That is more than 30 degrees warmer than new yorks times square, where the crowds have gathered to watch the ball drop in belowfreezing temperatures, part of an arctic air blast hitting the north. In the upper midwest, in the area you see here in purple, the lowest readings had a minus sign in front of them. Jamie yuccas of our cbs minneapolis station, wcco, has more about this uncommon cold. Reporter steam rose from Lake Superior as the air temperature dipped to 21 below near duluth, minnesota. Parts of the central u. S. Are 30 degrees colder than normal, so cold, travel has become dangerous. Iowa state patrol Sergeant Scott bright. There was like a thin layer of ice underneath the snow thats blowing and causing people to lose control. Reporter the weather was responsible for at least 400 crashes across minnesota. 50 people were hurt. It did manage to get to one below today in minneapolis. The citys largest hospital treated more frostbite cases in december than all of last winter. Dr. Ryan fey. Weve had probably close to 20 severe enough frostbite cases that require hospitalization. Weve probably got another. Double that floating around in the outpatient community. Reporter another bubble of arctic air pushing south could deliver the coldest temperatures the northeast has had since 2009. It will be in the mid20s when the ball is dropped tonight in new yorks times square. Shelby nelson came from dallas and waited there since this afternoon. About five pairs of socks on and i have a blanket. laughs reporter were expecting the coldest new years eve in the twin cities in six years, and as cold as it is here, in northern minnesota, they could break records. International falls could reach minus 39 by midnight, and chicago could ring in the new year with a half a foot of snow. Dubois jamie, thank you. Its not just chicago. A snow storm is expected from the Central Plains to upstate new york and northern pennsylvania. The snow is expected to move into new england tomorrow night. Heavier snow is predicted in the northeast thursday night into friday, and boston could get as much as a foot. Federal investigators flew to north dakota today to figure out what caused a Freight Train derailment and crash that led to several massive explosions. An Evacuation Order was lifted this afternoon. This latest accident is raising questions about the safety of transporting crude oil by rail. Heres transportation correspondent jeff pegues. Reporter the thick fire continued to burn just outside of castleton, north dakota, a full day after two trains collided. While no one was injured in the derailment, the intense flames fueled by crude oil are hampering investigators. Robert sumwalt is with the National Transportation safety board. Were not able to get up close and personal to the wreckage until the fire has gone out. Reporter based on what they have been able to see, investigators believe ten cars of a train headed westbound and carrying grain derailed and spilled onto adjoining tracks just before an eastbound train carrying crude oil was coming through. That train hit debris from the derailment. At least 18 cars caught fire some exploded. The oil boom in america has meant record traffic for the nations railroads and increasing concerns about safety, especially with tracks passing right through some towns. In july, another Freight Train carrying oil derailed in quebec, canada. 47 people died in the ensuing fire. But Patricia Reilly of the association of american railroads defends the industry. The Rail Industry this year alone moved over 400,000 carloads of crude oil. And including the north dakota accident yesterday, weve only had three incidences involving crude oil. Reporter is the industry as safe as it can be . The industry can always be safer. Reporter still, with safety in mind, reillys group wants the government to require some older rail cars carrying oil to be strengthened or phased out. It is the same type of train car that n. T. S. B. Investigators say may be burning in castleton, north dakota. N. T. S. B. Investigators will examine the track condition, try to recover the trains data recorders, and interview the trains crews. A final report about what went wrong may take 12 months or more, but, maurice, if the n. T. S. B. Finds something that needs immediate attention, they can issue recommendations sooner. Dubois jeff pegues in washington tonight. Thank you. The russian city of volgograd resembles an armed camp tonight after suicide attacks yesterday and sunday killed at least 34 people. Thousands of soldiers and police have flooded the streets. New years eve celebrations were called off and residents have been told not to set off fireworks. Holly williams is following developments. Reporter Russian Police rounded up dozens of people today during a security crackdown in volgograd, the city rocked by two suicide bombs. In a new years address to the nation, russian president Vladimir Putin said the attacks were inhuman and vowed to annihilate the culprits. No group has claimed responsibility for the bombs, but many in russia suspect islamic militants from chechnya and dagestan. The deadly blasts were just 400 miles from