One of the things that made it that way, steve, was an earlier stall. It slowed traffic on the bridge. That slows traffic at the metering lights. When that happens, traffic at the macarthur maze is slow. It was backed up a little longer. Now as we pull back, it is not quite backed up as it was. It was backed up all the way to the emryville exit. It is getting better. When you get to the bay bridge toll plaza itself, you will see the traffic is getting they have sped up the metering lights. So if you have patience and time, this will improve over the next few hours. But you may have to go now. Give yourself an extra 10 to 15 minutes if you can. This is a look at 880 in oakland. The traffic is getting more crowded in both directions. Not too bad. Also want to check out highway 24. This is pretty good for the morning commute up from lafayette to the tunnel. Northbound 101 in San Francisco is beginning it o slow just after the 280 interchange. You look at the east bay commute south from hayward to fremont, that is filling in. 7 03. Back to the desk. Bart will have working surveillance cameras on all of its cars. The final camera is being installed a little later today. Alex savidge is live in walnut creek. The reason behind this is that bart wants everyone to know because last year bart was forced to reveal that just a third of its cameras on cars in fact were working cameras. Ras. Bart took a lot of heat last year after making that admission that it was in fact using a lot of decoy cameras on the trains mixed in with working surveillance cameras. At that time bart promised it would begin installing working surveillance cameras on board all of its trains. That project is nearing completion. In fact later this morning, crews will install the final Security Camera on board a train car. Bart faced a public backlash after revealing only a third of the cars had working cameras. The disclosure came during the investigation into a deadly shooting on board a bart train in january of 2016. It happened right in front of what appeared to be a surveillance camera. But later investigators said they did not have any video of the crime because the camera was not a working camera. Riders say it is reassuring to hear that all trains will now have functioning surveillance cameras. Obviously they should definitely have working cameras. Probably what i feel like their thinking was if anyone sees a camera, it might be a deterrent. Right . However it is one of those once something goes wrong though, kind of like bites you in the bottom, so to speak. Reporter those decoy cameras were simply a housing unit mounted on the ceiling of the train cars with a blinking red light inside. Obviously that was an attempt to put riders at ease and also deter criminal activity. Bart has spent spent 1. 4 million for the cameras. Four cameras will be installed on each train call. All of the money comes from the existing operating budget. Now that there are working cameras on board all trains, bart says if you are a victim of a crime on board one of the trains, it is important to take note of the car number youre on. That will make it easier for investigators to track down that Surveillance Video. So, alex, the money for this came from the existing budget. I guess a lot of public pressure pressured the agency to find the money and get the job done. Reporter thats what it sounds like. When this all sort of came to light, that bart only had a third of its cameras actually working and the rest were decoys, there was that major outcry from the public. And obviously bart went ahead and was able to somehow find the money in the existing operating budge set and made that a priority and put that on the forefront and they have been working on this project ever since, trying to get the cameras installed on all of the trains. We will see if it makes a difference. Thank you, alex. Across the bay, police are investigating a crash between a muni bus and a delivery truck. It sent nine people to the hospital. It happened just after 5 30 last night. You can see the two vehicles hit each other on the drivers side. 7 people on the bus including the driver and two people on the delivery truck were hurt. None of the injuries here is considered life threatening. It is unclear which driver was at fault. The time is now 7 06. Senate majority leader mcconnell says he will keep working with republicans who are still on the fence about the senate bill to repeal and replace the Affordable Care act. A vote on the bill has been pushed back until after the fourth of july holiday because there is not enough support to pass it. 50 of the 52 republican senators have to support it for the bill to move forward. Right now there are at least seven holdouts. You can see some of them. Some say the bill doesnt go far enough. Others worry about how cuts to medicaid would affect the people back home in their states. So what i want is i want first of all the time to consider this thoroughly, to allow my constituents in wisconsin to review it and provide their input and feedback. Yesterday President Trump held an emergency meeting with republican senators at the white house and says they are getting close to a deal. Democrats are promising theyre going to fight the bill, saying it would only help the wealthiest of americans at the expense of the poor. It is the most