Quite here yet. Its moving in from the north bay. This is a live picture looking in that direction, up past the golden gate bridge. Felt like the middle of summer just a few weeks ago, but things are beginning to change. Lets turn to mark tamayo, tracking whats ahead. Remember just last sunday we had temperatures in the 80s and 90s in the bay area. Today, the clouds, mostly just a few scattered high clouds paying us a visit. In terms of the organized rainfall, its up to our north. This system yesterday looked very impressive, but whats happening right now, its basically splitting with some Energy Heading to the north, some Energy Heading to the south. By the time it gets to the bay area, its in a weakened state. Right now, lots of clouds out there. The main shower coverage, the main rain band, up toward eureka, cape mendocino, typical pattern. Right now, scattered high clouds. There we go with the live doppler sweep, showing you the current rainfall pattern and rain showers approaching parts of Mendocino County. Notice some activity beginning to line up offshore. Not all of this reaching the ground, but approaching parts of the north bay coastline and this will increase in coverage for parts of the bay area, especially for the north bay, for the coast over the next few hours. The quake happened at 5 04 in the evening. It lasted for 15 seconds. Freeways buckled, part of the bay bridge collapsed, and so did the cyprus structure in oakland. Buildings were knocked off their foundations. In all, 63 people were killed. Thousands more were hurt. And there was billions of dollars in damage. Ktvus john fowler spoke with some of the people who remember one of the most deadly incidents from that earthquake, the collapse of the cyprus structure. John . Reporter well, frank, the most visible reminder that we are in earthquake country, of course, is the bay bridge, the new bay bridge built, in part, because of the loma prieta quake. Because invisible emotional scars are still raw in the east bay. Children too young to remember played at this preparedness display today, right where the doubledeck freeway collapsed. It was devastating. We heard the sound. It was unbelievable. It was like a big rumble. Reporter 4000 feet of 880 freeway, the cyprus street viaduct, pancaked, crushing cars and occupants. Neighbors remember climbing into the stillshaking structure. They were pulling people out, doing anything they can. It was, it was pretty horrific. Reporter across the bay in San Francisco, fires broke out from broken gas mains, buildings collapsed to their foundations. A section of the bay bridge fell, killing one driver, but oakland took the brunt of the human toll. Killed 67 people, 42 of them were a result of the cyprus freeway collapse. Reporter a somber Memorial Service today reminding people what the earth did to a community. The first thing you felt was the eerie stench of death and the quiet. It was so quiet, it was almost frightening. Reporter the tragedy forged new alliances. The community successfully fought rebuilding the devicive neighborhood freeway. Instead, we have a beautiful park, where you can see families walking with their dogs and children playing in a community that has too little open space. For the third time in five years, the giants are heading to the world series. It was a player who nearly quit who hit the winning homerun. Frank birck says when he realized the ball was coming his way, all he could say was soft hands he grew up playing baseball in daly city and he didnt want to drop it, so he was hoping to catch it and hold on, and he did. Then returned it to the giants. They said what would you like . They said tickets to the world series would be cool. They said, no, how about tickets to next year . I guess when the president of the giants heard that, he said, you know what . Youve got tickets to the world series. Thumbs up, right. Lets talk about the royals, because the royals are who the giants are playing, and they havent lost yet. Yeah, i could talk about last nights game for about an hour and a half. But, yeah, as we relish last nights victory, more and more giants fans are waking up in legions feeling good about the game, but also realizing the job is not quite done. Yes, we gotta think about the Kansas City Royals, who are on quite a roll themselves these days. Looking for a twoout hit. Into left field, the Kansas City Royals are walking off into is the alcs before anyone gets carried away talking about the giants winning the world series, someone needs to figure out how to beat the royals even once. Their incredible 80 run, the longest unbeaten streak to start the post season in big League History started with a wild card walkoff win against the as. Since then, they disposed of the angels in three and a clean fourgame sweep of the baltimore orioles, sending them into the world series for the first time in 29 years. The royals are going to the world