I was just looking all easterly breeze although nothing a far cry from yesterday. 66 will be the forecasted high in the city. Come areas 30s some 40s to some near 50. Walnut creek 38 degrees. There is crazy differences. High fire danger, red flag warning for all elevations above 1,000 feet. It is not as windy in the Oakland Hills as yesterday. The fog is there. It is just running into resistance. And that is in the form of an east breeze. A huh high clouds will come up. Breezy for some. But again nothing like we saw yesterday. Patchy fog to the south but it looks like it is pulling off the san mateo coast. So 60s to what is new . Low 70s. Here is sal. Steve, good morning. We are looking at a decent commute. I found some. So its not completely 100 great. But it is mostly good. You can see traffic is busy here as you drive on 80 westbound coming in from vallejo. The drive time here is not bad. When you get to the toll plaza we have a little bit of filling in going on. The span ten minutes so add ten minutes to cross it. That is 15 minute drive. This is a look at northbound 101. We see slow traffic there approaching 880. Lets go back to the desk. We are starting with breaking news. This time from vallejo. A fire at a mobile home park. Look at these pictures. So far one trailer has been destroyed. Another one has been damaged. This trailer park is in the sandy beach area. Near the motel six. We think everybody got out safely. Ktvu has a crew there. Brian flores is heading there now. Bay area firefighters have been busy this morning. There was another brush fire. This one in san rafael. You can see the flames from interstate 580 but as of now, this is under control. At times the flames shot 20 feet in the air. Several nearby businesses are in that area including a home depot but they were not damaged. The fire burned about an acre maybe two and because of the dry conditions, firefighters were really concerned this could spread. The search is on for a teenage boy Oakland Police believe shot and killed his own sister over laundry. Tara moriarty is joining us now from the apartments where this shooting happened to talk about what happened and now they are looking for this brother. Reporter family members say Mario Tolliver junior was angry at his sister because she had bleached some of his clothes the other day. Hardly a reason to kill someone and now they are begging the 14 yearold to turn himself in. 17yearold justice tolliver was shot and killed yesterday afternoon in the china town apartment where she lived with her father and brother. It all happened on a fifth floor apartment at eighth and franklin street. A grandparent was home at the time and called 911. Mario tolliver junior has not been seen since the shooting. His father is pleading with his son to surrender safely. Just call, please. Turn yourself in. Call your daddy so we can turn you in. I love you. I dont want nothing to happen to you. Reporter family members say they dont know how the boy got the gun. They say justice tolliver leaves behind a twoyearold daughter. Relatives say she worked at mcdonalds and always helped take care of her grandmother. He is described as an African American boy 14 years old five feet tall and slender with black hair and brown eyes. He was last seen wearing a black hooded sweatshirt. The suspect is considered armed and dangerous. There is a 10,000 reward leading for information leading to his capture. Live from oakland im Tara Moriarty ktvu channel 2 news. Time now 6 05. We are getting new information about this weeks deadly shooting of a bart Police Officer by a fellow officer. Todays chronicle reports tuesdays tragic incident at the park sierra apartment complex in dublin was not captured by body cameras. That is because the five officers who went into that building were either not wearing the cameras or didnt have them turned on. In the meantime the coroner released the autopsy report of the bart officer killed in that shooting. It shows Sergeant Tom Smith died from a single gunshot wound that the bullet passed through a small gap in his bullet proof vest. Those of us in Law Enforcement know best. It always seems these kind of things happen. And the vest just dont afford 100 protection. Investigators have not said exactly how the deadly shooting occurred and unfolded. Funeral for Sergeant Smith will be held at the Neighborhood Church of castro valley. It will start at 10 00 a. M. The public viewing will be held the night before. The public is invited to attend both memorial services. New this morning firefighters in pittsburg discovered a sophisticated marijuana operation inside a burning hole. It happened at 1 00 this morning. No one was home at the time. So far no arrests have been made. But the fire caused about 150,000 in damage. Investigators are still looking into whether or not this pot operation caused the fire. A pastor in vacaville accused of stocking an exgirlfriend may be in trouble with the law again. 39yearold mark lewis is current out on 500,000 bail. Three other people who were arrested say that lewis paid them to toss the molotov cocktail. Court records say he is under suspicion for selling meth, intimidating witnesses, and vandalizing homes. Two hours from right now some of the best surfers in the world will hit the water for the mavericks invitational. Alex savidge is there where thousands are expected to start to arrive. Alex. He is from hawaii he will be taking part in the mavericks surf contest here. They are getting the boards all geared up and ready to go. Nice conditions predicted today. 