At one point it was going close to 100 miles an hour according to the officer who was in pursuit the one who initiated this pursuit. The chase ended with a crash here on san enselmo avenue. You can see some of the damage done to the homes in this area. That parked car, well it was a rent. Take we talked with a woman who headed out this morning. She couldnt p find her rent alcar. The car police were chasing was a toyota. The man at the wheel hopped out and ran into the neighborhood as Police Closed in. With the help of a canine he was captured hiding out outside a nearby home. A short time after that is when a Fairfax Police officer spotted that car. He tried to pull over the driver. But the man wouldnt give himself up. Thats what led to this dangerous high speed chase. In these situations, it is very dangerous, not only for us. It is dangerous for the driver of the suspect vehicle. And most importantly the innocent bystanders. They could have drove drove into a home. Someone walking away from their downtown area. Reporter police say a case of road rage led to that toyota being toll stolen in the first place. Cars owner got into a dispute with the driver of a hondas those two cars were passing each other back and forth on a two lane road. Now, at one point that honda crashed. When the woman driving the toyota stopped to check on the two men inside of the honda, one of those men hopped in her car and then drove off. Now the man arrested after this pursuit in his 20s from san rafel, that honda was stolen as well. All right. Time now 7 06. City of san jose expected to begin a test program of body cameras. It calls for more transparency within the police department. The audit or the judge ladell says 320 complaints last year. San jose mayor supports the program. If we can move faster, i think we should. It is important. I think we know there have been increasing concerns nationwide around account ability issues. Now the this arrived san joses Body Camera Program would start in september with about a dozen Police Officers. The entire department could possibly get them by the fall of next year. 7 07. Santa rosa woman sharing her story of a scam from irs. Says it started with a phone call where a man claiming to be an irs agent said she had to withdraw 6,000 from her bank and deposit into a special k he gave her the number. She is not alone. A female student called Police Two Weeks ago saying she was no coed dorm bathroom when she noticed a cell phone extended beneath her stall. The phone and computer of mendez was searched and they found pictures of more victims. Authorities say he no longer lives in university housing. San Francisco Police report a big jump in car break ins and a new state law may be making the situation worse. In the first two months of the year, car burglaries rose a whopping 49 in San Francisco. Police tell us although there are no hard stats to support it yet, proposition 47 may have something do with that. The new state law reduced some felony crimes to misdemeanors making it less of a risk for thieves to commit the crimes. Its worth the risk to them and also there is nothing to lose. Its a property crime, most likely will not see jail time. It is very frustrating. The Police Advise never to leave anything of value out in the open in your car and if your car is burglarized make sure you report it so the police know where they need to increase enforcement. 8 28. Lets talk about weather and traffic. First is weather, rosemary is here. Another brisk one this morning and it will continue into the afternoon. We have a transition going on. We have one system moving out. We have a ridge of High Pressure building and pressure grade between the two is kicking up the winds and it will continue for your afternoon. We are giving you a look at the direction from the northwest. Those northerly winds will be howling over our hills already this morning i should say, and they are blowing from 15 to 20 Miles Per Hour over parts of the north bay. They will let up a little bit in santa rosa as well as nevada in the last hour. Concord has remained fairly calm. Oakland is nine Miles Per Hour at the time, gusting earlier but it has seemed to die down some. 12 Miles Per Hour in san jose at 7. Into the afternoon theyre going to pick back up. It is 46 in napa, 50 oakland, 48 redwood city and 50 outside your door at half moon bay, 52 mountain view. For the afternoon under mostly sunny skies and breezy conditions we have low 60s at pacific cancellations, 67 redwood city, upper 60s to low 70s inland, 71 in morgan hill, 69 for santa rosa. Temperatures will begin to climb as early as tomorrow. Inland areas will be reading into the 80s. I will show you that coming up. Good morning. The morning commute is Getting Better in some areas. It is still windy out there. Lets look at some of these commutes in the east bay on north 880. It is getting busier past the colosseum. It looks like the wind has died down a little bit. This camera was shaking violently at one point this morning. Lets take a look at the commute at the bay bridge toll plaza. We have seen improvement, 10 to 15 minute wait at the toll plaza with no major issues. 