part, caltrain is concerned of where the city could offer space for its railcars and all of its cars. Thats an issue that needs to critically be addressed and in a more controversial way that has been done. Reporter caltrans says that its concerned what a shift would mean for its service and costs. A full proposal is due in about a month. David stevenson. Also in San Francisco, a petition drive is under way to change the name of Justin Herman plaza to maya angelou plaza. The people behind the petition drive say, Justin Hermann oversaw the urban renewal of the fillmore district which pushed out minorities. And they say that renaming it to maya angelou is more appropriate since she brought people together. Fog should be back tomorrow morning. So were going to see plenty of fog and low clouds when you get going as we had the last few mornings. This weather system spinning to the north of us is breaking up the fog pattern a little bit and will set us up with a mild day tomorrow but then it moves through and another one comes in. Our chief meteorologist bill martin comes back to take us out on the Sacramento River. And shows us why the problem is really bigger than the lack of water. I think hes relaxed now and he just realizes that this is his home and he wants to enjoy it at this point in his life. The bay area induction always brings a whos who of people to this area. Todays headliner was barry bonds. I sat with bonds and we start with his reasons for deciding to come to the giants back in 1993. San francisco called me up and they said how would you like to play at home and we would like to have one of your dads childhood friends dusty baker manage the team. We would love to have your god father as he is be the face of our franchise and we would love to have your father be the hitting coach. And i sat there and said, where do i sign. As your career with the giants went on, those home runs started to pile on. I kept everyone away from me because i felt if you got in you would figure out me. Or you would figure out what i was doing. The milestones only mattered to me to willie. Willie was my milestone. Home run record was never my milestone. Willie was always my milestone. My acceptance from my god father and my father of me playing baseball was the only acceptance i ever wanted out of the game of baseball. I knew where willie stood on his pedestal. I knew where he stood in the community of San Francisco. I knew where he stood in baseball. I just wanted him to stand and say, godson youre just as good as me. Four accidents since september were reported and three were google vehicles. Google then disclosed its had 11 minor accidents in six years of testing and 1. 7 million miles of driving. But google said that they they were human mistake. Its the end of an era for American Idol. At 10 45, reaction to todays decision to cancel the show after next season. And American Idols roll in Popular Culture for more than a decade. We could very easily lose these fish all together. Plus scientists found the allure in the button on Northern California salmon. Up next, bill martin on how the California Drought is putting the fish in danger. Thousands of years the chinook salmon have migrated from the river to the ocean and then when theyre ready to spawn back north again. This cycle was nearly wined out when mining practices put the fish on the endangered species list. In recent years with human help, the chinook salmon have been making a come back but now theyre in danger again from a much bigger threat. Bill martin went to find out what happened . Whats the problem. Well theres just not enough water, and the water that is available is too warm. The fishing has always been in this river. Reporter mike has fishing in his blood. He makes his livelihood as a commercial fishing guide on the Northern California river. Weve had good fishing on this river for a long long time. Reporter hes been fishing and swimming in these waters since he can walk. Mike is known for his ability to find fish in a river that doesnt give up his secrets. Those fish like to hang out where its not too hard to work. Reporter mike has seen this river through the good times and the bad. I think about how lucky i get to live here where this runs right through our town. Our backyard. Where we have this kind of a fishery so close to home. Reporter but the fourth Consecutive Year of drought in california has created a struggle between man and the regions endangered salmon. Disaster. If those eggs dont hatch then theres none coming back. We wont be salmon fishing. We could very easily lose these fish all together. Doug keeps close count on the salmon. Heres one of the biggest problems for the fish. See this area normally under water. This gravel is perfect for the spawning. These rocks which are pretty good sized. The female salmon with her tail she digs her hole. She digs her eggs in that hole. Imagine with the river rolling over this. The male salmon comes in, puts milk on the egg, that fertilizing the eggs. The female salmon comes back, she takes her tail and covers this up. An area like this could normally accommodate perhaps 1,000 spawning salmonment salmonment salmon. When its dry like this it can accommodate no salmon. You can see these dry barges to the side here. That limits access to the river. So it concentrates the fish with the smaller range. And water temperatures the biggest concern we have. Reporter the surrounding mountains should have several feet of snow pack this time of year. But this year the peaks are bare. That means no snow melt coming down to chill the water. The perfect temperature for spawning salmon. Last year the temperature in the river was 60 degrees devastating the salmon eggs. As it moves downstream it warms up. So it limits the area they can spawn it. It really pushes them upstream. Reporter this warmer weather is what has everyone worried. The fish can survive losing spawning ground due to low water flow but its the 60 degrees and over that it could decimate this years spawn. Its been a real concern lately to make sure the water is sufficiently cool. Reporter the salmons future especially the winter and spring run salmon could depend on how the water gets divided up in the state. It is a delicate balance. Too little water for man will cause problems for the states multi Million Dollars economy. Too will water for the fish means exposed spawning ground and warm water where the eggs will not hatch. If we lose the salmon, our kids will not be able to fish for the greatest salmon in the world. The king salmon. Everybody needs to know were all in this together. There are no easy answers. The fish need cold water and lots of it. Reporter just two weeks ago the state implemented emergency closure on the upper Sacramento River banning fishing north of redding. At the end of the story you saw that part of the river were on. Thats the parking part of the river we were fishing on. Because they might inadvertently hook these spawning salmon. These fish are amazing. They can grow up to 100pound. You were telling us when you were a little guy those fish were all over the place. When we were kids we would fish in the 50s and 70s. You would walk across the spawning salmon. But things have definitely gotten worse with this drought because again, not enough spawning ground and the water is just too warm. Wheres the snow melt . Shasta has very little snow. And its something seeing those rocks that should be covered with water right now and they arent. Its one of our greatest natural resources. It really is. Tonights story is just the first in a week long series in a week long report. A leaky fire hydrant in walnut creek has been replaced after a viewer told ktvu her complaints were going unanswered. Our crews found the hydrant with a slow leak. Meantime people were being asked to cut back their water use by 25 . They want us to cut back to where it hurts, but they wont take care of their own problems, that doesnt seem right. Reporter after a call from ktvu a crew from east bay mud came out this afternoon and installed a new hydrant. They have an aging infrastructure and leaks are common. She also said they have no records of portelos call. Todays ceremony honors one of the top African American student many who beat the odds.
