Secretary of state john kerry rushed to baghdad today to try to stop a revolution that threatens all that americas fought for in ten years of combat. Kerry said, iraq is at moment of great urgency, after meeting with president Nouri Almaliki and opposition politicians. Maliki agreed to form a new inclusive government by july 1. Something that he hasnt managed to do over the last eight years. Many of his opponents make up isis the Islamic State of iraq in syria which is cutting a violent swath through iraq and moving toward baghdad. We have a team of correspondents on this and we will begin with Margaret Brennan who is traveling with secretary kerry now in amman, jordan. Margaret . Reporter scot, top sunni and shiite leaders will begin crafting a political solution to this crisis, but kerry also said the threat of isis on the ground means the u. S. Could take military action before that new government is formed. They do pose a threat. They cannot be given safe haven anywhere because, given safe haven, they will continue to plot against governments locally, regionally and abroad. Reporter following a nearly twohour long meeting with Prime MinisterNouri Almaliki, kerry said the u. S. Will continue to work with the iraqi government. The support will be intense, sustained, and if iraqs leaders take the necessary steps to bring the country together, it will be effective. Reporter kerry said Prime Minister maliki promised him he will abide by the countrys constitution and will begin forming that new government next week. Pelley margaret, thank you very much. This civil war is between the two main branches of islam, the sunni and the shia. Malikis government is predominantly shia; the attacking force, isis, is sunni. Isis now holds parts of Northern Syria and western iraq. In recent days, three more Border Crossings along the Syrian Border and the border of u. S. Allied jordan, fell to isis. Isis is using extreme violence to create a new nation with a severe islamic code. Heres clarissa ward. Reporter by now it has become a familiar sight. Isis militants parading through newly captured territory, this time the border town of alqaim. Iraqi forces have lost control of all the main Border Crossing into syria. As well as four towns along the euphrates river. Shiite militias are stepping in, heavily armed and highly motivated, many fear they will heighten sectarian tensions. We traveled to the conservative shiite enclave of sadr city, home to the medhi army, one of the most powerful militias in iraq. American soldiers fought some of their toughest battles here. But today, tribal leader abu ahmed lafraiji told us the u. S. Is an ally in the fight against isis. We will pay any price. People will die. Blood will be spilled, he said. The most important thing is to kick them out of iraq. Do you want help from america . I swear, we only need their planes, he said. We dont need their army because we have our own but we need help with weapons, vehicles and planes. Like tens of thousands here two of abu ahmed lafraijis sons volunteered to fight in samarra, the site of one of the holiest shia shrines. We asked him why they went. Reporter well, certainly, scott, when you talk to officials, particularly when you speak to them privately, its striking just how pessimistic they are. Theres a real sense that the iraqi army simply cannot win this on the battlefield without Major International support, and that means all hopes are pinned on iraqi leaders quickly being able to form a National Unity government which frankly would be a real departure from past experience here. A new cbs News New York times poll out tonight, found that just 42 says the u. S. Has a responsibility to intervene. Half say no. 29 believe the president should do more. 22 say he should do less. 41 say hes doing enough. Today, iraq cleared a legal road block that prevented the return of a small number of u. S. Troops there. David martin is at the pentagon tonight. David . Reporter scott, the pentagon says it now has the necessary Legal Protections to allow teams and special forces to begin an on the ground assessment of the fighting in iraq, and that is the First Step Towards determining whether air strikes would do any good. The first two 12man teams made up of military personnel in baghdad can start almost immediately. At least two more teams are expected to fly in this week. They have three missions assess the condition of the iraqi military, gauge the threat posed by the insurgents beginning first around baghdad, and determine how many more advisors are needed up to a total of 300. If the advisors can identify insurgent targets worth hitting without causing civilian casualties, air strikes could be launched from an Aircraft Carrier in the persian gulf. But it will be up to the iraqi army to retake lost ground and one pentagon official cautioned that 300 advisors by themselves cannot turn the tied of battle in iraq. In another big story today, a federal Court Ordered the release of a top secret Justice Department memo that cleared the Obama Administration to killed an american living overseas. Anwar alawlaki was born in mexico but lived in yemen and preached violence against america on behalf of al qaeda. His sermons inspired the fort hood gunmen and others. Heres bob orr. Reporter by july 2010, u. S. Intelligence had concluded that anwar alawlaki, a u. S. Born islamic cleric, was plotting attacks for al quaida in the arabian peninsula. The u. S. Government secretly made secret plans to kill awlaki, and the Justice Department delivered this memo giving the pentagon and the c. I. A. Authority to carry out the hit. The memo went on to explain that awlaki, who was born new mexico, was aligned with alqeada, and his capture was not feasible. Even though he was an american citizen, he was a legal target. Awlakis teachings had inspired the fort hood gunman and awlaki had played a direct role in putting the underwear bomber aboard a flight bound for detroit. The memo warned that a. Q. A. P. And awlaki were working on more plots. Justice Department Lawyers concluded about 14 months after the memo greenlighted the strike awlaki was killed by c. I. A. Drones in yemen. Another american, samir khan, who was traveling with awlaki at the time was also killed, but scot, the government says khan was not targeted. Today, a federal investigator said the department of Veterans Affairs for years ignored whistle blowers who tried to report problems at v. A. Hospitals and clinics. The v. A. Has come under fire for making patients endure long waits for medical care. Wyatt andrews has been looking into this. Reporter in a letter to president obama, the u. S. Special counsel, carolyn lerner, accuses the v. A. Of repeatedly failing to use information from whistle blowers and not acknowledging whether v. A. s problems might impact its patients. Lerner named ten hospitals where the v. A. Admitted whistleblowers were correct about patient negligent, legionnaires contamination and falsified wait times but in every case the v. A. Never admitted any patient suffered harm. Lerner says the v. A. Is in a culture of denial. Well, often we would send the reports back to the v. A. And sort of say in a very nice way, you know, kind of are you kidding us here . Reporter for example, lerner reports that the v. A. s office of medical inspector found no harm when two Mental Healthcare patients spent more than seven years in the brockton massachusetts v. A. Hospital with each receiving one medical exam. No harm was found in the fort collins v. A. After 2,800 veterans had their medical appointments canceled without notice and after the hospital admitted it was hiding how long veterans waited for care. Its impossible, i think, to conclude that no one was harmed when there were such long delays in getting them medical care. Pelley did you find that in some of these cases they did not find patient harm because they werent looking . Thats right. On the waiting list case at fort collins they didnt even look to see whether patients had been harmed. Reporter lerner recommended that the v. A. Today, an Egyptian Court ignited an International Outcry when it sentenced three journalists from the Aljazeera Television network to seven years in prison each on terrorism charges.
