Heres a look at the top stories, a man drowned trying to save his wife caught by a powerful wave off the pacifica coast. The couple was sitting on the beach and the wave tossed them into the water. The wife was able to get back to the shore but 60yearold larry moore struggled. He was pronounced dead at a nearby hospital. Waves could reach 35 feet high for the surf competition at half moon bay. People are encouraged to watch the competition online. Spectators have been banned from the beach after a rogue wave injured 13 people at the 2013 mavericks. And Republican Donald Trump and democrat Bernie Sanders emerged as the big winners in the New Hampshire primary. Ohio Governor John Kasich came in second among the republican candidates. Hillary clinton says shell do better in racially diverse states. South carolina is february 20th for republicans and the 27th for democrats. Its not been as popular as leaders expected. They need to make it more appealing starting with making sure there are working toilets and showers inside. In the meantime, people who live near 9th and division say a solution cant come soon enough. 4 35 now. A ktvu news crew followed a Police Operation that targeted a drug operation in east oakland. Federal and local drug agents seized 200 marijuana plants, packaged pot, and indoor grow equipment from two homes. They also found a rifle and handguns. Marshals arrested a drug suspect who had been on the run for two years. We were able to track him down and get him into custody. The fugitive, 34yearold eduardo chavez, is known as a chop shop mechanic. The investigation included the Narcotics Task force and District Attorney inspectors. A Funeral Service will take place tomorrow for a walnut creek man killed in a car crash. Police are using the crash as an important reminder to avoid road rage. 77yearold Anthony Tonti was an innocent victim of road rage. The alleged driver was 32year old of richmond. He was arrested days later. And investigators say he was driving at speeds of up to 60 Miles Per Hour on city streets. You can see the excessive speed on the surveillance video. It should have never happened. There were choices that that jack ass made. That he could have changed. There was a road rage incident on i880. Our driver and or suspect got into an argument with another driver and decided to chase that individual. Hes being held on vehicular manslaughter and hitandrun. A proposal in San Francisco could help Street Vendors. There are 10 spots available. And one we want to famous waynes shoe shine. 70 others were moved several blocks away. All lost money. The supervisor wants the city to help the street artists and vendors make up for the losses. I think that we should show that we take care of our street artists and Street Vendors and shoe shine guy and put our money where our mouth is. He wants to take 100,000 from the citys general fund. More could come from the municipal the city made during the super bowl events. Two santa clara students hospitalized after being infected with meningitis have been released. Three students became sick in late january. The third student developed a blood infection and was released last week. 5000 doses of the vaccine were administered at the campus at no charge. The California Department of Public Health will provide 5000 doses next month in the vaccine series. There are more details about how many cameras dont work. Bart has admitted that 77 of train cameras are fake or dont work. The information came to light follows the deadly shooting of a man on a train at the west oakland station this year. How to combat the zika virus is turning into a political battle. President obama asked congress for 2 billion to fight the virus. Republican leaders in congress say theres no need to allocate separate money to fight the zika virus. Theres money left appropriated for ebola. But it was ebola and other Infectious Diseases so theres no immediate shortage of money for the administration to do what they think needs to be done. Health and Human Services secretary Sylvia Burwell says the money is needed to finish the job against ebola. And Health Officials want to fight both diseases and thats what should be done. We have funding, experts say its likely to take five years before theres a vaccine against the zika virus. Investigators are hoping the phone contains information about their movements. Many phones use advanced encryption. This makes it harder for investigators to trace locations. Theres a mixed message coming from the city council of ferguson, missouri. Thats where the federal Justice Department found Racial Discrimination in the Police Department and the court system after the Deadly Police shooting of Michael Brown in august. The Council Agreed to a proposed settlement with the federal government but with seven changes. City leaders say the proposal would cost the city 4 million in the first year. And they say thats not reasonable. The spirit of the decree is intact. And were not trying to fake away any safeguards or take away anything substantive. Weve been proactive in trying to implement many of these things. The department of justice rejected the proposal. And now it could bring legal actions against ferguson for creating unnecessary delay in bringing the new policy to the city. Fighting it could cost ferguson millions of dollars in legal fees. And drivers on a busy stretch of 580 in the east bay will be able to use the express lanes. Two eastbound lanes and one westbound lane will run through the livermore valleys. Carpools will be able to use the express lanes for free some time this month. Solo drivers will have to pay. And that price will vary according to traffic.
