This is the cbs evening news with scott pelley. Pelley good evening. This is our western edition. The chance that air travelers could again become casualties of war led the United States today to ban u. S. Flights to tel aviv. European airlines did the same. This followed a rocket attack by Palestinian Militants that came too close to the tel aviv airport. The u. S. Ban is to last just 24 hours, but late today, israelis Prime Minister asked that the ban be lifted immediately. We have a series of reports, beginning in washington with Homeland Security correspondent bob orr. Inb. Reporter scott, the f. A. A. Ban on u. S. Flights only runs through 12 15 tomorrow afternoon, but with hamas threatening more rocket attacks on the tel aviv airport, the grounding could last much longer. After a rocket fired from gaza slammed into this neighborhood near the ben gurion airport, airlines began to scramble. As this flight track shows, delta flight 468 from new york to tel aviv did a uturn in the skies over the greek isles and diverted to paris. U. S. Airways canceled its flight from philadelphia, and united scrubbed two trips out of newark. The f. A. A. Then quickly made the standdown mandatory. In a notice to airmen, the f. A. A. Warned of a potentially hazardous situation created by the Armed Conflict in israel and gaza. As if to underscore the danger, alarms sounded at least twice today at ben gurion airport. F e airfield just 50 miles from ede heart of gaza is a prime ld jet, and hamas has shown an e. Ility to strike. On july 11, the groups military arm posted these web videos showing four rockets being fired on the airport. While hamas did not directly threaten passenger jets, it did warn airlines that lowflying planes could be vulnerable and caught in the crossfire. While the f. A. A. Order only directly covers 12 u. S. Flights a day, it has sent ripple effects through the global aviation industry. The dutch carrier klm, air france, and the German Airline lufthansa have also banned flights, and europes air Safety Agency is urging others to do the same. Israel insists there no actual threat to flights in out and of tel aviv. Prime minister netanyahu has bked secretary of state kerry to help lift the flight ban, but in light of the Malaysia Airlines shootdown, scott, airlines are far less inclined to fly into danger zones. Pelley still flying in the region is the israeli air force, bombing neighborhoods in gaza in the effort to stop rockets like those aimed at the airport. After 15 days of battle, 628 palestinians are dead and 3,720 wounded, nearly all civilians. Barry petersen is in gaza. Reporter on the outskirts of gaza city, street after street of devastation and desolation. The israelis blasted it hard because they say rockets aimed at israel were fired from here. We had to hit the ground from incoming fire, and the buildings echoed with shooting from streettostreet fighting. This is now the ghost town of gaza, a very eerie, empty place. You can see the effect of the israeli strikes and around us, we can still hear the boom as igre artillery is coming in. Air strikes in almost every gaza neighborhood are overwhelming the citys main hospital. Today, the power briefly cut out, leaving doctors treating patients by flashlight. Its empty. Its empty, yeah. Reporter this doctor runs the emergency room, where supplies are running out. How do you feel when you see these people who have injuries that maybe you cannot even help . Many times, every day, i am crying, crying. You know. Every day. Reporter we met a nineyear old. She has head wounds and a broken leg. Are you scared . Yes . Yeah . Im sure you are. I would be scared. Shes so cute. She is breaking my heart, actually. Reporter omar al juber is her nurse. And i pray for her to be okay. Reporter in gaza, in this war, children learn quickly how to put on a brave face. I want to ask, are you hurting anywhere or are you okay . Okay. Reporter okay. No hurting . No hurt. Reporter there is a grim accounting out tonight by unicef, the u. N. Agency for children. Since the fighting started two weeks ago, 146 palestinian children between the ages of s ve months and 17 years old have been killed. On the israeli side, scott, six children have been hurt by rocket fire. Pelley Barry Petersen in gaza city again for us tonight. Barry, thank you. Ae Israeli Soldiers have been killed, along with two israeli civilians. Aza was laid out in 1948 as a homeland for arabs displaced by the creation of israel. Its run by the militant group s mas, which is firing hundreds of unguided rockets into israel. Israel says it is targeting those rockets and a network of tunnels that hamas uses to move goods and fighters. Hamas says it will not stop until israel lifts a