We have a crash on the bay bridge. Its just clearing now. Unfortunately, the damage is already done when it comes to backups. There were 15 candidates in the crowded race for mayor of oakland. Find out which candidate is now declaring victory. Also, why theres still no declared winner in the race to lead the bay areas biggest city. Mornings on 2 starts now. Every part of my mind, my body, my imagination, im gonna throw into this next four years. 40 years after his first victory, jerry brown has been elected governor again. But results are not that clear for all of the races. This is san jose, where the mayors race to request down as the closest go down as the closest in the city. Brian flores is sitting down with don per perata to talk about the developing results. Im tori campbell. Im dave clark. Lets talk about weather and traffic. A lot to tell you about. Steve has the forecast. I do, indeed. It will be warmer today, you two. As long as you know that. We have the full moon at 2 22. The lows are warmer and the afternoon highs will be warmer. Tomorrow well get a lot of high clouds, partly cloudy skies and temperatures will actually come down but will be in the 70s. Today, low 56, high 72. Average is 52, 66. Above on both accounts. Record low, third day in a row is from 1935. 43 the record high. Not that warm, but 80, 1993. A lot going on. A few systems are taking aim at us. But by the time they arrive, it will weaken considerably. 40s and 50s. Looks like about 3 to 5 degrees warmer on a lot of these lows compared to the last 24 hours and much, much higher than they were on monday. 40s for some 50s for others. Most of these clouds head up and over. Otherwise, sunshine and warmer temperatures. Patchy fog. Havent found much yet. It will be a warmer afternoon. A lot of 70s on the temperatures. Sal, we had a good morning for a while. But i think things have changed a little bit. Were looking at the bay bridge. There was a crash on Treasure Island involving a motorcycle. It was a noninjury crash. Even the motorcyclist got up. Went off to the fifth street exit. The exp is taking a report down there. The bridge itself has cleared up. Lets go to the toll plaza where they had to slow the metering lights down. Weve added an extra ten minutes to the morning commute which can be a lot. 30 to 40 minutes instead of 20 to 30 now waiting here at the toll plaza getting onto the bridge. Please give yourself extra time. Again, the good news, no serious injuries in that motorcycle collision. Lets talk about 580 westbound through livermore. You will see slowing there. 680 is slow out of pleasanton and 880 slows from 238 all the way down to stevenson. One solid long line of traffic. Back to the desk. New this morning, another pedestrian was hit and killed by a vehicle in San Francisco. It happened late last night in the citys tenderloin district. Investigators are looking into whether this case was a hit and run or just a terrible accident. Ktvus Tara Moriarty is live at the San Francisco hall of justice where detectives are trying to track down the driver. Good morning, tara. Reporter good morning. Police have one witness and they have interviewed that person. They are also poring over Surveillance Video. But im told that it doesnt reveal much. They say its possible that the driver of the 18wheeler didnt even know he had hit someone. The accident happened just before midnight in the citys tenderloin district at turk and mason street. Police patrol the area around the clock but are not on that particular block when the man was struck and killed. Sources close investigation say the victim was jaywalking and not in a crosswalk. The victims identity has not been released. Surveillance does not show the victim, nor does it show a license plate on vehicle. Officers are hoping anyone else who might have information about the accident comes forward. We spoke to some of the victims friends who did not want to appear on camera. Well in the oakland mayors race, it started with 15 candidates but after several rounds of rank Choice Voting one candidate is declaring victory in the race to be mayor of oakland. Brian flores joining us now. Youve got the latest results. I do, dave. Good morning to you. This morning, were joined with former state senator president pro tem don perata. He ran for oakland mayor back in 2010. Welcome in the studio. Good morning. Nice to be here. Want to put up the graphic if we do have it of the current race. It appears that libby schaaf is leading right now. 62 followed by Rebecca Kaplan at 37 . Are you surprised by the results . I am. Im very surprised. I thought it would be a lot tighter than that. It appears that libby declaring winner is correct. You dont think its premature . I dont think so. Sooner or later, its the process of elimination and the fact that quan has already lost and kaplan, everybody thought would be a much stronger contender than it turned out to be. We were talking in the green room. We thought that Rebecca Kaplan would be the frontrunner. Are you surprised . Theres something to be said for not having done anything for four years and then theres something to be said for not she should have done something. I think kaplan just had nothing to say to the voters. She was able to maintain a certain presence over the years, but the last four years, shes been incredibly quiet. I just dont think you can make that ground up in a campaign. You had a candidate in this race with brian parker. I believe he made it up to round ten in the rank Choice Voting. But are you surprised he doesnt make it further . No. Its very difficult for someone who does not hold office. You will notice everybody who was a real contender was either on the city council or was the incumbent. So brian and others, including joe tuman, i think suffered namely from name identification and a lack thereoff. It looks like libby schaaf is leading. Lets talk about mayor quan, if you will. Back in 2010, you were the frontrunner in that election. Do you think voters made a statement here on how mayor quan has done the past few years . I would think so. I think she really fell off early on. The occupy oakland thing stigmatized her as well as the city. I dont think she recovered from