it's tuesday, september 6th, 9:00 a.m. in tokyo. i'm catherine kobayashi. the number of victims of tropical storm talas in japan is increasing. as of tuesday morning, 33 people have died and 54 others of missing, mainly in the western part of the country. a river in the town of nachi-kat nachi-kat nachi-katsura in wakayama prefecture suffered the worst losses. shinichi teramoto's daughter was washed away in the flooding. >> translator: i wish i could go out with the self-defense personnel myself to look for my wife. >> teramoto found out about his daughter before dawn on saturday. he was directing the town's disaster response when his wife called him. she told him saki had been washed away. that was the last time he heard from her. sometime later he was informed that debris from a flooded river swept away his home. this video shows his daughter dressed for a promotional event in june. saki worked for the town's tourism association. yesterday her family was supposed to told her engagement ceremony. >> translator: i spent about 30 minutes by my daughter's body last night, and that was all i could do for her. i hope the body of my wife will be found soon so that she can be reunited with our daughter. i do not want to show my personal concerns at work. earlier we spoke with brad tao by phone, working with the canadian tourism board. he was stranded in a hotel for three days over the weekend. >> the major roads had lots of landslides so they were blocked by the debris, so the main roads were off limits, so we took some of the forestry roads and the forestry roads they had lots of rocks and rubble from coming off the mountains and some of, like half of the road was washed away in some places. so a little nerve-wracking trying to get through the forestry roads to get out. it was incredible the amount of rain. it kept raining and raining and raining. it wasn't the winds that were bad from this typhoon, it was just very slow moving. dumped so much rain for such a long period of time that just the mountains and earth were saturated to a level it couldn't take it and started landslides. no one's ever seen that much in modern history. it's beyond anybody's expectations. it's quite a big mess. talas was downgraded to a low pressure system on monday and is now moving northward over the sea of japan. the weather authority warns that the low pressure system together with the tropical storm in the pacific ocean could bring torrential rain to northern japan, including hokkaido. in other news, nato secretary-general anders fo fogh rasmussen says -- >> when the threat is over for good we will conclude operation unified protector. i cannot give a precise date but i believe it will come soon. >> rasmussen said the campaign to protect civilians is almost successful even though supporters of colonel moammar gadhafi continue to resist in some parts of libya. the nato operation was launched after a u.n. security council resolution in march. he emphasized the nato led coalition does not aim to kill or detain gadhafi. they will decide when the mission is concluded after considering all the factors in libya. he said it needs to see if gadhafi loyalists stop their attacks and whether the national transitional council that will take power can maintain security. china has confirmed ta state-owned firms offered to sell arms to the libyan government in the final weeks of colonel moammar gadhafi's rule but says no sales took place. the "new york times" and other media on sunday reported three countries tried to sell military weapons to gadhafi's government and other officials. the memo says rocket launchers and portable surface-to-air missiles were included in the offer and the companies apparently suggested delivery be made through third countries in africa. a meeting was held after the u.n. adopted a resolution in february. the resolution included an arms embargo on libya. chinese foreign minister jiang yu confirmed they contacted the officials but said the chinese government was unaware of the offer and that a deal was not concluded. >> translator: the chinese companie did not sign ar trade coracts. nor did they export military items to libya. greek ten-year government bonds hit a record low on monday. ai uchida joins us for more on that. good morning. >> good morning, that's right. credit worries are resurging in europe. news that fiscal reform in greece is behind schedule triggered overnight plunges in the country's debt as well as stocks across europe. european bond markets fell on monday, investors sold greek debt temporarily sending the ten-year government bond prices to a record low since the introduction of the euro currency. the falling prices sent the yield surging to the lower 19% range. the selling momentum carried over to italy, another european country, with huge fiscal deficits. stock prices also tumbled across the region, logging a fall of 5.3% in frankfurt, 4.7% in paris, and 3.6% in london. bank shares led the declines as these instutis large sovereign debt holdings fueled concerns over their financial health. in the united states, u.s. president barack obama says new public works projects will be included in a major stimulus package to be unveiled on thursday. the plan aims to boost employment. obama was speaking to an audience of thousands at a labor day in monday. >> we've got more than 1 million unemployed construction workers ready to get dirty right now. >> obama stressed he needs support from congressional republicans to quickly implement the job's pack am. last week the labor department announced the number of nonfarm workers in august remained unchanged from july, the first time the u.s. economy failed to add new jobs since october, emphasizing the weakening u.s. labor market. analysts say job creation will be obama's biggest challenge if he wants to win a second presidential term next year. and now let's get a check on the markets. u.s. markets