Reporter they say at the jail inmates are being mistreated and filed complaints, and the mercury news says chef smith has received as many as 100 complaints since inmate tyrie has been found in his cell. Three deputies are charged with murder, and some retired internal Affairs Deputies have been brought in to examine the grievances. Since his death, eight Correctional Officers have been removed, including the three guards charged and three others are accused of exchanging racist text messages. The county Correctional Peace Officers Association president posted a Youtube Video criticizing the sheriff and warning the rank and file. This year is a different story and they are urging people to stop by pharmacies like here at this wall greens in san leandro to get your flu shot. They say youll be better protected than last years flu shot. The flu season runs from october through may, the peak around january and february. But manufacturers who make the flu shot do so about four months in advance so theres ample supply for those who want it. Each year the flu shot is different, and experts look at a bunch of different factors, like people in the Southern Hemisphere. They came up with a flu shot version for this year and the vaccine appears to be on target. The centers for Disease Control welcomes anybody over the age of six months get a vaccination and people in particular should get the flu shot if they are under the age of five and over the age of 65. The express lane would charge solo drivers a fee to use the car pool lanes and the money collected would pay for transportation project in the county. The forecasters say this will probably get stronger and then turn northwest over the weekend towards the u. S. Protecting the house from flying objects, put that over there, wont break the window out and wont lift the roof off. Stock up on canned goods, batteries, candles. I dont think you have to go crazy, but make sure you have water, flashlights, things like that, sandbags if you need them, whatever you need. Now, ahead of joaquin, rain from other weather systems soaking much of the northeast, flooding is reported in virginia, and at least one person has died. Today marks a my water year. Some reservoirs are alarmingly low, and there is no snow pack in the sierras. A bad situation is even worse, and many people conserved 30 by the end of summer compared to 2013. For our system, it was the driest, hottest fouryear period on record. We achieved our goal dating 11 million by the end of the year, three months ahead of schedule. Becoming el nino year is expected to bring rain and snow, but its not expected to bring enough to erase the drought. That could take several winters. People in california are open to raising some taxes but its a big thumbs down for some others. The survey by the Public Policy of california shows 2 3rds of people who planned to vote in 2016 will be okay with raising cigarette taxes and that holds across party lines. Most of the likely voters support changing proposition 13, so commercial properties would be taxed on their current values. Right now, theres formula that limits taxes on all property held by an owner for a long time. And 2 3rds of those asked do not want to permanently extend prop 30. That issue raises sales taxes measure raises sales taxes through 2018 in order to generate money for schools and public safety. But there is some support for at least extending the tax. Now to a story a lot of us are talking about, a woman in minnesota was billed for missing a wedding reception she rsvpd. The invitation said children were not allowed and her daycare couldnt babysit. She was surprised when she got a bill for 75 for uneaten entrees and service and tax charges. There was a note that says, there cost reflects the amount paid by the bride and groom for meals that were rsvpd, and texts calls of no show would be appreciated. You can see highway 24, but you can also see 680 slow from concord to walnut creek. Highway 4, from the bay area, cleared up in antioch, and after driving through the tunnel, its not that bad. Lets talk about hurricane, rapid deepening of this system in the last 24 hours probably now going to be a category 4 any time. Its intensifying over the bahamas. The track of this is all over the place, suffice to say were taking the middle of the road and that sends it along up towards the virginias, and new york city. Joaquin, ive seen some into the carolinas, 17inches of rain between monday and tuesday, but right now the track is up towards new york city by monday and tuesday. The general consensus is to take it up that direction. For us a lot of cloud cover. There are some breaks in the clouds, though. The secondary system doesnt have as much moisture to work with but theres few little showers, kind of lifting up maybe the snow grade, but our system is producing rain from yesterday, thats finally getting bumped along, so its raining in truckee. Its not a lot of rain, but well take what we can get. Some of that backtracks a little bit towards the south bay and some to the north bay. Very light amounts. Temperatures, mild 60s. A lot of these are 50s and theyve been there all morning long. Yesterday, a federal judge approved an order for a hearing about the type of lethal injection drug to be used but that hearing was canceled and a new one hadnt been set. The