that. Things she said didnt turn out to be case. I think the voters figured four years is plenty. Lets move on. Rank Choice Voting. Youve been on record calling it silly. Do you still feel that way . Well, i feel a lot better if i understand stood how the algorithm works. But the biggest issue, you dont get the opportunity to have an opportunity where the candidates stand. It tends to you dont want to offend anybody because you want their second and third place votes. I love a headup fight. I think thats what you need. Thats what you want. Thats what you dont get. If we did this to save money, its the wrong way to save money. All right. Don perata joining us in the studio. They were supposed to get six senate seats to get the majority in the senate. They ended up getting seven. Now republicans for the first time in eight years, have both the house and the senate under their control. On a night like tonight, for me gratitude starts with the people of kentucky. Reporter despite polls showing a close race ahead of the election, Current Senate minority leader, mitch mcconnell, won his sixth term in office, easily defeating allison grimes. In north carolina, incumbent democrat kay hagan was unable to fend off her opponent. With more than 100 million spent, it became the most Expensive Senate race in history. Its been such an honor to hear your stories, your dreams and your hopes. I will always be grateful for the trust that you placed in me and for the chance to serve our great state. Reporter republicans also took hotly contested races in montana, colorado, south dakota, and west virginia. But in new hampshire, republican scott brown was not able to pull off the upset he was hoping for. Ive accepted the votes and offered my good wishes to the senator. Reporter other than the senate wins, they got big house wins. Republicans got 12 seats giving them their largest majority in the house since 1946. Tori . All right. Thank you, brian. 7 14. One of the most closely watched races in the bay area, the battle between two democrats. Now, with all of the precincts reporting, mike honda unfliply is leading unofficially is leading khanna, 52 to 48 . The district covers parts of santa clara and alameda counties. Although honda is in the lead, he has not declared victory and ro khanna has not conceded. Honda is seeking an eighth term in office. Khanna worked under president obama. That 17th district covers a big part of the Silicon Valley from fremont and milpitas to sunnyvale and cupertino. And honda says the registrar of voters told him there should be an announcement on a winner sometime today. 7 15. Sal was telling us about an earlier problem on the bay bridge. Lets see how its impacting the macarthur maze. It sure is, tori and dave. You can see it for your self. You can see that the traffic is spilling out from beyond the bay bridge and into on 8 on 80, into the line on 80, i should say and on 580 its backed up before the interchange. The good news, the crash wasnt there for long. It was a motorcycle crash. But there were no serious injuries. However, the backup at the bay bridge is long. So again, the crash is cleared. But the backup remains. So give yourself extra time if you are trying to make it into San Francisco with your car. On 880 southbound, perhaps you want no use the san mateo bridge. You will have to deal with some slow traffic from 238 down past 92 all the way down to fremont. Dumbarton and san mateo bridge approaches are pretty slow. Now to the weather center, i would say the weather is looking pretty good. Sal, wasnt i just talking to you in the newsroom about you were. I do that. I chat with sal. We do have nice weather. Warmer. Thats for sure. Really quiet here. There is a bunch going on globally. I will touch on some of that here. The lows which were very, very cool to cold on monday, have come up each day. We have a couple of 30s i know in the vurs santa cruz mountains. The lows are running warmer and the end result will be warmer afternoon highs. Santa rosa yesterday was 73. Today is 76. Palo alto 72. Well go 75. Concord, 71. Also 7 a. East san jose yesterday out by reidhillview, 75. Maybe warmer than that. It doesnt last long. Days are short. Mostly sunny here. It will be mostly sunny for almost everybody. Downtown oakland looking for a nice 74 degrees. The supertyphoon has weakened a little bit. It had 180 to 200mileanhour gusts. Category a. It is weakening. It will miss japan. Thankfully. It will give them high waves and rain. The key, once it starts to turn extra tropical it will head into the berring sea and aleutians and explode into a monster system. That has many impacts on us and other parts of the united states. All signs point toward the ridge of High Pressure reloading firing up as a very cold and deep system drops into the Northern Plains all the way maybe down to florida in the northeast. That would be next week. Sometimes these systems can fall apart and then give us rain. It does not look like that will happen this time around. The system tomorrow will give us a lot of high clouds, cooler temperatures. Speaking of rain, there are some heavyduty amounts. A couple of tropical systems, one from the gulf of mexico kind of coming together, falling apart. Ive seen projections of 4 to 6 inches of rain possible over the next six days. A lot of sunshine and there will be a little bit of fog maybe returning tonight and tomorrow. 40, 50s on the temperatures. 1700 feet. They were 40 on monday. 56 now. Thats a sure sign that warm air aloft will equal afternoon temperatures. A hint of an easterly breeze. With that in mind, we have everything going up and over the ridge of High Pressure. Patchy fog but more likely on the coast. 