40foot waves. Some surfers believe the waves could be even bigger than that. We are expecting nice sunny weather. Some of the most talented surfers will paddle out near pillar point when this contest gets under way at 8 00. There will also be a lot of local talent in the water today. Half of the 24 surfers taking part are from the greater bay area. While these competitors are certainly excited about the giant waves that are expected to roll in, rescue crews are also on alert preparing just in case something does go wrong. Even pro surfers know the giant swells will be a huge challenge. Also a huge crowd expected today. At least 15,000 people will be taking action in. And a short time ago we caught up with some surfing fans who drove overnight to get here. We want to see everything that is happening. We want to wait and sleep for a few hours and come first thing in the morning. Buoyanted to but we wanted to come see the sun come up. Reporter the Harbor Patrol once again urging spectators to stay off the beaches and away from the water. The hope is to avoid a scene that happened back here in 2010 when big waves swept competitors off their feet. If you plan to come down and take in the action here at the mavericks surf contest organizers say it is a good idea to come down here early. The gates will be opening up to that viewing area at 7 30. If you will be heading to the coast to be near alex and the rest of the men, be careful. High surf advisory continues along all the bay area coast from Sonoma County to monterey county. If you walk or fish along the coast, watch out for rip currents and sneaker waves. The high surf warning is expected to last through 9 00 tonight. Drought concerns continue to grow throughout california, one community in the bay area is actually requiring homeowners to water their lawns or risk fines. Some people belonging to the Village Homes association has received notices in the mail accusing them of failing to maintain their yards. The homeowners say they have been cutting back watering their lawns because of the drought. But they add they may have no choice but to start with therring again. Your first violation is 100. Police in palo alto are looking for three men that robbed an elderly couple inside their own home. It happened early yesterday morning on palo alto avenue. Police say the man walked on the door e when the woman answered they forced their way in. They took wallets, cash, and an unloaded handgun. Neither victim was injured. There is a crash westbound 580. It is not into lanes anymore. But it is going to be causing slow traffic in the area. As you move to the nimitz freeway, i dont see a lot going on here as you drive down to the fremont area. It is not all that bad. And on the peninsula it looks good as you drive to san jose. We do have an accident involving a pedestrian on the expressway. We got a call from someone who drove by. It is not blocking the entire area, but it is a good area to avoid because Emergency Personnel are on the scene. This is a look at 880 north and southbound. Traffic is moving well in both directions. Bay bridge toll plaza still looks like we have some lanes that are slowing down here. Yet santa rosa 33 degrees. Couple reports coming in San Francisco about 49 or 50 degrees. 43 mountain view. Some are cold. Some are really mild to warm. And temperatures will be above average again. A few partly cloudies in the morning but overall mainly a little breezy but not as bad as we had yesterday. Especially up in the Oakland Hills. That is maybe going for 11 consecutive days. A fire in a mobile home park. At least one mobile home was destroyed. Ktvu brian flores is there now to show us the damage and tell us more about what happened out there. Reporter good morning. It has certainly turned into a very busy morning for bay area firefighters. About an hour ago we were in san rafael where they were taking care of a brush fire. They were looking for hot spot there is. They are also looking for hot spots here. This is sandy beach. Vallejo fire crews at least 20 of them put out this fire that happened earlier this morning. We want to go to video now. This fire started around 5 10 this morning according to vallejo fire department. It is unclear exactly how it started but flames got pretty big as well. They say it was a two alarm fire. Add least 20 firefighter at least 20 firefighters responded. At least one mobile home complex is destroyed. Another one behind it is heavily damaged. It is unclear if that one will be livable or not. Right this double wide trailer was supposed to be vacant for the last year. There was not supposed to be any power or electricity or gas to it. And we have been told that there has been transients frequenting the place. So we have a fire investigators in route to start the investigation. Reporter and the reason why there was a huge response to this fire as well is because there is an apartment complex behind this mobile home complex. Many residents live out there. There was embers coming from a tree that was next door to this