Reporter firefighters are still on the scene at the chevron refinery. They are dealing with what was a leak in the fuel line that led to this Early Morning fire. This is what the scene looks like this morning. You cant see the fire crews. They are obviously well inside the facility right now. But they are continuing to monitor this situation. The fire chief told me that a short time ago this wasnt a large fire, but it did prompt a significant response. We are called out after two. Firefighters say the three quarter inch processing line and that oil somehow ignited. It took firefighters an hour to control the flames. Chevron said in a statement that was put out it notified Contra Costa County services. There wasnt any impact. The fire was of such small magnitude there was no smoke coming off the plant. Basically. No product coming off the plant. Everything was contained. And then the area where it occurred. Reporter chevron said in a statement it is investigating the cause. People that live near the chevron refinery they have been on edge since this fire back in august of 2012. It sent 15,000 people to the hospital. Refinery was partially shut down after this for several months. Investigators determine a leak in a corroded oil pipe started that fire. The Richmond City council has moved forward with a proposal to curve disruptive actions at meetings. Richmond City Council Meetings have become increasingly contentious. Some members have made racist and antigay dents. It was beckles who offered a proposal directing the City Attorney to look into the way of restricting offensive speech at the meeting. It is to direct our staff to look into our Legal Options for dealing with multiple disruptions of our meetings. They have a constitutional right. Even though its wrong they shouldnt do that. But you cant take the First Amendment away from the people. In the end a majority of the City Council Approved the proposal. Authorities in georgia have opened up a case where ticklemans boyfriend died in an overdose two months before hayes. Through is new information about a body found at the scene of a fire just outside of vacaville. Crews found the partially burned building and later determined it was a homicide. Investigators now say that they need help identifying the man. The Solano County Sheriffs Department released the photo of a tattoo on a mans back. It shows a dog smoking. It happened monday afternoon. Surveillance video footage just moments before the robbery shows a woman inside a nearby store. The stores owner says the woman didnt have enough money to buy beer and she kept watching three little girls that went up to the counter to sell their candy. The woman waited until one of the girls was by herself to go up to the child and ask her for change so she could catch a bus. And ended up grabbing the childs arm. Twisting until she let go of the bag of money and took the bag of money and fled on the muni 24 lane. Police say that eightyear old girl was not seriously hurt. Happening now a group of protestors trying to block the eviction of the San Francisco Community Recycle hers center. You are looking at live pictures right now. This is near the Safeway Store on market street. The protest started about ten minutes ago. According to a court order stemming from neighbor complaints about noise and traffic, the recycling center was supposed to shut down and leave safeway by june 30th. So far it has refused to do so. These sorts of evictions that are being made based on hate are not going to fly. The protestors says the citys Homeless Community relies on the Services Provided by the recycling center. A Fire Fighting team from san quentin prison including ten inmates are being praised for their Quick Response after an oil tanker flipped over and crashed. 4,000 gallons of gasoline poured out of that ruptured tank on a big rig and gas leap that was three inches thick was flowing toward the prison employee housing complex as well as San Francisco bay. The Fire Fighting team quickly dumped a lot of dirt blocking that flowing gas. San rafael fire chief says the Quick Response of that Fire Fighting team was perfect. The Oakland Unified School district plans to buy all of its employees identify theft protection. Five workers reported their identities had been compromised. So the problem may have stemmed from unsecured documents. Remaining files will be transferred by friday. The preliminary cost estimate for the protection is 150,000 for two years of coverage. An important hearing is scheduled this morning that could effect the future of the city college of San Francisco. The accrediting commission for community and junior colleges is asking the judge to throw out the lawsuit filed by the city of San Francisco in an attempt to keep the school from closing. Last month under pressure from state lawmakers the commission gave the school two more years to resolve the financial and administrative problems or risk losing its accreditation. Animal Rights Groups hoping to shut down plans for a bull running event planned in pleasanton next week. A ever its a consequence at the bay bridge toll plaza. Its just light there is still not much cop soulation when you come in. But the freeway traffic is blocked that way. We might see it lighting up. A fire at the chevron refinery early this morning is now under control but crews are still monitoring the situation. Ktvu alex savidge is there just talked to the fire chief about what led up to this fire. Alex. Reporter pam, good morning. It was a leak in a fuel line that prompted the Early Morning fire here at the chevron refinery. I talked to richmond fire chief. He told me this wasnt a large fire and that is why it didnt prompt any kind of Community Warning for People Living nearby. Richmond firefighters and firefighters from the chevron refinery firefighter were called out just after 2 00 this morning. It was a small line. Three quarter inch processing line. It was leaking heavy oil this morning. And that oil somehow ignited. It took firefighters an hour to control the flames. And there was no one hurt here at the facility. Chevron said in a statement put out this morning, it notified Contra Costa Health services, but they also say that this fire didnt pose a threat to people in the surrounding area and there was no immediate to order people to stay indoors because of smoke. Now richmond fire chief talked by phone a short time ago about the concerns that crews had. We are talking about a very small processing line. But was under quite a bit of pressure. My concern was first of all getting the fire knocked down. And the secondary concern was to get the buses in line. Reporter that processing line that triggered the fire this morning was successfully shut down. Although the chief told me crews were going to stay here at the refinery to mop tour the situation for some time. Chevron said its investigating the cause of this leak and fire. Lets say hercules and richmond. The traffic time is almost 50 minutes here on 80 between the carquinez bridge and the mccarthur maze. Your average speed is 24 miles an hour. That is a lot worse than it normally is. Almost three times as much waiting to do on this freeway than you normally do. Lets go to the toll plaza. These metering lights are on a little slow. Since traffic is getting through, its only a 25 minute drive getting into San Francisco despite the waiting you are going to do at the toll plaza. People are stuck on the east shore freeway. And if you are driving on the commute here to the Livermore Valley again slow traffic. So is slow on 880. Fremont boulevard is closed because of a car crash and then in the san jose area 101, 280 and 85 are not that bad just yet. Lets go to steve. Thank you. Multiple layers of clouds. We have fog, we have the high tropical clouds. That is the combination of the two. Yes, we always have the fog but when its 56 degrees and a west wind, it doesnt feel that bad. When its 66 degrees you can feel the difference. The lower clouds are eventually going to win out. The higher clouds are still here. They are lifting north. Slowly. Its finally slowly pushing out into the atlantic. And even omaha than it was here. They are 62 now and record lows are possible in pensacola, florida and down to mobile, alabama on the gulf coast.
