Traditional housing for recovering drug addicts. A fire inspector looked through the building and found 11 safety problems. I discovered the conditions deplorable. Water running down the first floor and exposed wires and probably near the water. You got people double and tripled up in rooms. You have rooms that look like there is a lot of junk. Fire Officials Say as many as one hundred people managed to escape the fire and being rescued from upper floor windows. The survivors getting help from the red cross and a temporary shelter has been set up at the west Oakland Youth Center. Crews continue to assess the scene there. Reporter thats right fire crews have been on the scene and flareups from time to time and they have been able to knock them down quickly. Earlier they did recover a body from inside bringing the death toll to four people. The 4th victim has recovered on upper floor towards the center of the building. We have used the dogs and drone technology. We have also physically been inside the building with fire personnel. And searched it and we feel at this time that we will not find anymore victims. Reporter the fire broke out monday morning. Flames and black smoke filled the sky. The building is destroyed. The one hundred tenants that lived there are at the bottom of the economic ladder. This has been a transitional housing unit to get them stabilized. Most of them staying at this nearby shelter at the west Oakland Youth Center and among them is sean boyd. I lost everything. Phones, shoes. Tablets. He had been homeless and alcoholic before finding a room and Counseling Program in a now destroyed building five years ago. He says conditions were deplorable and couldnt move and better than nothing. When i tried to go to other housing it was closed and cant do nothing. No one to help us. The city is trying to find housing for deshaun and the former tenant and some are children but the supply of Affordable Housing in oakland is almost nonexistent. The concern is more homeless. We have two units and some not amazed in the number that we have here. It is going to be a bit of a challenge. They have no idea what is going to happen next . No, sir. Not at all. Are you worried . Yes. Because i dont want to be sleeping under no freeway. The city is searching for vacant apartments and hotel rooms. Supply is limited. People want to help, they can go to kutv. The lease the raiders have with the coliseum calls for them to remain there for the next two seasons. Coliseum officials are seeking Legal Counsel to get out of that lease. There could be a legal battle looming between the Alameda Coliseum Authority and raiders owner mark davis. The raiders are set to play in the coliseum until 2020 but that time could be cut short. Im joined by anthony tall, the founder of the aspire sports group. Thanks for joining us. Theres a Lease Agreement between the raiders and coliseum. How can the city and county get out of that deal . Well, one of the ways is they can basically the raiders moving to las vegas, the facility and the new city council can buy it up. The raiders just got 750 milliondollars in basically Public Financing from the Las Vegas City Council so that will be the best way they will probably buyout the time on that lease. It looks as if they have agreed actually to play there at least through 2019 anyway. So that is how they would get out. Both sides have agreed to that. You are saying that is a new deal or something that already existed. Well thats not a new deal. Thats the way that they would probably avoid any type of liability by buying out the lease or playing there until 2019 and by 2020 they will be in las vegas. The problem is that the raiders are talking about trying to get them out of there right now. The city is talking about getting them out of there right now. The president of the Oakland City Council doesnt want them in oakland anymore. They should play in santa clara or somewhere else. Can they do that . Thats going to be a difficult thing to do. That will be extremely difficult considering that they have a lease. From all of the contacts that i saw and from the reports that i have read it is pretty much understand that they will be there until 2019. Mark davis, the owner has also to speak to the fans and see what they would like for the remaining time on the lease and he is willing to take them to account their request but i dont think there will be any legal wrangling with regard to either playing out the lease or buying out the lease. Just about out of time. How do you see this playing out . Emotions are raw right now. I actually see the raiders playing there for another two years. The state of homelessness in oakland is unacceptable. Oakland, like many other bay area cities is graveling with the surge in homelessness. What if camping was allowed. A push to have oakland establish a legal camp ground when we come back. Everyone has noticed the number of tent encampments in oakland and other bay cities have risen sharply. Officials debate possible solutions the city of oakland is looking to create an official campground to allow tents on an empty lot with garbage and sanitation services. I spoke with mayor shaft and she says it is one way to deal with the problem while getting people to take advantage of other City Services such as rehab and counseling. What we are doing now is clearly not working. Government needs to try things and testing out an encampment to learn lessons i support that. Joining me now is joe dareese, an assistant to the city administrator. You know this is controversial. Why is the city looking to go in this direction . First let me say that ultimately the answer to the homelessness is housing and we dont