Now republican Mitch Mcconnell of kentucky, is expected to become the new Senate Majority leader. Today, he and the president talked about the new political landscape, and their efforts to try to Work Together to get things done. [ music ] reporter colorado, arkansas, north carolina. We have swept this nation with a compelling Senate Majority. Reporter the republican tide rolls across the nation, giving the gop control of both houses of congress. Today, the president said he got the message, and vowed to find Common Ground with republicans. Im eager to work with the new congress to make the next two years as productive as possible. Reporter he also cautioned that cooperation will have its limits. Congress will pass some bills i cannot sign. Im pretty sure ill take some actions that some in congress will not like. Thats natural. Thats how our democracy works. Will will be no shut downs, and no default on the national dead. Reporter a promise today from Mitch Mcconnell, and a preview of a Republican Controlled Congress. I heard a lot of discussion about dysfunction in washington. I think there are a lot of people who believe that just because you have divided government that doesnt mean you dont accomplish anything. Reporter likely to be on the gop agenda, approving the long stalled, and controversial keystone pipeline. Chopping away at the Affordable Care act. Find ways to reach across the aisle. Reporter jackie spear says she too is seeking bipartisan solutions. The American People were clear about one thing. They despise the way that congress has been operating. The donothing congress of this session is an embarrassment, i think to all of us. Reporter in an effort to try to get something done on immigration reform, the president said today he may in fact sign that executive order that would put pressure on the Republican Controlled Congress to come up with their own bill. Frank and julie, lots of talk today about compromise, and cooperation. Well just see what happens in the new session. Here in california, governor jerry brown sat down to answer questions about his second term. He wants to keep the state on an even fiscal keel. Its a challenge to be fiscally responsible and on the other hand, to keep pace with the aspirations and hopes of the Democratic Party and those who are looking for more and more Government Spending and investment. The governor acknowledged the political divisions in much of the country, as he congratulated democrats and republicans here for working together to pass propositions 1 and 2. Those propositions paved the way for new water storage, and saving money for the states rainy day fund. Our election coverage continues throughout this hour. Well have the latest from san jose. Plus change for oakland as jean quan concedes, and were looking ahead to 2016, when california could follow several states legalizing the Recreational Use of marijuana. There is word tonight that east bay muds 1. 3 million customers are likely facing a rate increase due to the states ongoing drought. New developments from ken pritchett. Hes in our newsroom, and he found out just how much those water rates are expected to climb. Unless we have a very rainy november and december, east bay pump will have to turn on pumps to bring in water. This is water being pumped into the east bay mud system. It only happens in a drought emergency. It happened last april. It could very well happen again. To turn on the freeport Water Project requires a 14 rate increase. Reporter tonight, the east bay mud board outlined the discouraging water outlook, and the potential of rate increases. We think theres a 36 chance that next year could be a shortage. Reporter that may not be enough to avoid new drought related rate hikes. East bay mud is also considering raising the monthly rate to 20 or 25 if the drought continues, and implementing an excessive use fee of 2 per water unit. Some customers say east bay mud should be tougher on heavy water users. 5,000 gallons a day seems like extremely excessive use in time of drought. Reporter others like brook statin are concerned of being lumped in with water wasters and paying more. I live in a cooperative situation, its 57 people distributed across three houses. We work really hard to conserve water and energy. Its part of the reason were all living together. It would be more appropriate to look at the top 5 of water users, and assess the excessive use penalty at 750 gallons per day. Which is still a lot of water. Reporter the 14 increase that kicks in if water is taken from the Sacramento River has already been approved. If the additional rate increases and penalties are approved, that would likely happen around april, unless the board decides to speed up the process. Reporting from the newsroom, ken pritchett, ktvu, channel 2 news. Police in antioch say they arrested a man accused of shooting and wounding a Security Guard outside of starbucks. It happened at the starbucks on a street at about 2 00 this afternoon. Police say a man on a bike approached two people on a bus stop, and pointed a gun at them. Police say an armed Security Guard saw the incident, and exchanged gunfire with the suspect. The guard was hit in the arm, but is expected to be okay. Just last sunday, a woman was shot and wounded near that same starbucks. An oakland teenager was sentenced for shooting and killing his sister earlier this year. The defense Attorney Says Mario Tolliver admitted killing justice tolliver in their grandmothers apartment january 23. Initial reports