Our chief meteorologist bill martin is tracking tonights rain. But first to one of the problem spots in sonoma where there has been some flooding in the past few hours, ken. Reporter well this is highway 121 and about an hour ago i was standing right hear in about 2inches of water. You could see all the water in the ditch by the side. This water was coming over the roadway. For one driver, this flooded road came out of nowhere. What happened here on highway 121 was certainly a flash flood. At least from dave bowens perspective. A couple of hours ago there was no water then poof. Reporter bowman and his truck may have been the first bowman and his truck may have been the first one to try to drive through the water. The flooding on 121 and other spots near sears point took longer to clear. Chp says the flooding happened suddenly. Slow down, Pay Attention to the roads. Other vehicles and drive cautious. Reporter well right now, on 121 theres not a car to be seen. However were seeing a car make its way down this stretch. It appears over with. Take a look at what im tracking and this is as the system moves through just in time for the afternoon commute. I mean it hammered on the afternoon commute. Over an inch of rain in most places. The area that was hit the hardest marin county where weve seen upwards of an inch of rain. Down here toward princeton and halfmoon bay you have showers up in pacifica. You head a little further down toward san jose and what you have are showers showing up right here up in morgan hill. The forecast for tomorrow, this is your evening forecast. Well go through the Morning Hours. Theres 1 00 a. M. More scattered showers but notice how widely scattered it is. This is where we sleep. Here we get to the morning commute. More scattered showers. And from here youre going to get more wet roads. A chance of rain from the sky but not much. Widely scattered. There it is at noon tomorrow. As we see offshore more showers headed our way. Ill tell you this, the strongest storms have gone through. What well see from now on will be a hit and miss sort of thing. Big mad commute tonight, tomorrow wont be so bad but there are showers in the forecast. Heavy rain caused flooding on 280 near byrd avenue and highway 7. At least one driver had to become stuck and another crashed. It happened around 845 tonight. Pumps are being used to help clear the water from the driveway but so much rain fell so quickly that the pumps couldnt keep up. Marin county supervisor declared a bit of emergency to help the flooding following a week of storms. Those repairs alone are estimated around 1 million. The Stormy Weather has also washed out roads. Today Sonoma County is estimating damage at 100 million. And now to the City Council Meeting that got heated tonight jana katsuyama. Reporter not always so politely but many of them were calling for a change in police policies. The meeting started out quiet, but an hour in. People yelled out as the Berkeley City Council opened the floor for Public Comment which came at times in waves of anger. I was arrested for having a peaceful protest and charged with a felony. What for . What for. Do not go home and think this is our problem. I promise you each one of you i will make it your personal problem. Reporter dozens got up to speak and most focused on the protest where people repeatedly clashed with police in a protest. The police are completely absent the next. You need an independent investigation. We need an independent investigation. You are the controller of the police. And the chief of police should be controlling the police. Reporter protesters asked the city to appoint an independent prosecutor to investigate the police department. And the leader of naacp asked for better handling of protests. I think they overreacted. Perhaps they were caught unprepared. Im not sure. We dont want to be subjected to being harassed and shot at with rubber bullets and tear gas. I believe you cant take away a thing like tear gas. There may be a situation. Like the Highway Patrol had to use tear gas to keep people off the freeways. Reporter some people did criticize those protesters who have not been peaceful at previous protests in berkeley. A woman posted this video on instagram. The protest did affect rail service for a while. The Senate Passed its saturday night after some bitter debate. The measure keeps most of the government funded until the end of september. Except for the department of homeland security. Republicans funded it through february so they can use it as a bargaining chip. Taliban militants stormed a military school killing at least 145 people virtually all of them students. The militants literally went room to room shooting many of the children in the head. After eight hours the Pakistani Military said it had finally killed all of the militants. Live pictures tonight of that light display. Its become a tourist attraction in the area. Now the Group Responsible are looking at another project and tonight they got the green light. Reporter were at the foot of Market Street at the embarcadero. The city by the bay has long emphasized public art in various forms. Now it hopes to show Public