In the east bay. The heavy rain has already triggered a mudslide that has shutdown a road many use a shortcut. And there is concern right now the Alameda Creek will rise above flood stages in niles canyon. Kron 4s dan kerman is near the creek tonight with more. Dan . There was no one driving along palomares road monday this rural shortcut between Silicon Valley and the east bay has been inundated with mud and boulders about mile north from niles canyon road. Sot john medlock Alameda County public works 1115its going to be closed for a whileAlameda County public works says they first noticed the problem last week when mud and rocks started falling from about 500 feet up the hill. They shutdown the road thursday between niles canyon and palo verde but monday morning what came down the hill got much worse. Sotthere are significant boulders one is the size of a small car about 5 to 6 tonscleaning the road is straightforward safeguarding the hillside is another matter sotwe will pull down the loose stuff and then we may have to lay a steel net on the hillside. The road will remain closed until thats done in the meantime, niles canyon road was open in the afternoon, but it was starting to flood thanks to Alameda Creek, which looked more like a rushing river local say theyve never seen anything like it. After a mudslide shuts down parts of the roadway. These are pictures from the scene. You can see that part of the road has shifteddue to the saturated and unstable ground that triggered a powerful mud flow. So far, one lane has been reopend. But there is no estimated time for when the road will fully reopen. Water has been exploding out of the Anderson Reservoir outlet value. The Santa Clara Valley Water District is trying to make room for more rain, since the dam is already at 100 percent capacity. Its only supposed to be kept at just under 70percent because of seismic safety concerns. Kron4s Maureen Kelly explains how the water agency is trying to drain the reservoir without flooding coyote creek. The Anderson Reservoir is spilling over its banks. This gushing waterfall has been going for three days now. The excess water from the 100 full dam. Doing whats is supposed to do. Rushing down the spillway. The Santa Clara Valley Water District also has the outlet value open. To make room. Since they are still in the design phase of making the counys biggest reservior better prepared to hold all that water. And for quakes. Theyve actually been releasing water since january. But all of this wet weather weve been having is making it tough. The intensity of the storm has been making it difficult at times over the last few weeks weve had more water coming in than going out thats why weve gottne to this stage where tis at capacity. We are goign to continue to release until the spillway reaches 2000 cubic feet per secondso when that amount of water starts flowing from up top of the dam. They are goign to close off the tap at the bottom. We are goign to close our outlet because we dont want addition pressure downstream into coyote creek and cause flooding in other areas if thats not necessary. And here you can see where with all that rain and dam water coyote creek. Is runnign high and fast in spots. The spectacle of the spillway and the very full creek brought people out to marvel out it. A Flash Flood Warning for coyote creek near morgan hill was issued late this afternoon but for some who live in near it, say that does concern them. We live in the watershed we are up on the hill so we would be okay but we could be cut off so yeah a little. Coyote creek hasnt experienced major flooding since 1997. But those who live in low lying areas near it are advised thats it always good be be prepared in case you get the call to evacuate. Maureen kelly kron4 news. The crisis at the oroville dam is slowing improving. Water officials are closely watching how much rain is falling into the dam, while they let more water out. Its a delicate balance for this area in butte county. Which has already been evacuated once. Catherine heenan is here now with more on why water officials are more hopeful than fearful. While no one is taking the possibility of another evacuation off the table. At a News Conference today, Authorities Say the risk is greatly reduced. Theyre continuing to release water from the dam and make repairs tothe spillways. Theyre also busy at work on contingency plans just in case people have to leave their homes again. That means everything from improving detailed maps of thearea. To coming up with more evacuation routes. The butte county sheriff says theres still a warning to local residents that theyneed to be prepared. He says that lots of progress has been made in cleaning up debris at the bottom of the spillway. Authorities also pointed out that this is the spring runoff season. So on topof everything else, theyre preparing for flooding thats unrelated to the spillway problems at the dam. Grant . Flooding shuts down parts of highway 101 in redwood city for several hours this morning. The lanes have since reopened but not before causing a major traffic back up and several collisions. Kron fours will tran shows us what happened. The heavy rainfall in the overnight hours caused flooding and that