Westbound 580 as you drive into the area there have been no problems on 580 from 205, it is slow though as you get into the livermore area, northbound 880 right near there is word of an injury crash, the Fire Department is on the way, so not sure how severely the parties are injured but it is blocking at least one lane. We are going back to breaking news there, a police stand off there, the focus a house there, police think a gunman is hold up inside, she is there, you talked to police and there is new information on this, what is happening . Reporter thats right, we just talked to them and they are able to confirm information for us, let me show you what is happening there. This the command post, Police Officers there and also a mobile command unit up there. A few blocks from where we are right now is siegemore drive. That is where the Police Activity is taking place, swat is out there along with the Hostage Negotiation Team and have been out there since after 11 20 last night. That is when they got the first call about a problem out there, a woman told them that she had returned to her home with a locksmith after some kind of domestic dispute, got in some kind of fight with her husband, she says her husband fired shots at them out in front of the house. Police got to the scene, they determined no one had been hurt but they do believe the man is still inside that home and again armed with a gun, so that is when all of this started, 11 20 last night. Here is the problem. We are several hours later. They have a couple of blocks taped off around this area for safety. They are attempting to make contact with the man inside but they said so far those attempts have been unsuccessful and that is why we are kind of in a Holding Pattern at this point but they are operating on the belief that this man is armed with a gun, inside and he has fired shots at some point during all of this so we are going to continue to keep an eye on this situation. It has been very quiet. No shots have been fired since those initial reports of shots fired. So it is quiet here. But they are taking no chances as they continue to try to make contact with this man. There is a Major New Development in the bart talks, it is raisen concerns about of a possible strike tomorrow morning. Negotiators left last nights bargaining session in oakland with news of a set back in the talks. Both sides admit they cant agree on the cost of each proposal with the time to reach a deal quickly running out. All three sides have to come together on what this thing is going to cost. And there are without question differences in terms of the total dollar cost of theirs versus ours and that is what we are trying to work through. They have a number of concessions they are seeking from both unions, still not addressing safety issues so you know there are a number of things on the table but they could be resolved pretty quickly. So far the unions have not issued their customary 72 hour strike notice but that notice is not required. Which leaves the door open for a possible strike tomorrow morning. Union members say they plan to be at the bart Board Meeting at 9 00 this morning. Now 400,000 people ride bart every work day and once again they may need another way to get to work or School Tomorrow mortgage, Tara Moriarty joining us live at the walnut creek bart station right now talking to some concerned bart riders, tara. Reporter well, just mention the word strike and, of course a lot of these passengers begin to lose their patience. We understand that a bart strike is likely, although we have nothing concrete yet. We will keep you posted. We want to make sure you are prepared for tomorrow so we will give you a break down of the Shuttle Service which actually kicks in starting tomorrow morning if necessary. You can only accommodate 6000 passengers a day, that is obviously a far cry from the 400,000 people who normally ride bart each day, in the event of a strike during the weekday catch the round trip Charter Bus Service from 5 00 until 8 00 then on the way home. Many riders we talked to are already making other plans. I dont have to work tomorrow so that is good but sunday night we are staying in a hotel so monday we dont have to do bart but we will have to deal with it when it comes around. The bus shuttle hubs will be in those places. Bart will have 5 to 15 buses at each station during the weekday, all Morning Service will be directly to San Francisco and if the buses get full earlier service will end earlier. Most buses will transfer at the west oakland bart station for the afternoon commute. If there is a strike over the weekend bart is offering limited round trip service from these same 9 stations. Tickets for round trip service will be districted on a first comefirst serve basis so make sure you get here early. A decision by the Catholic University there is angering Staff Members, Santa Clara University is dropping Insurance Coverage for certain types of abortions. Reporter good morning, dave, well this is a touchy subject, depending on who you ask, we just ran into a male faculty member who says he is not sure what stance he is taking yet on whether or not the university should cover early abortions on its health plan. Now according to the mercury news the president of Santa Clara University, who is also a jesuit priest sent out a letter to employees saying the university studied how the school should Structure Medical insurance for 2014 when it comes to state law and values, the paper says the president decided to drop Health Insurance of elective abortions because it is in compatible with that. The letter triggered frustration and anger among some who feel it is a womans issue but the decision is made by men, earlier this week those people, which is also jesuit, determined they would not do it either. Under state law employers are required to cover Reproductive Health services and abortions where the mothers life is at risk but there is no requirement to cover elective abortions. The universitys president plans to discuss this health plan