Shooting gained interNational Attention. It took place here at the Fruitvale Station and it was the subject of a movie. It brought a lot of focus to the b. A. R. T. Police department. Today the b. A. R. T. Board heard how changes recommended after that incident are being implemented. The Fatal Shooting of oscar grant early new years morning in 2009 focused National Attention on the b. A. R. T. Police. In that shooting, Police Officer Johannes Mehserle was eventually found guilty of involuntary manslaughter. After the shooting, the National Organization of black Law Enforcement conducted an audit of the department and came up with 55 recommendations hue to improve the b. A. R. T. Police force. Today, patrick oliver, who was hired to conduct the audit, spoke about what it was like before improvements took place. There was not quality oversight on use of force incidents. There was not adequate supervision or eevaluation. Reporter that was changed this year. B. A. R. T. Police says it has implemented most of the recommendations. The auditor says a lot of the improvements have been made. After three years theyve exceeded expectations of what it takes to conduct the major form of a police agency. Theres a lot for the b. A. R. T. Board and at bay area Transit District to feel good about. Reporter today, kenton rainy presented the findings to the b. A. R. T. Board of directors. He minced no words saying this was a big challenge for the department. What you are trying to do is change the culture. B. A. R. T. Police department has 40 years of culture and trying to develop and get the necessary Critical Mass together of inside supporters and outside supporters in order to make various changes. In a closeddoor session, the b. A. R. T. Board discussed the contract crisis after the agencys two biggest unions filed a lawsuit earlier this week. The suit claims b. A. R. T. Broke state law when it approved the contract without a key provision. The unions contend the board was legally obligated to either accept or reject the entire contract, not just eliminate the disputed paid family leave clause. B. A. R. T. Management says the lawsuit will only drag out this labor dispute. Former Oakland Police consultant, William Bratton will lead the new York City Police department. San Francisco Police are looking for a hitandrun driver who critically injured a pedestrian early this morning. The car hit the man about 2 45 a. M. Near valencia and clinton park. Police say the victim is in his 20s and was taken to San Francisco General Hospital with a lifethreatening injuries. Officers are looking for a black or blue fourdoor sedan that has damage to the front passenger side and possibly to the windshield. Firefighters in benecia say without crucial technology, they would not have been able to find two people trapped in a burning building. Well show you the device and hear from the first firefighters on the scene. I5 shut down for hours after a man police considered dangerous was shot and killed by officers. The crime he was accused of committing in san jose. A dump truck hit a school bus carrying Elementary School students this morning in idaho, killing an 11yearold boy and injuring four other children. A spokesman for the Sheriffs Department there says the truck hit the bus at a rural intersection but its not clear yet who was at fault. New information on a santa cruz homicide case that went cold 20 years ago. Police have now positively identified the victim as corey joanne lamister of pacifica. She was 17 at the time of her death. Her baddy decomposed body was discovered in 1994 partially buried in the pogonip area. A break came after police were able to smach a dna sample and fingerprints submitted by her family. Investigators are still looking for who killed corey. They say a father and son who she was traveling around at the time of her death are persons of interest in the case. Its been five months since daphne webb disappeared in oakland. To mark the date, her family is holding a coat drive. She was reported july 10th, her father said someone took her from his suv at 79th avenue. This sunday the family is holding a coat drive from 11 00 a. M. To 1 00 p. M. At the Emanuel Temple church at 900 6th street in vallejo. They will be accepting new and used coats and donating them to those in need. Earlier this morning, Stockton Police shot and killed a man suspected of homicide that came after a highspeed chase. It ended around 1 00 a. M. On interstate 5 when the mans car became disabled. Police say the 43yearold suspect got out of the car with a knife. An officer shot at him several times hitting him at least once. The incident tied up traffic for hours. Stockton police have not yet named the suspect or the officer. Firefighters are still trying to figure out what caused an earlymorning fire in benecia. Two people were rescued but just hours ago, one person died from their injuries. Ktvus Claudine Wong has more from the firefighters who pulled the elderly couple from the burning home. When we originally opened up the door, if you were to physically look, it looked like a black curtain. Reporter thats what the first firefighters on scene saw when they forced their way into a burning home on larkin drive after 2 00 this morning. And the situation do have been worse if not for a Newspaper Delivery driver who spotted the smoke. Had the delivery person not come by, i believe the fire would have grown significantly. Reporter once firefighters were on scene, it still took time to figure out where the fire was burning. I can see firemen walking through the building and with their flashlights. Reporter video taken by larry shows firefighters searching and they were armed with hightech help. This is called a thermal imaging camera. Firefighter setter will come over and show us how it works. That camera saved precious time helping firefighters find the source of the fire and the two victims in the master bedroom. As i opened up the door, i did find a downed female. She was conscious at the time. Disoriented. Stated that she needed help. Shined my flashlight down the hallway to look for another victim and found another one at the time that was unconscious. Reporter he helped carry both victims through that smoke to waiting firefighters. They were just holding her. She looked so frail. Reporter she was being held by firefighter allen baits who said he just kept trying to reassure her. Everything is gonna be okay. Headache on. Were right here. A san leandro Apartment Fire displaced 50 people this morning and most have been allowed to go back home. The fire started just after 4 30 a. M. In the complex on bancroft avenue. The cause is under investigation. Police say it started in the wall of a bathroom in an apartment on the first floor. When i came into my bath and opened the door to my bathroom, the fire came out. It came out and i just closed the door again and take my family out. Many of the buildings residents ran out in their pajamas. San leandro high School Across the street was set up at a set up as a temporary red cross shelter. Two people were injured. That can help raise the overnight temperatures by a few degrees. Look at all of this activity moving in from the north. That will be rain showers. A chance by late tomorrow afternoon. A better bet by tomorrow night. 10 00, the rain increases in coverage across the bay area at 10 00 tomorrow night into early saturday morning. Most of your weekend will be dry but it remains cold out there. Cold enough that we have this issued by the National Weather service. A Winter Weather advisory 10 00 friday until 10 00 saturday. This in place for the east bay hills. Up above 2500 feet we could have snow on the order of three to four inches. Forecast highs not this afternoon. Upper 40s, low 50s.
