He just sounds surprised in this video that they broke into his car and dragged him out. He appears to not really approve of authority in any way, there are other videos showing Police Officers at his door and he refuses to cooperate in any way. Now, you see the driver fall out of this thing, 39yearold ismail penn. Hes motionless for a while. But you do see him begin to stir. You can see how high up he was.