70s, mid70s to upper 70s. Could eek out an 80. The system tomorrow gives us higher clouds maybe into friday. But then everything falls apart. By the weekend, High Pressure builds back in. Dont give up. Its all right. Were early. Sunny and warmer. Patchy fog, warmer afternoon temperatures. It looks like 70s for everybody. For you, me. 70s, mid to upper, these are all above average temperatures. A little haze around the edge there. But cooler with high clouds. Partly cloudy. Low clouds thursday, friday. But then night sunshine. Severe clear. After that. No surprise in the governors race here in california. Jerry brown easily wins a historic fourth term. With 100 of precincts reporting, Governor Brown currently has 58 of the vote compared to had compared to 41 of his capitaller, neel kashkari. He thanked his supporters. Since ive done it three times im not under the illusion this is some kind of pin nick. California is divided. Berkeley doesnt see the world like Orange County. Now 76 years old, Governor Brown wakes up every morning eager to go to work. Neel kashkari spoke from his election headquarters in Orange County with a message for Governor Brown. Governor, in your last four years, please be bold. You have the power with the majorities in the assembly and in the state to make bold changes to our state, to push the special interests aside. Neel kashkari a building newcomer and investment banker was never able to close a doubledigit gap in the polls. But he told supporterses hes just getting warmed up, indicating perhaps this isnt his last campaign. Proposition 1, authorizes the selling of 7. 5 billion in bonds to improve water quality, supply and infrastructure. The proposition won, 66 to 33 . Also approved, prop 2 by a big margin. It will boost californias rainyday fund. It passed 68 to 31 . Some bay area reporters claim they were shut out of the California Democratic partys election celebration in sacramento last night. And they are taking to social media to vent their frustration. Chronicles reporter tweeted, unreal, California Democratic party went let the media into the party where jerry brown is inside. Reporters, photos being kept outside, no explanation. Another tweet from a reporter who says, reporters not allowed inside. Cadem party hanging in the parking lot. Brown among those inside. And there were similar treats. But then it was updated that the reporters were eventually allowed inside to shoot video. But no interviews were allowed. Even though brown was seen in the party, he gave his victory speech outside of the mansion. A mixup. It involves a beloved seat from Candlestick Park. But it leaves a woman in hayward devastated. Coming up in about 25 minutes, the mistake the 49ers are working hard to fix. Next thing i know, she hits me in the mouth with her fist, shoves me to the ground. A temper tantrum in the checkout line ends up in a bloody confrontation between two women. Up next, the war of words that ends with punches being thrown. Incumbent gavin newsom has 55 of the vote over Republican Party chairman ron nehring. The contest for state controller is a closer race. Betty yee has the lead. Police in colma have Surveillance Video of a woman being punched by another woman in the parking lot of a department store. Now, were still waiting for them to release that video but were hearing already from the woman who says she was attacked. A 20yearold woman she goes by the name of bree said she had been shopping for about two hours at Nordstrom Rack when she saw a child having a temper tantrum. She said she asked the mother to quiet her child. The mother responded by saying dont tell my child what to do. Now, bree says things got really heated. She admitted she used strong lank language. When she left the store, she said that mother was waiting for her. She said where did i tell you to go . To hell. The next thing i know she hits me in the mouth with her fist and shoves me to the ground and hits me again. Bree said her teeth were injured. She has scrapes on her arm and might not be able to save that took she showed you. Police are still looking for the other woman involved. 7 26. Attacks on soda went before voters in two bay area cities. Up up next, why the Election Results in one of those cities has thrown it into the national spotlight. When you see red, that means stopandgo traffic, especially on 242 but also on highway or interstate 680 and i also noticed its slow coming off the benicia bridge or crossing the benicia bridge heading into martinez. Lets go to the toll plaza. We had a noninjury crash up on the deck moving a motorcycle. Lanes were blocked but traffic is slow. Its slow beyond the macarthur maze. Nimitz freeway is also very slow from 238 all the way to fremont. 7 32. Back to the desk. Its the morning after election day. Theres still no declared winner in that very tight race for san jose mayor. County supervisor dave cortese is facing off against sam liccardo. Ktvus janine de la vega is joining us live and you say liccardo has a slight lead. Reporter yes, it is very slim. Right now, with 100 of the precincts reporting, sam liccardo has a 2 lead over his opponent, dave cortese. Now, the registrar of voters stayed here overnight. Right now shes waiting for workers to come in in the next hour and thats because they still have more than 100,000 mailin and provisional ballots that still need to be counted. Last night, at liccardos event in downtown san jose, his supporters were watching the Election Results come in and they were cheering. He and his opponent, dave cortese, have been neckand neck for the may moores seat. Liccardos aide told me this morning that they are being cautiously optimistic but because of the absentee ballots not being counted, theyve not officially declared victory. We spoke to dave corteses campaign manager. And they, too, are watching this closely. They believe that cortese still has a chance. He had his share of supporters. They were all hoping for a defin tish win. Heres what they said. It feels great. Weve worked so hard. So many volunteers and so passionate about creating the great future in the city. We went up against a powerful machine. With money coming in across the country, were in this thing. Its very exciting. This is a classic de la fuente really a classic barnburner kind of race. Everybody in san jose should have been engaged and hopefully now people are paying attention. Reporter liccardo has just a lead of roughly 2,000 votes. But tens of thousands of ballots from all around the county still need to be counted. That process will start later today. Were unclear of exactly how many of those 100,000 bal potts are for san jose. But liccardo has been viewed as the candidate who will keep san jose on the same path as current