>> and now, "bbc world news." clucks more deaths in egypt during a another day of protests against the government. tunisia issued an international unrest warrant for the president who fled to saudi arabia. after the floods, the tax. the australian government's effort to fund rebuilding work. welcome to "bbc world news," broadcast in the u.k. and around the world. america's record debt. a new report says the deficit is set to hit $1.5 trillion. marching for the right to choose a coca leaves legally. >> riot police in the egyptian capital had used teargas to disperse thousands of people who were taking part in a second day of protests. the demonstrations have been declared illegal but some protesters have vowed to stay on the streets. protesters set fire to a government building. the u.s. has called for the egyptian government to implement social reform. our correspondent spent the day in cairo. >> the second day of violent confrontations right in the center of power. today is chaotic. as protesters tried to gather, the thought -- the police fired tear gas. many demonstrators were arrested. earlier in the day the government announced protests were illegal. the police left little doubt. hard-core protesters refused to give in. [inaudible] it is all part of growing pressure on the egyptian government from its own people and international allies. >> we urge the egyptian authorities not to prevent peaceful protests or block communications on the social media sites. we believe strongly that the egyptian government has an important opportunity to implement political and social reforms to respond to legitimate needs and interests of the egyptian people. >> tonight the protests are continuing. so far the government does not seem to have a response. >> a cross border police agency interpol issued a global alert for the arrest of the ousted president of tunisia. interpol said it has asked its member states to locate and a rest zine al-abidine ben ali, who fled to saudi arabia after demonstrations in t -- in tunisia earlier this month. he is reportedly -- >> tunisia's president in happier times. he fled his country almost two weeks ago amid a popular uprising. now the interim government has called on the international community to help bring him back to the country to face justice. >> everyone who escaped the country has an international of arrest warrants against them. we have asked interpol to bring him back so we can put them under investigation. >> but as the interim government tries to create order, on the streets there is still violent disorder. many of these protesters are from the agricultural areas of the t -- of tunisia where jobs are scarce. now there are signs that the international community wants to see some of that change, too. >> the more that the interim and future governments are able to answer the grievances that led to this movement, a stronger and warmer a partnership between tunisia and the u.s. will be. >> there is still a sense of unease. near the marketplace as, i hope that the uprising is a stepping stone on the way to greater freedom. >> what is important is that we don't have a democracy. we don't have a lot of resolution. -- we don't have a revolution. >> this is reshuffled to remove some of the president's allies could help pacify protesters in the short term. removing soldiers from the streets could take a lot longer. >> thousands of supporters in gaza have been protesting in response to documents leaked from israeli-palestinian nation nations. -- israeli-palestinian negotiations. the far-reaching concessions and the fight -- fate of palestinian refugees. four people have been killed by a part -- by a car bomb in a southern russian area. security forces have frequently been targeted by militants. the american for -- alen stanford has been found unfit to stand trial against a fraud case. he says his head injury prevented him from preparing. the government in australia announced the introduction of a special tax to help fund rebuilding after devastating floods. losses up to $10 billion -- up to $10 billion. the prime minister says the levy would cost an average salary earner $5 a week to provide billions of dollars to rebuild the damaged infrastructure. >> i announced today a $5.6 billion funding package for flood rebuilding. a balanced package which cuts spending programs and applies a levy to most australian income earners from the first of july this year. two dollars are saved in spending cuts for every $1 raised by the levy. with other changes to ensure we have enough skilled workers to get the work done. >> an explosion at a coal mine in colombia killed many workers. our correspondent said a number of bodies have been recovered but rescue efforts have stopped at nightfall. >> they stopped for the night but the death toll they are putting at 21. the government ordered the mine to be closed indefinitely. this is the last in a series of tragedies for this mine. the first began in 2007 when 31 miners were killed in similar conditions to the recent disaster. >> the latest death toll is 21. are their hopes for any survivors? >> the problem with this mine is it is not jerry well organized. -- it is not very well organized. some of the tunnels go 400 meters below ground. the rescue workers are having to export a maze of tunnels but most of the deaths occurred over the shift change. there are gases released and ignited. most of the casualties were caused very close to the entrance. they do not believe they are going to find too many more bodies. >> as you say there is a sad history of accidents here. as the government not able to enforce safety measures? >> not really. columbia has a massive mining tradition. most of these mines are run privately with no rules by local people. there is no concept of safety. the government is trying