880 south as you drive from 238 to fremont. It has been slow. Someone asked for a check of the east shore. Its been rather uneventful with a little slowing from richmond to mcarthur maze. It is nothing event full but it is taking 30 minutes to make the drive. Thank you. If you ride bart you know it can be a tight squeeze on trains during rush hour. Bart is trying to ease over crowding by ordering more train cars but that doesnt mean more room for passengers any time soon. Lets squeeze in tara joining us live. You have been talking to riders. How bad is the problem . Sometimes it is pretty bad with bikes, backpacks, body odor. Those are things you have to deal with up close and personal if you are riding on bart during peak commute times like now. We can day ridership is 420,000 people, 100,000 more than five years ago. To top it off rail cars are old, control system outdated and there arent enough crossing tracks. New cars have been opened but it will be 2017 before any are ready to stand between the tracks. That means elbow to elbow from 6 00 to 9 00 in the morning and 4 00 to 7 00 at night. When it is packed i always stand up. Coming home when its packed, thats brutal. You are like packed in like this. Bart is great. I want to be sure i make that clear. It is an amazing system. They do what they can. I dont have any huge complaints. Bart says it is rebuilding six damaged rail cars, hiring mechanics and reshifting train schedules. In the meantime we know that bart is thinking about building additional platforms on opposite sides of trains. All that costs money and bart recently raised fares. For now passengers say just be polite and of course patience. Thank you. 8 36. Today east bay mud is scheduled to vote on tough new water restrictions after declaring a stage 4 drought emergency. Stage four is the highest drought emergency. It allows east bay mud to adopt several emergency rules. Effective july 1 customers bills will be surcharged 25 . That means an average increase of about 12 a month. Customers will also have to cut water use by 20 . Our snowpack is gone. Its melted. Whats in reservoirs is all we have. East bay mud will also buy water out of the Sacramento River to be sure there is enough to get through the summer. People will be fined if they use more than a daily usage of 1107 gallons of water. To put that in perspective, the typical family of three uses 280 gallons a day indoors and outdoors. People would have to use four times that in a single day to be fined, meaning only heaviest users and most extreme water wasters would be affected. If approved, fines would be up to 100 every month. A martinez School Board Member made a tearful apology for comments some have called racist. My child deserves air conditioning. He will not be discriminate against. It began when parents started to lobby to put air conditioning in two martinez elementary schools. The problem was it was only enough money for air conditioning at one school. The School Board Member suggested students at last hontas elementary, made up of latino students, are acclimated to the heat so that the other school john sweat made of mostly white students should get the air conditioner. Parents were outraged and off ended. That led to her apology. I am truly sorry to have used that particular scenario and that the children and families were portrayed in a bad light because of the words. The vote on air conditioning has been postponed. 8 38. Happening today, a san pablo Police Officer under arrest in San Francisco is due to appear in court to face several charges involving drugs, a gun, and a child. 32 year old Kenneth White was arrested last wednesday after police said they got a tip a plain clothes officer says they witnessed him near 7th and howard streets buying drugs. Investigators say there was also a little girl in his car. Whats most troubling is there was a two year old child in the vehicle at the time of the transaction. The officer was on paid administrative leave already for a separate investigation. Investigators havent yet given details about that previous investigation and its not clear whether the child is his child. White is being held on 250,000 bail. He has already entered a plea of not guilty to charges of felony firearm, child endangerment, drug possession. 8 39. Oakland Police Investigate a triple shooting that left one man fighting for his life. It happened around 5 00 last night on foot hill boulevard near 65th in east oakland. Investigators put yellow bullet markers in a cross walk in front of an auto body shot. The most critically injured victim was shot in the chest. Two other men are expected to be okay. So far no arrests have been made and if you have information on the case, you are asked to call oakland police. A funeral will be held tomorrow for the musician killed by a stray bullet outside of an oakland bar. Friends and family will remember navarez at Holy Rosary Catholic Church in antioch. A viewing and rosary will be tonight. The 26 year old died easter morning after performing with his band at the golden bulbar in downtown oakland. Police say two men had been arguing down the street and one began shooting. Thats when a stray bullet hit navarez. There is a 25,000 reward for information leading to an arrest in the case. Local bands will hold a benefit show in navarezs honor tomorrow night. It starts at 9 00 p. M. And admission is 5. 8 40. New this morning, an oklahoma sheriffs deputy charged with manslaughter after shooting and killing an unarmed African American man just surrendered at a county jail. 73 year old robert bates is charged with Second Degree manslaughter in the april 2 shooting. Investigators say bates thought he was holding a stun gun not his hand gun when he shot the suspect Eric Courtney harris. Harris was running from police after a sting operation in which he allegedly tried to sell a gun to undercover officer. Bates was heard on video after the video saying i shot him. I am sorry. Rita wilson reveals shes diagnosed with breast cancer. Shes 58 years old and tells People Magazine shes undergone a double mastectomy. Shes expected to make a full recovery. Todays was bagel with cream cheese, turkey sustainably raised, yogurt and milk. This was a hard thing for parents, getting kids to eat breakfast in the first place. Thats a difficult thing, which is why the program started a year ago. They are seeing benefits from this program. I think in the past there has been a stigma of who eats breakfast. Kids could be identified as poor kids. Why arent you eating at home . Balboa has destagg may advertised eating breakfast. So everybody is eating in class. It has helped me a lot.