mayor chuck reed. He has butted heads with the police and Firefighters Union because he has supported pension reform. Cortese has supported change and has been the candidate for shaking things up at city hall. Hes been supported by labor, police and the Firefighters Union. Workers are supposed to come in here and counting is supposed to begin. All of those absentee ballots at 8 00 a. M. Janine de la vega, ktvu channel 2 news. All right. Very interesting. Thank you. 7 35. The Chevron Oil Company came out the big loser in the race for mayor in richmond. Longtime richmond politician tom butt defeated nat bait. Butt received 51 of the vote. Bate got 35 . Chevron spent a lot of money to support bait. But voters rejected chevrons efforts in both the mayors race and the City Councils race. In the race for state attorney general, cam maam law harris has Kamala Harris has 56 of the vote compared to ron gold, 43 . And 56 for dave jones for insurance commissioner. In berkeley, volters there approved the nations first tack on sodas and other sugary drinks. Alex savidge is joining us live now. You have reaction to berkeleys new regulation. Reporter good morning to you. Beverage companies spent a ton of money trying to stop this tax but this morning, the backers of measure d are claiming a huge victory over big soda. Keep in mind, though, this tax wont just cover sodas, it covers sweetened iced teas and sports drinks. They will tack on a penny of tax. Meaning this soda will cost 20 cents more if you buy it in berkeley next year and by one estimate, the average soda drinker will likely fork over 56 bucks a year. Supporters are hoping to cut back on soda consumption whoip they say has led to an epidemic of obesity and diabetes. Voters in berkeley, overwhelmingly approved measure d last night despite a major pushback from the soda industry. The American Beverage Association poured more than 2 million into a campaign to defeat d. Opponents argue the tax would lit lowincome residents the hardest because they tend to drink the most soda. This morning, voters are proud to see their city make history. I say that the voters are smart and i say to the Soda Companies neneer, neneer, neneer. Sometimes political money spent doesnt get you what you are hoping for. I think its a good idea. I think its a step in the right direction. I think it could have done farther because i think that from what i understand it only taxed a small portion of sweetened drinks. Reporter by passing measure d, berkeley has done more than what a dozen of other states and cities have tried and failed to do. Supporters in the city believe this soda tax will likely set a nationwide trend but the soda industry this morning is downplaying the results of the election. They say berkeley does not represent mainstream america. And by the way, the new tax here in berkeley as we bring you out here live, it does not apply to diet sodas. It takes effect the first of next year. Were live this morning in berkeley, alex savidge, ktvu channel 2 news. 7 38. In San Francisco, the soda tax on the ballot there, it did not get enough support to pass. While more people voted for it than against it, measure e needed a twothirds majority to pass. With 100 of the precincts reporting, it received 54 to 45 . Proposition e would have added a 2cent per ounce tax on sugary drinks. The 76 billion soft drink industry spent millions of dollars opposing the measures in both berkeley in San Francisco. They say they hit the poor the hardest and wrongly limits the beverage choices of consumers. Californians voted to pass proposition 47 aimed at reducing the prison population with 100 of precincts reporting. 58 of voters approve proposition 47. It reduces the jail sentence for some drug and property crimes to a misdemeanor instead of a felony. Proposition 48, which would have allowed the North Fork Ranch of indians to build a new casino in Madera County was defeated 60 to 39 . Well have election coverage throughout the morning. The water exposure problem on the tower of the eastern span of the bay bridge may be worse than thought. Todays chronicle reports more than 100 steel rods anchoring the 525foot tower in the eastern span may have been flooded by corrosive water. Initially, the water problem was believed to have only affected 18 rods. The rods holding down the tower were supposed to be encased in waterproof grout after they were put in place four years ago. Caltrans says it needs to determine exactly how much corrosion has set in before it decides how to fix the problem. 2 investigates has found that in many bay area cities, the number of calls to police for Mental Health emergencies is rapidly growing. But resources are still lacking to deal with the problem. We examined the numbers from 19 Different Police departments and found that in some cities, calls have jumped by as much as 30 in just the last year. Experts say those numbers are conservative. Could be misleading. That number doesnt get at all of the other calls that we go to that involve the strong Mental Health component but they werent dispatched that way. I think its kind of a growing portfolio of duties that are required, you know, by in todays world by todays cops. Tonight at 10 00, 2 investigates looks into what is behind the growing crisis and uncovers which cities are dealing with the biggest increases. 7 41. Will he or wont he run . Its the question many may be thinking about with ed lee. The big announcement hes expected to make in just a matter of days. That was the devastating part. It is a memory. The measure would have given the state insurance commissioner the final say over any increase in Health Insurance rates. It also looks like proposition 46 has been defeated. 