Transit in a new light. The idea came from wanting to reimagine the every day and wanting to take something that we all experience on a daily basis. The artist behind the project said it was the perfect canvas. Market street is notorious for being fragmented in its different sections and so were will create a sense of unity and creativity. Reporter led lights will be strung for two miles along the overhead system that carries the munni line. The project will cost millions but will be funded solely by private donations. Funding will start next month. The lights will transform Market Street into a destination rather than a passage way. Just radically accessible art. You dont have to buy a ticket. Its free and accessible to everyone. The creators hope to have the project up and running by june. Thats a really interesting idea. Amber lee on Market Street, thank you amber. A federal jury in oakland took just three hours to find apple not guilty in an antitrust lawsuit. Apple was accused of using music files and using software to block cheaper alternatives. The goal is to diversify the deal. So those peninsula cities can use the water for dry years. Were asking to. This aquifer is about equivalent to crystal springs. Reporter san mateo gets about 45 from water wells and the rest from the hechhechi. So that when we are in a dry year we have something banked. 16 new wells will need to be built. Tonight at 10 30, two investigates concerns that that water saving artificial turf may actually contribute to cancer. But up first, word that sony may scrap a controversial new movie that became the target of hackers. Sony entertainment may scrap the release of its controversial film the interview because of threats about hacking. The comedy involves a plot to assassinate north Korean Leader kim jungun. Federal officials are investigating whether north korean hackers are under the recent cyber attack on sony. The interview is set to hit theaters on christmas day. The men all range in age from 18 to 30, they are all charged with several counts of robbery. Police say the suspects would approach women of south asian decent and then rip the gold jewel jewelry right off their necks. Tonight two investigates uncovered growing Health Concerns about athletic fields that are made from recycled tires. The question is this, could Synthetic Turf cause cancer . Melanie woodrow here now with information that is said to be introduced tomorrow. Reporter frank, state senator jerry hill is the sponsor. The bill would require the office of Environmental Health hazard assessment to conduct a new more thorough study of rubber playing fields. The concern that the recycled tire crumbs that fill the field could cause cancer. Reporter while these Willard Middle School players keep their eye on the ball. Concerned players, activists and now lawmakers are concerned of artificial turf. With growing concern the rubber tire crumbs could cause cancer. Senator jerry hill is looking at a study that could detail the risks. We have a responsibility to make sure our children are not harmed in the fields they play on. Reporter the law would keep any other fields to be installed before the study is complete. These are carsinogens that are very dangerous. You cant throw them away or burn them because they have so many chemicals, yet we can put them in our playing fields. Whether its anecdotal or not. We never say that something is 100 safe. We always say that its very low. Reporter the 2010 study concluded crumb rubber fields didnt pose a serious risk for inhaling harmful materials. Like the small sample size, only four fields were tested. Also some players say the rubber crumbs get in their mouths but scientists didnt study the health risk of ingesting the turf. Is the agency confident in the result it found in this study. Weve consistently said that it is not a comprehensive clean bill of health. And that there are other areas that could benefit from further study. Reporter gilson says that a recall has been ordered by the government to conduct a new study and so far the agency has not received directions to do so. Kathleen mccowen is against the soccer fields being converted to Synthetic Turf. The measure passed on the november ballot. Mcallen was arrested but not charged last month for refusing to move for trucks. She says she was protesting construction being started before the vote happened. I think the parents are going to be very concerned when they realize the risk to children. What we want to do is have parents make informed choices. Reporter the bill will not halt construction already on the way but it could be amended resulting on the studys results. We dont want to be in the end of the day in the same position of not knowing. We want this to be conclusive. Reporter according to the bill, the moratorium on building new Synthetic Turffielding would be for two years. To our south, the Unified School District decided to stop building turf fields. Alternatives are old shoe soles and cork. Currently the decision to use tire turf remains the decision of the city. Both agencies have also said they are open to changing their positions based on any new emerging research