Militants who are Holding Dozens of people captive at that natural gas facility now claim that algerian helicopters have opened fire and have killed 35 hostages and 15 of the kidnappers. Again, this is not independently confirmed. We are getting that information through the wires from militants so take it with a grain of salt. A short time earlier an algeriaian security official said about 20 hostages including americans and europeans had escaped. The militants attacked the gas complex yesterday about 800 miles south of algiers. By all indications, this is a terrorist act. And the United States strongly condemns these kinds of terrorist acts. It is a very serious matter when americans are taken hostage. The militants say they are part of an Al Qaedaaffiliated Group Operating in north africa to punish algeria for helping france fight in mali. Inspectors are finding hundreds of levees in danger of failing in the United States. This information comes seven years after Hurricane Katrina toppled levees in new orleans and tore up the gulf coast. Cbs 5 reporter Elissa Harrington is in East Palo Alto to tell us how Northern California levees could be at risk. Reporter inspectors have found hundreds of levees in 37 states unacceptable. They have not said if any of those are in the bay area. But its up to a local government to make levee improvement and 61 could alcohols. We are in East Palo Alto next to the San Francisquito creek. And it flooded in late december leaving the levee damaged and weakened. A major project will get under way in the summer. They are going to widen the creek acted strengthen the levee. Before that happens, they will stack sandbags to increase height before the next storm. The u. S. Army corps of engineers found 326 levees that cover 2,000 miles unacceptable. They got tow crews out there and its actually really kind of an earlymorning mess right now trying to get into San Francisco. You are going to be stuck in this and going to need to give yourself a little extra time. No metering lights yet so the backups behind the pay gates are not bad. But obviously, up that incline section it is quite the mess right now heading towards Treasure Island past Treasure Island and then things are fine. Another problem spot southbound capitol expressway approaching 680 an injury crash sounds like possible injuries. Car ran off the road. Bart delays, still recovering now but at last check about 10 minute delays passing through the bay fair stop in the fremont direction and the dublinpleasanton direction. Theres an equipment problem. In fact, prize havent risen prices havent risen this fast since the 80s. The bay area is one of the strongest Housing Markets and one of the fastest to recover from the crash. Last months sales count was the highest for any december since 2006. And nationally home prices finally bottomed last year but what lies ahead for 2013 . Lets chat about that with jill schlesinger, editor at large for cbsmoneywatch. Com. She has a real estate update and tips for home buyers and the sellers, as well. Lets start with the recap of 2012. Reporter well, like you said, prices really starting to gain some ground last year. Nationally, we were up about 6 . I dont want to be a bummer but we are still down about 30 from the peak nationally. Good news on existing homes sales. They were up by 15 . More importantly, inventory for existing homes dropped by a quarter. New home sales also jumping by 15 from a year ago and with new homes we like to look at the month of supply. That dropped down to five months a huge improvement from the alltime record of over 12 months in january 2009. What happened this year . Reporter this year well continue to see some improvement. I think inventories should remain low. Some more price increases. But look, you know, as things get better, more houses come on the market, right . Sellers who were waiting for a better market list their homes and some of the folks who were under water on their homes are now going to be able to some without taking a loss. So i think maybe price increases this year might be a little smaller than last year. How about some tips for some of the sellers . The buyers are bummed out but the sellers have to be happy. Reporter sellers are definitely happy. And you know the basics when selling the house. Declutter, enhance your curb appeal, choose a realtor carefully. But you can really help the marketing effort by using social media to spread the word. You know, i see some sellers are posting their own simple walkthrough videos online. And, you know, the other piece thats so fascinating, your for sale sign which used to be this boring thing in front of your house, make sure it has a qr code. That allows a passerby to scan it with a mobile device and check out your online listing. And finally, you know, some sellers, boy, they are getting smart. They are saying heres my floor plan. And they are providing a schedule of Monthly Expenses to show buyers that they can afford their homes. So this is a really big turn of events for buyers. You know what .