caused accidents. This is northbound 101 through redwood city near whipple avenue and you can see caltrans on the scene. They have been here for hours trying to remove the flood. At 5 oclock in the morning standing water on the roadway caused multiple accidents. Chain reaction accidents where cars were slamming into each other. That forced chp to get cars off the roadway at woodside drive. Then at around 6 in the morning they were able to open up lanes 3 4 and 5 but it was still bumper to bumper traffic for miles as far back as university avenue. The heavy rainfall for the past couple of days and weeks that the mud and water have clogged up the storm drains. They had to bring out a giant vacuum to suck all the debris out of the drains. Keep in mind this is just a band aid approach as more rain continues to plague the bay area. Reporting from redwood city will tran kron 4 news kron4 viewer Wendy Mcgrane sent us this video she recorded on highway 1 in big sur this morning. A Flash Flood Warning was issued for this area earlier today. You can see standing water on the highway and small mudslides already forming. Overnight nearly an inch and a half of rain fell in just one hour. Hundreds of students at cal poly have been evacuated after a hillside behind a dorm began to collapse. 275 students were forced out of their residence over the weekend its due to the unstable and actively eroding hillside that continues to creep closer and closer to fremont hall. Many students went home due to the evacuations but those not from the Central Coast were given temporary housing elsewhere on campus. The school has built make shift barriers around certain parts of the building in hopes it will prevent any damage to the building if the hillside were to collapse. Rainfall totals in San Francisco have already surpassed the normal amount for the season. The city has gotten nearly 25 inches since october 1st. The average amount for the entire year is just under 24 inches. Close to an inch of rain has fallen in San Francisco overnight. Police returned a yuba city mans military medals over the weekend after they were stolen out of his home. The medals were stolen when the veteran was forced from his home last week when Lake Oroville was threatening thousands of homes. Mike pomeroy now has his precious medals back. Police had received several tips about the burglary at pomeroys home. Pomeroy had been keeping the medals which included a purple heart in a briefcase in an upstairs bedroom. Over the weekend officers were led to a blue pick up truck. Parked at a local church. Someone allegedly saw a person putting the medals inside a planter in the back of the truck. However the owner was apparently unaware that the stolen medals had been placed in his vechile. Two women and a man have been arrested in connection to the case. Nats rain it came down hard at times throughout the peninsula. Just pouring nats rain i never felt the high winds that the National Weather service sent out an avisory about. It wasnt windy during the day. But wet so wet. Driving on highway 101 was a mess low visiablity big puddles everywhere most drivers were going well below the speed limit thankfully it was a holiday so traffic was better than it would be a on a normal monday. In pacifica the pier at sharp park was closed due to high surf huge waves were rocking the area almost hitting the top of the pier this is big deal this is a locals favorite for fishing typcially up to a hundred or more people are fishing off this pier. But to be safe the city is keeping it off limits. The big waves on the coast brought out a lot of lookie lous sots i like the waves. The waves are big. Its cool to see Mother Nature rocking the waves. I use to live here and bummed cant go out on pier. Stand up im here in a Shopping Complex in san mateo near the county fairgrounds, there is a trader joes here a ross a rite aid rain not stopping people from running errands, people still happy about rain sots i like the rain. We need the rain. Its good for drought. I just came from Washington State and we got more rain than them. Not everyone so happy with the weather. In san mateo on annapolis drive over the weekend the rain and wind brought down two light poles that crashed into neighboring yards. It terrified the residents there when they came down. Sot it was like huge boom, shook me. Terrifying. Very scary no one was injured but one of the poles fell where there are often children playing sot scary landed on the trampoline so close. In san mateo gsk4 n more than 100 flights have been cancelled today at San Francisco international airport. 