For the arena and this was a rally that was held on the steps of city hall. It included Small Business owners, union workers, laborers and more. Opponents of the proposed arena say the Environmental Impact report is inadequate and bad for the neighborhood. Those supporters you saw on the steps of city hall, theyre welcoming the revitalization of the mission bay area. They say its whats best for the neighborhood. We have an undefeated record of going through the commissions and getting public approvals. Here we are at the board of supervisors. This is like the finals. Were hoping to get approval from the board of supervisors. If approved, the warriors tell me they could break ground as early as next month. Thats if the opponents decide not to sue. The proposed arena would also include plans for a Bay Front Park and improved transit in the mission bay. The debate over what to do with thousands of Syrian Refugees intensified on capitol hill today in the wake of the attacks in paris and San Bernardino. The republicanled house of representatives has voted to tighten rules. That allows participants of 38 participating countries to travel to the u. S. Without a visa for a limited amount of time. Late this afternoon the house passed a bill to overhaul it. The bill will require visas for citizens of iraq, syria, and iran, countries that are home to extremist groups like this islamic state. The requirement would also apply to anyone who has traveled to those countries in the past five years. The bill has support from the white house and is expected to be approved. Democrats continue to promise to fight for refugees seeking a safe place to make a new life. What were documenting in the legislation is anyone whos been in syria or iraq or other countries that are state sponsors of terrorism. Therefore it would no longer be automatic entry in to the United States. Therefore we would be able to tell that these people are trying to come in on a visa. Automatically they wouldnt be allowed to. We can keep america safe and we can keep our values safe by receiving these refugees. Our response has to be one of welcome. We are americans. We welcome, everybody of all faiths, of no faith. We welcome refugees who seek the values of our country. The gop proposal also calls for more intelligence sharing between the u. S. And 38 participating countries. It would let the department of Homeland Security terminate any countrys participation in the Visa Waiver Program if it fails to share information with u. S. Intelligence. A company bill in the senate would give governors the ability to opt out of the federal Resettlement Program for commuter reasons. Meantime syrian families arrived in texas and indiana today. Both states expect even more refugees to arrive in the coming days. In his address to the nation sunday night, president obama called on High Tech Companies to join the fight against the islamic state, saying the internet is a key battle group in that fight. As groups like isil grow stronger amidst the chaos of the war in iraq and then syria, and as the internet erases the distance between countries, we see growing efforts by terrorists to poison the minds of people like the Boston Marathon bombers and the San Bernardino killers. And thats why i will urge high tech and Law Enforcement leaders to make it harder for terrorists to use technology to escape from justice. First is concerning what people post on social media sites like facebook and also encryption. But lets start with what we post. Where is the line between freedom of expression and maybe putting something on facebook that gets you a knock on the door from the fbi . In the law we define speech that is legal which is the vast majority of speech, and speech that is illegal, can be criminal. Thats a very small amount of speech. And thats the line to be drawn. Theres a legal line. This is what we have courts for. Judges make these decisions all the time. We dont try to draw it in another way. And the facebooks, the twitters, those media companies, many of them based here in the bay area, how are they reacting to all this and what are they doing . Its a good question for them. I dont know exactly what all of them are doing. Theres not a lot of transparency, very specific transparency by the companies in this respect. We have a lot of them putting out statements and i agree with the sentiments of those statements that theyre doing what they can to report illegal conduct when it occurs on their sites. We dont know exactly how they do it and the only reason thats problematic is because what we see in effect is that they tend to over censor and tend to remove a lot of posts that are part of a debate about topical issues and not anything illegal or dangerous. Lets talk about those statements. Heres a statement from facebook. It says, quote, we share the governments goal of keeping terrorist content off our site. Facebook has zero tolerance for terrorists, terror propaganda or the praising of terror activity and we work aggressively to remove it as soon as we become aware of it. If we become aware of a threat of imminent harm or a planned terror attack, our terms permit us to provide that information to Law Enforcement and we do. This is an everevolving landscape and we will continue to engage regularly with ngos, nongovernment offices, industry partners, academics, and government officials on how to keep facebook and other Internet Services free of terrorists or terrorpromoting material. One of the other issues on this is encryption. Theres a lot of apps out there where you can communicate and the government doesnt have access to that and theres a concern that terrorists have used this already and are using this to communicate. We all use encryption. Encryption is part of the structure of the internet. If you want to have not only just a secure communication but a secure transaction over the internet, you better hope that information is encrypted. The issue here is that its not technologically possible to give the government a key to encryption and to deny it to the people you dont want to have it. By building a backdoor or giving the government some kind of key, youre weakening the entire encryption system. Cryptographers have said this and have