issue in a series of forums. We also are planning to reach out to the university to talk about this issue to see where everything stands as of right now and we are also going to be talking to faculty members as they arrive here this morning to get their reaction. Just last week the owner of the salon in campbell lost her business permit after being accused of a prostitution sting. A Police Sergeant says he was offered sex for money at the spa in june. Now, this started about 11 20 last night. Santa rosa police confirming within the last 45 minutes that they got a call from a woman who said she had had a fight with her husband. She had left the home, come back with a locksmith, we are not clear why, but that she says her husband came out and fired shots at them. Police got on scene and said no one was hurt or hit by that but they believed that armed man is still inside the home and been trying to make contact with them ever since. They have also shut down blocks around the area for safety reasons, we reported to you earlier this morning we went up there actually a shot distance, saw a couple of ambulances as well as a fire truck and were stopped by a Swat Team Member who asked how we got in there and told us that we were in the line of fire and needed to turn and and head back out and that is why we are here, this is technical the command post. We have seen people come in and out and doing that but again at this point still in a Holding Pattern but will keep an eye on the situation and keep you updated on that. Yeah, pam you know throughout the week we had been hearing of slow progress made and it actually sounded encouraging a deal would be done but last night when both sides emerged at least according to them they say there was a set back, again negotiations went late into the night but when they emerged no deal was set, which is leading to uncertainty trains wont be running tomorrow. That could change of course depending on how negotiations go today but in terms of last night according to the unions they say they came close to reaching a deal but after 12 hours at the table the tone changed. We were completely taken aback when bart management backed up and with drew their offer claiming to have been confused the day before. Bart management says that is not the case, bart says they are mischaracterizing the situation and it was actually a mistake by the mediator lid to the confusion. It is more a miscommunication by him that led to this, it is not the end of the world, we will be back talking. Those comments were made last night speaking about that, the issues include pay raises, healthcare contributions and staffing when it comes to, that both sides ironically say that but they cant agree on the cost of each proposal, now the meeting is scheduled for 9 00 this morning and then negotiations resume at noon today but there is a strike tomorrow of course this is going to have a huge impact on tomorrow mornings commute, for more on some of the alternatives and what you need to no lets go to Tara Moriarty live there with how commuters are preparing and more importantly how they are reacting this morning. Reporter they have already been making plans, a lot of people told us they are simply working from home tomorrow so if this strike happens we want to make sure you are prepared. We want to let you know bus service, the bus schultz offered again, as they were during the last strike but only 6000 passengers can use it each day, obviously a far cry from the 400,000 people who ride bart every day, in the event of a strike during the weekday catch the bus from 5 00 until 8 00 then from 3 00 to 7 00 at night on the way home. One person we spoke to said it is simply ridiculous they have done that. The joint commission, this credits the hospital, they are also investigating. The San Francisco general confirmed that lynn spauldings body was found there 17 days after she disappeared from her room. Now that would have raised salaries by 3 . The mercury news reports Police Officers are asking for a 6 pay hike. The city says it cant afford raises without making budget cuts elsewhere. Two Years Ago Police and others accepted salary cuts to offset a budget shortfall. San jose mayor chuck reid led a pension reform fight that angered a lot of those. Measure b was approved by san jose voters but is still being challenged in court by the police union. Now mayor reid is said to be days away from taking his Campaign Around the state. The San Jose Mercury news said the mayor said he hopes to file paper work for a measure to allow all citys to change Pension Plans for their employees. The city of san carlos wants to hire experts to investigate whether pg e pipeline is safe, they became concerned about the pipeline after seeing an email from pg e engineers. The email raised questions about the possibility of a san brunotype situation. A reference to that deadly pipeline explosion. On monday the city manager plans to ask the city council to approve spending as much as 250,000 dollars to investigate the line. State Public Utilities commission has ordered pg e to keep the pipeline out of service until they can determine whether or not it is safe. It allows nursepractitioners midwives and physician assistants to perform abortions in the first trimester, the University President plans to discuss the issues in a series of forums in the coming weeks, i have reached out a University Spokesperson asking to comment but we are still waiting back for a response. Officials say he was kidnapped by gunmen from his hotel, those gunmen claimed to have an arrest warrant. Hours later he was freed. The kidnapping appears to be a retaliation for a raid by American Forces where a militant was captured. They say the foster farms Chicken Company has until today to say how it plans to deal with the salmonella outbreak linked to that. They threatened to shut down three plants there. It sickened 278 people. So far foster farms has not recalled any of the chicken products. We have posted the three usda codes to look out for on the chicken.