109 flights have been cancelled and nearly 300 flights have been delayed due to stormy weather. Airport officials advise travelers to always check with their airlines for specific flight information. People in san antonio were hit by a pair of tornadoes last night. The National Weather service says at least 100 homes were damaged across the city. Five minor injuries were reported. Heavy rain also led to flooded roads. Nearly 40thousand customers are without power in and around the city. The National Weather service sent out teams today to assess the damage. Officials in Tuolumne County have opened the spillway to a major reservoir, after it was just a few feet from spilling over. The spillway to the Don Pedro Reservoir is expected to stay open for at least four days. Its the first time its been used in twenty years. We are not implementing mandatory evacuations. We are simply strongly encouraging people to seek shelter and move to Higher Ground now before river levels get to the level that tid has shared with you. Officials say the Structural Integrity of the dam is not in question. Now covering california a Los Angeles County Police Officer was killed in a shootout in whittier. Police say another officer and a suspected gang member were also injured. Officers responded to the scene of a traffic collision. When they approached the vehicle. The suspect opened fire with a semi automatic handgun, hitting both officers. At least one of them returned fire, hitting him. One officer. Whos name hasnt been released. Was pronounced dead at a hospital. The other officer and suspect are expected to survive their injuries. Several creeks are expected to be above flood stage tonight and many reservoirs are at capacity. Plus there have been several mudslides. That have shutdown roads. For the first time in almost ten years, the water at Lake Berryessa rose high enough to drain into a massive vertical spillway. Most locals and tourists refer to it as the glory hole. its seventytwo feet wide. And water drops more than two hundred feet down. Today crowds are gathering to witness the unique sight of the glory hole in action. But there is a negative impact. Some people at a nearby camp site had to be moved because of flooding. When it comes to getting stuck in traffic on the way to and from work, los angeles is the worst spot in the world. But San Francisco is not too far behind. San francisco is now ranked the 4th most trafficcongested city in the world. According to a new study drivers in San Francisco spend more than 82 hours each year sitting in traffic during peak commute times. Los angeles had the worst congestion in the world. Drivers there sat in traffic more than 104 hours each year. New york and moscow were was also in the top four. A little boy got to thank the Police Officers who saved his life. Cardin nguyen fell into a rushing river bed while out with his brother and babysitter. And it took six people to get him out. Cardin nguyen we went there taking pictures of neat stuff. And like most courageous little boys, Cardin Nguyen found the Santa Ana River bed really enticing until he fell in saturday afternoon. Cardin nguyen they told me to stop from the beginning. Faced with the cameras at the Santa Ana Police Department Cardin seemed to forget how he ended up floating away. But his older brother remembers just fine. Andy nguyen we told him not to go in the middle, but he just wanted to go in there. And he got sucked away. And being 12 and a great big brother andy nguyen didnt hesitate. Andy nguyen then i jumped in to try to save him, but then i went past him. So in jumped their babysitter and all three people were floating by struggling, screaming for 17 blocks. Cardin nguyen it was very cold. Andy nguyen it was fastmoving and it wasnt stopping and every time i tried to stood up, it just pushed me back down. A homeless man living along the river bed saw them and jumped in too. Everyone trying to help this little boy. Gabriel esparza the man who entered the river, he was going under water because he was trying to keep the kid afloat. By now 911 calls had made their way to these four santa ana Police Officers. Theyre not trained in river rescues but sometimes, it doesnt matter. Gabriel esparza im a father of three and if Police Officers responded to a similar call with my kids in danger, i would want them to act. So just like the good samaritan, the babysitter and the big brother all four officers jumped. But this time it worked. Rick velasquez he was able to grab a hold of the child, i was able to grab a hold of the lady in the water and the two newer officers they were able to help the good samaritan. Andy ended up getting out on his own a few blocks away. Cardin doesnt want to talk about it. Cardin nguyen its scary being on the news. But he does know what to say when someone helps. Cardin nguyen thank you and although this 8yearold may not yet know the gravity of his actions, thats ok because he has a big brother who will likely remind him forever. Its also available on our mobile app. The east bay is one place in particular thats getting hit hard by this latest round of rain. We know of numerous mudslides. One of them blocking a road. This morning. A massive pile of debris slid on to palomares road near fremont. It is in the niles canyon area. We have seen all sorts of problems in this spot throughout the winter. Adding to the trouble tonight. There is a Flash Flood Warning for Alameda Creek. And that is where kron 4s dan kerman tonight. Are you seeing any flooding dan . From about 500 feet up this hill the mud and rock just keep falling. Sotthe question is how many other massive boulders could come down next at this point no one knows. Locals say its quite amazingsotsotsot140 like this before new video that just came into the kron4 newsroom. A large sinkhole and river erosion is threatening four homes in monte