Winters. Thats the way it looks. Temperatures coming down. Santa rosa fairfield from 92 to 79. And East San Jose, as we get this big cooler pattern and lots of low clouds and fog. And its not going anywhere for a couple of days. Gusts to 43. Thats about as strong as ive seen. They are starting in the 50s for some. And low 50s for some. Gilroy, 51. And the wind will keep things on the cooler side for a couple of days. And a couple of lows will move in. And that will keep temperatures in the 70s for some. And 50s and 60s for others. Boy, oh, boy. What a difference a day makes. And of course, we want to put the warning out that if youre heading over the passes, be very careful with the gusts. Both hands on the wheel this morning. Heres a live look at the bay bridge toll plaza. And were beginning to see a backup thats building. The backup is not quite to the maze at this time. Well keep tabs on that. Highway24 out of walnut creek headed westbound. And this is what folks will encounter. Youll have quite a bit of company but not much in the way of significant backups. A little bit of a slowdown through lafayette. And to the maps we go. And speaking of the altamont pass, here is what the commute looks like. Westbound from tracy and headed westbound on 580. And you can see we have a decent slowdown at the pass. Once you get in to the Livermore Valley it frees up. And quickly, here, what the ride looks like in the south bay. And were not seeing any major accidents in the san jose area so thats good news. 6 02 is the time. Daves over to you. Developing news in San Francisco. A Police Standoff that started yesterday afternoon. Police rushed to a home near holloway and ocean avenues. About a mile from San Francisco state. Leigh martinez, youre out there now and the police are trying to wait it out. Reporter San Francisco police say they have been negotiating with the suspect. And so far hes shown no signs of surrendering. They have the light fixated on that apartment. Thats where we have been the suspect has barricaded himself in. We have three police cars and suite as well. We dont believe that they have removed any of the locals from the area. We have seen some civilian cars leaving the area. And police are escorting the people out as they go to work. The standoff started 1 30 yesterday afternoon. Its believed that the suspect barricaded himself in the apartment. We dont know what led police to come to the location. They have not released his identity. San Francisco Police do not know would not tell us if he is armed. Typically, s. W. A. T. Does not come out unless the suspect has a weapon. Police have not given us any information. One spokesperson says its always a situation where you dont know what he might have in the apartment. This might be for a precaution. They are giving the suspect a lot of time. If the suspect warrants it. Theyll give time and distance to the suspect to surrender. We do have hostage negotiation out here. We do not believe he has any hostages. They are negotiates but we have not seen any movement. And they have blocked off the 300 block from miramar. Leigh martinez in San Francisco, thank you. The cold fire burns like Lake Berryessa has grown to 4600 acres. Christien kafton is live near the fire command base. Can you see the fire burning . Reporter we sure can. We just got a new estimate. We hear that the fire is 4700 acres. And now about 15 contained. You can see on the ridge line, some of the smoke from the fire. And lets roll video we shot this morning. An hour something you could see some active fire burning on the ridge line overnight. Now that the sun is coming up i think crews are starting to get a better idea on how much the fire grew. And now at 4700 acres. Dry terrain is making it tough for the crews to get in and get control of the fire. Fire crews will be reevaluating the fire and working out a strategy as the sun rises this morning. The focus now is containing and continuing to improve lines on the west side of the fire. And use what we had with the old footprint from 2014. We know where we have ridge lines and were moving on the west side and the north side to try and button this up. Cal fire is continuing for the golden bear estates. That affects about 35 homes, maybe 100 people. They will be reevaluating the Evacuation Order this morning as well. We saw plenty of people still in the areas, many staying at the campground. And since its been used as a staging area, they felt safe staying there. All eyes are on the forecast. And were seeing if high humidity has helped. There has been a slight shift in the direction the wind is blowing. At this point its yet to be seen how its going to affect the fire and the strategy. Were seeing a lot more smoke rising earlier than we saw it yesterday. The smoke really settled down yesterday. And were seeing it rise a little bit faster. We dont know if thats a good sign or not. The plan is to try to keep the fire contained to the inside of 128. Its less populated and they have Major Concerns about spot fires on the south side of 128. And they want to keep it away from homes and ranches in the area. We hope they can get ahead of it and that the weather cooperates. Fire crews are making progress against the biggest wildfire in Northern California. The soberanes fire has burned 47,000 acres. 