Evacuated after a gas leak on campus. Its happening right now at skyline high school. You can see the students streaming out of classes and onto buses. Good afternoon. Im tori campbell. We begin with that breaking news story in oakland. Were there live with what crews are finding and what weve learned about the cause of the leak. Reporter you can look behind me and see that pretty much all the students have gone home now. We do not know what caused this gas leak. Some school kids may have had a role in it. That gas leak on campus had all the kids out of the class this morning. Within an hour, everyone was sent home because School Officials believed the leak would not be capped until this afternoon. As you can see, that meant the 1900 students all flooded into the surrounding neighborhoods. The district said it was from and it was a pb with the heating system. Pg e said it was from a gas valve turned on in the science lab. This left the area chaotics are upset some parents and left district officials reassuring the school community. Theres a gas leak. This is the third gas leak at the school in two weeks. Theyre not getleting kids out. Kids smell gas and want to leave and they cant. Its horrendous. Students were asked to remain. Were dealing with 1900 teenagers. Some of them chose to leave. Reporter this leak has been stopped here at skyline high school. A pg e worker told us that the leak may have been caused by kids who got on the roof of that building and physically opened that valve. Back to you. New information in the death of threeyearold kaley slusher. We just learned from the coroner that the cause of death was blunt force trauma. This comes as her mother and boyfriend appeared in court today. Were live in napa with what happened. Reporter in fact trvetion the District Attorney this morning that confirmed that official coroners report, multiple plunts impact injuries due to what he called fatal child abuse and neglect. Here in court today prosecutors also subpoenaed medical records from two hospitals and in the last 90 minutes, one of the hospitals confirms the medical records do in fact belong to little caley slusher. Her mother was in tears in the courtroom this morning with her family members in the audience. 26yearold ryan warner is also accused of killing kaley. He showed no emotion looking straight ahead. Police reported threeyearold kaley was found beat ton death earlier this month inside her mothers apartment. Investigators say the mother and her boyfriend admitted to putting the girls body in a suitcase and later a freezer. This morning both of them pled not guilty to the homicide charge. Attorneys and family members on all sides declined to comment after court today. Sara krugers father lashed out at us and the media. You people have brutalized this case, had hung my daughter and tried her before anything has ever happened. Go away. Now those medical records requested from the District Attorneys office are from queen of the Valley Medical Center here in napa and kaiser in vacaville. In the last 90 minutes or so, officials at queen of the valley confirmed they handed over medical records belonging to kaley slusher. At this point they wont say what was in the medical records exactly when they were from. Its all information were still trying to gather both ryan warner and sara kruger, the mother, will be back here in Court Next Month as this case proceeds. Back to you. Its slightly cooler today. This afternoon and evening, the clouds will be increasing. We get going tomorrow morning. It locks like the rain is still primarily offshore. We will have a fairly dry commute. We could see a little drizzle. By 9 00, 10 00 a. M. , 11 00 a. M. , you can see it becomes widespread and from there on out, expect a pretty wet wednesday. From about midmorning into the afternoon hours, the afternoon drive looks like it could be brutal, wet and windy for evening drive. Wednesday night into thursday morning, the scattered showers continue. Thursday morning could also be a bit wet. The rain will begin to subside into the afternoon. Thursday afternoon looks mainly dry. We have a second storm coming. It will arrive friday. Ill talk about how much rain and mountain snow we expect with the two storms and how long the rain will last. Thank you. The california drought, mandatory water restrictions are coming to parts of the bay area. Last night the Russian River Flood Control and Water Conservation Improvement District voted unanimously to require customers to reduce their water use by 50 beginning next month. The Water District relies on water from lake mendocino which is only at about 40 of capacity. In the south bay the Santa Clara Valley Water District is expected to ask its customers to reduce water use by more than originally requested. The reasons behind it and what the potential impact will be on customers. Another day of sun and no rain isnt helping the dry conditions in the bay area. Andrew goodson just got this new lawn put in. Its going to be tough. I dont want it to turn brown or die. The Water District will decide tonight whether to approve asking water retailers to impose a mandatory 20 reduction in water use. Last month it approved a 10 reduction. The district says thats not enough. Rain in february did not provide much runoff in the reservoirs which were already at critical levels. We got word from the state and federal water projects that were not getting a lot of water in 2014. It means that in order to preserve our reserves and our ground water supplies, we really need to reduce water even more. The Water District sells water to 13 providers. It will be up to the individual municipalities to decide if and how theyll enforce the 20 usage in reduction. San jose water says that 50 of the households water usage is outside. It plans to focus its efforts out here. Residents may see their water bills go up if they violate new rules. San jose water says some of the restrictions its exploring are banning landscape watering between 8 00 a. M. And 6 00 p. M. And setting oddeven water days. People could be prohibited from filling swimming pools and requiring restaurants to serve water only if a patron requests it. It was pretty tight right nowpt i dont know how much more we can do. The district says at least eight more inches of rain would be needed to augment local supplies. The board meets tonight to discuss this proposal. Back to you. Officials with the bay bridge regarding the safety new span and concerns about some of the welding, sal has the latest. Reporter good afternoon. Caltrans wanteds