Apparently they were working on a sewer connection from the house to the sewer main at the street so they were on private property starting to extend in the sidewalk. It looks like the victim is down in the sidewalk area. So other than presumably working for this star rudder and plumbing company, we dont know anything about them. The good news is that we have been told he is alert and talking. Thank you for updating on this delicate situation in oakland. Ken, thanks very much. In petal luma a Security Guard had to be rescued. A metal grate was not covering a tank as it should have been. The guard called for help and when no one responded she had to use her phone to call 911. Cal ocean is being notified about this incident. Now to the nfl owners meeting that is going on in houston debating which team should be allowed to move to los angeles. Here is where we stand. This afternoon the nfl rejected the idea of only the rams playing at a new stadium in englewood. That leaves two other proposals one would have the San Diego Chargers and the rams sharing that stadium in englewood and the other would have the raiders and chargers sharing a stadium in carson. Louis rams to share a stadium with the chargers in englewood led the voting 2012 and fell short of the 24 votes needed to relocate any franchise. We ask where do we stand . Raiders owner mark davis walked in the meeting wondering if his team will call oakland home but the day long discussion failed to answer that question leaving raiders fans optimistic. Englewood got more than carson so they have to go back to the table. This morning we learned the Leagues Committee on los angeles opportunities backed the carson project featuring the raiders and the chargers in a 51 vote. Despite the recommendation more owners voted for the englewood project that would see the st. Louis rams sharing a stadium with another team. It did not get the necessary 24 votes. As i said to the league. There is a great opportunity in los angeles. Bob eger the ceo leading the carson project said that side is vastly superior. I am passionate about moving the raiders to carson and i delivered a message. After vote the leaders of the three teams huddled with nfl representatives to work on a possible new proposal. While it seems clear that chargers are moving to la, oaklands fate remains up in the air. You are still hopeful. We are very hopeful. We believe the nfl owners have to make the widest decision between stan greinke and dean fennells. And thats the word that is trickling out of the meeting. That the openers are nearing a decision to include englewood and include the chargers and the rams. They took a break, a half hour break a short time ago and reconvened and jerry jones toll reporters we are not finished yet. Is it likely to get a decision tonight or more likely that the final vote may be taken tomorrow . Reporter you know if you would have asked me that question a couple hours ago i would have said tomorrow but the fact that they took this break like i said about 30 minutes ago, decided to come back. Mark ibanez joins us and you are getting indication that may indicate that raiders could stay in oakland. It is looking good and one nfl insider says it is insanely complicated. With that in mind our goal of course is to get the story right. Not necessarily first. But here is the way the latest information has us leading. The way it looks is the englewood location is in the carson project is out. With the rams definitely moving from st. Louis to be joined by the chargers, not necessarily by next year. It looks for all intents and purposes like the raiders are the odd team out and taking a huge payout to remain in oakland. Somewhere north of 500 million. Now this proposal was suggested by jerry jones. A long time alli with al davis and in good sted with mark davis. It is a project that would soothe everybody. Keep everybody happy and it is not necessarily confirmed but it looks certainly like thats the way its leaning right now. Just in the last 15 to 20 minutes we have had a couple of tweets. One from the la daily news that says the rams back in la is done. When the chargers join them is to be made at a later date but it didnt mention the raiders. It is taken for granted that it will be the raiders staying in oakland and another one from nfl Networks Says the raiders will receive additional loan money to get a stadium built somewhere here in the east bay. All indications are that the raiders are staying. The chargers and the rams are moving to southern california. And you heard some figure in the price range of 500 million. Yes. There is a relocation fee. The teams have to pay. If they move their franchise to another city they have to pay the league. The proposal as i understand it, the jerry jones, the owner that the Dallas Cowboys made, the raiders would receive much that have money and get to use it obviously not to have fun with but to get a stadium project going in the east bay. All of this happening within the last 20 minutes or so and in a good way if you are an oakland raider fan. Things look positive for the raiders staying here in the east bay. Why do you think they want the chargers and the rams. It could come down to this, the rams owner has huge money, second rich. The second weathiest. Panos the owners of the chargers is in good sted with the owners of the nfl, if he wants to move and feels like he is not being done right by the city of san diego to get a new stadium they will take care of him. The englewood project is the one that will be the done deal and it is not happening elsewhere. The rams owner wants it for himself and doesnt lookalike will get it. Thats the only way that league and all of those owners if you could imagine trying to get 32 big ego owners to agree. Like herd cats and the only way to get them to agree is to have two teams in la and thats the way it is unfolding and i agree with heather. Earlier today i would have said no way to get it decided by today. Now we have heard that the owners are very impatient to get a deal done and get it off of the table and settled and over with by today. It