5500 firefighters are working to control the fire. They have managed to keep the fire away from flames. New developments from london. We know that the woman killed in the attack was an american. And that an american was among five other people injured in the knife attack. Police are at the scene in russell square, a popular tourist area. A suspect is in custody. Police say hes 19 years old. The attack may have been triggered by Mental Health problems. One witness described it. Coming back from the cinema about quarter past 11 00 and the first thing i encountered was a heavily armed policeman. British authorities have not released much information about the American Woman killed in the attack. Theyve only said she was a woman in her 60s. A man who is arrested at a bart station appeared in court for an arraignment in San Francisco. Cell phone video of the arrest on friday showed Michael Smith being punched in the face by a bart police officer. He pled not guilty. Smith is charged with resisting arrest and battery on a police officer. Bart Police Officers arrested him after a report of an attempted Armed Robbery on a train. The person who made the report to police had just had an argument with police and said smith threatened to rob him. Im really glad that at least they didnt kill him. This could happen to anybodys child. And im really happy and thankful that the people at the bart station intervened. The public defenders officer says smith and his girlfriend were on the way to a doctors appointment when the other man started harassing the woman. More than 200 drug offenders were granted shorter sentences by president obama yesterday. Its the largest batch of prisoners to have their sentences commuted on a single day. Most of the offenders, including the man from fairfield are serving time for the nonviolent drug crimes. In 2001, thomas ross was sentenced for stealing supplies used for making methamphetamine. Yesterday the fog was on the deck for some. Burned off pretty quick and temperatures warmed up. There were 90s to 100s well inland. And now the fog is around 2000 feet and its flown over the coastal hills and theres a really strong wind for some. Also at travis and parts of the delta. San francisco, 62. 54 today. Whats average, 67, 55. Below on both. And the record high is not that warm. 83 back in 1947. And fog and cho clouds getting helped by a series of lows. Gusts to m out of the west, southwest at travis. And thats going to bring cooler air all the way up. 56 in sacramento. And the breeze is the key here. Southwest its mainly a westerly component. And thats going to lead to a cooler pattern. One low here. And another dropping down and that helps enhance the fog bank. 70 for many in the 90s. And 50s and 60s. 62 in the city. Alex, what do you have . Thankfully, no major issues. Happy always to say that. And we have the usual areas were well see slowing and the bay bridge toll plaza is one of them. Traffic is binning to build and not backed up to the maze just yet. This is one of those busy times. Once you get past the pay gate were not showing any slowdowns heading into San Francisco. Heres the san mateo bridge. A bit of a backup going through the toll plaza. And once you get to the span, its a nice easy ride across highway 92 and towards the peninsula. Westbound 580 over the altamont pass. Thats starting to backup in a big way and probably will continue to do so throughout the morning. But it frees up just a bit when you get to livermore. And down south well give you a peak at the south bay commute where we are problem free. And we are not showing any issues and everything moving nicely on all the freeways. This morning a young girl is suffering from lifethreatening injuries after being hit by a car while walking across a busy street. It happened in the crosswalk at west her avenue. The black bmw that hit her was at the scene hours after the collision. The driver has not been cited and is cooperating with police. Some say they avoid the intersection. Its so horrible that theres somebody hit in the street. Theres no safeguard for the pedestrians. Its not really safe. We talked to Daly City Police and they did not have accident statistics readily available. Its a 25mileperhour zone and many cars go faster. And its hard to see pedestrians because its often foggy. The driver of a car that went off a cliff turned himself in to police. He was arrested and booked on suspicion of hitandrun, vehicular manslaughter, and driving without a license. Garcia was on highway 9 near saratoga yesterday morning and his car careened off the road and went down a 30foot embankment and hit a tree. The woman in the passengers seat was killed. Another passenger who was in the back of the car a 15 yearold pregnant girl is now in critical condition. A transit officer in washington, d. C. Is the first Law Enforcement officer in the u. S. To be charged with an isis related crime. 