Critics of the Republican Health care bill got the information they were waiting for. The Nonpartisan Congressional Budget Office released findings. Now the supporters of the Obamacare Repeal bill are on the defensive. Finish the estimates 14 Million People would Lose Health Care coverage next year in the republican legislation is approved as is. And 24 Million People would lose insurance over the next ten years. But over that same tenyear time frame, the republican plan would trim 337 billion from the federal deficit. While insurance premiums would likely go up 15 to 20 in the first few years, the cost to the consumer would then trend lower as more young people sign on. With President Trump and Congress Battling over the issue of health care, Lieutenant Governor newsome things that it could help get him elected as governor of california. The Sacramento Bee reports that newsome is working on a propose that will be one of the central themes of his campaign. It is patterned after his universal Health Care Program signed into law in 2007 when he was the mayor of San Francisco. The plan would preserve coverage to the estimated 5 million californians who could lose their insurance if obamacare is repealed. Marin county, 2,000 people concerned about the future of health kara tended a town hall in the city of san rafael. Some held signs criticizing President Trump and the efforts to repeal the Affordable Care act. The town hall was hosted by Northern California congressman huffman. Those who took part in the rally were already opposed to taking changes to the Health Care Law even before the budget report came out. I hope it will convince some republicans that this is an unworkable plan. I think it is most important that we keep the best of the Affordable Care act that has provided access to 40 million americans. Inside of the meeting, the Public Health director says the republican bill could cost the Health Care Coverage of up to 50,000 people in the county. Three months ago a 24page step by step activist play book called indivisible, a practical guide to resisting the trump agenda was put online and downloaded more than 2 million times. It is modeled after the success of the tea party and it organizes people it take political action. Recently looked into indivisible and joins us live this morning. We often hear about play books related to sports. What exactly is this teaching people. Hi, guys. How are you doing . This teaches folks how to organize to a level. How to ask pointed questions at at town hall. Where to sit at a town hall. Spread out so it looks like there is consensus in the room. Most important, it tells people how to connect with other people and form local groups. There are been this thing exploded online. Now there are 5,000 groups nationwide. There is at least one in every Congressional District and 200 in the bay area alone. Not surprising given the liberal area that we live in. Why that is important, like we saw in the clip earlier, when you hear that your member of Congress Comes home and says this this new Health Care Plan will kick a lot of people off health care and raise your premiums, people will be organized to come out and protest that and this is going to have them ready and in place. And gasia, you mentioned this was modeled after the tea party. That is true. I called one of the founders of the tea party, a guy i knew for years, and he said what do you think about that . He said it is the most ridiculous thing i have heard. The tea party was formed by people like me who lives in grass valley. This was formed by people in washington, d. C. The tea party was also focused on one or two issues. Whereas indivisible, you go to the rallies, you can see in the images, there is everything from black lives matter to gay rights, get rid of jeff sessions, health care. Theres all the message is not yet focused. Let me stop you there. The tea party was focused on the mid term election. You could say this is the statement for the mid term 2018 election. They are the same in that way. They are ahead of the game in terms of organizing. Theres much more there are many more groups right now for indivisible. There are fewer groups at this point for the tea party. Their message was more focused. And thats what the what the indivisible folks have to work on. If they will be more politically affected and take the Grass Roots Energy and turn into Electoral Energy in 2018. Do you feel like theyre more focused on shutting down ideas or promoting their own. Right now they are purposefully playing defense to continue our play book analogy there. What else are they going to do . The democrats dont have pull in congress. They dont have control of any of the legislative branch, the white house. All they can do is be the party of no. If the republicans stumble enough, they need to turn that no into a yes. Joe, you mentioned the tea party. They were very successful back in 2010. So whether the tea party itself likes it or not, some of the same tactics could be used by this group. Yes. Absolutely. Imitation is the sincerest form of flattery as they say. The difference is that this is first of all much more connectivity there. There are many more groups. It is much more organized. There is a central there is a central connectivity to it. At the same time, the groups are they autonomous. The principal at gold ridgeem e recent a note to parents saying activity involving physical contact such as touch football and tag are no longer allowed on the playground. They cite injuries at different schools. But some parents and children think that the games are harmless. I dont really like it. I mean, i dont really play tag. But i dont think it is fair to everyone else who plays tag. I dont personally agree with it. We did it as kids. No harm came from it. This was our question of the day. Its about the story. Do you think that schools are putting too many restrictions on childrens play. You have three options. Yes, let children be children. No, its dangerous. Or it depends on the activity. The overwhelming majority says correction, too many restrictions. Let kids be kids. Very few say no it