sevenyear old blockade of gaza. Secretary of state john kerry is in cairo tonight, trying to d gotiate a ceasefire, and that is where we find or margaret brennan. Margaret. Reporter kerry said today that he supports an egyptian proposal for a 48hour halt in fighting, followed by intensive talks. S t hamas already had rejected that plan when it was first floated a week ago, and said it will keep firing until gazas closed border with egypt is opened to allow in food and medical aid, and allow some trapped Palestinian Civilians out. But both the israelis and the egyptians fear that would allow hamas to smuggle in more weapons. Thrther complicating the deal making is the fact that neither the u. S. Nor israel have diplomatic relations with hamas. A kerry called top diplomats in turkey and qatar to ask for their help. Scott, adding urgency to all of this is the growing number of civilian casualties as israels Ground Invasion advances. El pelley margaret brennan, traveling with the secretary. Margaret, thank you. In our other major story tonight, many of the 298 dead from the shootdown of Malaysia Airlines flight 17 are being prepared now for a flight back to the netherlands. T ey were carried out of a rebelheld area in ukraine today, but Mark Phillips reports that, when the train arrived, there was a surprise. Reporter a woeful whistle and another stop on the slow journey home, and more bad news. As the train carrying the bodies of the Crash Victims crawled into governmentcontrolled ukraine, it became clear that it was not carrying as many of the victims as grieving families had been told. As many as 100 have been left behind. Malaysian investigators who arrived at the crash scene discovered what that stench that hangs over the place meant there are still human remains here. Michael borciurkiw of the europe dicurity agency, the o. S. C. E. Were told there are about 290 bodies on that train. We could not independently verify that. But as we walk around, we still are seeing body parts, not whole bodies. But from the day we arrived cre, weve never seen that kind of really detailed combing over of the land. Reporter the inspectors have observed another worrying thing, too the site has changed. Wreckage has been interfered with, moved, some, they say, has suspiciously disappeared. We noticed the guys in uniforms take out a diesel powered saw and start hacking into the fuselage. Reporter cutting into the fuselage itself. Right, and lifting parts up. Awaeporter other witnesses say theyve seen parts of the plane being driven away on trucks. The real question is, what is there left here to find . If parts have been moved around, cut into, even taken away, the opportunity to do a comprehensive, credible crash investigation may already have passed. In the first days after the of having shot the plane down. Crash, the site was swarming with armed rebels who are suspected of having shot the plane down. Now, the site is almost scserted. The rebel guards are gone. The question is, why . And the suspicions, scott, is that whatever incriminating evidence might have been on the ilte has now gone, too. Pelley Mark Phillips reporting for us near the crash site. Mark, thank you. We are no closer to finding out exactly who fired the sophisticated missile that blasted the boeing 777 as it cruised six miles above the war in eastern ukraine. Russia supports the ukrainian rebels, and u. S. Intelligence said today it is most likely those rebels fired a russian supplied missile at what they thought was a warplane. Heres david martin. Reporter the evidence consists in part of these pictures posted on social media. They show an as11, surface to elr Missile Launcher, also known as buk, driving through rebel controlled areas of ukraine in the days before the shootdown. Can intelligence did not take the pictures and cannot independently verify them. But it can confirm the authenticity of phone calls intercepted by ukrainian intelligence in which rebels are talking about positioning the sa11s. The Senior IntelligenceOfficials Say the sa11 likely came from this base in southwestern russia as part of a buildup of rebel forces in recent weeks after they suffered setbacks at the hands of the ukrainian military. U. S. Intelligence was not aware of sa11s until the day of the adootdown, when it detected a surfacetoair Missile Launch at the same time the airliner disappeared from radar. Photos of the wreckage show pitting intelligence officials said was consistent with shrapnel from an exploding warhead. Shortly after, a known rebel aeader was overheard reporting, we have just shot down a plane. Although he did not yet know it was a civilian airliner. The next day, this video of an sa11 launcher missing one of its missiles and