Were still waiting to learn more about this plot and the suspect now under arrest. President obama and the first family have left argentina after a twoday visit there. They thanked arrest general tin nan dignitaries today before visiting. The president also traveled to cuba on this trip. It the first for a u. S. President since calvin cool liming. The president met with raul castro and spoke vending cold war tensions. We are joined by congresswoman barbara lee just back from traveling with the president. Thanks for being with us. Glad to be home. I read that the cuba that we saw was more so what raul president raul castro wanted to us see, maybe not the real cuba. But take us there, please. What was it like . What did you see . I have been to cuba since 1977. My first visit was in 1977. I have been there over 20 times. So i seen cuba over a variety of stages, and i know the real cube ba. We saw the real cuba. The visit was historic. It was wonderful to see president obama engage in the thaw in relations, a 50year policy that hasnt done anything. Sos trying, through executive order to allow americans to travel freely to cuba and to allow our businesses to conduct business and trade. That creates jobs. This was an historic visit. I think we should applaud the president and encourage members of congress to sign on to the legislation to lift the travel ban. So you go back to d. C. And that is your first or one of your top priorities, to talk about that embargo . Its been a top priority for many years. Im really pleased, like on this visit, we had a bipartisan delegation, members of the house and senate join us. It was just remarkable to see, now its not just barbara lee and a few others. We have a broad base of support. The American People support lifting the embarring go. So its going to continue to be a priority until its done. Let me say about oakland, the airport. Several years angst 2011 i was proud of our officials because the president announced openings for eight airports for certification for direct flights to havana. And oakland was one of those eight. So we worked very hard to make sure that oakland was positioned to be one of the eight. Now we can have direct service and were working with the airlines to try to convince the airlines that they should take advantage of oakland being certified. A lot of people talked about wanting to go to cube barks friends of mine. My kern concern, cuba ready for us . Specifically the infrastructure and tbles. Do you think that country is set or is it going to take five or ten years . There are a lot of americans there now. It takes a long time to get hotel reservations, but hotels from around the world are building hotels. Airbnb is there. So its a difficult situation right now for americans, given how americans travel and some of the needs of americans. But i think americans want to see cuba. I think theyre willing to go and see cuba as it is. So i think americans are really benefiting from seeing cuba it is a before the complete transformation. Talk to us more, excuse me, about the bay area and oakland specifically. Now that we are working on our relationship with cuba as a whole country, how can it benefit us here in oakland in the bay area . I took a delegation recently a couple of months ago, east bay businesses. We took the berkeley lab. A couple of people went from the lab. We took keith carson, head of the Economic Development alliance. So we. They said, look, we know we can do business in cuba. Theyre getting ready to develop their entire waste management. American companies cant bid because of the embargo. But we see starwood is there now work and an. So were going to look and see if there are ways that our community in the east bay can benefit even now from some of the opportunities. Were you disappointed that president castro didnt greet president obama at the airport . There was a lot of chatter about that. You would think way show up at the airport. President castro was very generous in how he and president obama related to each other. He was at his speech. I had. He was with the president at the basketball game. They had a press conference together 0. In the course of diplomatic relations the president of cuba and the president of america engaged in normal diplomatic relations. I think this took our people and our countries to the next level. I was just saying this seems like step one, or maybe step one, two, and three. Whats next . What else do we have to do to continue strengthening this relationship . We have to allow americans the freedom to travel excuse me, like they travel to vietnam and to russia and to china. Lifting the travel ban is key. We have 105 units. Scientific advantages are there, treatments for diabetic ulcers. Americans deserve access to that treatment. The cuban people deserve access to our genius innovators here in our own region. So its a winwin. I know youve been traveling. You cant speak necessarily on brussels and all the information but i do in broad terms want to ask you, do you think we should accelerate the military campaign against terror groups, ago. Are we doing enough . I think most military experts will say there is no military solution to this unfortunate horrible terrorist environment in when we live. First of all, we have to understand also that the. The American People will not stand for any more ground troops. Were still engaged in afghanistan. The militaryonly approach did not work in afghanistan. It didnt work in iraq. So no, we do not need to engage in any more foch, that really helps the regional players determine the best strategy to disband isis, and thats what we need to do is to