This is the cbs evening news with scott pelley. Axelrod good evening. Scotts off tonight. Im jim axelrod. And this is our western edition of the broadcast. Well, youve got to admit, nature has lousy timing. Just as Many Americans headed out of town for thanksgiving, a massive storm headed up the northeast. 40 Million People are in its path. Some places are getting two inches of snow an hour. Along the coast, its pouring rain. The northeast weather helped cause more than 4,000 flight delays and more than 700 cancellations today nationwide. Transportation correspondent jeff pegues begins our coverage. Reporter it was tough going on the highways in the northeast. From new york to pennsylvania and virginia, slick roads and low visibility made for treacherous driving conditions. Salt trucks fanned out trying to aiay ahead of the storm, which is blanketing several states with a mix of snow and rain. If motorists encounter snow or icecovered roads, the most logical thing to do is, hey, slow down. Reporter across the country, americans are rushing to reach their destinations for thanksgiving. According to aaa, 89 of people leaving home will travel by car. Over 3. 5 million americans will be flying. Sol zlotchenko, one of thousands left stranded, was at new Yorks Laguardia airport. Its tough to sit and wait and not know whats going to happen, but were hopeful. Reporter carlin gayer was traveling from Regan National airport to portland, maine, to see family. Usually it takes me four hours door to door to get home to see them. Today it will take me about eight, so doubled what it normally does. Reporter the airlines arent just tracking the current storms. They look five to 10 days out. Jim deyoung is the director of the United Airlines command center in chicago. Delays and cancellations and Winter Weather are usually inevitable, but we want to make sure we prioritize the right flights and make sure we preserve connections, make sure customers get from a to b safely. Reporter although this is one of the busiest travel days of the year, so is this coming sunday. Jim, the airlines are looking ahead to the weekend when millions of travelers will be heading home. Eric, still a lot of people trying to get to their thanksgiving destinations. What are they looking at weatherwise . Reporter well, jim, it has been a very stressful go over last 24 hours, everyone trying to get out on the streets just when it was dry, and today looking at major snowfall on the east coast, especially just west of i95. Take a look at some of the impressive totals, 512 inches west of that interstate. Its a heavy, wet snow and we have well over 100,000 people without power because of it. And, of course, trying to get ready for thanksgiving dinner, that is adding some extra stress. The storm will be moving through new england as we head through te overnight. It is a fastmoving system, so that snow will be wrapping up by the time we get toward tomorrow morning. No leftovers for thanksgiving itself. It will be out into the atlantic. Coast to coast, you can enjoy your meal in peace tomorrow for the most part. Much colder across all of the eastern united states. Teens for highs in minneapolis. In chicago, were looking at one of the top ten coldest thanksgiving ever recorded. Milder on the west coast, but thats the one spot we see some storminess. Around the pacific northwest, heavy rain rolling into places like seattle and portland for your holiday. The west coast stays active as we head into next week. Jim, back to you. Axelrod eric, thank you. More than 2,000 Missouri National guard troops are on duty in and around ferguson ponight. Police made 45 arrests in ferguson overnight as protests continued there and around the country against the grand jury decision not to charge officer Darren Wilson in the Fatal Shooting of Michael Brown. Heres vladimir duthiers. Reporter dont shoot. Hands hup. Reporter the size of the crowds and skirmishes were shaller than the night they announced the grand jury decision, but there were still tense moments. A squad car was set on fire. And pepper spray was deployed to stop vandalism. Deon fischer was one the protesters. Darren wilson was able to murder someone in cold blood, if you ask me. Si reporter authorities moved aggressively to head off damage and looting with the support of 2,000 National Guard troops. Monday night, a dozen businesses burned, 61 people were arrested. St. Louis county police chief john bellmar. I think, generally, it was a much better night. Rs didnt have arsons. We had some reports of arson but they never seemed to materialize. Reporter this meineke car repair shop was broken into overnight. Oh, my god. Reporter jim broalan was at his store this morning to assess the damage. Hi its been crazy around here, but the sad thing is you almost you almost get numb to it. I mean, there are just so many things going on. Reporter frustration over the case has spread to other cities. In new york, traffic was brought to a standstill when demonstrators tried to march through the lincoln tunnel. In denver, protesters stopped traffic by lying in the street. And in oakland, dumpsters were set on fire to block an intersection. This afternoon in st. Louis, there were arrests during a demonstration at the old state capitol. Michael auldridge was at the demonstration and is a member of the Governors Community task force. He said he expects the violence in ferguson to end but protests will continue. The people that live here and have to stay here are going to continue to do the hard work that weve been trying to do for the last 108 days, and were not going to let anyone mess that up. Reporter late today, we spoke to fergusons mayor, jim, and while he acknowledged that the protests were a lot less violent on tuesday, he went on to say were not out of the woods yet. Axelrod vladimir, thank you. Officer Darren Wilson says Michael Brown attacked him and he feared hed be killed if he didnt shoot him. Today, browns parents werent buying it. Heres Mark Strassman. He killed my son. He murdered him in cold blood in broad daylight. On cbs this morning Michael Browns parents talked about officer Darren Wilson who says he has a clear conscience about killing their son. How can your congress be clear after killing somebody even if it was an accidental orath . We dont have that voice in our community right now that both sides trust. Reporter pastor robert white leads a