Pelley good evening. This is our western edition. They were 44 High School Kids looking to a bright future, to be the first in their families to go to college. For many of them it ended in a slit second on a california highway north of sacramento, a truck colliding head on last evening with the bus taking the kids on a college tour. Tonight, investigators are trying to figure out how it could have happened. Ten people were killed, including five students, three chaperones, and both drivers. 34 others were injured. John blackstone is on the scene. Fedex truck and a bus. Reporter the sound of the impact could be heard more than a quarter mile away. This was a horrific collision. Reporter glenn county sheriff larry jones right after that impact, there was a tremendous fire with very high temperatures. Reporter the fedex truck was traveling southbound on the interstate when it veered across the median, through some bushes and into the north bound lane where it clipped a car and hit the bus head on. Students kicked out the windows to escape. Desha arthur was on the bus. There was fire at the front of the bus. Its crushed in the front pretty much so we all start jumping up to run away. Reporter residents nearby could only watch in horror. Victoria posvancz was one of them. And there was a man that approached the fence and he was covered in flames, like, just covered, and he was yelling, pleading, somebody help me. And we on the other side just felt so helpless because that fence was between us. Reporter under sheriff Richard Warren due to the nature of the crash, and due to the fact that most of the bodies suffered burns, has made our task of identifying them much more difficult. Reporter among the dead are College CounselorArthur Arzola and chaperone michael myvett. His fiance, mattison haywood, is missing. Five students listed as missing are adrian castro, jennifer bonilla, denise gomez, ismael jimenez, and santa maria. Her twin was on the same trip but a different bus. The High School Seniors from the Los Angeles Area were traveling to visit Humboldt State university. Tim white is the universitys chancellor. We are doubly saddened by the fact many of them are first generation and students from low income who had their dream of going to Humboldt State taken away by this tragic accident. Reporter the truck driver and the bus driver were both killed. A team from the National Transportation safety board arrived here today. Scott, the investigation could take more than three months. Pelley John Blackstone at the scene of the crash. John, thank you very much. Today we learned more about what General Motors knew years before a recall of more than two million cars. A defect now is linked to 13 deaths. Today, congressional investigators released thousands of g. M. Documents and jeff glor has them. Reporter the crashes g. M. Has linked to its faulty ignition system involved airbags not deploying after keys suddenly turned to the off or accessory position. Today, released documents show not only did g. M. Know their switch was bad; they knew the airbags didnt work, and they could have fixed it. In october 2012, a message from lead switch engineer ray digiorgio, if we replace switches on all the model years, the piece price would be about 10 per switch based on 1. 5 Million Units total. G. M. Estimated fixing the problem would have cost 15 million a year and a half ago. They waited until this february to warn drivers and issue a recall. Recall for this quarter have cost 1. 3 billion. Congressman tim murphy heads the house investigation. This inexpensive car is probably going to be the most expensive car that g. M. Ever made. Reporter at house and Senate Hearings last week, g. M. C. E. O. Mary barra said she never knew about the defect until she took her job last january. As soon as we understood this issue, a recall was made. We acted without hesitation. Reporter this document showed this email was addressed to barra in 2011 about a government investigation into steering issues in ions and cobalts, the primary problem cars, telling her, this situation has been evolving. The documents do not show if there is a connection between power steering issues and ignition problems. Scott, g. M. Says the two are not related. Pelley jeff, thanks very much. They had an adjusted gross income of 481,000, and paid 98,000 in federal income taxes, an effective tax rate of about 20 . The obamas donated about 59,000, or 12 of their income, to charity. And they were due a refund of 19,000. Like the president , mary gries is a federal employee, and she thought she too had a tax return coming, but as Wyatt Andrews tells us, she had another thing coming altogether. Reporter two months ago, mary gries, a career employee at the food and drug administration, was notified that the u. S. Treasury had confiscated her tax refunds, state and federal, totaling 4,500. The government had taken the money before she knew there was a problem. To be honest, i was ticked off. Im like, how can they intercept or take my funds without my first being notified about it . Reporter the claim against her came from the Social Security administration, which said it overpaid death benefits to marys family after her father, scott gries, died in 1960. Mary was five years old, which means her refund had been taken without notice for a debt that wasnt hers. Her attorney, robert vogel, has sued, demanding that the government stop these collections. The government should not be in the business of trying to collect 30yearold debt from people. There is no way that people have any reason to keep their records for that long. Reporter the tracking of old debt stems from a change in the 2008 farm bill that allows the government for the first time to seize debt thats more than ten years old. Social security released a statement saying its found 400,000 taxpayers who have been overpaid up to 714 million. It also claimed that Social Security attempts multiple times to notify debtors before collection, but mary gries, as a government employee, should have been easy to find. What do you think about the fact that they never notified you . To be honest, i think its a ploy well get your money first. Reporter mary gries story, which was first reported in the washington post, led to a very Quick Reaction in congress. Scott, two senators, Barbara Boxer and barbara mamikulski has asked that Social Security stop going after decadesold debt when the taxpayer involved was a child. Pelley wyatt, thank you very much. Today, we saw new Satellite Photos showing Russian Troops are digging in along the border with ukraine. There are concerns russia may be preparing to invade Eastern Ukraine after annexing crimea three weeks ago today. Heres david martin. Reporter photos taken by a commercial satellite show russian jets parked wing tip to wing tip. Helicopters, some of them gunships, spread across the field. A grid full of tanks and infantry fighting vehicles; another full of artillery pieces, all arrayed in an arc encompassing ukraines eastern border, judged by u. S. Intelligence to be ready to move on just 12 hours notice. The rows of vehicles here are identified as a probable special forces brigade who first flew into crimea to seize the airfields there. In the last 24 hours, the russians have positioned anti aircraft closer to the border. The russians have also started making Infrastructure Improvements such as laying gravel over dirt roads. That suggests they have no intention of pulling back any time soon. One russian unit has even laid out a soccer field to keep the troops entertained. Pelley david martin at the pelley david martin at the pentagon for us, david, thanks. Today, for the first time, we heard a pope take personal responsibility for the sexual abuse of children by priests. Pope francis asked for forgiveness today, and allen pizzey is at the vatican. Reporter children seem to flock to pope francis, and it was in their name that he condemned the priests who had molested children in the strongest words yet. Francis told a group of childrens rights workers that he felt compelled to personally take on all the evil that some priests had committed and to personally ask for forgiveness for the damage they have done for having sexually abused children. In a prepared speech, he pledged that the church will not take one step backward with regards to how we deal with this problem and the sanctions that must be imposed. He concluded, you cannot interfere with children. Last month, he announced a group of clerics and lay people to investigate child priest abuse, including bostons cardinal shaun omalley, and marie collins, a survivor of abuse in ireland in the 1960s. Francis has been criticized for not taking a Strong Enough stand on clerical abuse in his first year as pope. In response to the popes pledge, a Group Representing abuse survivors said catholics should be impressed by deeds, not words, and remain vigilant and skeptical until francis takes decisive action. Scott. Pelley veteran vatican correspondent alan pizzey. Alan, thanks very much.
