When we know isil is already telling us they are trying to infiltrate the refugee population, when we have indications that some of the paris bombers, one at least, may have come through the refugee routes, dont you think that common sense dictates that we should take a pause and get this right . The house bill requires the Fbi Department of Homeland Security and the National Intelligence agency to conduct background investigations for each and every refugee in order to certify that they are not a Security Threat to the United States. The sunny october days have already shifted to snow on the slopes in november. A promising sign for the season ahead. From tahoe to the bay area, skiers and riders are gearing up for what could be a very different snow season. The difference now, el nino the sports baseman in San Francisco has been in transition changing over from a full supply of bike rentals to snow gear. We are seeing three time more ski leases at this point compared to last year. So people arent scared of the season this year. I think they are pretty excited about it. Reporter the warm water in the pacific is the trademark of el nino. The warmer conditions fuel the jet stream and may send a storm track barreling toward california. And they are not little weak ones. They are good. Giving us exactly what we need. Reporter john has watched this mountain transform. This was october. This is november. Sugar bowl is prepping for an early opening day. The resort is hoping a new season will erase the memories of four challenging years. When you dont see a lot of the skiers and riders turning out and you are not getting big visitation numbers, you do have to really put control measures on a lot of your operations. Now, we have an extreme el nino to talk about and there is building hope this winter will be way more productive. We are very hopeful in the industry that this el nino season is going to flip the script. We will see storms line up like they historically do. Reporter the link between sierras snow and el nino is studied here. The Desert Research institute in reno. It is all facing that way. The great basin ends at the crest of the sierra here. Reporter Kelly Redmond has been researching el nino since the 80s. Computer models have come a long way since then and he studies all of them. This is an experimental approach taken by noaa coordinating seven models from different parts of north america. Reporter a guaranteed forecast will never come out of the office, but redmond is leaning toward an optimistic outlook. Normally, i would be kind of with el nino, i would be pretty cautious. Im slightly less cautious this year in my thinking that we could be in for a pretty decent winter. Reporter this footage is from the 1983 el nino. A great snow year. The snowfall at donors summit crested above the average of nearly 400 inches. Same story for the last strong el nino of the 90s. What about this season . The nearby casinos remind us there are no guarantees. Only probabilities. If you had to bet over or under, what would you do with that . I would bet on the over this time around. And the donor summit, i might be willing to bet on an extra 100 inches or so if i had a few bucks to play with. So above average. Yeah. Above average. Reporter whether we get rain or snow is the unknown. Temperatures are forecasted to be above normal this winter and each storm is unique. So at this point, there is no telling whether we will get more cold or warm storms. Yeah. Reporter the talk of el nino is adding to the excitement of deep powder. You saw the total for the last strong el nino in the 80s. 624 inches at donner summit. Last season, only 132 inches. Oh wow. So mark, it is great you went up there to see all of the snow. That is great. But is it a little misplaced optimism when it comes to el nino and the snowfall . You dont know. If it is too warm, they will not see the snow. Reporter thats the biggest unknown. The biggest wild card. That is a gambling element with the snowfall and the snow levels because snow levels could change a lot. Each storm is unique. Some storms could be warm, some cold, we dont know what will win out with this. You are hearing a lot from the ski marketing. People saying el nino. They are using science as a way to market this great snow season. But as you saw, the scientist, he has been studying el ninos since the 80s. He goes to lake tahoe to go to seminars about el nino and the ski season. And he cant say for sure. And that is kind of why i went into the little gambling aspect. What would you bet . We were so close to reno. So basically, a probability forecast. What is good, we cant guarantee a forecast. A great snow year in tahoe. But what is good, this is the First Time Since 1997, 1998 that we have an el nino to talk about. There is high hope. And we will see what happens. I think, you know, we do have this world now where everything is live. We came out with a big report on the use of Digital Media by tweens and teens, but kids live on these devices. And parents do as well. But putting your digital footprint up there everyday is nuts. It becomes reality of the childrens lives. And it is an extension of the reality tv world. I think that you want balance and common sense. And a lot of these parents dont exhibit a lot of common sense. Thats for sure. Is there any problem