u. S. Supreme court is considering a bid to block the execution on grounds prieto is intellectually disabled. Meanwhile, the government of oklahoma stayed the execution of an inmate before he was supposed to die. He was consisted to death for ordering the killing of a man in 1997. He maintains he was framed by a handyman serving a life sentence. It came after the state realized it had the wrong lethal injection drugs. [ audio trouble ] ]. And the faculty of california state universities are voting which could affect all students on whether to go on strike will start october 19th. The unions angry about stalled negotiations with the chancellor. The two sides are in medication over salary hikes, and the union represents about 25,000 professors, lectures, and counselors. Businesses are required to be able to handle transactions with those new chip embedded credit cards. Banks have been mailing out millions of those new embedded chips. Theyre more secure than the magnetic strip cards. Businesses could be held liable for fraudulent transactions and cards will continue to work until they expire or until consumers activate their new cards with the chip. All right. Time is 7 24. I want to go to the east bay map. I can show you a lot of traffic on highway 4. It slows in hercules, to berkeley, and the people going to marin are backed up at the richmond bridge. 7 32. California has a Ticket Amnesty Program. Ktvu fox 2s kristen says that can help some drivers get their suspended licenses back. Reporter as we said, there are millions of drivers who could potentially get their licenses back or get those tickets the ticket fines waived or reduced because of this Ticket Amnesty Program. It could also, as weve been saying, have them drive legally. Governor jerry brown helps drivers who have lost their licenses because they cant pay off their ticket. As many as 4 million drivers lost their licenses because they could not pay their fines. Drivers with less serious infractions will pay 50 to 80 of what they owe depending on their particular and those of other licenses revoked because of nonpayment would be able to reapply for a license. Drivers we spoke with this morning say they like the idea of drivers getting a second chance. Well, it will give people a chance to get rid of their old tickets and get their drivers license back and get back on the road, plus some money. Reporter there are some limits. Drunk driving and reckless driving violators not eligible. The program applies to tickets due before january 1st, 2014. Those should contact the superior county where they received the ticket and guy this is program runs through march 2017. Very interesting. All right. Christen kafton thank you a group of women were kicked off a Napa Valley Wine Train, theyre filing an 11 million Racial Discrimination lawsuit. The lawyer representing the 11 women, ten of whom are africanamerican, are going to announce the lawsuit at a News Conference in San Francisco. The women are part of a book club. They were removed from the wine train after some other riders reportedly complained they were making too much noise. The women say they were humiliated. Now, the wine train owner later apologized and admitted the situation was not handled properly. 7 34. Oakland city council got an earful from people worried about the rising cost of housing. Some people who lived in oakland all their lives are being driven out by rising rents and packed city council asking them to help renters. One resident pays 1,100 a month and has a week to find a place to live. I havent been able to find anything affordable, so the closest place is stockton. The vice mayor is calling for better enforcement ahead of last nights meeting, and is looking into measures including building new Affordable Housing and consisting existing buildings to Affordable Housing and protects tenants rights. In the south bay, theres mixed reaction to allow landlords to evict tenants arrested for some crimes. Councilman said having renters in what he called crime hot spots sign an agreement they could be evicted after any felony arrest would make their neighborhoods safer, but they rallied saying its another tactic to bring in tenants who can pay more for their homes. The truth is there are lots of tools landlords have to get rid of a bad tenant. Once we remove these criminals theyll feel free and much more empowered to call for help. The committee looking at the proposal is looking at rent control issues according to zillo, the median rent in san jose is 3,100 a month. Your time right now, 7 36. Santa clara police say despite a recently highly public sized brawl, levi stadium is a very safe place to be. After this video of a 49ers fan meeting a vikings fan, went viral, the Police Conducted a security review. Since august of 2014, according to that review, the stadium hosted 13 nfl games. Police say they made 319 arrests, an average of 24 per game. 230 of them were for drunken behavior. 24 were for assaults. I was quite surprised at 99. 