indefensible bill that i have actually seen in 24 years in the senate. Medicaid covers one in three of all californians. That means 14 Million People would be at risk of losing coverage. Three in five nursing home beds could be jeopardized. One in two people with disabilities could lose care. Now the Congressional Budget Office says the senate bill would leave 22 Million People with no health insurance. San Francisco Police are telling the public more about their tactics in stopping a knife yielding suspect without any loss of loss. A man was holding a knife and screaming. That 50yearold manmade his way to the parking lot of the Mission Police station. Officers brought in the Crisis Intervention Team in hopes of deescalating the situation. Talking to the man did not work. Neither did firing bean bags. Police shot him with a foam baton round with a rubber tip. The preceding judge for Alameda County says all of the arraignments will be held at the new courthouse in dublin. That will be less of a hardship for those held in dublin. It is californias biggest budget in state history. 183billion was approved for the next fiscal year which begins this weekend. Allie rasmus is in our news room to tell us where some of the money is going. Good morning, allie. Yeah. A big chunk of the 183 billion budget goes to k through 12 education. About 74 billion of it. That is 3 billion more than the amount of money allocated last year. That boosts the spending to 11,000 a student. According to the National Education association, california has moved up in the rankings in the last five years. That increased education spending is part what was is now the largest budget in state history. The second largest budget i want do say was 08, around about there. We have 10 more million californians. When you recognize the kind of services that the state is responsible for providing, it makes sense as our population grows, so much also our spending plan must grow as well. We had a lot of input. But where the final deals were made, no. That was made by the Democratic Leaders and the governor. Now, the budget includes expansion of a tax cut for low income families, selfemployed workers and Single Parents earning less than 22,000 will get a tax break that arms that is about 600. A lot included in this 183 billion budget. Thank you, allie rasmus. The average worker in San Francisco and on the peninsula is earning a lot more than the average american. New information from the federal government shows local workers earn 53 than workers across the country. Bay area workers earn more in all major job categories as well. We also have more managers, Financial Experts and Office Workers here. There are far fewer health care workers, teachers and repair and maintenance workers compared to most other places in the country. I didnt know that. The time is 7 15. You can see it is still slow coming around the berkeley curve. When you get to the bay bridge toll plaza, you will see that it is backed up. Now, the metering lights are slowly being sped up. Theres a big backlog of traffic. If youre going here, this is why you are commute. Add another 10 to 15 minutes. You may be able to remain on schedule. Down to highway 92 is not a bad idea but it is getting crowded. Highway 24 has not been that bad as you drive into the oakland area. And if you look at the commutes here in San Francisco, just in case you are going to the peninsula, northbound 101 traffic is a little bit slow. We look at the east bay commute. Southbound 880 is slow in hayward and union city. If you look at the south bay commute, things are filling in for that trip to the west valley. At 7 16, lets go back to steve with todays forecast. All three indexes gaining ground this morning. Another huge cyber attack though causing massive disruptions around the world. It has paralyzed hospitals, government offices, and Major Multi National corporations. Ukraine, russia and other parts of europe have been hit the hardest by this new strain of ransom ware. Experts predict even more cyber attacks, several u. S. Companies with International Offices have been hit. Still not clear who is responsible. Some Law Enforcement officials are urging parents to delete a new feature on snapchat that lets people follow your every move. That new snap map shows the exact location of users. It has its good uses but some police say it is important that you be careful. They are warning that it could put children to risk to child predators. Nothing is ever private. Right. There are settings that you can go to to make changes or ghost yourself, quote unquote, but it is it is never private. Good tip, teach kids to be selective of the people they share information with online. Facebook celebrating a major milestone. Mark zuckerberg says facebook now has 2 billion users per month. To put that into perspective, that is 25 of the worlds population right now. More than what the population was back in 1927. Facebook reached the 1 billion user mark in october of 2012. Since then, an average of 580,000 new users have signed up every day. Facebook says more than 800 Million People hit that like button every day. What is next, a personalized video highlighting your posts and friendships. And a new study shows just being near your smart phone can create brain drain. Researchers at the university of text text