No incidents either. If you drive in the santa clara valley, its a good time probably will stay this way for a little bit. Of course we are here to tell you if anything changes. At 5 03 lets go back to the desk. The Police Search is on for the person that shot and killed a High School Senior only 17 years old and was just four weeks away from graduating. Ktvu fox 2 alex savidge is joining us live now to tell us what more we are learning about this young victim. Alex. Reporter dave, good morning to you. His family says he was looking forward to graduation a month away. But this morning, family members and fellow students here at Bethel High School they are in mourning and its all for the loss of 17yearold max rust. He was shot to death at noon. It happened just before high school on a pathway. This is the spot where teenagers do tend to hang out. Last night his family and friends came together along that pathway to hold a vigil. Many of them say they are still trying to understand why this happened. Why someone would target theistic man. Police have not said what the motive was for the killing or what the motive may have been. His father talked to us last night. He told us max was a caring young man. He was looking forward to getting his first job and hes been trying. Hes just a good boy. The pain is unbelievable. I cant really put into words. Reporter busch also told us his son loved skate boarding. He was planning to get a job after graduation and plan on attending college somewhere. Vallejo police have not made any arrests. And the best lead investigators have to go on at this point witnesses dave spotted a man that was seen running away from the shooting scene shortly after the shots were fired. But that is the best they have. They are hoping more witnesses will come forward in this case. Yeah how sad. Alex savidge, thank you. After months of negotiations, the city of san jose and its police union have agreed on a deal for Police Officers to wear body cameras. Janine de la vega is joining us now with details of the agreement and when Police Officers will start wearing them. Janine. Reporter pam, right now there is 12 officers that are testing out body worn cameras. They volunteer to do that but the police union and city need to come up with a policy on how they are used. The Police Officers union and city officials came up with an agreement to protect the privacy of officers as well as victims, witnesses, and bystanders. The policy does prohibit video taping free speech demonstrations. The policy that was hammered out comes after numerous high profile deaths involving minorities. We like to think we are very progressive. I think our policy will be also seen as a model nationally. Reporter the cameras are expected to help increase accountability for officers. Oakland police say they have seen a dramatic decrease of use of force since their officers started using body cameras in 2013. Officials expect officers in san jose will be outfitted by june of next year with the cameras. Coming up at 5 45 you are going to hear from the mayor on what he thinks about the agreement that was just hammered out. Pam. All right good. Marine helicopter has been found and reportedly three bodies were found there as well. Six u. S. Marines and two if Nepalese Army soldiers were on aboard while delivering supplies to the villages hit by the two earthquakes. The search and rescue investigation continues. Well bring you more information on this as soon as we get it. The investigation in philadelphia on tuesdays deadly amtrak derailment its focused on the trains engineer. A search warrant for the cell phone records of that engineer has reportedly been obtained by police. Investigators want to know if he was on his phone or texting before the crash which killed at least eight people and injured more than 200 others. He has so far not given a formal statement to philadelphia police. He has agreed to talk to federal investigators which is hot a Law Enforcement agency. They do not believe it was caused deliberately but for woman reason that train sped up from 70 miles an hour to 100 miles an hour one minute before the derailment. This morning all 243 people who were on that train they are accounted for. Eight people died from their injuries and one had a bay area connection. Abed delaney used to live on the east coast. Now that would allow transit agencies to run more buses into San Francisco. Officials say this would bees fastest way to fix the traffic problem and cost between 51 177 million. Thousands of gallons of fresh Drinking Water are being used as part of that process every day. Candle stick is is being converted to a retail and housing development. They are using water from the Hetch Hetchy Reservoir to keep down the dust. The city offered the facility free recycled water. More than 1,000 students living in uc berkeley dorms are being notified about a hidden camera being found in the bathroom. Ktvu fox 2 Tara Moriarty is joining us from campus with more on where this camera was hidden. Quite shocking. It is. Its something i have never heard of before. It was the camera that was actually disguised as an electrical outlet. Now uc police want any will who think