and thats exactly what this bill would do. If it passes there would be new research. The San Francisco board of supervisors today started to consider the almost 3 million settlement for the family of a patient found dead. Spalding was a patient at the hospital when she went missing. Her body was discovered 17 days later. They referred it to the rules committee which is set to take the matter up next month. Another woman has come forward claiming that she was also assaulted by cosby. It allegedly happened just six years ago and charges could still be filed. Now earlier today the Los Angeles District Attorneys Office announced it will not press charges against cosby for a 1974 molestation case because the statutes of limitations have expired in that case. Authorities in pennsylvania today found the body of a man suspected of killing his ex wife and five of her family members. Authorities have been searching for Bradley William stone a former marine reformist since yesterdays killing. His body was found this afternoon in a wooded area near his home. He appears to have died from selfinflicted cutting wounds. A boy shot in the shootings remains in critical condition. Aubrey andrews disappeared 10 days ago. She is nine months pregnant. Last night police found her priis prius with a body inside. Two separate incidents involving trains and cars disrupted this evenings commute on caltrans. The big news is that our board voted unanimously today to move forward with a bid from the United States for the 2024 summer Olympic Games. Reporter San Francisco is among four u. S. Cities being considered by the u. S. Olympic committee. We started with the request that the city has described the vision for themselves over the next 10, 20, 30 years so we could look at how the Olympic Games could fit into those plans and actually help accelerate some of those plans. Reporter this isnt the first time the city by the bay has tossed its hat in the ring. I think the olympics will be extraordinary for the region. Reporter the uncertainty at the time about the future home of the 49ers caused the city to withdraw its name and wait for better timing. If that time is now the 49ers would go from playing a controversial role in past efforts to a key role this time around. The committee now likes existing venues. What theyre trying to do is make this process more cost effective. More efficient and they want to see bids that harmonize the long terms plans of the city with the olympic game. Reporter one thing San Francisco could have going against it, the political climate, recent protests could be seen as a negative. If the committee is leaning toward one city, its not tipping its hand. The u. S. Olympic committee is expected to announce it decision in january. The chair said the International Olympic committee is really encouraging them to put forward a bid because the last time the u. S. Hosted a summer game was 1996 in atlanta. In redwood city, noelle walker, ktvu channel 2 news. The ground in napa is expected to keep slipping up to 6inches in the next three years following that disruptive earthquake. We have some showers and you just get the idea right. In the mountains its snowing. Its good news up there. The snow levels have dropped on 15 and 80. This area here were getting heavy showers. Snow levels are down to about 5,000 feet which is much better than they were when they were at 7,000 feet. Winds are calm out there right now. You can see that weve got 7 mile an hour south wind in San Francisco airport. San jose is pretty calm right now. Overnight lows tonight are going to be on the chilly side. Its kind of chilly out there now. Theres not a lot of wind as i just showed you. Valley fog is going to become something thats in the cards. Look for valley fog to form. Plus that chance of a scattered showers so youre getting hit with a couple of things here. The forecast then for tomorrow and the ensuing days as we go into 10 00 tonight. The system moves off. The widely scattered showers behind. The mountains keep going. I would think about that in the Morning Hours theres going to be concerns for ice and change. Showers at 7 00 a. M. For us tomorrow morning but very scattered. The morning commute should go off fine. Tomorrow afternoon, its good all day then tomorrow look what shows up just in time for tomorrows commute. You have more showers coming in for San Francisco. Not a lot of rain. Its something we have not seen tonight but perhaps a quarter inch, perhaps a half inch. Hits the afternoon commute blows out. Theres thursday morning now. Thursday is our break day. Watch thursday afternoon pretty dry. As we get into friday. Watch what happens here. This system comes in. So these next two systems the one tomorrow afternoon and this one this morning theyre low grade systems. Theyre not going to hammer us or they shouldnt. The idea being we got wet weather to contend with as we moved through the end of the week here. Were going to see lots of upper 60s. The five day forecast, scattered showers in the morning. Then you have a few scattered showers as you head into friday morning and thats it. And temperatures are just going to be on the mild side.