tested three groups of people for how much information they retained. The people being tested have their phones nearby, where they could see them. Nearby by hidden. And then the third group had their phones out of sight and in another room. Not surprisingly the third group did the best. What surprised the researchers is most people in all three groups believed that the location of their phone would have no impact on how well they performed. Zero. But it is more than it normally would be. Thats because of the bay bridge. We had a couple of stalled vehicles on the upper deck of the bay bridge. The traffic is going to be moderately heavy now. It is getting better. The stalls are long gone. But the traffic is heavy. This is 880 northbound. It is getting heavy from hyde street into downtown oakland. This is getting to be the heart of the morning commute. No major problems here. At 7 33, lets go back to the desk. Thank you, sal. Toxic algae that is blooming has forced a popular lake in the east bay to be closed to fisher men and swimmers. Leigh martinez is at lake tem es temescal. What is going on out there. Reporter you cannot swim in the lake because of this toxic algae. It can make you very sick and can even kill your dog. This is not a full algae in the summer. It comes back again for the second time in two years. So thins this is a nonchlorinated freshwater body of water, the algae is a natural occurrence. It is bacteria that can turn toxic in the water. If you ingest it, it will cause nausea and vomiting and gastrointestinal problems. You cant let your dogs near it because it could kill them. The lake was closed much of last summer because of the same algae. Last year it covered the whole lake and smelled horrible. They were hoping that this summer would be different. I was surprised to see the signs when i came out here the other day. Just last week there were people swimming and lifeguards on the beach. Reporter now, you cant swim here but you are allowed to fish. A warning on the website says if you plan to eat the fish, throw away the guts and clean the fish with tap or bottled water. I dont think im that brave. On that same warning list that the parks has listed of things that you can and cannot do, they say dont drink the water. Even boiling the water and filtering the water will not clean it of the toxic algae. If youre going to eat the fish, eat at your own risk there. We have seen several dogs out here too. A couple dog walkers say the park is still a great place to come to. They can do one lap around and it is less than a mile. The dogs love coming here, as long as you stay away from the water, you should be okay. Unfortunately at this point the park is not sure when the lake is going to be open for swimming again. They have to do a couple more toxic algae tests to see if the level has gone down or not. Im looking over your left shoulder. There is a dog right behind you. I do see people out there. Reporter yes. There are quite a few out here. For sure. Leigh martinez, thank you. A Sacramento County sheriffs deputy is recovering after being shot in the face last night. The deputy was on the platform of a light rail station talking with a man. The conversation escalated and turned into a fight. The man then shot the deputy and ran out of the station. A sheriffs helicopter followed him until he ran into a hotel and deputies sent in a robot to find him. He was on a second floor in an outdoor hallway of the hotel. There was an alcove that he was tucked inside kind of in a fetal position when the robot first saw him. Our robot is able to give directives through a microphone, a speaker. They kept an eye on him the whole time. Our tactical teams came in and took him into custody outincident. At this point the Sheriffs Office is not releasing the name of the suspect. Only to say the deputy had been with the department for four years. He is recovering from extensive surgery to his jaw. The time is 7 36. The Oakland Police department wants to build a stronger relationship with the community. That includes hiring police cadets. The city has grant money to pay their salaries. But Oakland Police Officials Say they are having a hard time finding people who want to become cadets. The Deputy Police chief says the program is designed to give people who might not consider working in Law Enforcement a chance to see the job there the inside. As well as help change the perception of the police department. I think it is human nature to say why would i want to be part of an organization that is perceived in this way. But the flip side of that is, i want people to know that theres a lot of work going on internally. Ive always been interested in helping people. So i think this is a unique way to help people. Now, the Deputy Police chief says she started her career as a Police Explorer and then rose through the ranks. Cadet candidates have to live in oakland or attend oakland schools. Also most need to be between the ages of 18 and 20. Relatives of a missing San Francisco man say that false reports about him are causing them great pain at a time when they are already worried about what has happened to him. The man disappeared on mothers day after going to help his friend. Last saturday human remains were found in a hayward warehouse where he worked. Police say it could take weeks to identify the remains. His cousin says that is hard enough for the family to hear but other rumors make the wait even more difficult. The gambling part of it is not true. Owing money is also not true. She says the worst part is hearing rumors that he was having an affair with his friends wife. The two families were friends and frequently vacationed together. Police say tang left of the country but she wants help to find him to get justice for her cousin. There was a report on the assisted suicide law. 101 people ended their lives with drugs prescribed by doctors six months after the law took effect. 