encourage regional efforts, not bring our troops into military situations. Thats no win for american troops. Hillary clinton and Bernie Sanders, have you picked . I have not endorsed either one. But democrats are doing gray. Im glad both of them are running. Both of them have great ideas, and both of them have many con stitt wents who want to make sure that cruz and trump are not the next president of the United States. Welcome home. Good to be back. Look forward to our next conversation. Thank you. Good to sigh. Cyber bullying poses a very real risk to young people on line. Many families are on the lookout for signs that their child is a target. Still to come, our experts. In weather, lots of sunshine across most of the bay area but a bit of a breeze kicking up. Well let up if the warming trend continues on friday, and a few changes to the setup by Easter Sunday. On our Facebook Page today steph curry met his wax counterpart at madame tussauds. You might be interested to see fof. Highway 92 east and west bound are looking good on this commute. The four on 2 will be right back. Cyber bullying is all too common a problem. While theres been a lot of discussion about the internet culture that can allow it we have to remember there are often witnesses who can step in to stop it. Its called being an upstander and not just a bystander. Every thursday we talk with common sense media. Today im joined by the Western Region director. Thanks for being here. We hear a lot of Cyber Bullying but what does that mean . First and foremost Cyber Bullying is bullying. Theyre not mutual exclusive. They kind of go one and the same. Bullying and Cyber Bullying. With Cyber Bullying, its using a digital device or a web page or even now Multiplayer Online games where kids are playing games and theyre talking to others on a headset, but its repetitive mean speak and its far more common. Part of it is mobile teg nothing is becoming more affordable, tablets are becoming cheaper. Theyre coming into homes, school. But now theres more exposure in schools. Theres this disinhibition effect that kids tend to feel when theyre in front of a screen. Its almost easier to do it. Totally. Even when adults do it, you can be a little meaner, a little tougher in an email. Thats led to some of this almost feeling like its easier to do it. So we know its happening more. Its probably easier to do on line than in person. What can parent do if you think your child is a victim . First recognize their children can play many roles. It they can go in and out of it. As you think about the four main rules, the target, the individual thats beg targeted, the off fender, or the kid thats beg mean or posting inappropriate stuff. The bully. Then you also have the by starned, which 80 of kids find themselves standing by. But if you are a bystander, youre a part of the situation. Youre just not doing anything about it. But typically theyre doing it because they dont want to get retaliated against. With common sense what were focused on is empow wearing kids, this idea that you can after student voice, you can be a leader, and you can diffuse these situations. I love. That be an upstander, not a by starned. How do we teach our kids to be upstanders . Theres many different ways. Dont reshare it. Dont comment on it. The second thing is make sure that you just block the bullet. If theres an issue where you have to have evidence, screen capture it, but then disconnect. Even meaning unfriend. Unfriend, block the phone number, block them from following you. You can do that now with the level of feeding. Contact the site administer straighter. A lot of. If youre posting inappropriate pictures, nude pictures, thats against the terms of use so they will take that down. What about your friends . Address the target and say, are you okay, how can i help you . But also recognizing that sometimes bullies are bullying because theyre getting bull lead. When we talk about having a conversation you need to know what your relationship, then figure out the best way you can diffuse it. The number one thing is tell a truth adult. But you need to make sure youre empowering kids to participate responsibly with the technology thats now in their hands, especially when Cyber Bullying occurs. Merv, thank you for being here. It was a pleasure. Easter weekend is just around the corner. Spring break for a lot of you. What is in store for the forecast . Check in with meteorologist mark tamayo. We have been warming up temperatures over the past few days. A few changes setting up for the second half of the weekend in time for easter. But here we go, showing you the choppy waters of the oakland estuary. I saw a wind gust at sfo to right around 29 miles per hour. Also off in the distance we do have some fog redeveloping. So patchy fog near parts of the coastline. That could be a factor first thing tomorrow morning near the coast and the basement its nice to be outside and see the weather firsthand, talking about a bit of breeze and also the fog developing. As you can see on the satellite the main storm clouds are up to the north. A few high clouds have been moving in. A few high clouds expected for friday morning in addition to patchy fog and low clouds friday morning near the coast and near the basement no big changes though as we do take a look at your forecast highs. We are expecting partly to mostly sunny skies. So temperatures for your friday forecast, most areas a little bit warmer than today. Were thinking 60 all the way to the lower 70s. The warmest locations will be approaching the mid70s with your friday forecast high. A look ahead, your fiveday forecast, saturday will