67 of people voted no. It would have required drug testing of doctors and the review of a statewide prescription database before doctors could prescribe certain medications. It would also have increased the pain and suffering cap in medical negligence lawsuits. Contra costa county was one of 18 locations across the country that had a computer glitch on election day linked to a florida software vendor. The website failure was discovered yesterday morning. The problem continued throughout the night. But the county clerk says it did not slow vote counting. The clerk says voter turnout was about 55 and he hopes the state will adopt new technology in the near future to improve efficiency when voter turnout is higher. Hopefully by the time we get to the next president ial race, well be able to use some of the newer technologies available and are used in states like colorado, oregon, texas and elsewhere around the country. State Election Officials say about 9 Million People requested vote by mail ballots this year. Thats more than half of the states registered voters. 7 46. Shifting gears, she bought the seat at Candlestick Park that her mom sat in for years. What she got, though, that was a heartbreaking disappointment. Pam cook is in the studio with the womans story and what the 49ers are gonna do about this. What they are gonna try to do about it. She and her family are devastating after receiving the wrong seat from Candlestick Park. Leanne gerlachrowe is from hayward and remembers growing up watching the 49ers play at Candlestick Park. Her mother cheered on the 49ers for more than 40 years. Four years ago, her mother passed away. When she got a chance to own a piece of Candlestick Park and her past, she decided to buy her moms old seat. She said those times were much more than watching football. Were so comfortable in the seats. We talked about everything. Now now, when the shipment arrived, she cried. She and her brother had written on her moms seat. It said, mom, this will always be your seat. But that inscription was not on the seat she received. It was not the right seat number as well that held so many memories for her and her family. Shes talked to someone with the 49ers. She said they were very nice. But also says with thousands of seats stent all of over the stent all over the country, it will be tough to find her moms seat. Thats a tough one. Its been tough on the bay bridge. Lets see how things are doing to the south, the san mateo bridge. This you want to use the san mateo bridge as an alternate, its okay. We have a stalled on san mateo westbound 92 at 101. No doubt that vehicle will be gone if its not already. But the traffic is slow on the other side of the bridge. Its already slow here on hayward side. I dont really think the san mateo bridge is much of an alternate. You just will be trading one slowdown for another. When you get to the bay bridge, you will see its backed up. We had an earlier motorcycle accident to blame. That crash cleared with no major injuries. Looking at 880 south. Thats very slow from 238 down to the fremont area and san jose is having another rough one. 85, a couple of minor crashes. 280 and 101 all very slow trying to drive to sunnyvale, Mountain View and cupertino. Lets take a look at the commutes. 880 northbound, there was a crash northbound at 23rd. This commute does have a reason for being extra slow. Its backed up out of san leandro and 580 is an alternate, not a very good one. But its better than this. When you get to the bay bridge, we had an earlier crash at the on the bay bridge. It doesnt last for too long but the traffic is still very, very slow. San jose new crash northbound 101 at tully but a lot of the commutes including highway 17 is slow. And the peninsula traffic is not that good. Including 280, daly city to san bruno. Back to the desk. Thank you, sal. Weve just received new details about an overnight crash in San Francisco that took the life of a pedestrian. It happened in the citys tenderloin district. Investigators have been looking into whether this case has a hit and run or just a terrible accident. Ktvus Tara Moriarty is live at the San Francisco hall of justice, where half an hour ago, Police Released new information on their investigation that partly explains what happened. Good morning, tara. Reporter well, good morning. Thats right. Police say that the victim was actually hanging onto a double gas tanker truck in the space between the two gas tanks. When the tanker turned, he fell and was struck by the tanker. Police say its possible that the driver didnt even nope what had happened know what had happened. Investigators are trying to figure out why the man was there in the first place and have not said whether drugs or alcohol were involved. The deadly accident before midnight at turk and mason street. Police patrol that area around the clock. But they were not on that particular block when the pedestrian was struck and killed. There was at least one eyewitness to the incident. Police have seen surveillance from a nearby hotel but say it does not reveal much. Inspectors are working to find the gas tanker and the company that owns it. Councilwoman libby schaaf is declaving victory in the declaring victory in the race for mayor. Brian flores is joining ing us with more. With me is don perata. He also ran for oakland mayor back in 2010, as you will recall. The first year, by the way, that that rank Choice Voting system came into play. Well talk about that in a moment. I will put up the graphic of the results so far from the Alameda County Registrars Office in terms of who is leading for the mayor. You can see there, libby schaaf, 62 followed by Rebecca Kaplan at 37 . Any surprises for you, don, in that race . I was surprised that kaplan didnt do better. She never caught fire. I think theres something to be said for doing more between elections than she has done. Shes really been awol for a long time. Shes also part of the occupy Oakland Movement on the wrong side. I think that had an effect. Talking about effect and momentum, if i can bring in a sporting anamlygy, talking about analgy, talking about the endorsements. How important are those . I think they are important. If people know that bar ba broxer is for you, jerry brown is for you, it gives you a certain certification that you otherwise might not have. I tend to believe the races are more important than they might be otherwise. You had a person, if you will, port commissioner brian parker. He didnt make it past round 10 in terms of the rank Choice Voting. But your endorsement from a person outside of the city council, why was that important for you and next question is how do you think libby schaaf will do . Was she your choice . Yes. First of all, brian, i hope continues in politics in oakland. Hes a very hes an outstanding individual. Suffered from lack of name identification. But he brings a strong African American perspective to a city that really needs it. I did endorse libby as one of the choices. Thats the nice thing about rank Choice Voting. I think the chap challenge she will have is try to make oakland a single city. You dont have to be here often to know the city is split. We have to make sure that rather than talking about inclusionary diversity that we do something about it. And what goes on in the flatlands of oakland is much different than what goes on in the hills and foothills. That task really falls to the mayor. Talk about that divide. Moving forward, if the results for libby schaaf remain true, which is looks like they will, what has to be per priority her priority . Keeping the sports teams in town . The police force . What do you think is the priority . All of the above. She has to get her arms around the council. Having been a member there, i believe that will help her because she cant make policy unless there are gonna be implemented. But she also needs to determine that one of the things oakland lacks is a certain credibility for investors to come. People are buying into oakland but they are buying property. Oakland lacks a real business center. And we need toe have one in order to be able to thrive. That will be her challenge and i think libby will be good at that. Past four years, mayor quan running the city as mayor. Give us your honest assessment. She says she has increased the amount of police during this time. She said that the city is safer from what it was a year ago, two years ago. Do you think thats the case . Do you think voters had a statement here in how they voted . I think she opened the door and fell down the elevator shaft when she with the occupy Oakland Movement. I dont think she ever recovered from that. It looked like she couldnt make up her mind whose side she was on. That affects everybody, whether you are in the hills or the flatlands. The other thing is oakland may appear to be a safe city to some people. But the fact of the matter, if you have over 70 homicides at this time of the year, thats too many. And so police presence, police activity, the Community Working as a unit are all things that i think evaded her during the four years that she was there. But i do think that early on, she cast the dice in the wrong direction. The port got shut down. People dont want to accept those things. And she said she brought in billions of dollars. You just gotta be straightforward with the voters and i dont think she necessarily was. All right. Don perata joining us in studio. Obviously a lot to talk about. The districts include santa clara and Alameda County. Hall though honda is leading, hes not declared victory and khanna has not conceded. Honda wants an eighth term. Khanna worked in the Commerce Department under president obama. Both men are proud of the campaigns they ran, they say. We had a cadry of people young people, seniors, people who are veterans and people who are retired. I knew this would be a tough race. We were the underdog from day one. We started at 3 in the polls. Im excited we made this into such a competitive race. Honda has been told the registrar will make an announcement later today. Proposition 47 is aimed at reducing the prison population. With 100 of precincts reporting 58 of voters approved proposition 47. It reduces the jail sentence for some drug and property crimes to a misdemeanor instead of a felony. And proposition 48 which would have allowed the North Fork Ranch to build a casino in ma remember da county was defeated 50 to 49 . Theres still no declared winner for mayor in san jose. Cnn predicts the gop will predict both houses in congress and make president obamas last years in office more difficult. Americans have seen what the current crowd in washington is making us more weaker at home and abroad. Reporter after a hard fought win, mcconnep is likely to be the next minority leader. On the house side, its predicted they will have over 240 seats. Reporter the mimed terms had several firsts. In South Carolina tim scott became the first black senator to be elected in the south since reconstruction. Mia love will be the first africanamerican elected to congress. Iowa elected their first female senator. Were taking the iowa way all the way to washington. Reporter voters in d. C. , oregon and alaska voted to legalize marijuana and voters also backed minimum wage hikes in four states. Were get a look at how president obama is reacting to these losses in an afternoon press conference. The white house is saying hes already invited the Party Leaders to the white house on friday so they can map out a course for the future. Back to you. And speaking of the white house, with this big gop win today or for the election day, is that gonna help republicans go for the big prize winning the white house in 2016 . Reporter you know, i think theres good news and bad news for the republicans when it comes to the results from 2014 and how they relate to 2016. One thing for sure is what the republicans were able to kind of capitalize on last night was the fact that they werent in power for the most part. They laid everything at president obamas feet. Now they have clear majorities in both the senate and the house. That means that they are gonna own at least half of what happens in washington no matter what. That could prove difficult for some of these 2016 candidates that want to run against the establishment. They will probably have to come up with a tangible of something they want to accomplish if they want to run in 2016. It will be a very dicey two years for republicans if they want to use this to their advantage coming up in the next president ial election. Very interesting to hear whats going on there. Yes. Thank you. A lot of people have said a lot of potential president ial candidates said they are not gonna talk about whether they are gonna run, aka hillary clinton, until after the election in 2014. Weve had just a lot of slow traffic. The only thing i can say, is the commute is improving a little bit on highway 4 westbound coming up over the grade. So this commute here is better but that is just because nearby the traffic has shifted. Its very slow from concord into walnut creek. If you are staying on 680 it slows into danville. 