loaded on the back of a flatbed truck appeared on social media. It was supposedly taken near the errder with russia as the missile was being shipped back to russia. One intelligence official called it a solid case that russia provided the missile used to shoot down the airliner, but it is not airtight. Among other things, this liner, butaid, we do not know who pulled the trigger. Pelley david martin at the pentagon for us tonight. Thank you, david. For his part, president Vladimir Putin said today that russia will do everything in its power to cooperate with the investigation. But during a meeting with his tycurity council, putin again blamed ukraines government for the fighting in the east. In washington, president obama stopped by the Netherlands Embassy and signed a condolence book. He vowed the u. S. Will not rest until justice is done. The president hasnt rested in imposing sanctions against russia for the war in ukraine. Europe has gone along, but only to a point. And Elizabeth Palmer found out one reason why. Reporter the push for european sanctions against russia may be torpedoed by business. A case in point two brandnew assault helicopter warships worth more than 1 billion that the french have built for russia. Frances president , francois , llande, has criticized president Vladimir Putin for supporting the ukrainian rebels, but he argues that russia has paid for the ships and france will deliver them. Karel van wolferen is an International Relations analyst. People who want to sell stuff, like the french, the naval equipment, et cetera, they are not going to let orders of billions of dollars pass them by. R reporter for days, britain has been pushing hard for tough sanctions against russia. Heres whats at stake. Russia is europes number one trading partner, accounting for almost half of all imports and exports. Germany has the strongest ties, getting fully a third of its oil and gas from russia. And in return, selling the russians everything from cars to Chemicals Business the germans say means thousands of jobs. You might think that the call for sanctions would be loudest in holland, still in shock over the deaths of 193 of its citizens. But the netherlands is the single largest european importer of russian goods. And when pressed today, the Dutch Foreign minister would only say all options remain on the table. The european Foreign Ministers meeting, scott, ended in real discord. Certain countries were appalled that france would go ahead and sell weapons to russia at this blme, and predictably, there was no decision on further sanctions. Pelley liz palmer standing before the memorial and flowers at the amsterdam airport. Liz, thank you. In the city that never sleeps, someone stayed up late, creating mischief. And Prince George turns one, and the royals are flush with pride when the cbs evening news continues. So when my moderate to severe chronic plaque psoriasis d it. Pelley the Brooklyn Bridge, of course, is one of the americas most famous landmarks, and that has made it a target for terror plots and the focus of constant monitoring by the police. Still, as Michelle Miller tells us, someone managed to reach the top of the bridge overnight and replace two American Flags. Reporter the appearance of the 20foottall white flags is a major embarrassment for the new York City Police department and its commissioner, william bratton. No matter what the motive was, that is a matter of concern. I am not particularly happy. Reporter the Brooklyn Bridge is under watch 24 7 with camera surveillance and patrol cars at both end. John miller is the Deputy Commissioner for intelligence and counterterrorism. Video shows us a number of people crossing the bridge. The light that normally illuminates the American Flag on the brooklyn side of the bridge first flickers and then appears to go out. Reporter carefully fitted aluminum covers were used to kill the lights. The white flags were not spotted until this morning. Getting to the top of the 27 storytall towers is not easy. Access is possible only through a locked gate, and then its a quarter of a mile climb on a footwide cable high over the east river. Theres some indication of some good deal of pre operational planning, perhaps some indication that they have experience climbing in construction or in bridge work. Reporter new york city spent hundreds of millions of dollars to secure its landmarks in the years following the 9 11 attacks. But last year, four base jumpers sneaked into the World Trade Center and jumped off, and in march, a 16yearold boy managed to climb to the top. Investigators are interested in a group of five people recorded by a Brooklyn Bridge camera. Scott, police say there appears to be no connection to terrorism.
