Friend and community and complete strangers. A depth of love that defined who he was. Thousands filled the lower sections of the center to hear testimonials about officer caterman. An 11 year veteran and killed last week on patrol while riding on north 10th street. A minivan and himself collided. It is the second time an officer was killed this year. It is inspiring with the Law Enforcement of the brothers and sisters in blue. Helicopters performed a flyover after the two hour service ended. Officer catermans body taken by a Police Procession to a cemetery for a private burial. He is survived by his wife and two sons. 30 years old. An outpouring of support. Agencies across the nation and many traveled to san jose to not only attend the service but to help support the San Jose Police department. Officers were at the headquarters this morning and there to step in and patrol the city to that San Jose Police could attend the service. Things are back to normal now at camp park reserves after an intruder was inside the base. Located on 6th street in bub blin. The Police Department at the base reported or received a report about a possible intruder before ten this morning. The base along with nearby neighborhoods and schools were placed on lock down. Several human agencies including the f. B. I. Century sources to assist in a sweep of the base. It was later determined that there was no threat to the public and the lock downs were lifted. Now all of a sudden you are showing up saying you are not running a frat house. You are running a house of horrors and it is being funded by hundreds of millions of dollars by the peoples tax dollars. Strong words for okay lands leaders and the Police Department. Rocked by scandal, the department has seen four different leaders, sfpd and those less in two week. The various chiefs have led to questions about the mayors ability. Lee martinez live outside oakland hall with the calls from mayor libby schaaf to step down and the mayors respond. Mayor libby schaaf has not been surprised that the protestors turned their attention to her and didnt agree that entire city of oakland needs to be involved in the selection of a new police chief. She is responsible for the illegal behavior of the oakland Police Department and the culture of the department. Several officers under investigation for corruption and sex with a teenager and angers local activists to question the integrity of opd and city leadership. Why arent you angry that officials are so late to join the party and can take things like this and they dont know. The Anti Police Terror project hosted a press conference for the coalition of activist groups calling for strict and strong action against officers allegedly involved in the teen sex worker. Raped and trafficking. More than misconduct. Actually it is violence in our community. They say they lost trust in mayor libby schaafs ability to run the city. We have to be asking why there is not a single officer need of the opd ranks that she feels it fit enough to step in. That is alarming. The mayor had this to say. This group has been protesting me since before i was sworn in as mayor. So i share their passion about holding officers actable and having a Police Department that every Community Feels trust in. Going before city council tonight and they want the right to pick the new police chief. Mayor libby schaaf wants the same thing and working on getting Community Leaders involved in the search and selection of the chief. This is a much different venting process that city of oakland has used and that is my focus right now. Is crafting a process that the Community Feels trust in and feels like their voices are reflected in the search and the criteria. The mayor did not say had the police chief search will begin. The community can be involved in the search and venting. The city is under receiver ship and it will have to be reviewed by the city monitor. The oakland Police Department is fighting misconduct allegations on numerous fronts and one case involves a veteran homicide sergeant a accused of giving his girlfriend access to documents. That is about documents including a highprofile murder set to go to trial. Henry lee is looking into this and joins us now. The homicide sergeant with the lead investigator in the killing of a wellknown dog walker. Two men awaiting trial and the sergeants credibility being questioned because he let his mistress write up police reports. The sergeant at the center of the case has been on the force since 1988. He was fired for allegedly interfering in a rape case a deck ago. And won his job back. The sergeant is on leave over allegations that his girlfriend typed up homicide reports and posted confidential material online in a love triangle dispute. And have cops so stupid that they have to have girlfriends write reports. And there is a high profile pet nanny killing. The victim was a wellknown dog walker. She took cell phone video of two men committing a crime in her neighborhood in oakland. She follow them in her car and shot dead when they spotted her. The two men are awaiting trial. Floyds attorney said investigators never told her about the controversy surrounding the sergeant. Bellis will be in Court Tomorrow and it could have a great impact on the case and without information and complete silence by the police and the alamedas d. A. s office i have more questions than answers. The public defender Brandon Woods says this case has broad implications. If the allegations are true we have to go back and look at every case. Especially in the homicide division. So if the allegations are that his girlfriend or a lady friend are writing reports on his behalf if he is inserting facts in those reports or opinions and thoughts and beliefs that would bring into question every single report he has worked on. I spoke to the sergeants attorney. Mike rains and he described his client as gifted investigator who has gotten confessions in many homicide cases. The sergeant had his girlfriend help him transcribe interviews on three occasions to meet deadlines and none of those cases were jeopardized. In the piece that the girlfriend post the confidential material online