is a safety issue. About a third say it depends on the activity. With blizzard warnings in effect tuesday up and down the east coast. Here in new york, the snow is expected to turn to rain by the afternoon. But further north, in connecticut, the roads are so bad that a statewide travel ban was put into place. State residents are complying with the requests to stay off and the ban to stay off the roads. Alex. Reporter yeah. Hey, mike. Good morning to you. Quite an unusual rescue unfolding in napa this morning. The Napa Fire Department just finished pulling a man out of this shaft right here. You can see the tight space. He was stuck there since last night. It is on the outside of this togos restaurant which is on soskal area in napa. The man was stuck inside of the small space. Fire crews came in and cut open the wall and pulled the man out. He was sort of sitting in the fetal position at the bottom of this shaft here this morning. Again, he was pulled out a short time ago. Here is how the Fire Department found out that he was here. Construction crew shows up this morning. Theyre going to do paving work in this area near the restaurant. And this is one of the construction workers here, bruce schmidt. You showed up this morning and you hear a voice. What do you hear . So, yeah, one of my coworkers hears a faint voice. He is telling me, i hear someone saying help me, please. And i actually didnt believe him. I thought he was grooving around with me or something. So i just told him to get back to work, blah blah blah, i go into the dumpster area and look around. And all of a sudden i hear the faint voice, help me please. Im thinking someone is inside of the bathroom goofing around with us because were out here working. You figured out that the guy is stuck there. Yeah. What does he tell you through the wall. So he says that he ironically he was looking for a wishing well. Thats what he told you . Yeah. He said i was looking for a wishing well and i didnt find it. And i said i asked how how did you get in . He razz reluctant. And he said i was drunk and i fell in. All right. But he was up on the roof of the togos and opened up a door and fell into the shaft. He had been there throughout the night. Overnight until he was found this morning and just a short  time ago, the Napa Fire Department pulled him out of this tight space. They took him to the hospital to get checked out. It appears that he is okay. Very interesting story there. Yeah. Thank you, alex. 911 dispatcher helped a couple deliver a baby along a bay area highway. Dispatcher Janine Campbell received an emergency call sunday afternoon. The couple was pulled over on westbound 4 near highway 60 and the babys father says the baby wasnt going to wait. The dispatchers supervisor says that campbell had to multi task while giving the parents instructions. She is talking these parents through, you know, having a baby. At the same time she is talking to the responders, telling them where theyre at on the road and getting them there. The baby girl arrived within six minutes of that call. The board will discuss a proposal to provide outreach and legal representation to the countys immigrant community. The Police Chiefs association will also meet to talk about the enforcement of federal immigration laws. They are expected to deliver a message of solidarity with immigrant communities. Leaders from all of the counties, Law Enforcement agencies and the District Attorney jeff rosen are expected to be there. The state attorney general of california says that california will sign on as a plaintiff in a case filed by washington state. The revised executive order bans new visas from six countries. The new ban will take effect on thursday. The white house appears to be stepping back a little bit on the president s claim of wire tapping. It had until monday to provide evidence to back up President Trumps charge against former president obama. Now white house Spokesman Sean Spicer says the president was not using the word wire tapping literally. Spicer says that President Trump tweeted the word in quotation marks and he meant broad surveillance. He also says that the president wan specifically accusing mr. Obama of anything but referring to the actions of the obama administration. The white house says that President Trump will fulfill a Campaign Promise and donate his salary to charity. The topic came up yesterday during a press briefing. Spokesman sean spicer says the president plans on making a donation and wants the White House Press corps to help. And he has kindly asked that you all help determine where that goes. The way that we can avoid scrutiny is let the press corps determine where it will go. In all seriousness, his view is he made a pledge to the american people. He wants to donate it to charity. He would love your help to determine where it should go. The correspondents association. That would be a great way to do it. President trump pledged not to take a salary but federal law mandates the president receive a 400,000 annual salary. Authorities are investigating a Deadly Police shooting last night in napa where officers shot and killed a man waving a long knife outside of a home depot. Police received multiple 911 calls about a man acting, quote, high, near the shopping center. The man who lives in the area told ktvu that he witnessed the deadly confrontation. He says the man who was shot first walked into a parking lot and accosted two of his friends. He said the man appeared angry and saying things that did not make sense while holding a long knife. Police officers then arrived on the scene. The scene. He said to the police, hey, you fight me. You fight me. And the knife like this. And when when he put the hand like this, the officer in the center, three or four times. And the guy fell to the floor. Authorities have not released the suspects name. Our witness tells us that he appeared to be a white male in his 20s. No other people were hurt in the incident. The two Napa City Police officers that opened fire are placed on administrative leave. The Sheriffs Office will be taking the lead on the investigation. The Vallejo