spoke at congressional hearings about this. Its not the way cryptography works. Its either secure or not secure. You can weaken the entire system if you allow the Government Special access. This is going to be a debate that continues and the technology ejauvlz the government has to evolve on how they fight it. David greene live in San Francisco. Thanks, david. Fbi investigators are now analyzing a bank account belonging to one of the San Bernardino shooters. Theyre hoping to learn more about last weeks mass shooting. The mother is also coming under scrutiny. She lived there with the couple. As Jonathan Hunt tells us, there were large money transfers in to the account that belonged to her. Reporter the fbi focusing on the money trail left by killer syed farook and his wife tashfeen malik. Fox news learning farook received a 28,500 deposit in his bank account on or about november 18th. Two days later on or about november 20th, he withdrew 10,000. Investigators now looking in to whether that money went to enrique marquez, a former neighbor of farook whose home the fbi entered over the weekend amid suspicions he purchased assault rifles used in the attack. Both farook and malik confirmed by the fbi to have been radicalized for some time, most likely before they entered the country last year with malik on a fiancis visa. Homicide detectives in oakland are searching for crews after a man was found shot to death near the San Francisco bay trail. The victims body was found near 66th and zone way, near interstate 880 in the oakland coliseum. East Bay Regional Park Police say someone discovered the body this morning in a grassy area off the trail. The victims name has not been released but hes described as a latino man in his 20. In his 20s. No word on any arrests in that case. Three burglary suspects are under arrest. Santa clara county Sheriffs Office says an alert resident saw something amiss near a house and called 911. Really because comments like the ones donald trump are making make it more socially acceptable to be antimuslim, with hate calls and Death Threats to attack mosques, weve seen an unprecedented rise in attacks on muslims and individuals. Are you getting those calls here in the bay area in your offices . We are. Weve received nearly a dozen in just the past week. Some are questioning the reality, how realistic is this proposal . Lets listen to what the white house had to say today. Each of the republican candidates has already taken an oath pledging to support donald trump for president of the United States if he wins the nomination but the fact is the first thing the president does when he or she takes the oath of office is to swear an oath to preserve, protect, and defend the constitution of the United States. And the fact is what donald trump said yesterday disqualifies him as serving as president. Should this disqualify donald trump . Youve got to remember, he has supporters and hes still topping most, if not all of the polls. My feeling is donald trump doesnt emerge at the end of the day. What hes proposing is not american. Its against everything we believe in in the United States of america. Its the great melting pot on the face of the earth and always has bip. So whatever hes talking about with respect to muslims not being able to be brought in to the United States is unconstitutional i believe and most scholars believe that. So its not going to happen. But he is fueling his base and eventually i think he burns out. His base does seem to feel like for some reason all muslims are antiamerican, muslims born here in the United States. But the white house is saying the opposite. Lets hear what they said about that. The United States government, our National Security officials are going to be most effective if theyre able to work in partnership with leaders of the Muslim American community to prevent those who are most vulnerable to this radical isil ideology from being incited and inspired to carry out an act of violence. And rhetoric like the offensive bluster we hear from mr. Trump makes it much harder to build and solidify that relationship. Zahra, talk about the relationship you have with officials. Do you share information with officials if you suspect there could be radicalized people who are attending mosques and so on . I think we get in to this other place around the conversation of countering violent extremism. The Muslim Community has consistently said that we oppose, our religion opposes and prohibits violence against innocent people. If and when a muslim is confronted by someone who is interested in engaging in violence, theres a track record of stopping it, of going to Law Enforcement, of engaging with elected officials, doing what we can to protect our communities. I dont just mean the Muslim Community. I mean santa clara, san jose, california, the United States. Of course its important also that the feds do not look at the Muslim Community as suspect or having a unique burden. There have been hundreds of Mass Shootings in this country and only a small handful were committed by muslims. The issue of violence against innocent people, is not a problem that is unique to any single ethnic or religious community. Brian, taking it back to the race for the white house, republican counterparts as we heard, some of the same polls, if were going by these polls, donald trump is the nominee, what happens then . Are they going to vote him in to the office . First of all, i think the polling is starting to see some changes. Were looking at the iowa polls in iowa showing that already donald trump is seeing some slippage. Were getting to serious time now. February is when you have the caucuses, a couple primaries and that sort of thing. I think people in those states are going to get very serious about who the candidate is going to be. Quite frankly as this rhetoric machine carries forth, i think people will distance themselves from trump more and more. And frankly, just as trump has said, i still hold out the opportunity if i want to be an independent candidate. I would say that the other candidates in the race on the republican side can say at any point this guy has gone over the line which i think he has and i can no longer pledge to support him if hes the nominee.