96 of the people attending the events, nonnfl, or nfl events behaved appropriately. The police chief expects levi stadium are higher than other stadiums because the department has a 0 tolerance policy. Happening today, San Franciscos getting newman tow help with its traffic new money to help with its Traffic Enforcement program. They will get a 250,000 grant to enforce special traffic laws and will be more specific which laws will be highlighted at a News Conference this morning. Some Civil Liberties advocates say theyre concerned about the growing use of tracking devices. Police hide the trackers in stacks of cash, but worry about privacy by law enforcement. And in syria, air strikes have damaged or destroyed 12 targets belonging to the Islamic State militant group, but as our reporter tells us from washington d. Donald trump still leads among republican candidates with 23 . Ben carson and Carly Fiorina are tied at 13 , marco rubio, jeb bush and ted cruz are next in the single digits. I think there will be some whittling in the next few months. I dont think i think it will be hard for candidates to keep campaigning if theyre not raising sufficient money. And those candidates had until midnight to report their current fundraising numbers to the federal elections commission. Now, we should start seeing some of those figures come out later today. And theres new rev stations coming out from emails some new revelations of emails that clinton received when she was secretary of state. At least five spam emails reportedly contained dangerous spy wear. The emails coming from overseas servers were disguised as speeding tickets. Clinton Campaign Says its no evidence she replied to the emails or opened the infected attachments. All right, sal thank you. Were learning about the death of an inmate in san joses main jail and how many complaints have been filed. That jails been under the microscope since three deputies were arrested and charged with the murder of a man in custody in august. Ktvu fox 2 jeanine delavega just spoke with the Sheriffs Office about this. Yes, i did and they know the jail has been under a lot of scrutiny. Reporter a sheriffs deputy said 100 complaints have been made ever since he was beat tone death at the jail. Those complaints are for use of force and otherwise. The Sheriffs Department is conducting investigations into the complaints, and are looking into older cases to review them. Some retired internal affairs have been brought in, and moved to another location because of the sensitivity of the probe. Eight Correctional Officers have been put on leave including the three jail guards accused of beating the inmate to date. Oakland police say they need help from anyone who may know anything about the killing of a young artist on tuesday who was shot while he was working on a mural. Friends, family, even strangers gathered to pay tribute to Antonio Ramos at the mural over a freeway in west oakland. Ramos and other artists were painting the mural designed by middle School Students as part of a communitybased project. Theyll now include an image of ramos on that mural. He just really embodied the spirit of this project, which is about breaking the cycle of violence. We talked with ramos older sister. A second Palo Alto Library treated for bed bugs reopens this morning as many more libraries are being treated for the bed bugs. So on this first day of october, a lot of people are thinking about flu season, which is technically starting, and a lot of people are thinking about whether or not they should get a flu shot. Last year, the cdc was very up front saying the flu shot was not as effective, but this year is a different story. Last year, basically the flu strain mutated and that the flu shot was ineffective, but this years flu shot is better and will keep you protected. Experts say flu season runs from october through may as gasia mentioned. The peak around december and february. Manufacturers who make the flu shot do so months in advance so theres ample supply for those who want it. Experts look at several different factors including looking at how people in the Southern Hemisphere react to the flu and based on that come up with a flu shot this year. So far the vaccine appears to be on target. Now, the cdc recommends anybody over the age of six months, get a vaccination and in particular, people under the age of five, and over the age of 65 should get a flu shot. Now, its also very serious business, cdc says there has been some deaths from the flu as we take you live in the bay area. 78 people died from the flu last year, in 2013 that number was 65. When you get the flu shot and its not very effective, people lose a lot of confident in the flu shot, so cdc wants people to rethink skipping the flu shot. They said its better. It takes four months before the flu season to create the flu vaccine if you will and they take in a lot of those factors. Last year that flu strain mutated if you recall and it came out to 52 of the samples that came in was different than what the actual flu vaccine was. Ten of the 11 women are africanamerican. They were removed from the train after other riders reportedly complained they were making too much noise. The women say they were humiliated and the owner of the train apologized and admitted the whole thing was not handled properly. Changes could be coming to highway 101 in marin county in the form of toll lanes. Money would go to Fund Transportation projects in that county. The Afghan Government is claiming it reclaimed most of the city of konduz in a military operation backed by u. S. Air strikes, however, the taliban says now its flag is still flying over that city. The