21 additional people died before taking the drugs. The median age was 73. Most diagnosed with terminal cancer and getting hospice care. The law passed in california in part because of a story of Brittany Maynard who was dying of brain cancer. She moved to oregon where she was allowed by law to end her life. Critics worry that having that option will lead to hasty decisions. There will be a hearing this fall and include the temps of those with terminally ill relatives that have used the law. An effort to close the wage gap between men and women. According to the u. S. A Newark Police sergeant who didnt want his face to be shown because he is overseeing investigations told henrily that henry lee that officers tracked the fireworks and arrested a man with the fireworks. Two officers met with the seller who basically sold them illegal fireworks as we suspected. And after that, our officers followed up with a search warrant at the individuals house. Ktvu found a large number of fireworks ads on craigslist. Henry lee even called a phone number with a 408 area cold. The man who answered the phone said he was shipping fireworks from nevada and was not worried about getting caught. The time is 7 41. Improving safety on bart. In minutes at 8 00, what the Transit Agency is announcing today in the wake of the major scandal last year surrounding decoy cameras on the trains. Also a new way to get around. Sal tested out a new Bike Share Program that is being rolled out in five bay area cities today. Yes, i did. But right now im looking at other commutes that with your car are not going well. We found out that bike share is hugely popular and there is a demand for it across the region, especially in San Francisco, berkeley, oakland and san jose where we will be expanding over the next inform years. Reporter it started with 700 bikes and expanding to 7,000. The bicycles will be available in more than 500 spots in San Francisco, oakland, berkeley, emryville and san jose. The number one thing we heard is there werent enough bikes and enough stations. So the expansion is really about providing access to all of San Francisco and bringing bike share to the east bay for the first time and expanding in san jose to make it a city wide and regional program. Reporter the bike stations will be located right at the curb. To get the bike, use the app on your phone or your clipper card. The bike sharing company says the bikes themselves have been designed with comfort and ease of use in mind. Everything on this bike is made so that literally anyone can ride the bike. Reporter just as advertised the bikes are easy to ride. You can wear virtually any type of clothing and they are easy to stop and get off and on. The bikes are as inexpensive as 3 a trip. Bike share is really about helping people make short trips from point a to point b. From home to work to school and collect locals and visitors to neighborhoods. Bike rentals do a good job of servicing longer trips and do guided tours like the golden gate bridge. Reporter the company even has a bike train to get bikes to stations and back to service centers. I want to mention that yesterday the Transportation Authority in San Francisco vote today temporarily uphold funding that they were going to give the mta to study a little more expansion. Theyre worried about the rental bike market. We did a report about that. They are trying to come to an agreement. The bike share people say it should be ironed out within a month. About that helmet, it was the only helmet they had and my head is super big. Thats why the stupid helmet. You have to protect what is up there. Absolutely. Theres a lot up here. There is. We need it. We do have slow traffic coming through the lafayette area. You will see some slowing as you drive through. We have been talking about the east bay commute. And a lot of this, a lot of the traffic coming up to the east shore freeway has been slow. You can see i just wanted to put it on the map, so you see it is backed up all the way through the area from el sobrante all the way down to the macarthur maze because of an earlier stall at the bay bridge. If you want to use the san mateo bridge as an alternate route, that is not too bad. A little bit of slowing. And slowing waiting for you on 101 north. It is up to you. The board of supervisors approved a compromise bill for movein evictions that are fraudulent. Some landlords are using the exemption to evict tenants and rent out the house for more money. The proposal makes owners swear under oath that they are following eviction laws. Google says it is trying to solve its own housing crisis in Silicon Valley. It is negotiating with a modular home company to building stackable Housing Units that could be used for short term