be the warmest after clearing skies for the morning hours. We are expecting more sunshine by saturday afternoon. The warmest locations on track to reach the mid70s. By Easter Sunday were dog definitely bring in a drop in temperatures and also gusty winds. Winds could be topping 30 miles per hour. Shower chances to the north and east of the bay area. Well have to keep an eye on those. We could be tracking at least the chance of a few isolated showers for monday and into tuesday. But at least were any specific storms, but you the dates great. Temperatures on the warm side. Weve been talking so much about the first half vf march. I will say. By this time next week we could be talking about more rainfall. Enjoy the sunshine. Cooler by sunday. I was surprised to sigh outside. Are you coming back in or are you going to stay out there . The plan is for me to come back to the studio. Plan for now. But im really liking it out here so well see if i make it down there. Straight ahead, it admits to installing a cheat in its vehicles to get around emission standards. President obama spent his last day in argentina paying tributes to the victims of argentinas socalled dirty war and acknowledging that the u. S. Did little to help them. The president was joined by the argentine president. It began in 1976 with the military coup that the u. S. Started. Democracies have to have the courage to acknowledge when we dont live up to the ideals that we stand for. Weve been slow to speak out for human rights, and that was the case here. Many argentinians are marching in the streets to protest the visit. Human Rights Groups say they are not willing to forgive the u. S. For its role in supporting the coup. They are also angry about the timing of the president s visit. They claim 30,000 people were killed or disappeared. The president and first lady head back to the United States tonight. The deadly coordinated terror attacks in brussels are raising new questions about security and safety protocols for Public Transit. The suitcase bombers targeted the Brussels Airport just before the Security Check point screening, and they targeted the metro station as well. 31 people were killed and more than 200 others were hurt. And today in the 4 x 4 we were going to be taking four minutes to take a deeper look at the Security Systems in place for Public Transit and if there should be a reexamining pro to companies. We will try to get rod deradon senior. We just lost his skype. We will have more in just a bit. It. Well switch gears and talk weather with meteorologist mark tamayo. It really feels like its spring. Spring is here. Spring is definitely here across the bay area. It feels like it with those winds pick up. Lets take a look outside. Winds have been pick up around 10 to 20 miles per hour. Here is our live camera looking out towards San Francisco bay. The winds around 15 to 25 miles per hour. I did notice a wind gust at sfo at 29 miles per hour. We were talking about a nice forecast. It will continue over the next few days. Lots of sunshine out there. More 70s expected. The exception, though, theres always an exception and thats near the coast. We could have some patchy fog trying to regroup near the coastline. In fact, thats happening right now. It has been regrouping over the past few hours. Here is a look at our current temperatures. Half moon bay 57, santa rosa 7 3. San jose upper 60s. A string of low 70s out toward livermore, walnut creek, and concord at 72. Fairfield reporting 71 degrees. Here you can see forecast lows. First thing tomorrow morning partly cloudy and cool, readings mainly in the 40s to rate around 50 degrees. Santa rosa 4 2, San Francisco 51, livermore in the mid40s at 45. Here we go tomorrow morning. I think were going to have some more patches of fog near the coast. Also some higher clouds. Well call it partly cloudy, patchy fog, not a big change in temperatures. Mid60s to the mid70s out there. 65 to 75 degrees. In San Francisco, 7 00 a. M. , partly cloudy, readings around 50. Then into the afternoon hours still pretty much the same, mid 60s. And by 4 00, fair skies, readings about 68 degrees. High pressure pushing the storm track to our north. Its a dry weather pattern. Saturday i think will be the warmest day of the week. Then were tracking a sum here thats not going to make a direct hit, but its going graze the northern parts of the state close enough for us, were going to bring a drop in temperatures and also some pretty gusty winds. The winds have picked up over the past few days. They could be stronger for sunday and into monday of next week. Theres even the possibility of a few showers by monday and as the day, at least a slight chance. Its not going to be a widespread event but something well be watching. Lots of 70s out there for afternoon highs. Well go with pleasanton 74, brentwood mid 70s, oakland 71, san hoe 15eu7 3, sunny sunnyvale in the low 70s. By sunday for Easter Sunday a few extra clouds. A chance for a few isolated showers. I wouldnt cancel any plans but were trying to figure out the exact weather pattern. Some of the forecast models bring in showers pretty close to the bay area. In the short term for tomorrow, looking pretty good out there, even into saturday. It make the most of it if you are going to be outside. Thank you mark. It hasnt happened in more than 90 years but this years team, they are breaking the streaks. They are headed to the state championship. A look outside. 