said the two had a fight over laundry. The attorney said an investigation showed the shooting was accidental. Mario tolliver, who is now 15 years old, faces ten years in juvenile detention, but could be released in two years. Parents, students and medical experts all attended a meeting tonight at Gun High School in palo alto, to discuss a student suicide. The 16yearold was killed early yesterday on the train tracks south of caltrains california station. Unfortunately, this is all too familiar. Back in 2009, four other teenagers committed suicide on the tracks. One student posted a video on youtube yesterday, discussing the stresses of being a student at gun. Im trying to raise awareness, mostly for the parents. We love our moms, and we love our dads, but calm down. Well do just fine even though we got a b minus on that test. One of those speaking out about suicide and prevention. A gas station owner tells ktvu he nearly became the victim of a scam involving a caller claiming to work for pg and e, and he wants to work to prevent others from becoming a vick tim. The first and account of that scam attempt that took place today. Reporter julie, the scam targeted the owner of this gas station, and the pg and e bill he received for power usage here. The phone call came this morning. It was a demand for bo to pay his pg and e bill within the next few hours or the power would be shut off. I was kind of nervous. Reporter the 73yearold says he checked his paperwork. The caller asked for a payment of 1,366. 09. The exact amount of the pg and e bill he had paid just two weeks ago with his bank account. They were talking the exact amount. Thats why i came to believe that maybe it is from pg and e. Reporter he says the caller identified himself as Bobby Johnson and insisted pg and e had not received his payments, and threatened to shut down his power, unless he paid immediately, by buying one of these green dot cash cards. Reporter he called the man back to provide the account numbers on the bank. But before i do that, something came to my mind. I said how they can do that, let me call again, pg and e. Reporter and its a good thing he did. Pg and e says these scams are ongoing, and come in various forms. But that pg and e would never demand payment using prepaid cash cards and that power would never be shut off unless there had been several written warnings. This is not normal. This is not something thats right. And they should hang up, and call pg and e. Im glad that im talking to you, and you let the people know that hey, this kind of scam is going on. Reporter the gas station owner says this bill is the first hes received online. Before this, his bill always comes in the mail. He suspects theres a Security Breach somewhere online. Sam liccardo is claiming victory as mayor. Dave cortese has 49 of the vote, and hes not ready to concede. Reporter julie, historically speaking the santa clara register of voters tells me, it could go either way, whoever wins in the beginning when the Election Results come out is statistically the winner. As of tonight, at least 104,000 vote by mail ballots, and 14,000 provisional ballots need to be tallied. I believe its time for us to move on. Reporter san jose mayor, sam liccardo is declaring victory after a 51 of the vote over dave cortese. The lead grows slightly. I expect that will continue. Reporter cortese not yet ready to concede. In a statement, he said, im confident in the democratic process, and want everyone to understand, every vote counts. This is a problem. A problem for a number of reasons. Reporter pointing out that shows how voters in the citys east side, mainly working class, and people of color, supported cortese, while liccardo won the affluent neighborhood. Whoever is elected needs to reach out to the people who didnt vote for him, and cross that line. Reporter low turn out elections usually bring out more fiscally conservative voters. Theres always a chance that those last few thousand ballots could all go in the other direction. I would say, its still a little too early to say for certain, but it is looking likely that our next mayor will be sam liccardo. Liccardo says hes begun assembling a team. The registrar says it could take weeks for them to finish counting the ballots. The results must be certified by december 2. Azimuth smith, ktvu, channel 2 news. It looks like south bay congressman, mike honda is headed back to washington for an 8th term in office. He had a hotly contested battle against ro khanna. Mike honda holding a 3500 vote lead. But there are still thousands of mail in ballots that need to be counted. Khanna hasnt conceded the race. The 17th district covers a large portion of silicon valley. In San Francisco, an Assembly Race between supervisors david chu and david campos is still too close to call. Whoever wins district 17 will replace tom ammiana. A sex ed controversy is simmering in lafayette. We heard heated comments about planned parenthoods involvement. Jana katsuyama is live from the school board meeting. Reporter there were very emotional comments tonight. People packed this room. It wasnt an item on the agenda. The room was packed. The speakers were passionate, and applause came from comments on both sides. If you choose to use planned parenthood, i support you. Reporter it comes from a High School Student who objected to the Sex Education program presented by planned parenthood. The student said parents are notified in advance, and allowed to optout. Opponents say the district should teach Sex