housing. Lets look at the pictures just so you know the traffic is going to be okay as you drive on the macarthur maze approach. This is actually the east shore freeway. I want to look at the time. Carquinez bridge to mac maze is 40 minutes. That is the longest time weve had this week because of the crash on the bay bridge. We had a couple of stalls and that slowed traffic way up the chain into the vallejo area. This is moderate. Again, you have midday giants traffic expected getting into San Francisco. And also more people on bart and Public Transit systems and ferries getting to at t park. Moving along to oakland, 880 northbound. You can see that traffic is beginning to slow down on the way to downtown oakland here. If youre driving across the Richmond Bridge any time soon, there is a backup waiting to get on to the span before you make it into san rafael. It is not that bad but there is a backup. As we look at San Francisco coming in from the south, northbound 101 is now backed up to the old candlestick exit. Up to cesar chavez, there was a minor fire near the freeway. That hasnt added to the traffic. It is always slow as you drive through. The south bay commutes are slow. Downtown 280 looks okay. Lets go back to the desk. Thank you, sal. Bart just hours away from having working surveillance cameras on all of the cars. Bart is making a big point to tell the public because last year they were forced to admit that most of the trains on the most of the cameras on the trains were de coys. Reporter you will probably remember that many riders were outraged when bart last year admitted it was using decoy cameras and about twothirds of the cameras on board trains were in fact fake. Every since then the agency has been installing surveillance cameras on board the trains to go with the cameras on trains and the platforms. This morning, crews will install the final Security Camera on board a bart car. The disclosure came during an investigation last year into a deadly shooting on board a bart train. This was in january of 2016. That shooting happened in front of what appeared to be a surveillance camera. However, investigators eventually said they did not have video of the crime because that was not a working surveillance camera that was that was there on that train car. Many riders say working cameras on all of the trains will put them as ease. I would say it is actually probably a benefit overall. You actually get a chance to potentially lets Say Something happens and you need, you know, video evidence. The police dont know what happened. Then i think it will be beneficial. I dont think the cameras are going to be zooming in on peoples phones or hacking anything. I think it will make people feel more safe. Reporter new york those decoy cameras were simply a housing unit mounted on the ceiling of the bart cars with a blinking red light. Inside the unit to put riders at ease and an attempt to deter criminal activity on board the trains. Obviously the thought being that potential criminals might think that these were in fact working cameras. Now that there will be working cameras on board all trains, bart says fur the victim of a crime, please take note of the car number that youre on. And that will eventually help bart police retrieve Surveillance Video from that car that could help in the investigation. Bart is spending by the way 1. 4 million on these new cameras and the recording devices and the work to install them that has been going on for the past year or so, all of the money coming from the operating budget. At 11 00, bart will have the maintenance crews install the final surveillance camera on board a train. That will be during an event that happens at the concord maintenance facility. Officers were called to the Mission District early yesterday morning about a man holding a knife and screaming. The 50yearold manmade his way to the parking lot of the police station. Lets go up to walnut creek northbound 680 and southbound actually southbound 680 is slow because of an accident near Pleasant Hill road. 24 is also slow in lafayette. As we move over to 24 here, i can show you that slowing in lafayette that i just spoke of. At the bay bridge we had a rough one because of earlier issues. If youre getting on the freeway in fremont after 84, youre okay. This whole area where the white arrow is is not doing well. 101, 280 in san jose and 85 are moderate. A lot of people in gilroy are sticking with are in some really slow traffic. Northbound 101 an accident near 25. Boy, that accident has really made traffic really slow. We move to walnut creek where 680 is slow because much ear yes, sir problems. Highway 4 is slow out of pittsburgh. 24 is slow out of lafayette. As you get to the bay bridge toll plaza as steve mentioned at the top there, it is backed up longer than usual. Things are taking a little longer there. 