680 northbound, sunol grade, definitely a slow start on this thursday commute. I want to mention our special. Two of them actually, talking about baseball, because this weekend were taking a look at the season ahead for the as add the giants. First, a special called as, diamond in the rough, airing saturday night, 5 30 and 10 30. The four on 2 will be right back. After the brussels attack on tuesday were taking a deeper look at the Security Systems in place for Public Transit and if there should be a reexamining of protocols. We are joined on the phone by rod dierdon senior from the transportation institute. I know we lost the signal but thank you for calling in. Thank you, mike. Let me start with this. Whenever i go to sfo, San Francisco international, or the international terminal, whatever it is, and i look at what happened in the airport in brusselsr we just as vulnerable . Because to me the security before you go through security where it is at sfo is similar to the airports overseas. Well, remember that the primary reason why we have security at airports is because airplanes can be used as weapons, as with the 9 11 attacks. So there is inordinately high security at huge costs, both in terms of money and delays to protect those aircraft from being taken by a terrorist and used as a weapon. The security for the terminal areas outside of the aircraft access is less stringent but still present. It uses techniques that are facial recognition, retinal recognition, sniffers and those kinds of things, policing that is visible. But are we just as vulnerable as that airport in brussels . Yes, i think we probably are. Maybe a little less, because we have very good security. And brussels might have been a little more lacks. But remember that the primary security is the national and International Security organizations. And theyre the ones that stop 99 of the attack efforts. Once the individual organization gets past those, then were going to have trouble because its very hard to secure mass gathering locations. Well, rod im sorry, let me jump in here. It is hard to security. Youre driving up, dropping someone off. There is no security out front. So what do you say to travelers, people that are going into airports and train stations . Heck, bart here at home what. Do you say to travelers . Is it one of those, if you see something, Say Something . I saw a report this morning of a gentleman in brussels at the airport who claims to have seen the guy, one of the guys with the baggage. He said this gentleman or this now possible bomber was drenching wet with sweat. He walked in, and he saw, after the bomb went off, he saw this same guy walk out, calmly, while everybody else was screaming and running. So this person who may have seen one of the bombers didnt say anything. You are right. The old adage, if you see something, Say Something, is very important for us all to be aware of. At the same time there are many other security procedures at each one of our stations and each one of our terminal locations that are not apparent. At the same time we have to realize that it isnt perfect, and we have to just be very vigilant ourselves, and if something does happen, we as a country have to not go tilt. We cant let the terrorist take over our country and our economy by frightening us. We saw the americans stop the attack on the train over in europe a couple of Northern California ties what. More could u. S. Officials do to secure our rail system right here in the states, rod . The folks in the state are doing everything they can do, although additional funding would certainly help. The cost of security is horrendous. Making sure that every camera works and every train, for example, a huge cost, and those costs are not being covered right now by our basic budgets. So the camera is not going to stop a person from going on the train and bringing an explosives and bombing them, but maybe more screening, hiring of more people. That what the funding would be used for . Part of it is security personnel. A major part is training. Drilling those personnel so they know exactly what to do and when to do it, in order to minimize the risk. Rod, do you anticipate any changes, at least here in the u. S. , any very quick changes after the brussels attack on tuesday, or do you think this we saw a stepped up security right after. But how long will that last . In america were very bad at planning ahead for things, and were very good at correcting things after they happen. So maybe we will see an investment of security funding will you the department of Homeland Security with grants going out to the Transit Agency across the nation to inject some of the training and techniques and technologies that we might not have as much robustly implemented here in america. Rod, thank you very much for calling in. We appreciate it. You bet, mike, thank you. Hillary clinton is campaigning in california today and she spent time in los angeles. Shes trying to build bridges with americas Muslim Community as the nation still group pals with how to combat islamic extremism. We cannot allow our nation to be pitting groups of people against one another. We cannot give in to panic and fear. Its not in keeping with our values. Its not effective in protecting us. And it plays into the hands of terrorists. Who want nothing more than to intimidate and tear eyes people. The Democratic Front runner attended a forum and she encouraged people to dial back the current rhetoric tieing muslims to terrorism. A new poll Shows Hillary clinton leading with voters but Bernie Sanders is a runaway winner when it comes to honest tea and truth worthiness. The poll shows sanders 40 points ahead of clinton on the issue of trust which is likely due in part to the controversy over her use of a person email account while she was serving as secretary of state.