were closed monday due to the labor day holiday so investors focused more on the activity in european markets. to see how stocks are kicking off here in japan, let's now go to our reporter republic eer ra at the tokyo stock exchange. >> investors taking more of a cue from european markets and reneweconcerns about debt payment schedes as y were talking about there. let's look at the nikkei and to pix and how they are kicking off this tuesday morning. the nikkei down another 100 points and the to pix down five points as well. nikkei down after it managed to regain 9000 last thursday and dropping since then, question marks over the u.s. economy and also how key exporters in japan will fare ifhe u.s. ecomy is not getng back on track. looking at currency markets as well a crucial factor with the strength of the yen and the problems in the eurozone economies also weighing on the euro trading around the 108 yen levels compared to upper 111 this time last year. also in germany, chancellor merkel's party lost a crucial election over the weekend and that also raised questions about germany's commitment to constantly keep bailing out the weaker or faltering eurozone economies. euro yen trading around the lower 108 levels. let's keep an eye on banks and brokerage, and there's a pending lawsuit around u.s. lenders, including the u.s. unit of nimura holdings, brokerages and banks trading lower in the last few sessions. uswti crude oil prices fell another 3% in the futures, because n where mex was closed no floor trading yesterday. also fell 3% on friday so quite a drop for that. that was ramin mellegard from the tokyo stock exchange. honda srling 210,000 subcompact cars worldwide due to faulty window switches. it will recall about 203,000 fit vehicles in the country produced between october 2005 and october 2007. more than 12,000 units of the fit aria manufactured by the thai subsidiary. it says soldering on the driver's side could melt and worst case could cause a fire. there are 260 problems with the switch in japan. fire broke out in eight of the cases causing minor burns to two people. honda will start replacing the switch free of charge from tuesday in may. >> the death of bin laden marks the most significant achievement to date in our nation's effort to defeat al qaeda. >> reporter: ayman al zawahiri took control over al qaeda after osama bin laden's death. they say his grip on al qaeda is not as strong as bin laden's. but the man who claims to have worked with al qaeda doesn't see it that way. nasr bahari spoke to us in yemen. who is he? al bahari says he worked as bin laden's bodyguard until the year before the 9/11 attacks. >> translator: al qaeda has been reorganizing since bin laden's death and will likely regain momentum. >> reporter: he cited the name of a key person in the organization. he's a former officern egypt military, the man is believed to be a part of al qaeda's leadership. saif al adel is on the list of the most wanted terrorists. he is said to have trained extremists from around the world in afghanistan and they are now believed back in their native countries, leading al qaeda's local branches. >> translator: saif al adel is like a mentor in countries like yemen, morocco and somalia. >> reporter: al bahri says he will commit acts of terrorism if his local organization gets stronger and the p.m. for the 9/11 akz ta. the operator of the damaged fukushima daiichi nuclear power plant plans to build an iron wall in the ocean to prevent contaminated water from leaking into the sea. tokyo electric power company says more than 110,000 tons of highly radioactive water remains in the basements of the reactor buildings. there's growing concern that it may eventually get into the ocean through the ground water. the utility will use thousands of iron pipes to create an 800 meter long wall. it will surround the water intaking at four reactor facilities. each pipe is 22 meters long and ten centimeters wide. they will be installed deep below the sea bed to stop the groundwater flow. the firm says it will also prepare for the groundwater level to rise around the plant after the wall is built. tepco says it will closely monitor the level and consider pumping it out to prevent overflow. construction will begin as early as the end of this year and be completed in about two years. japan's prime minister yoshihiko noda's cabinet got down to business on monday, three days after its inauguration. in the morning, noda met top bureaucrats from government ministries and agencies at his office there to brief him on key issues including the status of japan's nuclear power plants and plans for the prime minister's meeting with u.s. president barack obama later this month. in the afternoon, noda and his ministers attended a cabinet meeting to finalize the appointment of senior vice ministers, parliamentary secretaries and advisers to the prime minister. chief cabinet secretary osamu funlg mu rah asked for support at the inauguration ceremony. >> translator: i hope to act as noda's right-hand man. i want to carry forward this country's politics and support the prime minister. >> noda plans to visit fukushima and other prefectures hurt by the fk and tsunami where he'll pledge to help every effort to put them back on their feet. the government aims to put out a third supplementary budget for 2011 for the diet for mid-october to finance the disaster and japan's new defense minister itchkawa says he'll do all he can to get the support of people of okinawa on the relocation of a u.s. military base in the prefecture. a self-defense forces honor guard saluted ichikawa when he arrived at the defense ministry in tokyo on monday. it is his first visit since assuming the post on friday. >> translator: i will work for an early reorganization of u.s. forces in japan to strengthen the japan/u.s. alliance. i will do my best to get the support of the people in okinawa for