you to know and wants the public to know that the main mess sijt new eastern span is safe and reported construction abnormalities will not affect that public safety. At a press Conference Today a caltrans spokesman addressed published reports detailing nonstandard we woulds and bridge alignment. The report says caltrans was made away of that in 2010, three years before the bridge opened, that some of the welds will suffer damage in a major earthquake. Caltrans says it has consulted with experts and its found that some welds may suffer that damage but the overall bridge will with stand a major seismic event just as it was designed to do. The bridge is safe. That this issue of minor misalignment at only ten of the 26 connections and of that only about 7 of those connections is not an issue for the structure, for seismic performance, or the 150year life span. Reporter caltrans engineers say the sections of the bridge which were manufactured in china were not completely aligned once they were assembled here. The alignment is off in some places by as much as eight millimeters, something caltrans calls a very small error. Yet some engineers say that has caused caltrans to violate its own standards which almost everyone agrees are very rigorous. Caltrans also addressed water seeping in through the section of the span near the pedestrian railing. It says of 2600 bolts, 30 have become wet. We are still determining exactly how the water is get intoght barrier rail. Were still chasing that back. Its supposed to rain this weekend. That might yield some Additional Information as to how its getting into the barrier rail. This was an anticipated issue. We were prepared for this and we are managing it. Reporter caltrans also spoke of the demolition of that old cant levered section. They say strangely enough they have to reinforce that section before they take it down for worker safety. So they didnt give us a time line as to when that bridge would be coming down. Theyre working on it. The fest thing to come down would be the scurve portion of that old bridge. Back to you. Dog owners being warned about the discovery of even more tainted meatballs. Why investigators say its becoming more difficult to find the tainted meat. Officials are slapping Asiana Airlines with a half Million Dollar fine for failing to help relatives of passengers after last years crash landing. Some family members were not contacted for two to five days. That violated u. S. Law requiring quote prompt and generous assistance to the loved ones of the victims. Regulators say the airline lacked translators and Trained Personnel to fulfill that obligation. They also say no airline has ever broken this law before. There were 291 people on board, three people died and dozens were injured. No word yet on a response from the airline. Pet owners in San Franciscos Outer Richmond district are on edge after suspicious meatballs were discovered there. This comes after police say potentially poisonous meat balls were were left in twin peaks over the weekend. Reporter animal control officers here in San Francisco tell me a dog in the twin peaks neighborhood had to be rushed to the vet yesterday after eating some kind of strange meat left behind on the ground. Testing is being done to figure out if it contained poison and that dog is doing ok. Now more meatballs found here in this Outer Richmond neighborhood. Thats prompting pet owners to take precautions. Four suspicious meatballs were left behind on this street near fulton. They were discovered on sunday night and while theyre still being tested for poise orntion pet owners are not taking any chances. How can you make sense of something so disturbing . This woman says her dog bennett isnt allowed to do too much exploreing during her morning walk. We cannot let our an millions eat anything they find. You never know whats going to happen. This is a terrible story. Its just terrible. We have to be so careful. Over the weekend more than 20 potentially poisonous meatballs were found hidden in bushes and shrubs in the twin peaks neighborhood. Animal control officers say they were carefully concealed, someone seemingly intent on harming peoples pets. Dogs cant really resist Something Like thassments i think the person who is doing this knows that. Its really upsetting that if theyve got issues, they cant find some other means of expressing that. Last july hundreds of meatballs laced with strychnine were left behind across San Francisco. In one case a dog died after eating one. Police believe these latest discoveries are connected with last years meatballs and they think one person is responsible. The motive is a mystery. I dont understand what the motivation would be other than theres a lot of people that dont like dogs. And just this morning in San Francisco, police and animal control officers responded to calls about strange looking balls found in front of a boardedup church near clay and larken. Neighbors thought they seemed suspicious. Police at this point are saying they do appear to be made of clay, although they will still be analyzed by a lab to see what theyre made of. Animal control officers say at this point all pet owners should be extra vigilant and be cawsh you was what their petition petsy. Another issue, another thing to point out is the meatballs, some of them are signature around for so long that theyre turning tbrown exposure are making them more difficult for poem to see before their pets get them. Back to you. Officials from the Oakland School district spent mornting at fruitvale elementary in response to and complaint about fights and campus safety. There were reports that fight arrest common occurrence and the School Provides little supervision. District officials are taking a look at the situation and say it appears there is room for improvement. One district official said this morning, that kids are safe. Its a very safe school. The teachers are really upset about this because they really pride themselves on the safety of the school and caring and kindness of the school and the work they do there. So its a great place. Weve never had any major incidents here. The district plans to add supervisors and new antibullying programs if needed. They plan to send letters to parent this is week to tell them about plans going forward. Cloudier, cooler day around the bay area as we begin do see the changes on the way. For wednesday the rain will return and the first and second storm expected to bring wind also. That could be a factor especially along the coastline. Here is a time line for you.