where the sochi olympics will be held in february, and for some u. S. Athletes, there are frightening reminders that the games are a target for terrorists. Snowboarder seth wescott said he might not attend the Opening Ceremony because of security concerns, and speed skater jilleanne roccard is also worried about safety in russia. Reporter in july, a chechen leader called for more Violent Attacks on civilians and urged his followers to use maximum force to disrupt the games. The russian government spent 50 billion preparing for sochi and has promised theyll be the safest olympics in history. Now, its become a bloody stalemate. Now to the rescue Mission Going on at the bottom of the earth. For a week now, a Passenger Ship with 74 people on board has been trapped in ice in antarctica. They are hoping for help from above. Bill whitaker has the latest. Reporter passengers and crew spent new years eve stomping on the ice around their illfated ship. The goal to create a landing pad for a helicopter waiting to come to their rescue. But antarctic weather has not been cooperating. We spoke to lead scientist chris turney by skype. Were stuck at the moment until either the winds shift or we can get some good clear weather to get a helicopter in. Reporter three ice breakers have come to free them, but the ice is just too thick. The plan now . When theres a break in the weather, chopper the passengers to the closest rescue vessel, the chinese ice breaker snow dragon. When we get the call, the chinese will fly the helicopter over, land, but keep the engines turning over. Well get the first 16 passengers in. Well do it about four times, basically. I was playing with somebody and i couldnt remember his name, and ive played this guy for 15 years. Reporter his wife patricia said hed already been forgetting his keys, wallet and cell phone. I just sensed that there was something wrong, but at the time, i thought we could fix it. Reporter after a battery of tests, doctors diagnosed the 69 yearold with alzheimers in june of 2012. I couldnt believe it. I thought my memory might be a little bit bad, but not having the actual disease. Reporter what was your next step that have . After that, i decided i was going do as much as i could do get rid of this disease. Reporter the new study looked at whether vitamin e could benefit patients like caplicki who suffer from mild to moderate alzheimers disease. It took patients who took vitamin e saw a delay of up to six months in the progression of alzheimers when it came to performing everyday tasks. Dr. Mary sano coauthored the study. And it was seen on the outcomes of functional abilities, activities of daily living. So that individuals who had mild disease had benefits in things like cooking, planning their day, traveling, those types of activities. Reporter since the exact cause of alzheimers is still being debated, researchers arent sure how the vitamin helps. They believe it protects brain cells from alzheimers damage. Is that something that youd be willing to try . Vitamin e. Id be willing to try anything if its going to help me and help other people. Reporter patients in the study were giving 2,000 International Units of vitamin e a day. Those patients required less time with caregivers and reported no serious side effects. In france today, doctors said Michael Schumachers condition has improved slightly. The german former race car driver had a second operation overnight to remove a blood clot from his brain. The new legal battle over a braindead teenager. Good evening, im allen martin. Im elizabeth cook. Linda yee is live at Childrens Hospital oakland with the new fight for 13yearold jahi mcmath. Reporter there is another setback for the family. Late this afternoon, their attorney filed with the state Appellate Court asking the hospital be forced to put in a tracheal and feeding tube in jahi so they can get her out but this afternoon the court denied that request. The family however says it is not gig up their battle. They believe they can still save jahi. Every day i just feel like a little piece of me is being taken away. [ crying ] reporter the girls mother grieves as she continues her fight with the hospital to release her child or let another doctor come in to perform a tracheotomy and insert a feeding tube in her so they can move jahi out. Its like shes locked up there in that tower. They wont help her but they wont give us what we need to get her out. Reporter the hospital insists the girl is braindead and in a letter to the familys attorney today stressed its policy. Childrens hospital is unwilling to perform medical procedures such as a tracheotomy or installation of a gastric tube on jahis body. Nor can my client allow such procedures to be performed at Childrens Hospital. A hospital spokesman said the family has this choice. You can take the body of jahi mcmath with the ventilator, transport her to another facility if he ever produces another facility that would knowingly accept a dead body. Reporter jahi has been on a ventilator since december 10. The family believes its possible she can still live. They are setting up roadblocks at every road that we try to go down to save jahi