was very scary and im just glad that everyone in that vehicle is okay. The c hp says the family was victimized by gunfire meant for another car. It is miraculous that none of the occupants were hit especially with three children in the backseat. They should count their blessings tonight. It was pretty miraculous. The intended victims, a man in his 20s and a teenager were dropped off at a hospital with injuries that werent nonlife threatening. There have been five shootings since november. The panol shooting was fatal and a woman died not too far from the freeway. Most of the attacks it is bleaked involved gang members and innocent people including children have been caught in the crossfire. In november an 8yearold child was riding in a car hit by gunfire in berkeley. Why are these freeway shootings happening Authorities Say the gunman have a quick escape route. It is often too chaotic to provide descriptions. The shooters are counting on key evidence to be lost and that has drivers worried. When i go out i do my proper protocol and make sure my surroundings are okay. Like i guess you could say it is scary because it could happen to anyone. Definitely would be concerned, yes. Definitely. I mean you could be driving and just a bullet goes through your car and it is a concern. Spanos the owner of the San Diego Chargers did not like that englewood location. He wanted part of carson. So the way it is left now is that there is a strong possibility that chargers will not move to la because spanos does not like the englewood location. In fact had written a letter that if the owners agreed on that location he was out. Right now there is great reason to believe that raiders are staying in oakland and the San Diego Chargers may not move north to la but definitely the rams are moving from st. Louis to englewood. Is there a possibility that rams could go to englewood. No they wont move two billion dollars plus stadiums. It has to be a sharing of the stadium. Oakland raider fans should be rejoicing. They have withdrawn their application and for all intents and purposes and they will have a large sum of money to get the ball running for a project to get the ball running. 500 million. Allocation of monies that the teams would have to pay. If the chargers stay in san diego wouldnt they get something . They need a new stadium. As we have seen this afternoon this is a fluid situation at this point. Nothing would surprise me and if you would have told me today that they would get this done by 5 00 in the afternoon id say no way. 32 owners wont agree on something. As we said at the outset owners are literally voting to approve this to get it ratified and put it in concrete. It is possible within the next hour we can sit here and tell you the raiders 100 not moving. All all 32 of them meeting on the 4th floor and that is only for owners and they are sequestered and heard they are voting. We could know by tonight. I was getting sentimental that it looked like oakland was going to california. I was thinking i saw the raiders when i was a kid and we are going to lose them and it is great. Not for one single moment did i think the raiders were moving. I dont think the nfl quite frankly wanted them in los angeles. They didnt want to revisit the situation that existed in the early 80s. Iner thought that they were moving. I think it all turned out for the best. La traders. Right. Not to worry. The Powerball Jackpot just keeps on growing. Reporter well the youth soccer fields here clearly wont be playable for a while. But now the San Jose Earthquakes are hoping that the kids will see their brand new stadium as a viable alternative. What the santa clara Soccer League was trying to prevent for the most part happened. Superbowl preparations are well under way. And on the soccer field sit plastic flooring and tents. The Soccer League has sued the city of santa clara and the nfl saying the process to take over the field has been flawed. The city and nfl denied it and besides they repaired the fields and find the kids a temporary place to play. Now they have come through with a big assist from the san jose earthquake. The earthquakes are offering to let the youth league use their practice field and the main field at the brand new 100 million stadium. We rarely use the first team field. This is unprecedent the offer and just because it compliments the factors that made sense and we are just trying to make a good situation for everybody. The fields will be available almost every day for practices and for games. The earthquakes president says they have moved a few things to make it happen but they say it seemed like the right thing. We have supported youth soccer and soccer in every way and want to make sure they have an opportunity to play and maybe the next kid will be a star, you never know. Santa clara youth soccer doesnt have all of the details but they are very grateful for the offer. They are now awaiting the judges decision in their case. Probably some time tomorrow. Julie. In another effort to create more soccer fields in san jose, the city is exploring a partnership with the earthquakes for a new soccer field at guadalupe garden. It includes 12 acres of open space and costing 12 Million Dollars to have funning from the city. Imagine flying to european cities for under 200. Who can take you to the biggest cities without costing a fortune. Outrage about garbage. The one bay area city fighting the fees on garbage and recycling. Golden gate bridge officials are considering to close it to help traffic move better. It tends to pack up on holidays. There are concerns that the problem could only get worse as crowds come to the bay area for the superbowl. It is a safety concern for the Golden Gate Bridge district. People are traveling 45 Miles Per Hour and stop traffic because of a backup for preferred parking spots. Cal tran owns the parking lot. The Golden Gate Bridge district will meet to discuss possible solutions. A low cost airline call wow is starting up service at sfo and super cheap fares are on sale. 99 ticket from sfo to iceland and 199 tickets from sf oto many city. While