series reporter as focused as the bay area is on the giants winning it all, there might be a few people in the east bay secretly pulling for the royals. Their manager, after all, ned yost, graduatedded from Dublin High School and played ball in the state. As a matter of fact, he grew up pulling for the team he now will be trying to beat in the world series. I grew up in the bay area, grew up a giants fan, so its going to be special. Ive got the utmost respect for bruce bochy and the San Francisco giants are a lot like us. Reporter although this is the first time these two teams have ever met in the world series, they did get together during the regular season back when the giants were struggling. In fact, kansas city swept a threegame series and outscored the giants 166, which means absolutely nothing in october. You know, this is a whole different ball game now. This is the world series. This isnt a threegame series in august. You know, it doesnt matter what the recollections were. Its going to be a total different atmosphere. Reporter yes, the royals did have their way in august. But the giants have great experience in october, and they are riding a little high themselves right now. [ cheers applause ] they won the penant. Like i said, the energy out there was like a force field, where you felt nothing bad can happen to the giants, even top of the 9th inning when the cardinals loaded the bases. It was almost like the crowd willed nothing bad to happen. I remember, we were talking last night about you being out there and you had the story about standing next to the guy who was too nervous to even cheer when the cardinals had the bases loaded. Oh, yeah. It was nervewracking. I look at this guy next to me, whats the matter with you . He goes, i cant move. Im too nervous to even move. That kind of gives you an idea of the electricity out there. Like i said, when he hit that homerun, its the loudest baseball crowd i have personally ever heard. It was amazing. Even louder than when Pablo Sandoval hit the three homeruns against the tigers in 2012 series. So great moment for all giant fans. Nothing but good vibes. What a dream come true for Travis Ishikawa, almost quitting earlier in the season, comes back and hits the game winning homerun. Great story. Meanwhile, nurses at California Pacific Medical Center in San Francisco say they are upset over what they call the hospitals woeful lack of ebola preparedness. Weve obtained a letter from their union, sent to the hospital. According to the letter from the california nurses association, calls for equipment and training for nurses at that hospital have been met with hostility. The letter says the hospital director screamed and said she was sick of the nurses overreacting. She said she didnt have time to deal with this and said ebola would not come to cpmc. President obamas naming someone to be in charge of accord thatting a federal response to any threat of an outbreak of the deadly virus here in the united states. He has strong relationships with the white house and strong relationships with the administration. All of that means that he is the right person for the job. The president s new so called ebola czar is ron klain. He has no medical background, but is the former chief of staff to Vice President joe biden and former Vice President al gore. The announcement comes as two texas nurses continue to receive treatment for ebola. One nurse, nina pham, is recovering at the National Institutes of Health Facility in maryland. Officials say she is in fair condition. Shes not deteriorating. I cannot tell you at this particular time why we have said fair, because the patient confidentiality, but she is quite stable and resting comfortably. There was also an ebola scare at the pentagon today. The parking lot was closed off after a woman vomitedded there. She said she recently returned from africa. She is being treated and tested at a hospital. Lets talk about weather because dhaings changes are on the way. Meteorologist mark tamayo, when will it arrive . A few showers tonight for parts of the bay area. The system is not too impressive, but will weaken across parts of california. Showers in the bay area, he. Overnight showers developing, showing you the bigger perspective on the satellite, and then the next system developing upstream, that will be approaching the region on monday. Kind of traced in the jet stream, at least delivering the system heading into the monday forecast. Right now, the main organized rainfall is up to our north, up toward eureka, up toward cape mendocino and a few spotty light showers approaching the bay area coastline. Not all is reaching the ground yet, but a lot of clouds out there. Here, you can pick out the coverage once again. For the most part, partly to mostly cloudy, might feel a bit muggy as well, with moisture moving in from the south. Here, you can see a few showers, not all of this reaching the ground, though, approaching the Sonoma County coastline at last check. Well take a look at current numbers out there. Pretty mild. San jose right now checking in at 71. Livermore, mid70s. Oakland, 71 degrees. Santa rosa, last check, 69 degrees. So heres our forecast model in the shortterm. 