the relocation of the u.s. marine corps futenma air station and measures to reduce the burden on the communities hosting u.s. facilities. >> a japan/u.s. joint statement was signed in may last year that calls for the relocation of the air station to theenoko district inago, okinawa. meanwhile japan's new foreign minister koichiro gemba told reports that he'd like to meet with okinawans candidly. he wants to get their understanding of implementing the agreement between the two countries even if he is harshly criticized. he also said he told the cabinet secretary osamu fujimura he wants to work closely with other cabinet members to produce results. there was a seminar in seoul to reevaluate a japanes forest ranger for h contribution to reforestation and cultural preservation on the korean peninsula during japan's colonial rule. monday's similar was sponsored by the seoul international friendship society. it was to mark the 120th anniversary of the birth of takumi asakawa. he was sent to korea in 1914 to help lay the groundwork for planting forests. he died 17 years later at the age of 41. a south korean researcher said at the seminar that asakawa was fond of korean culture and that he opposed the discrimination against e korean people. a south korean forest institution official said asakawa laid a foundation for a successful tree planting campaign in the country on some of the stories we've gathered from broadcasters around asia. we begin with this item sent by mcot thailand. inmates have taken over part of a prison in the southern thai province of patoni. it's led to the death of one inmate, while two others have been injured. the uprising was apparently instigated by 50 muslim inmates angered by what they describe as poor living conditions and unfair treatment by buddhist wardens. the riots at the prison, which holds some 2,000 inmates, reportedly have seven demands, including putting a muslim in charge of the prison kitchens. about 300 police officers have been deployed to assist prison authorities to bring the situation under control. twin panda cubs were given a traditional celebration as they turned 1-month-old on sunday at a breeding center for the endangered animal in southwestern china. fans of the cubs gathered at the chendu giant breeding place to take part in the event. children in special outfits sang to mark the occasion. the breeding center official hailed the event as a sign of the facility's success over the 24 years since it was founded. bangladeshi police have tightened security in dhaka ahead of a fifa friendly match between nigeria and argentina on tuesday. the soccer event is the biggest in the south asian nation's history. on sunday police units held a drill to assess their readiness deal with any eventuality. the police set in place a three tier security system for players and began patrolling the national stadium, the match venue. hi there. welcome to your weather update. for east asia we're talking about a lot of tropical activity impacting japan. more towards the north area today. we have a tropical storm system noru that is out in the pacific right now. still well away from any landfall. but it looks like it will head northward and veers towards hokkaido. the eastern end of hokkaido could be looking at stormy weather as this system approaches in the next 24 hours. it is on a weakening trend, however. not a major system, but we could still be talking about more rain coming on in. it has already that moisture impacting parts of hokkaido already. looks like today, too, it's going to be another wet day with heavier showers possible towards the western end of hokkaido. so overall more rain and that will up the risk of flooding as well as landslides. you want to watch out for that. also looks like southeastern russia will continue to see rainfall with the remnants of our other tropical storm system here. meanwhile, china looking at still that lull in inland areas. this western section will continue to look pretty wet today. another rainy day with pockets of heavy rain possible here. for the philippines and then on across the indochina peninsula, plenty of tropical activity here as well. showers will be widespread as well as the occasional thunderstorms. tuesday's highs will come up to 32 degrees in tokyo. so still on the hot side. 29 meanwhile in seoul. beijing coming in also at 29 degrees. ulan bator chilly at highs remaining at only 9. over towards north america and it remains wet still for the eastern united states as well as canada. still a lot of activity here. long frontal boundary. and here at the end of it, we do have the remnant low from tropical storm lee. it is still bringing in plenty of rainfall. that heavy rain is going to be heading more towards the north. anywhere from georgia up to virginia will be at risk for heaviest falls over the course of today. also more towards the coastline here for parts of the carolinas, georgia, talking about a severe weather threat tonight. you want to watch out for tornadic activity as well as thundershowers. tuesdays highs, along the eastern seaboard, cooler. 20 in new york. 22 for both d.c. as well as atlanta. and finally a look at europe here. lots of clouds coming in from the atlantic now. things looking stormy across the british isles. winds strong and there's plenty of rain with this system here. all of that rain is going to be heading eastwa over the next day. spreading into the scandinavian peninsula as well as continental europe. and ahead of that too looking at showers tonight for a lot of the scandinavian peninsula that pushes northward. also rain into eastern europe as well. still the iberian peninsula will be looking at plenty of sunshine through tuesday. highs up to 30 in madrid. 31 degrees in lisbon on the warm side. 24 in vienna. 22 degrees for berlin. all right. that's a look at yr weather nditions for now. here is ur three-day outlook. and that wraps up
