How do you deal with them . What do you say to them . How do you calm them down when you yourself are going through this chaotic situation . You have to be clear in your orders. The initial 50 people did not want to come to us. They were fearful. They were in the back hallway area. And my fear that potentially the suspects were in that hallway holding them hostage and waiting for us to enter in to the hallway. We had to tell them several times, come to us, come to us. Ultimately they did. Once the first person took the motions forward it opened the floodgates and everybody wanted to come and get away from that as quickly as possible. So we cant panic in those situations. These people have already dealt with enough. The last thing they need to see is their Police Officers panicking. Youve been listening to a press conference involving a number of officials including governor jerry brown, the police chief of San Bernardino, and that man right there, officer mike madden, a 24year police veteran and the First Responder on the scene yesterday of that mass shooting in San Bernardino. You can hear the emotion in his voice. He described it as being the first one to get there with a couple fellow officers as just surreal. Something we train for and we train for but you could never be fully prepared to handle Something Like that. Going through the building and walking through, so hard to see the panic in the peoples faces, to walk past people deceased to get to the ones injured and in need of treatment. It was interesting too, they still thought the shooters were in the building. So he was talking about walking past these people who were seriously injured and in need of help but there was nothing they could do at that moment because they needed to try to find the gunman who they still thought was inside. It was a very powerful interview. He also said this is what you train for, but then when it actually happens to you, its hard to believe that its really going on. He said there are so many families right now. Its the holiday season. So many families suffering from this loss and its very difficult. Bottom line is there were a lot of very brave officers yesterday in San Bernardino who put their lives on the line there to help those people who were wounded and finally catch the two gunmen. They deserve a lot of credit. As people are running from terror, theyre the ones going in to try to secure the situation. Well have much more on that from San Bernardino. Right now ktvu channel 2 news at 6 00 begins now. Tonight graphic new video shows a Deadly Police shooting in San Francisco and a number of officers with their guns drawn. Those guns are pointed at a suspect before a number of shots are fired. Protesters are calling for justice in the death of 26yearold mario woods. Good evening. Im julie haener. And im frank somerville. The Police Scheef chief says his officers did all they could and the suspect, already accused of stabbing someone, refused to drop his knife. Now theres new video of officers shooting and killing the 26yearold and its giving us a clearer picture of exactly what happened yesterday. The video in this case is from a different angle and we do need to warn you it is difficult to watch and listen to. Ktvus Crime Reporter henry lee spoke with a Police Practices expert to get an officers perspective on what happened. We begin with ktvus cristina rendon. Shes in the city where a vigil and protest are being held right now. Emotions are running high tonight in the bayview district. Take a look. About 200 people have gathered here so far at fitzgerald and 3rd, the site where 26yearold mario woods was shot and killed yesterday by San Francisco police. The chief is defending his officers actions but this group is demanding justice. I also want to warn you the video were about to show you is also graphic. Reporter tense moments between San Francisco Police Officers and this man. When bean bags dont work and the man takes a few steps, the officers open fire. It was wednesday afternoon in the bayview district. Police say the man identified as 26yearold mario woods had stabbed a person before the officer involved shooting. Anything could have been done outside of that. Reporter Shawn Richard with brothers against guns is outraged. I was told by people that was there, said 25 rounds were shot. 25 cases were on the ground. Thats unacceptable. Its clear the officers did use all the methods, all the tools they have at their disposal before it got to deadly force. Reporter chief greg suhr acknowledges the outcome could have been different. I absolutely think a taser would have made a difference. If we have time to get the bean bag gun, wed also have time to deploy the taser. But thats a moot point. We dont have tasers. Reporter the shooting death is prompting groups to gather for vigils and protests. They say despite woods keeping the knife in his hand, he should still be alive today. The family wants justice. Theyre broken hearted and distraught. They dont know what to think and what to do. Taking a live look here in the bayview district, this is a handful of protests and vigils held in the coming days. Happening in the next few minutes, were told a town hall meeting organized by the community will be taking place at st. Paul of the shipwrecked church where people there plan to talk about another marching rally in honor of woods and they also say theyre calling for swift action by the Police Department in demanding justice for woods and taking action against those officers. Well of course wait and see what develops from all of this and have the latest throughout our newscast. Im curious, are there any Police Officers there tonight keeping an eye on things . There very well may be. I have not seen any myself. That doesnt mean there are not officers in plain clothes around here. Henry spoke with experts and Police Tactics and training to get their perspective. What did they tell you . It happens after nearly every fatal police shooting. Police say officers were justified in their actions. Then video surfaces that is absolutely shocking. I looked in to the issue of Police Training and how video may not tell the whole story. Reporter police are trained to use a variety of options when dealing with uncooperative suspects. Theyre trained to deescalate the situation to minimize the threat. That includes everything from verbal judo or talking someone in to surrendering to things like baton strikes, pepper spray, bean bag rounds, and as a last resort, deadly force if the suspect is armed. Wednesdays Fatal Shooting of 26yearold mario woods by San Francisco police has raised concerns as to whether officers did everything they could to avoid the deadly confrontation. Police say they first fired bean bag rounds at him to no effect. Harry stern, an attorney who represents Police Officers says the video may not tell the entire story. He says officers are trained to react to a threat and their decision to open fire doesnt come lightly. The preferred number of officer involved shootings is zero. So Police Officers dont start out their day looking to get in to a shooting and im sure they wish this didnt hadnt happened. The second principle is that these incidents never look good on tape. Reporter once a decision is made to open fire, officers are trained not to shoot at extremities such as hands or feet but center body mass, often the chest, to neutralize or stop the threat. You do shoot to remove the