8 00 tonight, you can see its not too aggressive with the showers increasing, but a few showers near the coast and up toward parts of Sonoma County. Then at 10 00, basically the same deal. But theres a chance anywhere across the bay area, at least the chance of spotty drizzle. And then tomorrow morning, well hold on to the chance of a few sprinkles out there or light shower, but then into the afternoon hours, skies becoming partly cloudy. So for tonight, mostly cloudy skies, a few popup showers developing, especially in parts of the north bay. Just beautiful, though. Emergency crews have cleared the scene of a suspicious materials incident in a Union City Business park. News chopper 2 was overhead, as police, firefighters and paramedics arrived about 11 30 this morning at the dowd business park. They gave the allclear after investigators determined that the suspicious substance actually came from a package containing broken printer ink cartridges. One person complained of burning eyes after opening the package. The worker was taken to the hospital as precaution. Dont go in the water. Thats what a warning from Health Officials says about three marin county recreational areas. Tonight, warning signs are posted at White House Pool county park, Samuel P Taylor state park, and lawsons landing. The signs say avoid contact with the water. The county Health Department posted the signs after tests found elevated levels of bacterial contamination in the water, which can cause illness. Health Officials Say the pollution could be from human or wildlife fecal contamination that occurs after long, dry periods. Sheriffs deputies in Sonoma County are searching for two Home Invasion suspects who shot a man inside his home. It happened yesterday afternoon on merced avenue, just outside the Santa Rosa City limits. Investigators say the two robbers may have been trying to steal marijuana inside the home. Witnesses reported seeing two men running from the house, wearing clothes that said fbi. The man who was shot underwent surgery, but so far, weve gotten no update on his condition. A San Francisco supervisor is pushing for an aggressive Green Initiative that includes a plan to step up the amount of solar power generated in the city. Supervisor david chu wants to require the roof tops of New Buildings to include solar panels, gardens, or both. The proposal seeks to double the amount of solar electricity the city produces to 50 megawatts by the year 2020. The supervisor says his plan would work well for commercial buildings, but acknowledges its not feasible for structures with limited roof space. Twitter users may soon begin seeing tweets from people they dont even follow. Its part of twitters plan to make sure users dont miss out. For many, it is hard to believe its been exactly 25 years since the loma prieta earthquake shook the bay area and beyond, killing dozens of people, flattening a freeway, breaking the bay bridge. Though much has changed, tonight, we still worry about the damage that could be done by the next big earthquake, especially along the san andreas and the heyward faults. Tom vacar joins us. How much better or worse off are we today . Reporter the infrastructure news is mostly good, and you paid for it. Despite the controversy, the new bay bridge eastern span is the crowning jewel of a quarter century of infrastructure toughening. The bay area earthquake hazards coordinator for the u. S. Geological survey. Well, in all cases, we have a much stronger infrastructure than we had 25 years ago. Reporter statewide, cal trans has spent 11 billion, most of it in the bay area, on bridge and overpass retrofits, plus grants to cashstrapped local governments. Bart has made its system the nations most quakeresistant. Water agencies have replaced pipes and made sure the big pipes across major faults dont fail. Exactly what we need to ensure that well continue to be able to bring water in. Reporter pg e has spent upwards of 4 billion for a constant string of seismic upgrades. Pg e has really been a leader in this. Reporter when the next big earthquake hits, while some of the infrastructure will be damaged, its been designed so it doesnt completely fail. All of our new hospitals and retrofitted ones within five years must protect staff and parties from injury and be able to continue operations afterwards. Thats also true for bridges. Ports, sea and air have strengthened, retrofitted terminal and control facilities to minimize liquefaction of the land. All told in the bay area, since loma prieta, infrastructure providers have spent some 22 billion on upgrades and replacements. Our buildings havent