36yearold Nicholas Young was arrested yesterday. And Officials Say head been on the radar of Law Enforcement for years. He tried to send gift card codes to someone he thought was a member of isis. That person was actually an undercover fbi agent. He also traveled to libya to meet with rebels. President obama is going to head to the pentagon to meet with the National Security team about the fight against isis. Reporter there are several signs posted here and basically it says that theres no parking from 6 a. M. To 3 30 p. M. They are concerned that they are being targeted. A San Jose City councilman who lost his council seat by 12 votes is refusing to give up. He lost to the challenger in the june primary election. He lost two recounts, including one he paid 15,000 to conduct. He wants the entire election overturned because the number of total ballots in each recount was different. He wants to be declared the winner or a new election in november. High School Students on summer break are learning about construction. They are learning architecture, engineering, and more. And working at an expansion at the childrens hospital. Its part of an apprentice program. Ten students were picked for program. And they are learning everything about the construction industry. I actually like the hard work. I want to be a labor. And ive been looking into it. And i think thats really what i want to do. Some of these kids could be on this project later. They could be an architect, a contractor, a trades person, any of those things would be incredible. The organizers want the program to continue into the school year. We know how the late start to the crab season affected the catch. The preliminary catch was 2 3 of a normal year. And people who bought crab paid less. The dungeness crab season starts in november. And now its been downgraded to a tropical storm. And that storm was felt on the yucatan peninsula after making landfall in belize. The storm may keep losing strength but could get strong again if it makes it over the gulf of mexico. Office depot has come up with a plan to cut costs. The hundreds of stores that will be closing. A firefighter was killed battling the fire that erupted after an the pilot needed to make an Emergency Landing because of the a problem with the landing gear. Everyone on board got out state ofly. The dubai airport is operating with one run way and there are delays and cancellations. Back in this country, the death toll from tuesdays deadly tour bus crash has been changed. Officials say four people were killed, not five. Officials blame the initial chaos for the wrong count. A team from the National Transportation safety board is there. And theyll recreate the crash scene with a 3d laser scanner. And will examine whether mechanical or environmental factors may have contributed to the crash. Its going to take months to get to the bottom of everything. Weve also learned the bus driver who was hurt in the crash was cited three times, including getting a ticket in 2015 for driving without a license. A recycling center in oakland is closing down. And many say they dont know what theyll do. The owner in west oakland says the city is forcing him to shut down. Theyve racked up nuisance violations and blight fines. I dont know what im worried but i dont know. I dont know what will happen when the company is closed. I dont want them to be closed. A lawyer with the aclu wrote a letter to the Oakland City Council to ask them to delay the closing until they can find another location. They say it will increase panhandling, desperation, and hunger. Betty soskin received a new alarm system for free yesterday. And this comes after an intruder stole electronics and a rare coin given to her by the president for being the oldist park ranger in the nation. She has received letters of support and got a letter from the commander in chief with a replacement coin. People heading to lake tahoe had to share the water with an unexpected family. You see a mama bear and her two cubs playing in the water. The bears didnt bother anybody. And the humans didnt get close enough to be in danger; however, wildlife experts say it would have been better for the humans to leave the bears alone. That bear has no fear of people. So do not help wildlife. Do not feed wildlife. Do not take a selfie with the wildlife. It can be incredibly dangerous. There are 250 to 300 wild black bears in the region. And the counters are likely to happen more often as the water sources have dried up because of the drought. Never try to get between a bear and her cubs. You know that. And they remind you these are not wild animals. So dont do anything like try to take a selfie with them. Leave the mama bear alone. Always.
