This is the cbs morning news for wednesday, april 8th, 2015. Good morning. Im Lauren Lyster in for annemarie green. This morning the Justice Department is launching a federal investigation into the deadly shooting of black man by a white Police Officer in souh carolina. The officer was arrested tuesday after the release of a dramatic video showing the incident. A warning, some viewers may find the graphic images disturbing to watch. The video shows officer Michael Slager firing eight times at walter scott as he runs away. Slager has served with the North Charleston police for five years. He was charged tuesday with murder and denied bond at a hearing. If convicted, slager could face life in prison. Activists plan to protest today. Omar villafranca reports. Reporter the video is disturbing. A video shows an officer shoot black man in the back as he ran away. It turned into a foot pursuit. Officer Michael Slager said he stopped the victim, 50yearold walter scott for a taillight. Slagers attorney said the officer felt threatened and that scott was trying to grab his stun gun. Slager was arrested after this witness video surfaced. The video shows slager handcuffing scott after the shooting. The officer then walks back toward where the shots were fired, picks up an object and then drops it next to scott. It is the result of that video and the bad decision made by our officer. He will be charged with murder. Reporter Anthony Scott said his family is in mourning over his brothers death, but is grateful a witness came forward with the video. If there wasnt a video, would we know the truth or would we have just gone with what was reported earlier . But we do know the truth now. Reporter the family and their attorneys say they are pursuing the right path through the courts and are calling for calm, not the violent protests seen in ferguson, missouri, and other towns. That does nothing whatsoever to help the situation. It only makes it worse. Reporter officer slager was denied bail and is awaiting his next court appearance. Omar villafranca, cbs news, akins, South Carolina. A man killed by Florida Police will have a video reviewed today. He was shot in february after family called for assistance. He has a history of mental problems. Police gave the dash cam video to a lawyer for the family. This video is a blockbuster. Its a bombshell. Halls family has viewed the video of the moments leading up to the shooting. They say it contradicts the police account. Theyve filed a wrongful death suit. A suburban new york Police Officer will not face civil rights charges for the deadly shooting of a College Football player. Pleasantville Police Officer hess fired on danroy henry jr. In 2010 when he failed to stop his car. Hess ended up on top of the car and fired through the windshield. Theres no evidence of criminal intent. Two black candidates have been added to the city council. Black representation will increase to three in the sixseat body. Until tuesday the mayor and five of Six Council Members were white in the largely black st. Louis suburb. Millions in the countrys midsection are under the threat of dangerous storms today. Severe weather is possible from the upper plains into the midwest. The systems could bring hail, high winds, and possible tornadoes to kansas and oklahoma. Stormed battled the st. Louis area tuesday with lightning, rain, and hail. The heavy downpours triggered flash floods and covered roads ded roads. Muddy waters surged into roads and covered parking lots in the community of baldwin. Jury deliberations resumed this morning. The panel deciding the fate of Dzhokhar Tsarnaev met for hours tuesday. While a conviction is almost certain, Legal Services do say it will take the jury some time. We could learn more information about what their thinking is, though, later this morning when they return to the courthouse to start deliberations again. For a second day a jury will try reaching a verdict in the case against Dzhokhar Tsarnaev. Jurors deliberated for more than seven hours monday but could not come to a unanimous decision. They did send the judge two questions which will be answered today. Attorneys for the now 21yearold have admitted he did play a role in the 2013 bombings which killed three people and injured more than 250 others but the jury still has to consider 30 counts against him, 17 of which carry the death penalty. As they do that, theyll examine the defenses main argument. Their client would not have taken part would it not have been for his older brother tamerlan who died. During closing arguments defense attorney judy clark called tamerlan the mastermind behind the attacks and said hes the one who killed an mit officer four days later, but prosecutors say Dzhokhar Tsarnaev shared his brothers radical beliefs and was a participant. Reporter the jurors were shown graphic video of tsarnaev placing a Pressure Cooker bomb right behind children. Of all the places that he could have placed the bomb, he placed it right there, the prosecutor said. They asked the jury to remember 8yearold Martin Richard who lost his life when the second bomb exploded near the finish line. Again, we do not know what two questions the jurors have for the judge, but the judge will answer them later this morning when deliberations start again. Of course, lauren, after the verdict, the punishment phase of this trial could take several days or even weeks to complete. All right. Don champion reporting for us in boston. Thanks, don. Lawyers for the former new England Patriots star acknowledged for the first time that he was at the scene of the killing of odin lloyd. Two codefendants are facing trial and are said to be the blame. Prosecutors say hernandez pulled the trigger. Seven people died in the crash of a small plane including athletic officials at ill state university. The plane went down in dense fog early tuesday short of the Central Illinois regional airport. It was returning from the ncaa basketball finals. In indianapolis.