been strengthened enough. We have weaknesses all through the bay area, largely because its older building stock and it was built before 1975. Reporter the big weakness . Structures. Yeah, structures. Despite that, only 10 or less of homes and businesses actually have earthquake insurance. Tom vacar, channel 2news. Todays the deadline for medical marijuana dispensaries in san jose to apply for an operating permit under sweeping new regulations. Anne ruben is live in san jose. Some clubs say they cant comply, so they plan to shut down, right, anne . Reporter thats right. Well, some businesses, like this one, turned in their applications today. Others are shutting down. For the few clubs that do neither, the city says enforcement of the ordinance will begin. Empty room. Reporter this building used to house the allamerican cannabis club. Not anymore. Its kind of sad. It was a lot of work. We were here for a long time. You know, sad to shut it down. Reporter founder dave hodges said he had no choice. He simply couldnt comply with the new ordinances in the city of san jose to shut down this location and plans to close his second one soon. And hes not alone. He estimates about 30 clubs have closed so tar, six of them closing today. If you dont have a location that fits, then theres not really much of a reason to comply. Reporter today was the deadline to comply to officially register with the city of san jose. We targeted that we have everything in by the deadline. Reporter this is the stack of paperwork the collective turned in to the city. They have been working on it for months, even hiring a consultant to make sure they got their ducks in a row. San jose set up a set of regulations that i think are not unreasonable and can be met by a legitimate business. Reporter some are confident their application will be granted. Others who dont register now risk forced being closed. Those who might persist in operating illegally, well take necessary enforcement steps. Reporter including warning letters, hefty fines and, finally, enforcement officers. Many like hodges hoped it wouldnt come to this. We knew it was coming. We were hoping to avoid it by getting something passed, but it just didnt work. Reporter city Officials Say its too soon to know how many permits will be granted, but they estimate about 20 clubs will be in Good Standing once the process is complete next july. The plane is known as the x 37b. It spent nearly two years orbiting the earth on a classified mission. As you can see, the plane resembles one of nasas space shuttles. While there are many theories as to what the plane was doing, the air force maintains that this is solely an experimental test vehicle. The x37b program has bounced between several federal agencies, nasa among them, since 1999. San franciscos department of Emergency Management is enacting new ebolaspecific screening protocols for the citys 911 dispatchers. The new protocols require First Responders to put on protective equipment before contacting sick people with the high risk of exposure to ebola. The precautionary steps go into effect. If someone calls 911 saying they are feeling sick and have a high fever, two of the symptoms that could be connected to the ebola virus. We immediately go into a set of questions and ask whether or not this individual has been traveling internationally in the last 21 days, had they been to the countries in west africa that had been affected. Officials say they are using an overabundance of caution, even though theres not been a single case of ebola here in california. Arizona and alaska today became the latest states to legally recognize samesex marriage. The list of states has grown in recent days following a series of federal Court Rulings striking down bans on gay marriage. Just today, the Supreme Court turned down alaskas request to block gay marriage there, and in arizona, a u. S. District judge today ordered a ban on gay marriage be lifted. The total number of states now where gays and lesbians can get married and have federal recognition is now 26, plus the district of columbia. Two High School Students were back in school today, after being sent home because of the costumes they wore for spirit week. The two boys from Washington State dressed up as miss america and singer nikki minaj for celebrity day. But because of their costumes, which included dresses, the principal told them to change or go home. He told me that i needed to change. I asked him why. He said no reason. So i told him that he had to have a better reason for me to change. And he said no, he didnt. Now, the superintendent says that after reviewing district policies, boys in dresses wont be sent home again. A woman struck in a crosswalk, and the driver doesnt even stop to help. Our ktvu photo journalist chip vaughan spoke with two First Responders in San Francisco and also went back into the ktvu archives to give us a sense of what it