have enough and the encampment population has grown and we have seen that in the last couple of years. They are on the street and there is safety issuance sanitation concerns and in these encampments and surrounding businesses and residents. The idea is that you take the encampment and get it off of the street. And you provide Site Management and Case Management to get people the services they need to get on a path to housing. We found that a pilot we did in west oakland that we operated for the last six months by providing services and a wash station and daily garbage pick up that people responded to Services Faster and getting them to housing more quickly than the traditional method of approaching them at the encampment where they are. Have you identified any possible locations . We are looking at a fewen a trying to evaluate them to see what is the best fit with the least impact on the neighbors and the easiest accessibility. What are you hearing . It is a mixed bag. Some are seeing this as an opportunity to move from a bad situation to something less bad and they recognize that homeless are oaklanders. These are people with the same problems and issues and theres a lot of the compassion and a lot of frustration because the garbage piles up and the human waste issue. And there is certainly Crime Associated and people in the encampments are often preyed with predators. We are trying to manage the frustration and manage it in a fair and compassionate way. To those that say boy im not so certain if i want my taxpayer dollars going to Something Like this, how much does the city spend when it responds to the various homeless encampments right now . We spend a lot on public works crews and the police to stand by when necessary and we spend a few hundred thousand dollars a year on outreach to workers that do Harm Reduction and provide Vital Services and providing people with hygiene kids and things of that nature and this is a money we are spending and the county and the Nonprofit Service providers do a wonderful job connecting with people. We know that a really large percentage of people suffer from post Traumatic Stress disorder and other Mental Illnesses and vulnerable. We have a commitment to help these people just like any residents. In partnership with the county. Getting people into housing will lower the public works cost and the safety costs and help a lot. So maybe a larger expense in the shortterm it is the right thing to do. When do you think it will happen. Operational issues. But as soon as you turn it on, i guarantee you will put filters on your page. Is it on right now. It is on your Facebook Page and in the righthand corner there is a camera or you will see a thing that says a picture of your face with a little plus next to it to create your story. Or you swipe on your news feed and you are instantly in it. You can create filters and put sparkle beard and give you squirrely eyes. Some fun stuff and the story section. What you are allowed to do is create a story about your day that expires in 24 hours. And most of that think that is not good. I dont look at facebook every day but that is the thing. There are people that tune in every day to see these stories. Puts a shelf life on your life. Yes. And facebook can insert advertising in a nonaggressive way. Imagine there is an ad with your comments you would be mad but this way no. And a town hall to connect with elected officials. How does that work. This is a feature for old folks. You just saw the story about epa. I dont say good or bad. You may have an opinion and you want to tell your local representatives or your elected officials. Normally you can figure it out. I have no idea who my elected representatives are and on town hall you go to your setting section on facebook and see a feature that says town hall and click that and it will show you, you are putting your address and showing your representatives from your local and state and federal and you can follow each one but here is the best feature you can connect and call them and get on your Facebook Page and say i am happy about the job you are doing or i am angry. How do you think elected officials will respond . Do you think they will take it seriously . Yes. It has given us an easy way to voice our opinion. Silicon valley is working hard at trying to get us new ways to contact our elected officials, this makes it dead simple and we can say 1. 6 billion people can say with a united voice what they like. One thing i was thinking this would be like electronic town hall because during the Health Care Debate some Congress Members did not want to go because they felt threatened. Take Facebook Live and put an elected official with connect officials, they can reach the constituents and a whole debate about the town halls that some of the other party was sending people into do this. Jerry leonard reports the department of resources are promising a new spill way before thanksgiving. Ten days since water resumed flowing from the damaged spill way but the department zoned down and firing up the power plant to continue the outflow. By Late Afternoon there would be no water out of the spillway but the dw r said that they may need to turn it on two more times for the lake levels. We are in the record snow pack levels and we need to do everything in our Emergency Response mode to make sure that we have safe and operable spillway. Then what is left of this spillway will be retired for good. And a new one should be in use by november 1st. We want to make sure we have Critical Infrastructure in place. It may be temporary depending on the plan they decide to go with. Hopes to have a design vetted and finalized in the coming weeks.