8 32. Lets go back to the december edge. Steve says it will be warming up this weekend. Thats right. A dip in the water might sound refreshing. But one popular East Bay Lake is off limits. Leigh martinez reports on the health risk at the lake. Reporter the bluegreen algae is back again and adding to the list of things that you cannot do in the park now because of the toxic algae. You can no longer swim in the lake because it can be very harmful to your health. So since this is a nonchlorinated freshwater, the algae is a natural occurrence but the bacteria can turn toxic in the water. If you ingest it, it will cause nausea, vomiting and gastrointestinal problems. Dont let your dogs near it because it could kill them. The lake was closed last summer because of the same algae. Last summer it covered the whole lake and smelled horrible. They were hoping that this year would be different. I was surprised to see the signs because last week people were swimming and there were live guards out on the life guarded out on the beach. Reporter this is the second lake closed this year because of a toxic algae bloom. Same thing affected the lake last year as well. If you are looking for a place to swim, check the parks website to see if it is safe. In oakland, leigh martinez, ktvu fox 2s in. A Sacramento County sheriffs deputy is recovering after being shot last night. The deputy was on the platform of a light rail station where he and a man talked but it erupted into a fight. The man shot the deputy in the face and ran out of the station. A helicopter followed the gunman until he ran inside of a nearby motel where he was taken into custody. The Sheriffs Office is not releasing the name of the suspect and only says he had been with the department for for years. He is radio he covering from extensive surgery to his jaw. The Oakland Police department is working to build a stronger relationship between the officers and the community. Part of that is hiring police cadets. The city has a grant of money to pay salaries but they are having a tough time finding people who want to become cadets. The deputy chief says the program is designed to give people who might not consider Law Enforcement a chance to see the job from the inside. Cadet candidates must live in oakland or attended an oakland street and most cadets are between the ages of 18 to 20. Chi disappeared on mothers day after saying he was going to help his friend. Human remains were found in a hayward warehouse where he worked. It could take weeks to identify the remains. The cousin says that is hard enough for the family but other rumors are making things even more pain. Being a gambling part of it is not true. Is not true. Owing money is also not true. She says the worst part is hearing rumors that he was having an affair with his friends wife. The two families were friends and frequently vacationed together. Tang left the country. She and her family want tang to help find him to get justice for chi. The fourth of july holiday is less than a week away and that means fireworks. The Consumer Products Safety Commission put on a demonstration yesterday at the National Wall in washington to show the dangers of fireworks. Organizers reenacted several different scenarios. Four people died and 11,000 people were injured related to fireworks in the u. S. Just last year. In the meantime police in newark seized 738 pounds of illegal commercial grade fireworks being sold on craigslist. The investigation started by complaints from the public. A police certainly who did not want his face shown told henry lee that officers arrested a 21 yearold man on owe session of possessing, selling and advertising to sell dangerous fireworks. I dont think it is smart to be advertising on craigslist or any other site for the mere fact you that never know who youre going to sell to. In this particular case, it was fireworks. To the police. He was shipping them from nevada and not worried from getting caught. A lot of cars on the road at one time for the fourth of july. With it falling on a tuesday this year, some people are able to take a fourday weekend, which would make it easier to avoid some of the traffic. Now, suggestions. The auto club suggests you leave on thursday. Or leave saturday if thursday is not an option. That would keep you out of the friday traffic times that are expected. Those are likely to be the worst in the afternoon and evening. Avoid getting home tuesday night when most will be tired and in a rush to get home after fireworks displays are over. Gas buddy says for the first time in this century, gas prices are expected to be lower on the fourth of july than on new years day. Summer gas prices are usually higher because of cleaner and more expensive fuel blends. This year the price of crude oil as decreased so much that gas is cheaper. 12 cents lower than where we were at the start of the year. Now, of course here in the bay area, it is always higher than the national average. We have seen gas prices drop more than 20 cents in the last month. The average price for a gallon in San Francisco is 3. 14. It is 3. 01 in oakland. And a penny less than that in the south bay and north bay. These prices are expected to continue slipping lower through the holiday weekend. A new poll finds that most people have a favorable opinion about those tech shuttle buses that transport workers around the bay area. It was a poll of 600 likely voters in santa clara county. They were asked, do you believe privately operated commuter bus shuttles have had a positive impact in reducing traffic on local streets and road . 78 said yes. 10 so no. 12 had no opinion. Happening today, a Bike Sharing Program kicks off in the bay area. You will find the blue colored ford go bikes in five cities. San francisco, oakland, berkeley, emryville and san jose.
