slow traffic is the result of this slow traffic. our other hot spot is this alert in san leandro--6 aler sig alert--. what's intereg this has not caused a big traffic jam because we are seeing slow traffic in hayward that is normal commute traffic. so far a 80 here getting onto 238 is not back down. this grant may not open until 9:00 a.m. this morning. ---ramps--. the by bridge is a great ride, out of the east bay. a fire at an oil refinery. kron 4 is will tran is there he is live with the latest. >> will: that area we were showing you that is where the fire started at about 5:30 a.m. the fire has been put out and so has a smoke. formation to pass along according to the fire department this happen because of equipment failure. one person was working on equipment, after the explosion took place because it went all over his arm. non fatal injuries he did talk to this person and that person seems to be ok. as to what caused the failure that is under investigation. as far as this scene, even though the flames were very high according to witnesses they say at the highest plane was as high is the silo you see there. one person said he stepped out of his plant adjacent to the refinery and it seemed like it went on for about 10 minutes. paid smoke and flames reaching to the sky. they managed to put it at to. there is no stay in a shelter for the neighborhood, people would did some of their homes were looking loose nobody had to evacuate. they did set up a lot of roadblocks for the fire trucks to get through. as you can see they are blocking the road way here at cherry and smith so that they can go through there and find out exactly what caused this explosion >> darya: so they don't consider this an act of scene? >> will: it seems like the work is continuing at this time. we spoke to a person who works next to the plan and he says he see smoke coming from the place that processes used oil. he said it looks like a normal day. you can see some smoke coming from the happened? >> 5:30 a.m. we had a couple of people doing a routine task. we head an equipment failure, free now i don't understand why the equipment failed that is part of the investigation. that oil caught fire, and we have the resulting fire. >> will: one person was injured what is the status? >> he has an injured arm of the extent i don't know but he was transported to emergency. >> will: they were saying the fire was higher than the columns out there? did you notice that as well? >> we do have an emergency response team, they've responded effectively. we have a fire suppressant system, and to stay there overnight. city officials are hoping to come out today and try and stop the slide from continuing even though the rain has stopped, the hillside has continued to move. it may be an up a asking for the public's help in locating the driver of a 2004-2006 light blue honda accord involved in a hit and run that left an officer injured. sgt. jason dwyer said that approximately 1:39 p.m. at the intersection of south first street and alma avenue, officer devlin creighton was about to stop a vehicle when the honda abruptly pulled up in front of him. the officer's police motorcycle hit the what exactly caused the fire tap in and around 5:30 a.m. an employee went to check gone equipment, that equipment was leaking oil, that oil caught fire, the fire caused a hydrochloric tank to explode. the employer was not burned by the flames or the acid but injured by the tools of the explosion. this place has its own fire fighters and they quickly put out the flames which according to witnesses were as high as hundreds of feet in the air. it put out the fire within 15 minutes. no gases were released into the air, it was just smoke. nobody was evacuated or forced to stay in their rooms at the