for the parents who are not doing this but say they still post pictures of their children . I do it. I do it on facebook, instagram. But you know, in a balanced diet. Not looking to make money, but even do that, is there a problem . The one thing you have to remember with the internet and cell phones, and with all these new digital platforms is nothing is private. Everything is replicated. When it comes to how much you want to display yourself on these platforms, it is one thing to be a proud parent and put up a picture of your family or kid. That is normal. You could be a proud parent in other ways. Was one thing we are seeing with millennial parents, they are much more to these devices. So they start posting preemie pictures of their kids before the kid is born. I want you to be very conscious of your kids digital footprint. You need to lead by example. Lets talk about the report. Common sense media used by tweens and teens. Talk to me about it. The bottom line of this is the sheer media use of teenagers is nine hours a day not including time spent in school. Think about that. Nine hours of the day. You sleep nine hours a day as a teenager. It is ridiculous. It is reality. The math is crazy, but the truth is, this is what the reality of a 24 7 Digital Media environment immediates for our kids. They spend more time with it than anything in their lives. So the implications are incredibly important in terms of parents setting healthy media rules for their kids. Modeling good behavior. Taking timeouts. I always get in this argument with my wife. She is like one more second. Im like put it down. Lets eat. We have the kids down. One more thing. I want the check one thing. Nope, stop checking. Stop checking. You should have a rule. Actually, but it is good, we all are guilty of this. None of us are perfect. Im head of the biggest kids group in the country and my kids was say im not a perfect parent. But there are some simple common sense things we can do. Device free times. Absolutely. They always are at meal time. An hour before you you go to sleep. All the devices go away. First hour after school and work, put them away. You know. When you are in the car with your kids, you shouldnt be texting and driving in the first place. And you shown focused but it is the family time. I will tell you an interesting thing. If you just have a cell phone out with your kids, even if you are not using it, your kids are aware that it is there. They are waiting for it to go off. My son says what are you doing . I say im texting someone. Hold on. You cant. And the truth is, the number one message for parents is look in the mirror. Your kids will model their behavior after you. You cant Pay Attention to them if you do that. But you do want them on the devices eventually. Eventually. With the right balanced model. And we have to seat that example for our kids. A really good example, go spend a weekend with no media and devices with your family. And see how good it is. And im coming back next week and i want to hear how it went. In the asia pacific region. And so, those countries are facing population growth. Increasing pressure on coastal areas. A lot of water stress. You look at a place like vietnam, and it is heavily dependent on fish stocks moving northward. As they move northward, they are moving into contested waters between china and vietnam. So you have a situation where you have this risk for people in a country. Because of Climate Change, because fish are moving northward, you have a potential interNational Security incident happening in the region. This is something that is a real risk and the United States has to be looking at. Can i interrupt you there, can the nations there in the Asian Pacific, can they not grow their economy and protect the environment at the same time . Be on the same page here . Yeah, i think they can. And you know, certain countries are trying to do that. I think the United States can be helpful in that regard, that is where the opportunity comes for the United States. I think the opportunity here is that if the u. S. Is rebalancing to the asia pacific region, if the u. S. Wants to compete for influence with china in the region, then i think it would do well to assist countries, particularly the allies but also prospective allies in adapting to climatic changes and doing so in a sustainable way. It presents an opportunity not just in an environmental sense, but the sense of a strategic priority as a nation. Lets talk a little more about that. How does the u. S. Take advantage of forming possibly new alliances . Well, i think the United States first of all should remain committed to its existing alliances and support those countries that have been allies for a long time. Many of whom are very vulnerable to climatic risks. But for example, with countries where it has had a more complicated relationship, like vietnam, and also indonesia, it can find ways to port their adaptation to Climate Change. To help them sort of develop new ways of developing Food Security for themselves. They can help engender good will for the countries and build new alliances and that is important. We have had the coop with china. That is healthy, but the United States need to be seen as a player for good in the region. And i think it can do so in a number of ways, one of those way helping