threat, but its important to understand an officer shouldnt create the jeopardy himself. Reporter the officers actions will be reviewed by the department of internal affairs and the das office. Any Lessons Learned will be incorporated in to future training. The bottom line is at the end of the day when the officer pulled the trirg, he may be justified but his tactics certainly looked less than appropriate as he put himself in front of the suspect. It seems like theres a better way to apprehend this guy than shoot him. Reporter he says officers should have handled it different with proper training. What i saw was five or six officers placing themselves in the zone of danger. In recent years many departments have trained officers in whats known as c. I. T. Or crisis intervention training, how to deal with people who may be mentally ill. Its unclear if any of the officers have such training. This investigation is far from over. Today the sheriff released the names of the 14 people who were shot and killed at a Holiday Party yesterday. They range in age from 26 to 60 years old. One of them was a father of six. Many of them worked together at the county Health Department. Tonight 14 victims with 14 different stories. Were learning small pieces of the lives some of those people lived. Azenith smith is here with their stories. Weve been gathering information all day on the victims. Beneta lived in rialto with her husband and three young kids. Theres also 27yearold nguyen who was a food inspector at the San Bernardino county Health Department and was preparing for her wedding. Heres information on the other victims. Reporter as questions mount surrounding a motive behind the gunfire at a holiday banquet, memorials are going up near inland regional center, the scene of the mass shooting in San Bernardino, where 14 people died. I was scared because the officers told us run inside the house. Theres an active shooter. Reporter nicholas was an employee of the San Bernardino department of health and worked in the Environmental Division as an inspector with suspect syed farook. He leaves behind a wife, a second grade teacher. Environmental specialist michael was a father of six. They range in age from an infant to teenagers. A crowd funding page was set up for the family. His wife wrote please pray. My husband was in a meeting and a shooter came in. There are multiple dead shot. I cant get ahold of him. Eight hours later she learned he had been killed. So far the site has raised more than 100,000. His church has set up a website to help the stay at home mom. Loved ones of survivors are in disbelief. Unbelievable. Like you cant even fathom how people could act this way. Reporter other victims include 42yearold Daniel Kaufman who ran the coffee shop at inland regional center, training the developmentally disabled clients. Damian, an employee for the county of San Bernardino environmental health. He was once a teacher who played santa for children in riverside. And sierra claiborne who worked at the environmental Health Department since 2013. All of them are being remembered as bright lights extinguished in the most tragic way. Another victim named robert adams grew up in the area, married his high school sweetheart, and leaves behind a 20monthold daughter. All of these people are leaving behind young children. In fact i want to mention thefather of six, we just checked his crowd funding site and people have raised more than 100,000, nearly 150,000 all in one day. Its just heartbreaking. We knew these stories were going to come out. But when you see the actual faces and think about six kids, they all lost their dad, including the 2yearold who will never know her dad and the other person with the 20monthold will never know their dad. Just so heartbreaking. It comes at the worst time. The holidays. Right before christmas. Its heartbreaking. Also we learned new details about the husband and wife who went on that shooting rampage yesterday. Syed farook was a u. S. Born citizen of pakistani descent. Police say he and his wife Tashfeen Malik burst in to the Holiday Party that farooks employer was holding. They fired up to 75 rounds. The pair was armed with hundreds more rounds of ammo and several bombs, apparently prepared for even more carnage. Authorities say farook traveled to several high risk countries including saudi arabia and pakistan. His wife, from pakistan, was living here on a visa. Within the last hour San Bernardino police and Governor Brown gave an update on the investigation. I think we have to be on our guard. We cant take anything for granted. And i just want to assure my fellow citizens here in california that were going to go just as far as we have to to make sure that Public Safety is protected. The fbi is treateding the attack as a potential act of terror but the investigation is far from over. Caught in the act. Police say this woman and her daughter were caught shoplifting inside a store but its what happened afterwards that has Police Searching for this mother tonight. A few lingering showers out there right now. Weve also got significant snow falling in the sierra right now. Chains required. When i come back well have the second storm. Life. Is unpredictable. New at 6 00, Daly City Police are looking for a mother who allegedly left her daughter after they had been caught shoplifting. Rosalina medina. They were caught shoplifting as medina had her infingerprint her infant daughter in a shopping cart. The mother tells the 11yearold to fight them. In the ensuing melee the mother was able to grab her infant daughter, exit the store. The 11yearold girl has now been placed in the custody of child protective services. A december storm making its way through the bay area. Check out the conditions driving along the bay bridge today in to San Francisco. These shots were taken earlier this afternoon. You can see heavy rain made for slick roads and slow traffic. In orinda, the rain and wind brought a large tree down on to some power lines. The tree blocked out part of a road. Todays storm led to dozens of delays and cancellations at sfo. Airport Officials Say anyone counting on flying should check their flight status before coming to the airport. The rain came in quick and it was hard at times. We saw good downpours. But its tapering off now. It really is. I was bummed because i got this maple tree out front. The leaves are all changing. All red. Now theyre all on the ground. I had this beautiful orange tree. It was just beautiful. All the leaves gone. A lot of wind this morning. A lot of rain. Well, not a lot of rain but heavy rain for a time. From about 10 00 to 2 00. Showers for oakland. Light scattered showers throughout the area. Lets take a look at some of the totals. Not that impressive. We didnt think they would be. Half inch to a quarter inch. Even saw a little bit less than that in san jose. The idea being theres more out behind this. Whatever you get now is just not going to be much of anything. And there might be a little bit tomorrow morning but it wouldnt be much of anything. Scattered shower here or there. Winter storm warning up near lake tahoe. Thats good. Thats the best place to get it. Better to get it up there in snow than to get it down here and rain because it holds it up there. The snow is frozen all winter and releases it slowly in to the reservoirs or in to the drainage systems. But if we get it around here a lot of the heavy rain runs right off in to the bay.