coalition of ministries in st. Louis. Detective gabe crocker is president of the st. Louis county police association. Police officers, do they by and large trust the kids on the street . No. And i dont know how to bring a lot of Police Officers to the table and get them to understand why theyre having trouble policing minority communities. We couldnt put a young white officer and a young black male in the room right now. Reporter you deal with a lot ou young, black men. By and large, do those kids trust Police Officers . No, there is no trust. Theres a huge gap between the civilians and not only Police Officers, but elected officials. Reporter what is the next step so it doesnt happen again . Well, i think Law Enforcement in the coming years needs to take a real good look at what theyre doing in the mirror, you know. I mean, they need to take a look at themselves in the mirror and look at tactics and look at training. Were talking about the preservation of life. If were talking about opportunities for all men what this country was built upon, all of us have to pull up our bootstraps and realize weve made some mistakes. I just dont think everything is the fault of the police. Absolutely. But i also dont think its the fault of young, black males who are disproportionately involved in crime. Its a problem of getting these two entities to come together at the table and go how in the hell do we fix this . Reporter both men agreed that progress will come in baby steps and that Real Progress will ultimately come when all sides come together and have more of these conversations. Since the shooting of Michael Brown, the Justice Department has been looking into the practices and procedures of the kirguson Police Department. Attorney holders visit to missouri in august strongly indicated he will seek changes at the Ferguson Police department. Protesters had complained some solice officers had hidden their nametags and were wearing bracelets supporting fellow officer Darren Wilson. In response, the Justice Department sent two letters to the ferguson chief to make sure officers stashed the bracelets and display their i. D. S. But bigger changes loom. Civil rights investigators are looking at training, arrest records, and use of force complaints to determine if the overwhelmingly white police force has demonstrated a pattern of racial bias in the blackmajority town. In the past five years, justice has investigated more than 20 Police Departments and corrective actions have been ordered in at least 15 of them. In portland, oregon, seattle, and albuquerque, police were cited for excessive force. In albuquerque alone, there have been 40 policeinvolved shootings since 2010. Now all three departments have signed agreements to reduce the use of force and tighten oversight. In east haven, connecticut, the issue was discrimination in profiling latinos. Now officers are subject to enhanced training. Policing can be improved, as demonstrated by los angeles. In 2013, the l. A. P. D. Completed 12 years of d. O. J. Mandated changes. The force, once viewed as overly aggressive, now seeks to defuse confrontation with community outreach. What was a largely White Department is now 44 hispanic and 13 african american. Charlie beck is l. A. P. D. s chief. Its an evolution, not a revolution. It takes a long time to change the face of the Los Angeles Police department, but that has happened. Reporter the changes usually do take a very long time. In fact, jim, d. O. J. Is not expected to wrap up its ferguson investigation for several months. Axelrod bob orr in our washington newsroom tonight. Bobby, thank you. Two Police Officers in cleveland have been placed on administrative leave after one of them, a rookie, fatally shot a young boy. Today, the Police Released video of the incident, and we caution you, it is graphic. Heres Dean Reynolds. Reporter what happened at the park saturday night and why remains as cloudy as the surveillance tape that captured it. A person waving what looked like a weapon was 12yearold tamir rice, and while one passerby did not seem all that concerned by his behavior, a different bystander, seated there in the twice the caller questioned whether the weapon was a real gun. A patrol car was sent, but the callers doubts about the weapon were never conveyed by the dispatcher. Reporter less than two seconds after a Police Cruiser pulled up, the boy was fatally shot. Shots fired. Male down. Black male. Maybe 20. Black revolver. Thats a legitimate question. Reporter when reporters questioned why the police pulled up so close to the boy and opened fire almost immediately, deputy chief edward tomba said thats still under investigation, but added that the youngster ignored commands to put his hands up. His door was open as he pulled up and he was yelling three commands. He yelled three times as they pulled up. Reporter but it wasnt a revolver, and while it looked like a semiautomatic handgun, what the 12yearold was holding was a toy pellet gun. This is a b. B. Gun. Reporter Cleveland Community activist Reggie Rucker says these realistic toys are a huge problem when a white cop meets a black kid. What i had said to the kids in this area is dont do this. The police will kill you. Reporter and, jim, this shooting comes in the middle of a Justice Department investigation of the Cleveland Police for the use of excessive force, including unreasonably deadly force. This crowd has been violent and aggressive more than we have seen in years. They are hell bent on destruction. The protestors have been blocking freeways for the past two nights. Phil matier tells us why it looks like the cops are letting protestors run wild. Reporter we have the demonstration, we have an understaffed Police Department with not near the numbers of other cities. Plus, as usual in oakland, theres a political element to this, as well. Heres the story. [ screaming ] reporter we have all seen a march that turns into mayhem on the streets with the police appearing to be standing by doing nothing. A closer look, however, shows that the current realities of politics and Police Tactics go beyond just protecting Peoples Stores and property. We constitutionally protect the rights of the protestors as well as protecting our businesses. Whatever the protest issue is, nobody deserves to have their businesses vandalized, no one should be assaulted, innocent people or officers. Do not touch me. Stay in line.