countries to adapt to the changing climate. What about the u. S. Military involvement . I want the get your opinion. Do you think the military should be more focused on doing that or preventing say north korea from having a Nuclear Weapon hat this time . I think we have to walk and chew gum at the same time. A former Pacific Commander locklear talked about how climate is going to exacerbate a lot of conditions. We need to worry about north korea and what china is doing in the south china sea. But we also have to deal with Climate Risks which affect a lot of other Security Risks so the military has been front and center on this issue including the current Pacific Commander admiral harris. They are stressing the Asian Pacific region and the United States military has to be prepared to deal with those stresses and also to play a constructive role in the row john. So it is not either Climate Change or deal with north korea. It is both. We have to deal with all these issues. As a nation, we are essentially guaranteeing National Security. But he is being criticized for his reluctance to send in Ground Troops. Hillary clinton outlined her plan for combating isis. How has it changed campaigning for the candidates . It has become the centerpiece of their discussions. Hillary clinton has had to take a position on it and Bernie Sanders on a democratic side. The republicans are mostly they are already talking about the need for stepped up security for more military power and use. So, really, the net effect on Hillary Clinton and Bernie Sanders has been that they have had to really start looking at this issue and terming people where they stand on it. Are voters really looking to see who can keep us safe . Always. That is a key thing when you are selecting a president. Do you feel like that person could keep you safe. That doesnt mean issues dont crop up. Look at how bill clinton was able to beat george h. W. Bush by talking about the economy. But bush was acknowledged to be a Foreign Policy expert. Lets talk about both sides of the aisle. We have heard from Hillary Clinton and Bernie Sanders today. Lets take a listen. Our strategy should have three main elements. One, defeat isis in syria, iraq, and across the middle east. Two, disrupt and dismantle the growing terrorist infrastructure that facilitates the flow of fighters, arms, and propaganda. Three, harden our defenses and our allies against external and home grown threats. Let us be very clear. While the United States and other western nations have the strength of our militaries and our political systems, the fight against isis is a struggle for the soul of islam and countering violent extremism and destroying isis must be done primarily by muslim nations with the strong support of their global partners. We are hearing Hillary Clinton and Bernie Sanders. Will this change the race or is Hillary Clinton so far ahead she will be the nominee . She will be the nominee, but Bernie Sanders makes a comment that resonates. This should be a regional situation. The countries who have been sitting out because they knew that they would be in trouble with their neighbors if they got involved. He is calling on them to be part of the solution. And that is going to resonate with some people. So, where he is going to continue to be in this campaign is sort of the voice of conscience from the left center. And, Hillary Clinton has to listen to what he is saying and react to that. Because eventually, she has to appeal to people on the other side of the aisle when the primaries are over. The republican side totally different situation it seems like. Absolutely. This could be an opportunity for somebody to step up and say yes, i can keep our country safe. Today, we heard from ben carson who made what some are calling an odd analogy. Lets listen to him first. Yes. A rabid dog running around in your neighborhood, you are probably not going to assume something good about that dog, and you are probably going to put your children out of the way. It doesnt mean that you hate all dogs by any stretch of the imagination. By the same token, we have to have in place, screening mechanisms that allow us to determine who is mad dogs are quite frankly. Who are the people who want to come in here and hurt us and want to destroy us . Okay, so many analysts are saying that ben carson just doesnt have the Foreign Policy chops and he is just not as up to speed as some of the others. What do you say on the republican side . I think without piling on, carson continues to run out these really poor analogies and his thinking on Foreign Policy is not developed. That is true. He is vulnerable to other people saying you dont have the Foreign Policy chops and that will be an ongoing problem for him. Who is stepping up on the republican side . Who will be able to show that i have the experience, i can lead us and keep us safe . Well i think you are going to hear a lot from marco rubio. I think jeb bush is still in the mix there a little bit. Ted cruz, john kasich. Politicians, not the outsiders. The problem is that people know donald trump has no Foreign Policy experience. Ben carson similarly. You could make the case Carly Fiorina has traveled the world, but they have to have run something where they have to call on the military or Something Else and that is not those three people.
