Outrage around the country after two more Deadly Police shootings involving African American men. The latest happened last night in the minute list suburb of falcon heights. Police say a 32yearold man was shot and killed during a traffic stop. The minneapolis star is reporting the aftermath of the deadly shooting was caught on Facebook Live by the victims girlfriend. I have a warning. The video we are about to show you now is strong in nature. It may be disturbing to some viewers. He just shot his arm off. We got pulled over. He you told him to get his drivers license. That video also shows a man covered in blood. The woman taking the video claims they were pulled over for a broken tail light and her boyfriend said he was licensed to carry a weapon. She states that when he started reaching for his wallet he was shot in the arm. Police havent confirmed these details but they did say they recovered a gun at the scene and that the shooting is under investigation. Now authorities did not immediately release the mans name but family members identified him as felando castillo. Are you looking at photographs of him shared by his family with our sister station in minute list. Relatives described him as a good, hard working man who grew up in the st. Paul area. Protesters chanted his name outside the minnesota Governors Mansion over night. They honked car horns and draped crime scene tame over the fence. While police surrounded the mansion the crowd was mostly peaceful and there is no reports of violence. The Justice Department will investigate the shooting death of another African American man at the hands of police in baton rouge. Videos continue to spark outrage across the country. We have the story. Reporter protests across the country after the Police Shooting of a black man in louisiana tuesday. Video shows an altercation between police and the suspect alton sterling. When officers arrived sterling was armed and the the altercation happened. Reporter protests happened across the with one shutting down a highway. I was okay until i saw that second video and [inaudible] that second video. Im mad so mad reporter it all started with a call about a disturbance at a convenience store. He was a nice guy. He wasnt doing anything bad. He was always just selling movies, minding his own business. Reporter shots were fired killing sterling. Now the Justice Department and the fbi are getting involved to try to help tensions by opening a civil rights investigation. At this point its not clear if sterling did in fact have a gun. When you hear he has a gun if the other officer now uses deadly force its because he believes that gun is in the hand or is a tempting to be put in the hand of the suspect. Reporter the two officers involved are on leave pending the investigation. There are many questions around both of these Police Shootings. We spoke to oakland based civil rights attorney john burres about the louisiana case and he said that the video will be important to the case. The other thing thats important is that the fbi will do the investigation. That doesnt normally happen early. In a case where there so much tension, so much distrust of the police that i think its extraordinarily important that the fbi conduct this investigation earlier in the interest of being transparent. This is an important status and position being taken. What it may mean is they will do the investigation and then turn it back over to the Attorneys Office or may keep it. I think the public in general would prefer that the fbi then through the United States Attorneys Office conduct the prosecution. Prosecuting police with in a state system or federal system is very difficult. Many of the cases wind up or im involved on the civil side which is difficult as well. A swat team and crisis negotiator was calledn. Eventually they fired flash bangs and then took him into custody. They were extremely patient. Whats the message to San Francisco . Reporter last night they released a photograph a gun they say they took from the suspect and say the officers asked him several times to drop the weapon and not to shoot himself. The standoff lasted three and a half hours. It tied up traffic in the area and forced buses to be rerouted but in the end police say their pleas ended with no loss of life. A new report finds Police Investigations of officer involved shootings in San Francisco take to long to complete and they arent transparent enough. The grand jury report criticizes not only the Police Department but also the das office. They have a reasonable time frame of about seven months during which this process should happen and at the end of which there should be a conclusion to the investigation. Right now the average investigation is taking two to three years. Thats unreasonable by any account. The grand jury made several recommendations including creating a Task Force Made up of one member of the police, the da, the medical examiner and the office of citizen complaints and two respected community members. There have been 18 Deadly Police shootings in San Francisco in the past five years. The public defender is investigating if Richmond Police implicated in a section scandal mishandled any cases. The woman at the center of the case said she willingly engaged in sex with dozens of officers from several police agencies. Four richmond officers are under investigation but the Department Said none of them are on leave because there is no evidence at this time that a crime happened. The idea is if they were engaging in this behavior. If they were involved in an arrest or prosecution or investigation of that kind of contact it calls in to question the integrity of the investigation. The police chief declined to go on camera but said we cant move on discipline until investigations that sustain wrongdoing are complete. We will follow the facts wherever they lead and take appropriate actions at that time. Also fire investigators hope to go inside the burned out remains of that huge fire that happened yesterday. We showed you the intense flames and dense smoke as the building that was still under construction burned throughout the morning hours. For the first time crews got help during the fire from the Sheriffs Office drone. Its camera helped get crews in the right places and out of danger. This is helpful for the commander to see in realtime at the incident command post in order to adjust any positioning of equipment, to provide safety updates for people. Investigators are asking people who live in neighboring buildings as well as the media for video and photographs to help find the cause of the fire.