24 is moderate to the tunnel. Out to the bay bridge toll plaza we go. You can see traffic is backed up for about a 30minute delay. Its worse than it normally is because of earlier problems. 880 is very slow. 880 commute is very slow. Both directions, southbound from 238 and northbound into downtown oakland because of earlier problems. As a result, 580 is terrible out of san leandro driving to the lakeshore area and highway 13 is slow. Almost everywhere you look right now, we have a lot of stop and go traffic. At 8 20, the weather is better. It is, indeed. There is a lot of sunshine here on the weather menu and warmer temperatures. In fact, the lows are up, the Higher Elevations are warmer and we have a lot of sunshine. I cant even find a cloud. If theres one or two, its a high cloud. It wont last very long. Theres the system offshore that will start to move in tomorrow and coomb us down. But theres no sign of any rain. Today is warmer. The full moon is also today at 2 22. Any rain . I dont see anything. Next tuesday, wednesday i think we will get clouds and maybe some rain to the north. But not here. Starting off mild for downtown oakland. 54. Well go 74 under mostly sunny skies. It looks like just reloading the pattern. They are getting heavy rain in texas. A couple of tropical systems falling apart dragging across. You can see theres gonna be 4, 6 inches of rain there over the next couple of days. We have clear skies. It will be sunny. 50s on the temperatures to 64 Half Moon Bay. A little breeze. If you are driving anywhere in the east bay, im sure you have to go now, but just be aware. It will be slow. Dumbarton and san mateo bridge, are not good at all. Going out to 280 in san jose, both directions right here through downtown are slow. Northbound on the right slows to coupe. Bay bridge is backed up for a 25, 30minute minute wait into San Francisco. Back to the desk. Its the morning after election day. The race for mayor of san jose, still too close to call. Thousands of votes still need to be counted. Janine de la vega is sloaning us live from san jose to tell us about the results so far. Good morning, janine. Reporter good morning, dave. Well, we were just inside the Registrars Office. We saw thousands of mailin and provisional ballots that still need to be counted. They were stacked up. They just filled the room. And right now, though, with all of the precincts that have been counted, those precinct votes show that same liccardo has 51 of the vote. Thats just a 2 lead over dave cortese. So thats such a slim lead that liccardo has not declared victory yet. I want to go to some video that we just took. This is what it looked like inside the Registrars Office. Roughly 120,000 mailin ballots are inside those red bins and workers are going to start the process of scanning them and verifying signatures at any minute. Besides those absentee ballots, there are provisionals that need to be counted. The registrar didnt have an estimate of how many those they had. Last night at liccardos event in downtown san jose, his supporters were watching the results come in and cheering. He and his opponent, dave cortese, have been neckand neck for the mayors seat. Because of all of those ballots, they havent declared victory. We spoke to dave corteses campaign manager, and they are watching this very closely. They believe he still has a chance. He had his share of supporters last night with him. Heres what the registrar told us about how long the counting will take. It will take quite a while for the candidates to have the answers. Were gonna begin pro set processing the bal automatics here in the office. Well probably be processing throughout the weekend with the vote by mail counts that we have. Reporter liccardo has been viewed as the candidate who will keep san jose on the same path as chuck reed. Hes championed being fiscally responsible for not wasting resources. He has butted heads with the police and fire unions. The Registrars Office has a big job ahead of them. I asked the registrar if san jose votes would be prioritized over other cities because of this close race and she said it was their policy not to do that. Voters in berkeley have made history. The city has become the first in the nation to pass a tax on sodas and other sugary drinks. Alex savidge is in berkeley with more on the impact of measure d. Good morning, alex. Reporter good morning. You can call this Sweet Success for the supporters of measure d who overcame the wellfunded Beverage Industry to pass this tax. Knew, keep in mind, the tax covers not only sodas but also sweetened ice teas and sports drinks. Measure d will tack on a penny per ounce. And by one estimate, the average soda drinker will likely fork over an extra 56 bucks a year. This is a socalled syntax designed as a deterrent. Voters in berkeley, overwhelmingly approved measure d last night despite a major pushback from the soda industry. The american bern ridge poured 2 million into the campaign. Opponents argue the tax would hit lownk residents the hardest because they tend to drink the most soda. The supporters are hoping this makes a difference from a Public Health standpoint and sets the standards for others industries. I hope it sets a precedent. Realistically, no. I think it sends a message. I think getting the word out there and the education is good. If that helps, thats then im for that. Reporter by passing a soda tax like this one, berkeley has now done what more than a dozen other cities and states around the country have tried and failed to do in recent years and supporters do believe this soda tax will set a nationwide trend moving forward. The soda industry, however, they disagree. They are downplaying the results of this election and they say berkeley clearly does not represent mainstream america. This will not be the trend. By the way, the new tax in berkeley, it doesnt cover diet sodas. Keep that in mind as well. This tax takes effect the first of next year. Were live in berkeley, alex savidge, ktvu channel 2 