With the latest on this investigation. Philippe. Pam. Quan howard was arrested last night, and booked here into the Santa Clara County main jail earlier this morning. He is accused of abusing his power as a postal inspector and ripping people off. This is a photo of 52yearold postal inspector quan howard taken back in 2012 after being awarded federal employee of the year by the San Francisco bay area federal executive board of the us postal inspection service. A far cry from what hes being recognized for now. Charged by the office of Inspector General for delaying, destroying, stealing and possessing stolen us mail. Sot im actually very surprised and shocked. Anne lauzon is a longtime neighbor of howards, living nextdoor to him in saratoga. Sot its dumbfounding. I just would not have even anticipated it ot thought that is was possible. The office of Inspector General says from this processing and Distribution Center in san jose. Investigators have surveillance images of howard stealing us mail, including cash, drugs, electronics, passports, jewelry and other items on multiple occassions dating back at least a year and a half. Sot he always seemed like a very, very great neighbor. The oig says howard instructed his employees to report any loose mail items directly to him, which he is accused of hiding and stealing. Contrary to usps policy and procedure, howard is prohibited from opening us mail. The criminal complaint also says howard never opened investigations into the missing mail he is accused of stealing. His neighbor anne, says shes witholding judgement. Sot we always have to assume innocent until proven guilty, ok, and thats where i would like to hope that mr. Howard is found innocent of, you know, the accusation. Howard is due in federal court on monday. In the meantime, hell remain here at the main jail without bail. Officials say, they are now in the midst of big changes to strengthen perimeter security. Kron 4s jr stone has the story. A High Pressure pipeline burst today in San Francisco. It happened on bryant street near duboce this morning. This is video from our helicopter partnership with a bc7 news. As you can see. The water went rushing down the street. Traffic was shutdown on part of the street for hours. Bryant street is damaged in the area. It is sinking, and in some spots there is a separation in the sidewalk. The pipeline that ruptured is part of the cities emergency firefighting system. It carries water to San Franciscos blue topped hydrants. And is an older hydrant. Jean walsh sf puc the emergency firefighting system is different than the residential and commercial Drinking Water system. This is a highly pressurized pipe, you can imagine how much is needed to fight a fire . The good news is it happened now not when we really needed it in an emergency repairs will take place tomorrow and through next week. The sf puc says, the pipeline was shut down earlier in the week for repairs. In the bayview district. It burst on bryant street when it was re pressurized this morning. Officials meet tomorrow to vote on the budget for the Golden Gate Bridge suicide barriers. This is an artist rendering of the suicide barrier. The Golden Gate Bridge district considered several different plans, but settled on a net system. The net will sit 20 feet below the road deck. And it will extend 20 feet out from both sides of the bridge. The net will be painted the same color as the Bridge International orange. The district says, most people wont even be able to see it. The two vista points on the end of the bridge it will be in your view. You will see it. If your at crissy field looking at the bridge you will not see it. If your in the Marin Headlands looking at the bridge you will not see it. When you drive across the bridge or ride your bike across the bridge you will not see the net. It is expected to take three years to build. The cost for the barriers is 76 million dollars. San Francisco Police have identified the suspect connected to a string of recent arsons in the south of market neighborhood. Anthony bejarano is facing half a dozen counts of arson. Kron fours jeff bush spoke with police who emphasize , women should be extra careful when walking in that area at night. Berkeley police say the assault took place around two am, sunday morning. Police say that a woman in her 30s was walking home near the 2300 block of telegraph avenue when a man came up behind her, knocked her to the ground and sexually assaulted her. Police say the area where this happened is highly populated duriing the daytime but late at night there are not that many people around.