in a love triangle dispute, what is that about . To clarify the allegations that the girlfriend put up case files with respect to a homicide that the sergeant was working for after the girlfriend realize that sergeant was married. As a result of a love triangle dispute some of the case law was online and these are things that the public should not have access to. And she shouldnt have access to. Autumn street lined with officers from multiple departments standing and a saluting their fallen comrade. A large American Flag hoisted by the San Jose Fire Department as the officers body was brought inside. Mikes life is something to celebrate. Not only an Exceptional Police officer but a better man. A shining example of what it looks like to a man of character. Inside the 18,000 feet venue people toll stories of a man with a zeal for life and service to join the force. East palo alto does not have water. East palo alto has been alotted so much water per day and they are using it all. In order to grow and build. They need another 1. 5 million gallons and asking for more is something that has never been done. It is unusual and it hasnt happened yet. Most cities have sufficient water and not in quite of a dire state. The ffc may be be able to hand over the allotment to give water they are not using. Officials are trying to stay optimistic. It will require once we hit our mandated 971 officers that will be by the middle of next year that the three percent of officers have to be in this neighborhood unit. Currently in the unit we have two sergeants and 15 officers overseen by a lieutenant and what the new measure we are hoping to double the numbers. And one consolidated crime unit officers will be able to better track criminals as opposed to jurisdiction to jurisdiction and having a better handle on criminals. We will have analysts putting out information in regard to crime. Sfpd would increase communications with Law Enforcement agencies to try to nab thieves that cross county lines. With tourists out millions of dollars tourists hope the problem is addressed quickly. There was emotional testimony today as lawmakers considered to remove the statute of limitations on rape. It would remove time limits for prosecuting felony rape and Sexual Assault cases. The current limit is ten years, if it becomes law removing the statute of limitations would apply to cases moving forward. It comes in the wake of dozens of women that came forward accusing bill cosby of rape. I look at rapists in the same magnitude that i look at war criminals and slavers because rapist wage war on the landscapes of womens body. Those opposed to the bill spoke and they say with each passing year after a crime is committed the likelihood of conviction increases. The attorney general got a first hand briefing in orlando. Once they got there, offered sex in exchange for money and thats when salazar was taken into custody. Evidence in the home that he rented. The lower part of the house was converted into a strip club brothel and the upstairs looked like living quarters. The bottom stairs had a small bar for guests and black lights and black curtains and the dining room and the living room were converted to a strip club and over the appearance of a brothel. Police investigate how long it was going on. They say perhaps as far back as 2010. For people that live near the home. The first of its kind, one stop center omission street takes an entire ten cities and finds people services. The San Francisco board of supervisors want sick of them up and running in two years. The second one opened near the civic center. It is not an answer to eradicate homelessness but an important step. At this encampment one of dozens throughout the city, several people said that more centers will give them a better chance at getting into one. The future centers may consider targeting different populations such as veterans and the elderly. I like to be inside someone that you know i can have a good shower or clean nice food. Homeless advocates feeling the center but some accepting them. Some will have to be okay with the Centers Going into it and with those not doing anything. The alternative is worse. Since it opened last year the city says the Navigation Center has gotten 400 people off of the street. After 20 years of homelessness, this couple says that the Navigation Center has finally given them peace of mine. It is transitioning you back into the thinking and getting used to peaceful center. A big scare in the east bay after reports of an intruder at an Army Reserve Training facility led to a lock down of nearby schools and homes. Alameda humor sheriffs lifted the lock down orders after a full search of the facility. Im frank somerville. And im heather holmes. Officials received reports of an intruder in dublin and it prompted a response from Law Enforcement as well as a lock down of the base and homes and schools and daycare programs. Authorities are trying to track do you know how that rumor started and treated as it were true and gave the all clear here this afternoon. Sky fox captured a Large Police Presence on the reserve Training Area Tuesday Morning following a report of an intruder on the base. A report that quickly fueled more rumors. That somehow got misconstrued that there was an active shooter on the base. Roughly 800 people that work on the base were placed on lock down. At least one hundred officers from dublin and livermore and pleasanton and east bay parks and the alameda Sheriffs Office and f. B. I. Warmed the area. The number one priority as soon as the call came in was the safety of all of our civilians and all of the soldiers and the family members that reside and work in and around camp hurts california. Authorities conducted a sweep of every building on the base and they found no threat adding to the confusion, a nearby apartment complex sent out an alert saying the inmate escaped from santa rita jail. We are not sure what social media played a factor in hyping up the situation a little bit. Sergeant kelly with the Alameda County Sheriffs Office says that because of what occurred the word active shooter invoked paranoia in the public and they took no chances.