was like that day. We were in the kitchen, just settling in, kind of getting ready to prepare the meal and start to watch the world series. At second base, the oakland as [ screaming ] ran into the backyard, looked on the app rat tuesday and i could see the truck bouncing up and down on its rear wheels like a basketball. Remain in your seats as the first call came in, two or three minutes later, we moved the apparatus out into the street. The firefighters stood up outside and we were standing up looking forward and we could see a bunch of people directing our attention down the street. The street was split up and you could smell gas. Somebody ran up to me and tugged me on my pant leg, yelling, my wife and child he pointed directly in front of us, which we didnt even notice when we pulled up. Straight ahead was a three story Apartment Building that had pancake collapsed to the floor. Were on the oakland bay bridge, just a little after the earthquake. They sent us down here, surprisingly, in the wrong direction. Theres another car. Gosh the entire upper deck of the cyprus structure has collapsed. It has fallen onto the lower deck. From here, we obviously cannot tell what is beneath the upper deck. But one could only guess. I went out, i saw the bay bridge, saw the damage there. We were sent to the marina. I remember that budweiser sent a big, giant truck in and they had cans of water in budweiser beer cans. And just, you know, its rare having grown up in San Francisco to see all the damage to the marina and all the other districts. Had a lot of friends and family members whose houses were destroyed and couldnt reenter. It was really personal, especially having grown up in the city. You knew people, you were really familiar with the area, and it was broad damage, all over the place. Its a constant reminder that these things can happen. This is where we live. You just have to be as prepared as you can. And then the other thing i remember, you just have to have a plan in place to find your family. At the time, i had a 2year old. Now i have three kids. Thats your number one thing. You want to make sure your loved ones are well cared for and come in and do what we do as First Responders. I was watching the world series, just like everyone else. When it hit, i saw on tv what was going on. I immediately called my family in berkeley to find out if they were okay. Fortunately, they were. Unfortunately, a lot of others werent. I remember turning on the tv at home in livermore to channel 2 and seeing those pictures for the first time right after it happened. And those pictures have so much impact, even now, so many years later. They flew me out to do a special on it, do live reports. I remember seeing the cyprus structure. Its just incredible. When you see that up close and you see the power of an earthquake and what it can do. Lets bring in meteorologist mark tamayo. Where were you during the earthquake . I was in san rafael, playing a High School Soccer game. I remember running down the field and falling instantly. It was that strong. Whats scary about this, that quake was centered in the santa cruz mountains. Its forecasted to have the next big quake closer to the bay area, closer to heyward, san andreas fault, centralized right here. Thats what makes you think about how scary the outcome could be, with a powerful earthquake actually situated in the bay area. Thats why we are on high alert all the time. We have been tracking lots of clouds out there today. Not much in the way of rain showers, but the bulk of the activity has been focused to the north, eureka, cape mendocino. Theres a weak system approaching the area, possibly a stronger one for the north bay on monday. Right now, you can see on live Storm Tracker 2 the rain showers. The focused activity is up toward cape mendocino. A little bit of activity approaching the north bay coastline. Lots of clouds out there. Also feels a bit muggy, with the rain showers. Not all of this reaching the ground just yet, but coverage on the increase somewhat, especially near the north bay coast and well hold on to the chance, in fact increasing for the north bay over the next few hours, especially up toward Sonoma County, toward Mendocino County as well. Current numbers, san jose, 71 degrees. Santa rosa, 69. Livermore, mid 70s. Walnut creek checking in the 70s, 74. Beautiful right now. Ill step out of the way, looking toward the golden gate bridge. High clouds, but also breaks in the clouds. As far as the forecast for tonight, we are tracking a chance of showers. Clouds first thing tomorrow morning and then that next system is scheduled to move into the region on monday. Heres our forecast model, showing you the clouds in the shortterm. 