Education, but not used planned parenthood. They are merely using the access to the students to gain future clientele for planned parenthood. That they tried not to use planned parenthood, because its totally unnecessary. They have School Nurses that can do the job. Reporter others are equally outraged, saying planned parenthoods program is based on facts, and does not push an agenda. If you want to optout, or if you dont think its good for your family or child, dont have them attend, but dont try to change it for the other 5,000 students in the district, because of your own personal belief. Reporter the district has used planned parenthood for 35 years. California law does not allow for there to be an abstinence only curriculum if you are going to do an education around hiv a. I. D. S. Tonight, 2 investigates looks into the growing number of Mental Health calls to police here in the bay area. Theyre known as 5150 calls. Thats the code to respond to someone having a Mental Health emergency. Many Bay Area Police departments say theyre seeing a sharp increase in this type of call. Oftentimes, the resources dedicated to helping those in need are seriously lacking. Allie rasmus with a look at the trend, and whats behind it. Reporter thursday night on shaddock avenue in berkely. The officer knows their faces and names. Elaine right . I cant do it no more. Is there anything i can do for you tonight . Reporter scott is one of 23 officers who are cit trained. It stands for crisis intervention team. Reporter they have received an extra 38 hours of training. Recognizing the signs of Mental Illness. Reporter to handle Mental Health calls. To divert people away from the Justice System into the community where they are better served. Reporter police are oftentimes the first responders. I think its kind of a growing portfolio of duties that are required, you know, in todays world, by todays cops. Reporter by the end of this year, berkely pd will have responded to more than 1,000 calls to help people experiencing a Mental Health emergency. Berkely cit coordinator, jeff shannon says thats a conservative estimate. That number doesnt get at all the other calls that we go to that really involve a strong Mental Health component, but they werent dispatched that way. Reporter responding to those calls takes time and resources. Sometimes Police Respond to the same people over and over again. Even multiple times in the same day. Berkely isnt the only city thats seen an increase in Mental Health calls. They have discovered a spike in these calls over the past five years at a rate faster than the population is growing. Identifying someone as a 5150 allows police to refer a person to a nearby Psychiatric Hospital. 5150 calls have gone up in the past year in San Francisco by 21 . Other cities that saw a spike for 2012 and 2013 included napa, with a 30 growth. Richmond increased by 15 . San rafael by 10 . The population has grown. There are definitely more folks with Mental Illness that live in our community. Reporter Manuel Jimenez is the director of healthcare services. His department does the training that cit officers like scott go through. One of the reasons 5150 calls are up, is because theyve trained more police to identify Mental Illness. I think peel are being identified earlier in our community, but that in many ways is a good thing, because then, again, theyre being diverted to john and george, and not being incarcerated. Reporter they come here to the john george Psychiatric Hospital in san leandro. They have just 80 beds for a county of 1. 5 Million People. Theyre usually always full. Reporter berkely actually has more resources to help the mentally ill than many other cities, including a mobile crisis team. If theyre not a danger to themselves, or a danger to others, or greatly disabled, its not against the law to be mentally ill. Reporter they are in the process of building a new facility, with room for 16 people to stay. But it wont be complete until late next year. Allie rasmus, ktvu, channel 2 news. We have another 2 investigates story tomorrow night. It involves shop owners who signed a contract with the Company Payment systems after sales people told them their Credit Card Processing Service would save the businesses money. What the businesses didnt realize is that they were also signing on with a Second Company with a four Year Agreement to lease the credit card swiping equipment. When they tried to cancel, they were stuck paying for the equipment at a higher rate than what it actually costs. We were in the market for another credit card processing company. A guy came in here at the right time, and was offering us the world. We would get rates like the Big Chain Stores like walmart, and target get. An oakland base Flight Attendant is dead after bringing her boyfriend to texas to meet her family. Tonight, that boyfriend, joseph karr, is in jail in austin, accused of fatally stabbing kelly turner halloween night. According to an arrest warrant, turners family members heard her scream, then saw karr holding a knife saying i cant believe i killed her. Officers arrested him a short time later. Back here in the bay area, karrs friends are trying to come to grips with what happened. Was there something that i saw in him that i should have noticed more so that this could have been prevented . Karr works as a blacksmith in oakland, who goes by the name the bohemian blacksmith. This is video from his website. Kelly turner was a Flight Attendant for Southwest Airlines based in