Law enforcement officers in california may soon have a new tool to get drugged drivers off the roads. The dds2 tests the drivers saliva, and within minutes shows if there are drugs within their system. A bill would allow all state Law Enforcement agencies to use that device. Very, very disheartening when you go into the home of someone to share with them, the absolute worst news possible that their loved one has been stolen because of this decision making. When you experience that, it changes you. It changes your perspective. The device tests for several drugs including marijuana, cocaine, and methamphetamine. Critics say the test could unfairly target people with legal prescriptions, such as adderall, which could show up as methamphetamines. Tackled a murder suspect today who was trying to escape. Police say hector floras arias was trying to escape. He made his way all the way into the parking lot. The chief saw him running. Yelled for him to stop, then tackled him. The suspect got away, but the chief tackled him again, and held the man until officers arrived. Police are looking at security measures to see how the suspect was able to briefly get away. New at 10 00, the san jose airport is getting a new, higher fence around the perimeter. Officials say theyre raising the fence to 10 feet, and then adding a foot of barbed wire along the top. The project is focusing on the Southwest Corner of the airport for now. Police in campbell and the Santa Clara County Fire Department are asking for your help tonight in identifying an arson suspect. They released Surveillance Video from march 30. It shows a man in a hoody walking in the 200 block of kirtner avenue in campbell. Authorities described that man as white in his 20s, with a light building. He was carrying a duffel bag. They also say he may have injuries to his hands and face from the fire. In the north bay, in napa, a Jewelry Store employee is in the hospital, and a teenager is under arrest following an attempted robbery. Officers arrived at napa valley jewelers just after 5 30, and found the employee injured and suffering from cardiac arrest. He is reportedly in critical condition. Police say they arrested a 17 yearold boy, and an adult male is still at large. Now to hayward, where police say they have the man responsible support a spring of attempted kidnappings, involving teenage girls. Police say Alameda County investigators are looking into a fourth case just outside haywards jurisdiction. There was actually four incidents. Theres one still being actively investigated. Theyre also calling for the resignation of the police commissioner. 25yearold freddy gray was chased and tackled by officers a week ago. They say there was no excess force. Police are examining video of the incident, and say it does not chauffeurs acting forcefully, but they say gray did ask for medical help repeatedly. Six officers have been suspended during the investigation. Youve seen the value of video when use of force is called into question, from rodney king, to just this month in south carolina, when walter scott was shot in the back. A camera, the size of an index finger. Together, many see them as the answer to questions of police misconduct. Just take the case of Michael Brown in ferguson, missouri. Theres video of him at a Convenience Store before he was shot to death by an officer. And theres video after the shooting, in between, theres nothing. But a camera, attached to the officer could have filled in the blank. On a normal day reporter Livermore Police officer, ryan sanchez starts every slit now attaching a camera to his shirt. Ill put the battery into the holder. Reporter after several months of testing the technology. I think its going to greatly assist us. Reporter the department is rolling out the body worn cameras. Can actually turn the camera to make sure i have a proper view. Reporter purchased from Taser International to all of its officers. The Video Evidence speaks for itself. In todays day and age, youre always acting as if youre being recorded. Now you really are. Not only recording our actions, recording the actions of others. Reporter the hope is it can increase accountability, and transparency at a time tension is growing between communities and Police Departments. As we rode along with officer sanchez, we got to see the body camera in action. Kind of excited to see how it changes perception. Reporter livermore pd has created a set of policy guidelines. Outlining the instances when the camera should be turned on. There are eight of them. Including 911 call, probation, and traffic stops. The cameras capture both audio and Video Evidence. Once contact with the person stops, the officer stops the camera from recording. In reality, the camera is always on. It has a prerecord feature. Once activated, it will go back 30 seconds, showing the events before the officer hits the record button. Every step of every police, public interaction from the mundane, to those involving deadly force gets captured. This woman complained of speeding drivers. When asked what she thought of being recorded . I think that its nice to see both sides of the story. Reporter our next stop was a fight downtown. Officer sanchez was among those to respond. I got out of the car and turned it on. Reporter his camera rolling as he approached the suspect, and it stayed on, recording the man being handcuffed, and put into a police cruiser. Can you show me that video . No were unable to show you the video. Reporter some have raised questions about what happened to the video of a the cameras stop rolling, and how much control and access officers have. Officers have the ability to watch the videos they have recorded themselves. Other than that, they cannot alter, or change the videos in any way, shape, or form. Reporter once officer sanchez puts the equipment back on the docking station at the end of his shift, all of the recorded foot an, collected from the camera is automatically uploaded to a cloudbased storage and management system, called evidence. Com. And that is where the livermore footage remains for at least three years, unless its a homicide or a sex crime. Those videos will be stored forever. Deploying this technology is not cheap. The units cost about 1,000 per officer and its 40,000 a year to store the data. Whats to stop someone from deleting it if they want to . They cant. There is no delete button on the camera. If the officer chooses not to record a public interaction, they would be asked to explain why. The officers actually have to turn it on before it starts recording. Its not recording all the time. No, its in a buffer mode, which means it can go back. But yes, they physically have to turn it off and on to record an incident. The investigation into the fresno pipeline explosion is expanding. Theyre trying to determine if there were any state violations. 14 people were injured. Initial reports blamed a Fresno County employee, using heavy equipment at the time. The state puc is now trying to determine if that work led to the explosion, and whether a call was made as is required about the location of pipelines before the digging began. The puc will also evaluate the accuracy of maps and pg and es response. The Fresno County Sheriffs Department is also investigating. A bay area man accused of breaching security at the white house. When he came out, the car and the boy were gone. About four hours later, a resident noticed the missing car parked outside, and called police. The boy was still inside, asleep, and unharmed. He woke up, and when he woke up the guy said that he didnt know he was in the car, and pulled over. Got out the car, and my boy went back to sleep. The child was reunited with his parents around 9 00 this morning. A hayward man has pleaded not guilty to charges he jumped the white house fence last night. Jerome hunt made it 10 to 15 onto the south lawn of the white house. Today, he appeared in a washington, d. C. Courtroom, where he pleaded not guilty to misdemeanor unlawful entry. He was released, and later toll reporters he didnt mean any harm. The u. S. Aircraft carrier, uss theodore roosevelt, and a guided missile cruiser are headed toward yemen. The pentagon is denying reports the ship plans to deny iranian ships from receiving weapons. Meanwhile, in yemen, an enormous an uber driver is facing serious charges for allegedly running down a bike rider in what San Francisco place say was a police say was a case of road rage. My mother last year was diagnosed with Breast Cancer. I have several friends that have had Breast Cancer. Some have recovered, some have not recovered. Reporter predicting more women will be living longer. As the population increases, and we live longer, youre likely to see more cancer. Reporter bay area Breast Cancer surgeon, says a glimmer of good news is that Breast Cancers in older women are more likely socalled er positive tumors, which are easier to treat. They tend to be less aggressive, and we have an option of using hormone medicines, as part of a therapy. Reporter this study is a call to action for better screening, and for women to pay closer attention to changes in their bodies, and to exercise and live healthier. But she says something in the environment, possibly low levels of untested chemicals has been triggering increased rates of cancer for decades.