news. All right. Thank you, alex. Meanwhile, in San Francisco, a soda tax on the ballot there did not get enough support to pass. While more people voted for it than against it, measure e needed a twothirds majority. With 100 of the precincts reporting, it had 54 to 45 . Proposition e would have added a 2 cent per ounce tax on sugary drinks, including sodas, Energy Drinks and ice teas. The 76 billion soft drink industry spent millions of dollars opposing the measures in berkeley and San Francisco saying they hit the poor the hardest and wrongly limit the beverage choices of consumers. To say that were not going to tax candy bars and coffee, sugary coffee drinks, where do we draw the line . The issue is not going away. We have a huge amount of work to do to reduce consumption of sugary drinks. If the measure had passed, the money from the tax would have gone to a fund for nutritional and recreational programs in San Francisco to fight obesity and diabetes. On the bay bridge, the water exposure problem on the tower of the new eastern span of the bay bridge, it may be worse than first thought. Todays chronicle reports, more than 100 steel rods ankg earerring anchoring the tower on the eastern span may have been flooded by corrosive water. At first it was thought the water problem only affected 18 rods. The rods holding down the tower, they were supposed to be encased four years ago. Jerry brown easily wins an historic fourth term with 100 of precincts reporting, Governor Brown has 58 of the vote compared to 41 for his republican challenger, neel kashkari. Last night, Governor Brown thanked support percent and said hes ready for the challenges ahead. Since ive done it three times, i am not under the illusions that this is something kind of picnic. Its difficult because california is divided. Mow document doesnt see the world like berkeley and berke lip doesnt see the world like Orange County. Governor brown says he wakes up every morning, energized and eager to go to work. Neel kashkari spoke from his election headquarters in Orange County last night with a message for Governor Brown. Governor, in your last four years, please be bold. You have the power with the majorities in the assembly and in the state to make bold changes to our state to push the special interests aside. Neel kashkari an investment banker and political newcomer was never able to close the doubledigit gap in the polls. But he told supporters last night that shes just getting warmed up, an indication, perhaps, this will not be his last campaign. And for the first time in history, the u. S. Congress will include 100 women. Democrat alma adams will become the 1 hunth woman in the 113th congress after winning a special election yesterday. Because it was a special election, adams will be sworn in soon and will not have to wait until january. Before yesterday, there were 20 female senators and 79 congresswomen. The makeup of the 114th congress will be determined after all of the races are called but experts say that number is unlikely to stay at 100. All right. 8 44. San mateo and dumbarton bridges are not good. When you get to the peninsula, the traffic on the highway 101 didnt mean to do that the traffic on highway 101 is very slow. Im doing it again. Operator error there. Lets go to the bay bridge toll plaza. Traffic is just moderate. We had a much earlier accident on the bridge that caused extra slowing. San francisco northbound 101 and southbound 101, that looks better. Its improved after a shaky start in the middle of the commute. Now todays forecast, it looks great. It does. Its already 68 at Half Moon Bay. My goodness. 62, sfo. They had a little northerly breeze there. A lot of 50s already. Not much of a breeze but there is a slight component to a northerly or easterly for some. That will translate into a warm day. The lows are up. High pressure is built in. Colma police are looking still for the mother involved. A former Baltimore Ravens cheerleader has been arrested suspected of vg sexual relations with a teenaged boy. She was indicted monday. The charges include rape and giving alcohol to minors. Investigators say she had sex with a 15yearold boy who she met through instagram. Now, she became a celebrity as the oldest cheerleader in nfl history at the age of 38. She has three children ages 15, 13, and 11. Shes due to be arraigned today. Federal police in mexico have arrested the former mayor of a city in southern mexico and his wife. They are suspected in the disappearance of 43 college students. The mayor and his wife were reportedly found hiding in a house in mexico city. They are accused of ordering police in their town to abduct the students who were planning to demonstrate at a speech by the mayor. Reportedly, the mayor and his wife then ordered the local police to turn the students over to a drug quart cartel. The students have not been seen since. Demonstrations have been held all over the country demanding the safe return of those students. Philadelphia police hope Surveillance Video will lead to an arrest in a disturbing kidnapping case. They say a bankcard belonging to a woman abducted sunday night in philadelphia was used the next morning in maryland. Security images show the suspect using the womans bankcard nine hours after her kidnapping. Also place police say a black and white video shows the 22 yearold nursing assistant trying to fight off her suspected kidnapper as he rushes her along a sidewalk into a parked car. They disrupted the acceptance speech of a candidate they didnt support. Police made several arrests. Protesters were demanding political change after the august shooting death of michael brown, an unarmed africanamerican teenager shot by a white police officer. They were angry because the candidate they supported did not win. Well, voters in oregon, alaska and washington, d. C. Approved the Recreational Use of marijuana by adults. The laws make it legal for people over the age of 21 to possess, grow, process and sell marijuana. The regulations are similar to laws approved by voters in colorado and Washington State. But the washington, d. C. Law, it still has to be approved by congress. And florida voters, they rejected a measure to legalize medical marijuana.
