Sergeant sullivan says the most recent statistics available point to a growing problem. At least 30 of the fatal collisions involved in california, the driver had some type of prescription or illegal drug on board. Reporter and just last night, another suspected drug related crash on highway 92 in hayward. It was here near the off ramp where an 18yearold driver crashed into this cluster of trees. The minivan she was driving, mangled with broken glass, dr. Seuss books. Four children was in the van, all of them injured. Tragic consequences, Law Enforcement say, have a growing trend. She was 84 years old but still had a lot of life left in here. And fun fortunately, in this case and unfortunately in this case, because of the actions of the driver and not the pedestrian as all, the driver led to the collision which led to her death. The Domestic Oil Production is growing and much of it is delivered by train. Heres where it comes from. Take a look. It comes from the oil fields from north dakota and into canada. But that means more trains on the tracks. Tonight, ktvus ken prichett looks into all those cars, an accident waiting to happen. [ boom ] reporter a sound of a catastrophic explosion in quebec, 2013. A train derailed, resulting in the destruction of half a down downtown and a loss of 42 lives. The train was carrying a more volatile crude oil increasingly being transported by rail. [ train bell ] reporter this is video last week of the destination for two trainloads a month of this crude, according to the railroad. Each car carries over 28,000 gallons of crude oil, a scene experts will say say will become a familiar site in california. Thats a train of much more volatile type of crude oil we typically see on rail. Reporter they say california must prepare in a dramatic increase of oil by rail shipment. In 2012, 1 millionbarrels of oil transported into california came by rail. In 2013, that number jumped to 6. 3 millionbarrels. And the state estimated by 2016, this number could jump to 1,250,000,000barrels a 150 millionbarrels a county for all oil imported to california by rail. This is a massive, massive catastrophe. Reporter as oil by rail shipments indecrees, so do the number of increase, so do the number of accidents in. The u. S. , they increased several per year from 2013 to 155 accidents in 2013 with a similar trend in california but smaller scale. Its excreamily alarming and the public should be concerned. Reporter she has multiple concerns of the shipments coming to california and refineries in the area, in particular, how the crude is transported. Theyre coming on cars unsafe, designed in the 1960s and not meant to transport highly volatile crude. Reporter they have mechanic mended oldstyled tanker cars are retired. That wont happen for years. Most availability today are outdated. But this train is using tanker cars modified with updating safety featuring according to these richmond i believe ifs. Its coming out of canada and down into sacramento, stockton and over the bay area now. Reporter kelly houston says the high risk areas are in some of the most remote areas where the crude trains me ander through the city meander through the city. If that derails and goes in the river, that could affect an entire populationsway supply water saw populations water supply which could be worse. Reporter teams to handle explosions do exist in the bay area. Joe baitman led a Training Session just last month with local Fire Departments as they simulated a link on this specialized tanker car. The valleryo is working on dealing with this. I understand theres a big increase and the public is concerned by that. But if you look at the other railcars on the tracks today, weve been shipping commodities for a long time. Reporter for First Responders arriving at this scene, the tankers will look the same.