the Service Begins in june with new planes. The super low tickets are limited to certain days. The 199 flights will get to paris, berlin and and amsterdam. It is about filling planes. The San Francisco board of supervisors offered a public apology to the mother of mario woods. As Tara Moriarty reports tensions remain high as police shot and killed the 26yearold late last year. She acknowledged the citys first public apology but says her grief is overwhelming. Every time i wake up in the middle of the night i see my son in the stands being shot down like an animal. Reporter despite the olive branch from the board of supervisors. Members from the African American Community Say the pain is too raw. It should never have taken the mayor of this city five days to speak. Everyone in here that supports mrs. Woods stand up. Do more than what you are doing. There is a lot of healing that is needed around the issue. Reporter the supervisor introduced a resolution that puts the board on record in calling for police reform. The supporters of mrs. Woods says the mayor needs to take it a step further. The chief from the communitys perspective has to go. Reporter in the wake of the shooting mayor ed lee called for reform of use of force policies and there is additional shields to try to deescalate similar incidents and there is a review of training policies and procedures but for some it is not enough. Oakland leaders got an earful about garbage. They are the rates are shooting up. We were at the meeting today where tempers flared. Reporter at a meeting today skyrocketing garbage fees and hundreds of percentages higher through dwellings that revolves about costs when cans are moved a few feet. A 262 increase. My rent increase doesnt come close to covering this. It looks like the way they were figuring out the powerball paid off. Waste management used extortion to get this contract. This is not fair and almost criminal. The director of public works said this. The rates are all in the contracts that the city approved. The City Council Approved and were signed off by the city administration. And that drew more ire. We have no confidence that anybody in the city has any ability to negotiate. The oakland City Council Approved this were either gil of incompentency or malfeasance. You have exposed the city to significant liability. I am surprised that anybody has pants on in the city because they negotiated our pants right off. Oakland base contractor, California Waste Solutions did not respond to my request for an explanation. Waste management says its not at fault. We just bill the customer on behalf of waste solutions. Both parties are part of the problem and not only are their service not up to par, we have heard so many complaints about inadequate service but the fees are ridiculous. The recycling bills went up by far more than what we were told they would go up by and the fact that people are getting billed after the fact is unacceptable. The enormous expense to the customers, it is likely that this will end up in a court where a judge and a jury will decide just who is right. Tom vacar, fox 2 news. Well, you have likely never heard his name but he has worked with big stars for years. You know we are thinking about doing this thing with lions and elton john and he would come up with amazing visuals. The new exhibit in San Francisco that featured the work that one man did. A wetmor commute tomorrow and more wet commutes as we move mmutes as we move into the five day. A fascinating exhibit is about to open at the disney museum. A man has had his hand in big time movies and ken wang introduces us. His name is mel shaw, if you havent heard of him you have no doubt seen his work. In the 1990s the 1990s an animator for the lion king. He would come up with amazing visuals and you would say thats lion king but you have to realize he started with nothing. Shaw was a city boy from brooklyn with a love of horses and came out west. An expert rider and walt disney himself recruited him to be on his polo team. It turned out he was an amazing artist. His art tells a story. It is phenomenal to see that. It is apparent when you come to see this exhibition that his drawings tell a very robust story. Work order classics such as bambi and beauty and the beast. He painted fine art and was a sculpture and ceramicist. He played polo with wal disney and this forest gump character that had all of these sides to his life. Shaw died in 2012 at the age of 97 at his home in san juanim valley. This is the first time his work is on display and a chance to learn how much one individual can accomplish. It is really the same guy did all of this . And he did. The exhibit opens tomorrow and runs through september. The Disney Family Museum is opened every day expect tuesdays. Levi stadium crews installed 75,000 square feet of dirt. The sod is being put into place. The feel for superbowl 50 is made for real glass but grown on plastic. The director tells us they are keeping a close eye on the weather because too much rain could affect the play ability of the field. There will be wet on that week of the superbowl on some of the festivities, maybe on the game, maybe not but the feel, putting a brand new field in, if they get three or four inches of rain. And then here we are friday, getting a chance to dry out a little bit and there is something behind that as well. The owners are meeting and it is possible we could get an answer tonight. A new report that says hugh jackson is out of the running for the head coaching job with the San Francisco 49ers. San jose columnist jim killacomby wrote something happened since sundays interview and jackson is no longer a candidate. He also interviewed for the browns top job. Developing in oakland where fire crews are still trying to rescue a man that became trapped in a sewer line. He has been trapped for hours. It started before 1 00 this afternoon at 21st avenue and 23rd street in east oakland. Looking at live pictures from the scene. Were told the man is a private contractor working in the street for nearby homes. We are told that man is alert and talking.