they might be victims to step forward. Lets look at this where all of this happened. This is a look at the bathroom where the male staffer is suspected of planting the camera and recording will. Police say he lured his victims down a long hall to the rarely used staff locker room by posting an out of order sign on the regular restroom. Sometimes cameras stuck under sinks. This one was in plain view disguised as an electrical outlet. You dont really expect Something Like that to happen at beckly. But im definite aware of these cases that it could happen. Reporter the cameras sell in the 300 range and detectives say it was eye opening for them to see cameras stuck into so many household items. The outlet cam was discovered by a staffer who thought it didnt look quite right and now police are going to the suspects computer. They have counted 50 women on his videos. San jose police have arrested a second teenager in connection with that Home Invasion we told you about that was captured on surveillance cameras. It happened last friday afternoon. Showed the suspects grabbing knives out of the kitchen. Two women and a young child was hiding in the bedroom but were not hurt. Yesterday Police Arrested a 16 yearold girl. Both of the teenagers are now being held at the Santa Clara County juvenile hall. Here is a new survey out that found there is is a decline in School Bullying according to the National Center for education statistics. 22 of students between the ages of 12 and 18 say they were bullied in 2013. Now that is down 6 from two years earlier. Its also the lowest levels since the survey started in 2005. Now the survey also found students who were bullied they are more likely to be girls than boys. And more likely to be white than minority students. Californias controversial mandatory vaccine bill is one step closer to becoming law. The state Senate Overwhelmingly approved the legislation yesterday. The bill eliminates the personal belief exemption for children attending school expect for medical reasons. It also requires all children of school age to be vaccinated or they have to attend home schooling. Its complicated. And i think that people should have rights to choose how to handle their children. What to do with their Childrens Health care. But i dont think as a parent we should put other children in harms way. Hundreds of parents and children have flooded the capitol in recent months to oppose the legislation. But the bill has gone to the assembly. Your time is 5 37. The centers for Disease Control conducting more tests on samples on the norovirus taken from passengers on a cruise ship that just arrived in San Francisco. Its the star princess. It arrived yesterday after spending two weeks at sea. The passengers say two days into the voyage toward hawaii, people started getting sick. The samples collected on board tested positive for norovirus. Its a little scary. I was wiping everything down with alcohol and all the public areas that i was touching. The cdc says 135 of 2500 passengers became hill as well as 16 crew members. The passengers say the crew helped keep it under control. They say a lot of Public Events were canceled, people were kept away from each other. Now there is a statement by princess cruises. They told us it has procedures in place for handling an outbreak like that at sea. A vacaville man accused of flying a drone near the white house yesterday which set off a security scare. The United States park police says 39yearold Ryan Mcdonald flew the small Unmanned Aircraft about 110 feet over lafayette park. Although the drone never crossed the white house fence line, traffic was shut down on pennsylvania avenue and the white house was on lock down. He was detained and cited. Governor jerry brown unvailed his reified state budget and what he thinks should be done with californias latest surplus. Now the states revenue is 6. 7 billion bigger than the earlier estimates. Now according to state law, a lot of that new money will go to Public Education and to the rainy day fund. The governor also proposed a first ever state earned income tax credit for low income californians. He says that will help as many as 825,000 families with incomes less than 14,000 a year. Ive always liked the tax credit because it doesnt have any particular bureaucracy or complexity. Its just a straight deliverance of funding to people who are working very hard and earning very little money. Now the governors budget also reveals the deal he worked out with janet napolitano. They will get 400 million in new money. In return for a two year freeze on under graduate in state tuition. The governors proposed budgets goes to lawmakers. They have until june 15th to act on it. Likely republican president ial candidate jeb busch told reporters that the invasion of iraq in 2003 was probably a mistake. Yesterday he said and im quoting, knowing what we know now, i would not have engaged. I would have not gone into iraq. Now all week jeb busch has given varying responses when asked if he would have made the same decision his brother george w. Bush made. Earlier in the week he seemed to support the invasion of iraq saying the world was safer without Saddam Hussein in power.