9 00 tonight, up in the north bay, basically this is not too generous with the rainfall accumulation here in the bay area. Even south, we could have a few sprinkles or a light shower, but the system basically falls apart over Northern California, with skies becoming partly cloudy throughout the day on saturday. So it has been partly to mostly cloudy for today. Rainfall has been focused up to our north. You can see the rain will gradually move to the south a little bit. Thats why we are tracking the shower chances highest for the coast. For the north bay for tonight as well. Then shower chances linger into saturday morning with skies, at least a sun cloud mix for the afternoon hours. Forecast model, well take this through sunday. No big changes out there. Most of your weekend is dry. Then into monday, look what happens. This is a cold front basically moving into Northern California and we have a little bit more hope this could generate more rain showers here in the bay area. Forecast highs for tomorrow, lots of 70s out there. No major heat. Remember, just last weekend, last sunday, we had temperatures in the 80s and 90s. Not the case for this weekend. Walnut creek, mid70s. San jose forecast high of 76. San francisco goes 70. Half moon bay, 67 degrees. A look ahead at your fiveday forecast, well hold on to the chance of a shower into saturday morning. Skies becoming partly cloudy sunday. That chance of rain on monday. Then tuesday, well have partly cloudy skies, also watching the weather not here in the bay area, but also out toward kansas city. In fact, thats not coming up right now. But we do have looking at the forecast toward kansas city, we will have mostly sunny skies, mostly clear skies, so weather should not be a threat at all, at least for game 1 of the world series. Well, this tiny puppy, there he is, was discovered in a really unusual place. Police found the 3weekold pitbull in the pocket of a suspected drug dealer when he was being taken into custody. Animal rescuers outside boston are now caring for the little girl. They say she was taken from her mother way too soon. When she first came in, she was definitely pretty dehydrated and lethargic. Weve been giving her iv fluids and medications for parasites and shes doing really well. Shes definitely just in the past couple of hours really taken a turn for the better. Shes so cute. Animal rescuers are calling the puppy pocket and they should be up for adoption in a few weeks. You know there will be a lot of people calling, saying ill take her. A waiting list, i bet. The storm made landfall earlier today, battling bermudas coastline with winds topping 115 miles an hour. Heavy rain is prompting fear of significant flooding. The hurricane has also led to the closure of schools and the only airport on the island of bermuda. And in the pacific, a powerful storm is barreling toward hawaii and has now been designated a category 1 hurricane. Tonight, hurricane ana is expected to pass about 115 miles southwest of the big island. Its expected to pass the rest of the Hawaiian Islands over the weekend. With halloween fast approaching here, one of the more popular costumes this year may also be one of the most controversial. In San Francisco, Claudine Wong, ktvu channel 2news. San Francisco Police tonight are warning about a scam that targets members of the citys chinese community. Police have released this picture of a woman wanted in connection with the scam. Investigators say in one case, a victim lost 120,000 in cash and jewelry. They say three cantonese speaking people are claiming to be a doctor and told a woman that she was suffering from an illness. They then convinced the victim to bring her valuables to a location to be blessed, saying that that would break a curse thats bringing harm to her and her loved ones. Police say the scammers then switched the womans bag with one containing worthless items and made off with all of her valuables. Now at 6 00, they seem harmless enough, but metal seams on the roadway are creating major backups for bay area drivers on a key traffic thoroughfare. This College Student showed up in court today to get his name cleared. The steps that uc berkeley is now taking to make things right for him. Ishikawa ishikawa hits one into right fans are revved up and gearing up for more october madness. Cal trans is replacing several expansion joints along the upper deck of the bay bridge, but two metal plates meant to protect the work are actually causing big delays for drivers coming into francisco. New at 6 00, ktvus David Stevenson looked into how soon things are expected to get better. Reporter the bay bridge morning commute slowed to a crawl this morning, all the way back to the toll plaza, on a day when many drivers expected an easy ride. Bay bridge commuters are complaining about a longer it was nasty and i came in early. Reporter bumpier ride. Kind of like, bam reporter all thanks to these. Two 1 1 2inch thick steel plates at the west street exit. They were put in place wednesday night, part of a 60 day project to replace six expansion joints that allow the deck to move back and forth.
