The Obama Administration is telling all schools to allow students to use the bathroom consistent with their gender identity. Otherwise face a possible loss of federal funds. The sweeping directive comes amid protests of North Carolinas bathroom law and the legal battle with the state. The North Carolina measure requires people to use the rest room corresponding to the sex on their birth certificate. Margaret brennan is at the white house with what it means for schools. Good morning. Reporter good morning. This is the letter going to all public School Districts in the country today and it puts them on notice. If you do not comply with the Obama Administrations interpretation of the law, you could lose federal funds under title 9. Thats the law that prohibits discrimination based on sex for all Educational Programs that receive federal funding. The letter from the departments of justice and education tells teachers they must make sure their transgender students are not discriminated against. Students must be treated consistent with the gender they identify with, even if records indicate a different sex. Schools must give access to bathrooms, housing, sports facilities and even refer to students by whatever the preferred pronounce the students ask to be called by. These rules apply even in the case where students, parents, or Community Members raise objections or concerns. The new directive comes amidst the administrations legal fight with North Carolina over its new law requiring people to use the bathroom corresponding with the sex on their birth certificate. This action is about a great deal more than bathrooms. Reporter president obama also voiced his support for transgender rights last month. I think its very important for us not to send signals that anybody is treated differently. Reporter and the issue has hit the campaign trail. Hillary clinton and Bernie Sanders have thrown their support behind transgender rights. And while former republican candidate ted cruz supported North Carolinas law donald trump argued that grown men should be allowed to go into girls rest rooms. Reporter frontrunner donald trump shows his indifference. People go, they use the bathroom they feel is appropriate. There has been so little trouble. This is going to be a challenge for the white house because it rests on some shaky legal ground. The courts still have not ruled on whether existing sex Discrimination Laws apply to gender identity. Donald trump sounded vague but hopeful thursday night after meeting with Republican Leaders. I think for the most part we agree on a lot of different items. Were getting there. The trump show charged into washington early thursday dashing around town creating a circus like atmosphere with protesters at every turn. Reporter the most closely watched meeting on trumps schedule. Mr. Ryan will meet with me today, and he will do what i say. Reporter worried about the partys conservative agenda, ryan is still unwilling to endorse trump, hoping to keep some leverage over his policies. Im not with him on trade. I dont think hes right on immigration. I have no idea where hes at on minimum wage. Reporter despite differences, theres one thing republicans can agree with now. A Hillary Clinton presidency would be a disaster for this country. People understand Hillary Clinton would be a disaster. This is not a woman that should be president. Hes wanted to really develop an ideasbased conservative governing agenda. Hes a conviction politician. Hes a conviction based politics. For cynics its hard to understand. He got into it for the ideas. Donald trump is many things but one thing hes not committed to is ideas and policy debate and doesnt seem to be a lot of conviction and principles. And paul styles politics. Hes very much about getting along with people he disagrees with, fighting respectfully, vigorous debates. Donald trump is be provocative, bombastic, thats not who paul ryan is. One quick followup, is ryans sense of donald trump that hes a heretic to conservatism. Yes. He wants open channels with trump to see if he can work with him. He has two concerns. One, hes speaker of the house. He has to protect the house majority. Hes very concerned that donald trump could undermine the policy agenda of House Republicans an make it harder for House Republicans to run for reelection, a. B, hes also concerned Donald Trumps schoolyard antics, his style of dealing with people, whether the bullying, dabbling in sort of racial and racest politic, mocking and humiliating people with physical handicaps, he doesnt want to be running with someone at the top of the ticket that acts like a maniac. That could undermine republicans purchase given hes been fighting his whole life i have a list ive been keeping. Immigration, trump wants to send all undocumented immigrants back. Paul ryan opposes that. They differ on trade. They differ on the minimum wage. They differ on the muslim ban. We can go on. Entitlements, taxes, every single issue. How can paul ryan ever endorse donald trump or chair the convention . I think hes going through a difficult process. He believes, just to give him his due, he believes hes a persuasive guy. When he starts to push medicare reform among House Republicans in 2009, 2010, most of them were against it. He systematically worked one after the other to persuade the entire House Republican conference to take this very difficult position. He believes given time with donald trump im going to educate him, work with him, i think i can modulate his policy commitments and his behavior. Im skeptical that it will work, but i think thats partly why hes withholding the endorsement. He wants there to be a trial period to see if they can possibly work. If he doesnt, he has some space. They are inconclusive, not homo phobic. Here is what concerns me about another republican voter voting for hillary. Back in the democratic debates in october, they asked them who their enemies were and Hillary Clinton proudly said her greatest enemies were republicans. That concerns me a lot. I dont want a president who sees me as an enemy. I wouldnt want a republican president who saw democrats as enemies either. That upsets me, too. When a politician appeals to you as a woman, what do you say back to them . Im offended. I am a person. My gender is really irrelevant in judging them or being treated. She was rescued by two civilians, Donnie Lawson and Stewart Franklin who were scouring the property for any traces of the pair. Lawson called police while franklin pointed his gun at the suspe suspect, gary simpson. Theres a lot of abandoned cabins in the area and a lot of wilderness in here, so just wanted to be sure and check the area out. Reporter since last week officials have been saturating airwaves and social media with images of trent and simpson believing they were still in the area. Surveillance cameras captured simpson and trent at two different stores. Investigators say he bought camping supplies and various items for young girls. We felt she was in danger. He allegedly took her out of school last wednesday after falsely telling School Officials her father had been in a bad accident. He wanted her and he wanted her all to his self.