mobile home. Luckily that didnt burn over. No evacuations were ever issued. As we take you back out here live again one mobile home destroyed. Another one heavily damaged. Luckily there were no injuries or deaths reported. Brian flores ktvu channel 2 news. Happening today excitement building in halfmoon bay this morning. The mavericks surf competition begins an hour and a half from now. And alex savidge is there and talking about what they are expecting very big waves today. Alex. Reporter well surfers are stoked about the massive waves that are expected today. They are getting all geared upright now. We are seeing a lot of the competitors beginning to arrive and they are hopping on board the boats that will take them out on to the water later today. Mavericks organizers are calling for 40foot waves. Possibly even bigger than that later on today when this competition gets started. Some of the most talented surfers will paddle out near pillar point at 8 00. This is video of mark heely. He is from hawaii. He is one of 24 surfers that will take to the water. There will also be a lot of local talent in the water today. About half of the surfers are from the greater bay area. Competitors are certainly excited about the giant waves that should be coming in. They also know these ideal conditions mean the pressure is on. For us the biggest challenge is the nature of the waves. And the fact that the wind conditions will be so good for us. There is kind no excuses. It is almost in a way more challenging when all the conditions are good. Because its like how far do you want to push yourself . Reporter and there will be a huge crowd on hand near the water here today. At least 15,000 people are expected to watch the competition on big screen tvs that have been set up in the parking lot of the nearby oceana hotel. But the Harbor Patrol will not be allowing any spectators anywhere near the beaches. If you plan to come down and watch the surf competition, organizers say show up early. Things get very crowded. The traffic gets very heavy. The Festival Grounds or the parking lot area where they will have the viewing party for the competition, those gates open up at 7 30. As we bring back out here this morning so a live picture. You look at some of the competitors boats. These are the boats that will be taking all the pro surfers out on to the water. San jose city leaders will receive bate a very debate a new controversial Crime Fighting plan. This will give police the power to tap into private security cameras. Janine de la vega is joining us live to tell us why there are privacy concerns about this. Janine. Reporter some wonder if their privacy is being compromised but those cameras are pointed away from their homes so they dont think it should be an issue. But many businesses in this area they got cameras to deter cameras. Footage of the suspected serial arsonist they were looking for was key in helping capture him. Several surveillance cameras in numerous neighborhoods showed him passing by and setting fires. Those residents gave the footage to police. And that prompted sam to come up with an idea to create a data base that would allow residents to it would save officers the time and effort they usually spend combing a neighborhood looking for footage. One resident who gave Police Footage of that suspected serial arsonist applauds the idea. The videos help with the sketch and the sketch you know helped with identifying the person of interest. I felt like a good citizen that i was able to help the Police Department you know put away this guy. Reporter Surveillance Footage has also helped capture thieves stealing packages off peoples porches. San jose police say they are interested in it but would need to explore cost, staff, and privacyish use. He says as part of the proposal he is asking the city to reach out to private Video Surveillance companies to offer disappoints to homeowners and property owners. A search goes on this morning for a driver who hit a 70year old man in hercules and then drove off. Surveillance video from a passing bus shows an suv stopped for a pedestrian in a crosswalk. And then suddenly the driver lungs forward and hits the elderly man. This happened last friday. 6 30 in the morning. But its what happened next that is shocking witnesses even more. He then stopped his vehicle. Got out. Walked over to the victim. When somebody asked him if the victim is okay he said he is breathing and then got back into his car, backed up, drove around the victim and left. The victim hurt his head but were told he is recovering at home. The suspects car described as a dark mid size suv with possible front end damage. Investigators say the driver is a white man in his 40s about 62 tall, bald, and weighing about 220 pounds. There will be a special music today in santa rosa to honor the life of andy lopez happen he is the 13yearold boy who was shot and killed by a sheriffs deputy whop mistook his toy gun for an assault rifle. Now at 4 30 this afternoon a benefit will be held for his family at the francis center. Tickets range from 10 to 20. Two radio stations will also broadcast that event live. Time is 6 41. The siblings mother and father were not home at the time of the shooting. The mother is currently in jail. Justice leaves behind a two yearold daughter.
