Officials are raising a red flag saying California Water tuesday is actually up despite pleas from the governor to conserve. Today, those water officials are considering emergency regulations to force cuts in water use. Christien kafton explains what the restrictions could include and how expensive the fines could be. Reporter with the drought stretching into its third year, the state Water Resources board is considering tightening restrictions on urban and suburban water use. The board votes today on banning nonwater recycling found danes may put new restrictions banning overwatering in yards, cleaning sidewalks with hoses and indoor water use for washing and drinking could to be unrestricted. Violaters face 500 a day tickets for infraction. Some say with the lingering drought the time for restriction is now. It totally makes sense because we do have to reduce. Water is sa finite resource water is a finite resource. Had has to be done. Reporter others say they are already conserving as much as they can and the fines are simply too high. It seems a little unfair. You know, people like i have a lot of People Living at my house with me. And theres nothing i can do to reduce. Reporter meanwhile, some in San Francisco worry the new restrictions could pose a sanitation problem. People who live and work in the financial district and Market Street area say power washings are necessary to get rid of human waste on the street. The city has cut back on power washing, reserving for only areas with the highest need. If the board votes to approve those restrictions they could be in place as early as august 1st. Santa rosa reporting a 15 degree drop in that area. So for today, partly to mostly cloudy. Temperatures will remain a lot lower than what we had yesterday. Breaking news out of Riverside County, where a portion of interstate 215 has been closed after a double tanker truck stuck an overpass under construction. A local news station reports part of a wooden structure, a wooden support structure fell into lanes after the accident late this morning in perris. This is near state route 74. You can see the wooden structure there thats partially collapsed. Traffic is being diverted around that overpass right now. Again this is interstate 215 in Riverside County closed at the moment. A busy road in marin county is back open after an overturned big rig shut it down for almost 20 hours. The truck driver lost control around 7 00 yesterday morning on sir Francis Drake boulevard in san rafael. The fuel truck blocked the entire road and dumped about 1700 gallons of gas. The road was closed in both directions between larkspur and 580 for cleanup crews and was back open about 2 30 this morning. One driver said its a big relief today to have that road back open. After battling the l. A. Traffic over the weekend, we figured we were home safe and then hint this beautiful traffic jam here. The chp says the accident caused extensive damage to the roads and that the company that owns the truck will pay for the cleanup and repairs. The truck driver was not hurt in the accident. San franciscos muni operators have ratified a new Union Contract agreement. The Transit Workers Union says the vote was 634 in favor, 485 against. The contract guarantees three years of raises totaling 14. 25 . Muni operators will have to pay into their pensions but the raises cover that. Last month, a muni driver staged a sickout to protest. Pg e crews were busy patching a gas line in the Visitacion Valley neighborhood. The leak started after 9 00 this morning at rutland and arleta avenue. A pg e crew broke the line while working in the area. The Fire Department was called as a precaution but there were no evacuations in the neighborhood and no reports of injuries. It took about an hour to repair the line. One of San Franciscos recent homicide victims was remembered today as Community Leaders called for a stop to the violence. Reporter a short time ago, members of the catholic archdiocese gathered on a Street Corner in the bayview to pray for a man they never met. 44yearold la sam thompson was found shot to death last tuesday night. The discovery was made near lasalle avenue and los vias court. They make sure every person killed in San Francisco is honored and people who live near the scene of this homicide were pleased to see the gathering this morning. Every sole lost in our city, its important for us. Its a blessing to have come and pray for the community and let us let them know that they care. Ive seen many homicides up here. Now, police did not say what the motive was in this killing but it was part of a recent outburst of violence in this particular area of the city. There were at least five homicides since the 4th of july. San Francisco Police so far have not announced any arrests in connection with the shooting death of Lasalle Thompson last week. San mateo police are asking for the publics help in finding a man who they say videotaped a woman at a store and then poured an oily substance inler car. They have released this sketch of the man. He was seen last wednesday at the michaels arts and crafts store on south delaware street in san mateo. This is Surveillance Video showing the man entering the store. He was also seen following and videotaping a 20yearold woman with his cell phone. He was later spotted standing next to the womans car and when the woman went to the car, she noticed an oily substance poured on her car seat through an open window. Police are hoping the public can help them catch a man who sexually assaulted a woman near a park. It happened sunday night a little before 11 00 p. M. The Woman Told Police she was walking home on Church Street near Pioneer Memorial park. She says a man grabbed her from behind and groped her. She struggled and the man ran away into the park. Palo alto and Menlo Park Police think a man resembling this sketch has committed armed robberies in both of their cities. They say robbery victims have given similar suspect descriptions. The robberies happened less than two miles apart. The most recent on hamilton and palo alto avenue. President obama says the country should be investing in the future instead of barely paying its bills. This was his message during a visit to the federal Highway Research center in virginia today to talk about transportation funding. The president was specifically talking about a temporary spending plan for the Highway Trust Fund that will likely be approved by congress today. He wants to take action later today at the board of supervisors meeting. Right now, the supervisor is calling on the Central American community to back him to call for the city to contribute to the relief effort for the hundreds of unaccompanied minors arriving at the u. S. mexico border. The supervisor will introduce a resolution asking for aid at the board of supervisors meeting. Many of the children arriving from Central America say they many of the children arriving, the supervisor says they qualify for aid under the decade old safe haven for Central American refugees. Acrossing the border, getting amnesty, now they are professionals, vps, business owners. And people are seeing these kids as themselves. Its the image of themselves 20, 30, 40 years ago when they came to the country. These are our children. The driver suspected of hitting and killing a 21year old man in Sonoma County and then leaving the own ever the weekend has surrendered to authorities. He turned himself in yesterday two days after the 21yearold was hit while walking on Petaluma Hill road near santa rosa. The man has been booked on charges of felony hit and run and violation of probation. The 49ers are now working out their final game plane for parking at leave plan for parking at levi stadium. Developing news out of Shasta County where the bully fire is threatening at at least 50 at least 50 homes. Already 18 buildings, including eight homes have burned. The fire has scorched 6400 acres and is only 20 contained. The Sacramento Man has been arrested on suspicion of starting the fire when exhausts from his truck ignited the grass while he was delivering material to a marijuana grow site.