to legalize them so they can tax them and get the earnings out of the hands of the legal armies. >> indigenous activists in bolivia have been holding a protest as part of a campaign to end the ban on the practice. this is a mild stimulant against fatigue and hunger. our reporter went to the protests. >> hundreds of indigenous oblivion's came from many parts of the country and -- hundreds of indigenous oliv bolivians cao many parts of the country. they sat on the ground chewing coca leaves in front of the building. they came in support of the proposed amendment for the un to decrease the criminalization. they want to maintain the integrity of the un convention of narcotics. but people say this is discriminatory. >> this march is a social revolution. an action in defense of the coca leaf which has never had harmful effects on people's health. that is what we cannot continue to live subject to the palace of the international community. >> bolivia is the third largest cocoa producer in the world. much of it is derived for making cocaine, but campaigners use -- accused the u.s. of double standards. only by reducing the cocaine consumption at home with a self bolivia's drug problem. >> this is "bbc world news." the mystery of miami. how did this grand piano end up stranded in florida? two days after the moscow airport bombing that left 35 people dead the russian president called for global action to combat terrorism. dmitry medvedev said any success depended on solidarity and concerted efforts by all governments. >> the russian president dmitry medvedev erupt at the world economic summit late. his duties have kept him at home. >> please stand up as a sign of solidarity. >> before his speech the delegates observed a moment of silence to mark respect of those killed. the attack dominated his opening remarks. the tragedy had shaken russian society and promoted indignation throughout the entire world. but his has not stopped him from coming. terrorists have negated the value of human life. there are no human recipes to combat this evil, but success will depend upon concerted action given the interdependence prompted by globalization. it is these pressures that have brought a president to this area. he wants to promote business opportunities in russia and attract new investment. russia has ambitious plans to create its own silicon valley and promote tourism. the country needs a positive image for this. scenes like that at the airport show a very different russia, 1 the president wants to relegate to the past. >> this is "bbc world news." >> egypt has seen a second day of protests even though hundreds have been arrested. the interim government in tunisia has issued an international arrest warrant for the ousted president. let's get more now on the situation in egypt. our -- one man worked at the state department foreign service institute. i asked him if the recent events were having a domino effect across the wider region. >> of would not use the term domino. i would say this inspires other similar uprisings. i don't think they would go as far -- >> you don't think you can compare the situation with north africa in egypt? >> there are comparisons to be made. in both cases you have many young people who are unemployed. you have a lack of freedom in both cases. the inflation is also to be mentioned in both cases, but the regime [unintelligible] mr. mubarak is backed by the military. the military are in church in egypt. that is not the case in tunisia. it was backed by the police and intelligence services. >> do you see a contradiction in u.s. policy? they have been supporting president mubarak's long autocratic rule, but today they are allowing freedom for egyptians. >> i don't. i think they should go farther than that. it is not enough to -- debate can be possible in egypt, but egypt needs to open up its political system and adopt economic policies that meet the needs of its people. >> a report by the cbo estimates the u.s. budget deficit is set to hit a record breaking $1.5 trillion this year. this is nearly 40% above earlier predictions. president obama acknowledged the urgent need to reduce the deficit in his state of the union address. our colleague in new york says many americans are waking up to the country's deficit problems. >> many americans realize what a problem the budget deficit is here, but the latest figures are worrying. the cbo expects this year's budget deficit will hit $1.5 trillion. the gap between what the government is bringing in and what it is expanding is at an enormous high. one of the things that has added to the budget deficit recently was the bipartisan deal between republicans and democrats to extend tax breaks. but the problem with the budget deficit is that neither side has an overarching plan for how to bring down the budget deficit. it is a difficult one, how do you cut spending without killing the economic recovery or entering voters if they see their entitlement programs like free health care for the elderly cut back. >> belarus is pushing ahead with plans to put on trial 30 political activists including four opposition leaders during protests over the reelection of the president. this comes despite international condemnation from the eu. our correspondent has been to the capital. >> there has been no changing of the political guard in belarus but there has been an abrupt change in the political temperature. the country's authoritarian leader seems to be turning his back on the west. when violence broke out in protests after his landslide reelection, opposition candidates were thrown in jail. four face trial now. this woman's husband is one of them. she has not been allowed to visit him but has been visited by the kgb. they took away much but gave her baby daughter a new game. >> they have taken things out one by one.