rio. The erosion had been occuring for the last few weeks now. Crews have tried to shore up the river bank with tons of rocks. The foundation in one of the homes is starting to sink. Heavy rain overnight caused flooding and accidents on northbound 101 in redwood city. A string of accidents around 5am happened north of whipple avenue and drivers had to be detoured off 101 at woodside road. That meant huge delays. With traffic backups extending to university avenue. It was such a mess police and the chp were asking drivers to avoid the area completely. As for the accidents. Aut horities say that clogged storm drains and standing water triggered them. There were no major injuries. Caltrans crews were on the scene for hours. Moving mud and water andunclogging the storm drains. All lanes were eventually reopened just after 9 am. If you head across the bay to highway 13 in Alameda County its not flooding but downed trees which are particularly dangerous for drivers. A kron four viewer sent us these photos this afternoon. You can see a tree blocking one of the lanes. It doesnt look like it landed on any cars. Now to the south bay town of morgan hill where theres concern about the Anderson Reservoir which is at capacity. The Santa Clara Valley Water District usually keeps that dam at just under 70 because of seismic safety. Kron4s Maureen Kelly explains how the water agency is doing its best to release water, without over taxing the creek that reservoir spills into. Water is exploding out of the outlet valve for the Anderson Reservoir. The Santa Clara Valley Water District has been releasing water from here since january. In order to try and keep these dam from getting too full. But these rains havent been cooperating. And now its not just full. Its spilling over at the top. And has been for three days. The water normally keep it at 68 of capacity. For seismic safety. The restriction is because the dam is unable to withstand a quake measuring 7. 25 on the richer scale. They are in the design phase of a retrofit project not expected to break ground until 2020. The spectacle of the spillway is drawing gawkers. I never seen it overflow like this i didnt believe the picture i needed to see for myselfits scary and amazing at the same time. Its deinately something that will never forget. The Water District is keeping a close eye on how much water is coming over the spillway. Because if too much comes down. They they are going to have to close off the outlet valve. As to not overstress coyote creek. Which is already getting close to the banks near the dam. A Flash Flood Warning was issued for coyote creek near morgan hill in affect until tuesday. Peak flows from the spillway are expected by tuesday morning. And that could affect downstream low lying areas near the creek in san jose by the afternoon. Maureen kelly kron4 news. You go a little farther north and east near stockton. And it is the San Joaquin River that has people worried. A kron four viewer sent us these photos this morning, showing the river rising near manteca. This is actually a park. Not the best place to be on a day like today. Residents in nearby lathrop had been preparing since friday for the potential the river could overflow its banks. Some of them had already packed up their belongings and left town. On the sacramento river. There is a Flash Flood Watch in effect right now. One look at this next video and it is easy to see why. It is swollen and running strong. Heading toward the delta. Farm land is underwater tonight and we are hearing of some evacuations being made due to flood concerns. Even stretches of interstate 5 have been swamped in recent days because of the rising river. The water level has continued to drop at the oroville dam. And authorities are relieved that its at a threshold theyd been trying to reach. They want to keep the level at no higher than 850 feet. So while the new storms continue to bring more water to the dam. Water is still being released. Repair crews continue working on the damaged spillways. Which failed last week forcing temporary evacuations. At a News Conference today. Officials said theres still an evacuation warning in place but noindication that an immediate evacuation is pending. And aside from making repairs theyre busy making contingency plans in theevent of another emergency. Including details like maps and evacuation routes. While no one is ruling out another evacuation. A uthorities say the overall threatis greatly reduced. And the spillway has remained stable. In the meantime, the Silver Dollar fairgrounds is still home to a few people who have chosen to stay away from their homes. Its not just rain with this storm. In pacifica the pier at sharp park was in Sonoma County flooding has 121 shut down where it meets highway 12. Theres at least a foot of water at the deepest parts. Ive seen some caltrans trucks having to go through the water just to tell cars on the other side not to try to drive through. There are road closed signs. Ive also seen a Highway Patrol officer having to stop people who drove around those signs. Firefighters at the station at this intersection actually started blocking off this road because they saw the water starting to rise so quickly early monday morning.