people who live there say they can still hear the sound of fighting. The fall of the city on monday was a big set back for the Afghan Government and increased the doubts about whether or not afghan troops will be able to protect and hold and safeguard the country now the u. There are real questions about what russias objective really is. Our reporter has more from washington russian says it shares the same goal as the United States trying to wipe out isis. But if you look at where these russian air strikes have been taking place in western syria here, here, and here, they appear to be targeting not isis, but rebel groups that have been trying to oust syrian president ashad. The impacts of the air strikes have been clear. Russian released aerial video of the attacks. Some reservoirs are alarmingly low and in april there was no snow pack in the sierra. Officials say Water Conservation has kept a bad situation from being even worse. Most people in our state heeded the drought warnings and conserved 30 by the end of summer compared to 2013. For our system, it was the driest on record. We achieved our goal by 11 million gallons 3 months ahead of schedule. The coming el nino should bring rain and snow, but wont be enough to erase our drought. That could take several wet winters. The people have california have cut back on water use for a Third Straight month. The Water Resources control board will announce statewide conservation numbers for the month of august. Scientists expect the results to meet the 25 savings goal set by the governor, however, the board is warning cal kalifornia residents cannot be distracted by the wet winter and we should still california, residents cannot be distracted. And back at home, new this morning, teachers at san lorenzo valley is upset about contract talks with the schoolune nighted unified district and are fed up with low pay. Theres quite a laundry list going on and they wont offer us a fair contract. 1. 5 is kind of an insult, and were angry. The teachers, bay want a 6. 5 pay raise and say they plan to go back to their classes after the rally. Their union and the school district, theyre due to resume negotiations next tuesday. Faculty members at california state universities are set to go on strike at all 23 campuses. The vote by csu faculty member will start on october 19th. Their union is upset over stalled negotiations. The union represents some 25,000 lectures, and librarians. A meeting is set next next thursday in sacramento. Drivers whoa have racked up a lot of traffic who have racked up a lot of traffic penalties are getting a break. Californias launching a Ticket Amnesty Program, helping you pay off those tickets and at a discount. Well tell you that can make a huge difference for a lot of california drivers. Starting today, drivers who have lost their licenses because of steep fines could have those fines greatly reduced because of the Ticket Amnesty Program and could have them behind the wheel legally. Governor jerry brown pushed for the Amnesty Program because they cant pay off their ticket. A recent study found as many as 4 million drivers have lost their licenses because of unpaid fines. Drivers with less serious infractions will be able to pay 50 to 80 depending on their income and those licenses revoked would be able to reapply for a license. Drivers we spoke with this morning say they like the idea of drivers getting a second chance. Thats a good idea because a lot of people just they need to drive to work. Its like if they can pay get rid of the tickets, then they could, you know, learn their mistake and not do it again. Theyre going to keep driving regardless, so, they might as well get their license back and be driving legally instead of illegally. Reporter drink driving and reckless drivers are not eligible. The Amnesty Program applies to tickets due before january 1st, 2013. Drivers who want to participate should contact the superior court for the county where they received their ticket, and the program runs through march 2017. All right Christen Kafton reporting. And some california residents are open to raising taxes but its a thumbs down for other taxes. A survey by the Public Policy of california, say they would be okay with raising cigarette taxes in the 2016 election and that holds across party lines. Most of the likely voters also support changing proposition 13 so that commercial properties would be taxed on their current values. Right now, theres formula limiting taxes on all property held by an owner for a long time. And 2 3rds of those that were asked they do not want to permanently extend prop 30. That measure raises sales taxes through 2018 to raise money for schools and for public safety. But there is some support for extending the tax. Renters spoke out in two of the bay areas largest cities. People who have lived their all their lives are being driven out by rising rent. One month who pays 1,100 a month has a few weeks to find a place to live because of repairs. I havent been able to find anything affordable in oakland so the closest place that i can afford is stockton. Vice mayor is calling for better enforcement of wrongful eviction laws. We talked with mayor libby shaft ahead of the meeting and is pushing for more Affordable Housing and measures to quest existing buildings to Affordable Housing and tenant rights.