Police chief ordered a complete investigation into the use of force during an incident last friday. We showed you the cell phone video yesterday on mornings on 2. You see him chasing and tackling a man near a gags station near the fairgrounds. He punched the man in the hit and hit him in the head with a flashlight power police baton. A man threatened the clerk and other people. The clerk talked with us but did not want to be publicly identified. I dont think that i dont know what he did was wrong. But i dont know what he did was right. Ive never i dont receive the training. But i do know this guy is a nice guy. Ktvu has confirmed the officer is officer munoz, a former marine and has been with the department for two years now. He is one of several officers accused of using Excessive Force in another incident last year. The San Jose City council could declare a shelter crisis. That would allow the city to keep open a shelter where 168 adults and 20 children have been living. They ended up there when coyote creek flooded three weeks ago. If the crisis is declared, the shelter could be kept open two more months. It would cost about 790,000. That includes security, maintenance and meals. A city report says about 500 households still dont have permanent places to call home. Despite all of the rain we received this winter, some of the bay areas largest Water Districts want to raise rates. The marin Water District is proposing a 14 hike over the next two years. That is 84 for the average customer. The water agency says no matter if it is a drought or heavy rainy system, the district has to maintain an aging water system. Youre paying pore the infrastructure to collect the water, store the water, ship it out, treat it and deliver it through pipe throughout the entire marin county. There is plenty of water. Why should we be charged for something that we have plenty of. Final decisions on the rate hike are expected in may and would take effect july 1 if approved. They commend the conservation efforts but less water use means less money going into the infrastructure. Rates could pay for infrastructure upgraded. John, how hard is it to explain ptsd to someone who has not experienced it . How do you explain it to people who have never experience touchdown. The truth and reality is it is not this concept of this hollywood made flash backs and everything like that. It is overwhelming anxiety that you cant control. These thoughts of losing friends who will constantly haunt you. Im glad you brought up that number. Because i pulled up the latest comprehensive analysis from the v. A. That was released last summer. They mentioned, you know, are the number of people taking their own lives, vets. 7300, 7400 people a year. Do you think that enough is being done, one, from the v. A. And two, when it comes to your brother, did you see any signs of it . So the system itself needs work. There is a lot of veterans that reach out that dont the care that they need. My fight is not with the v. A. You know, my battle right now is finding the people like my brother where you didnt see a sign. The reason the song is called superman falls is because he was a superman to a lot of people. My brother was a goto. He was a Police Officer for 20 years. And he was very he was very well respected in his community. So it was a tough one to see because we didnt see it. I love that you are taking the fight to kind of in your own hands in putting out this album. What about it being a compilation and involving others, not just yourself . Was that a First Priority for you. That was amazing. I got asked to be on the album which the initiative. They do this for posttraumatic stress for veterans and first responders. Theyre a nonprofit. Can yeah. I took the reigns and created this response with pacific records and executive produced the album. So it was a lot of work to get to where we are. State lawmakers say a new proposal can make it possible for students to graduate from college debt free. Degrees not debt program was introduced just yesterday by assembly democrats. Reporter when sac state students tied the knot this august, they will have to worry about paying for a wedding and paying back her student loan debt. It will put a dent in our first year or two of marriage as far as doing things for fun. But we will hopefully be able to tackle it. Reporter state lawmakers rolled out a program called degrees not debt, looking to lower the student debt loan burden and creating a Debt Free College experience in california. It sounds too good to be true. There is a dream stick path that we can focus on in california. Reporter it would make Community Colleges in california tuition free for the first year. Extend existing grants and scholarships to those students whose families make 150,000 or less if the students work and go to class. It would also reject the governors proposal to end the middle class scholarship, worth about 37 million in state funds. The whole thing would cost about 1. 6 billion. At the same time, it has to do with your story and what you feel inspired by. You know, especially with the most creative bartender competition, we will start with submissions opening up tomorrow. People can dig into culinary or inspired by something that happened in their family. Especially by the gin, this is a wonderful product with ten botanicals to pull from. What was the winner last year. It was created by skyler hunter out of boston. He created the breakfast in bombay. It is an ode to a traditional english breakfast which was soft boiled eggs, toast and jam. Tell us what is in here. I started off with two ounces of bombay south fire and grapefruit, earl gray tea which is just a syrup. Super easy to make. Weve got a little bit of lemon juice. Three quarters of an ounce. When you saw the ingredients or heard about them, were you like what. Not at all. I get it now. What does this do. It is delicious. This is egg whites. People think egg whites in tails. It gives it a lovely like creamy texture. And the proteins break apart when you shake them hard i couldnt with ice. Egg whites. Egg whites. Have you ever had egg whites in a tail.