oakland. An alameda man has been charged with the murder of his wife for 42 years. But he says it was a mercy killing. Jerry canfield drove to the Police Station and told officers he had just killed his wife at their home. He said they had a pact if she ever became ill to the point of being in constant pain, he would kill her. Canfields attorney also says he left a dozen roses next to her body. Subway a death row inmate at san quentin prison died of natural charges today. Steven michael was sentenced to death after being convicted of a murder for hire of a brentwood couple. There are currently 750 inmates on death row, and since the Death Penalty was reinstated in california, only 13 have been executed. But nearly 90 others have died from either natural causes, or suicide. President obama today brought up the fight against isis during his lengthy post election News Conference. The president said he would ask congress for specific authority for what could be a long military campaign. So far, the president has justified air strikes against isis in syria, and iraq, under two existing laws. Now with the election over, the white house said president obama decided it was a good time to go to congress for more explicit authority. The president is also asking congress for more than 6 billion in emergency funds to fight ebola. The president said ebola has to be stopped in west africa in order to protect americans here at home. The money would be used for treatment programs and research. President obama wants congress to approve the money during the current lame duck section. So far, 5,000 people have died from ebola. Almost all of them in west africa. Leaders of a Bay Area Company thats developing an ebola vaccine are asking congresswoman jackie spear to help them obtain funding. Representative spear toured the facility today in south San Francisco. The company says its vaccine, which is in pill form, offers a disdidnt advantage. We have no needles, which really removes an important piece of the puzzle. Handling needles. Needle injuries, those kinds of things, and our tablets can be held at room temperature. The company says it needs funding to start human trial next year, and that vaccine could be available by the end of next year. A bay area mother grieving the death of her son, killed in a freak accident on a busy freeway. I look over, and his face was gone. The victim told ktvu she had confronted the mother inside the store and told her to quiet her screaming child. They had words followed by that attack in the parking lot. Police are now looking for that woman dressed in red. A heartbroken mother from livermore says it all happened in an instant. A deadly freak accident on i5. Ktvus rob roth spoke to her today, and she says when she looked over at her son, who he was driving, his face was gone. A griefstricken mother who sat inches away from her son when he died needs answers. The worst kind of sadness, i think there ever was. And im confused because what happened to him shouldnt have happened. Reporter gina brown and her 20yearold son cody were driving back home to livermore 9 days ago after visiting relatives in las vegas. Cody was behind the wheel of this car, they were on interstate 5 in patterson, when in an instant everything changed. I heard bam. I mean loud. I sat up thinking cody was going to be awake. I said what was that. I look over and it, his face was gone. Reporter but the terror continued. The car was on cruise control, still moving at 70 miles an hour. I grabbed the emergency brake and pulled with everything i had. Reporter the clarify Highway Patrol says cody died because a tractor trailer driving in the opposite direction broke an axle, first strikek a big rig, then going through the roof of codys vehicle. The truck driver never stopped. California investigators have been looking for the truck driver, but with no luck. They say anyone who may have seen what happened, to call. There needs to be some tighter rules on truck drivers. Reporter investigators say they dont know whether the driver knew what happened. We asked a veteran big rig driver if thats possible. It is possible, but you would hope the driver would know that. Reporter cody had enroled with plans of working with troubled young people, but all that potential, all that joy, gone in a freak accident that could have happened to anyone. Doesnt matter how good your child is, how cautious your child is. They can be gone from you in a second. In livermore, rob roth, ktvu, channel 2 news. Virgin galactic has plans to resume test flights as early as next summer, you will recall last week, an experimental rocket ship broke apart, killing the copilot. The pilot survived but was injured. The billionaire wants to use the ship to take passengers to the edge of space. Dry through the five day, but temperatures cool just a little bit. But these are subtle, subtle changes, except for that return of the fog, which comes via this weak weather system. If this system had legs, it would give us a south wind. Minor cooling in the bay area forecast. Tonight, the Golden State Warriors gave away 1 million in grants in support of education. A ceremonial check was presented during halftime. The money will be split among 32 groups, including the Oakland Unified School district, and San Francisco unified, with each receiving 50,000. This is the first year they have given out educational grants, they hope to include more bay area communities in the future. So that happened at halftime. Lets talk about the game though.
