way. we are timing it out for you. a couple of stalled vehicles may slow you down this morning. i'll tell you where. >> all right, ladies. we thank you. good morning, it is wednesday, january 18. good to have you with us. grace is off. i'm here though. i'm frank mallicoat. it's 5:00 straight up. we begin with developing news this out of the south bay. the coast guard confirms they have just found a missing hunter at the alviso marina. the 30-something-year-old man was located 30 minutes ago by the coast guard. his family reported him missing around 9:00 yesterday morning when they hadn't heard from him in hours. he is being checked out at a command center now. we'll have an update on his condition later. today some big websites have all gone dark. they are protesting two laws currently working their way through the congress. anne makovec shows us the bill centers around the battle between the silicon valley and hollywood. she joins us with more. reporter: if you go to wikipedia right now, this is what you're going to see saying, imagine a world without free knowledge and the internet must protect free speech. you're not going to be able to find the same amenities that you normally can on wikipedia. it then has information about contacting your local representative to complain about these bills. now, the bills are called sopa, stop online piracy act, and pipa, battling online piracy. if passed, the bills would give government and content creators new powers to block websites containing copyrighted material. the legislation is also supported by the cbs corporation the parent of cbs 5. popular websites like wikipedia and moveon.org are going dark today but some other sites like craigslist and google are posting information notices on their home pages. they are still available for users. in essence, this legislation has pitted content providers like the music and film industries against silicon valley. while these bills are about protecting intellectual properties, opponents say they interfere with free speech. >> it will require u.s. internet service providers to pretend these pirates don't exist. it's the free speech implications of this. it's like saying there are a few bad books in the library so we'll just lock the entire library. >> the blackout ends at midnight. the votes in the house and senate will now be delayed. >> thank you, anne makovec. at 5:03 now, another shutdown of sorts planned this week by local "occupy" protestors. they are at work again. friday they plan to protest outside the offices of bank of america and goldman sachs here in san francisco to disrupt business as usual at the financial institutions. protestors accuse the companies of mishandling foreclosures violating labor rights and war profiteering. governor brown will update californians on the state of the state in his annual address this morning up in sacramento at the capital. the governor has not provided any details in advance of the speech but it is sure to include a discussion of the budget battle. the address starts at 10 a.m. and right after he begins a two- day swing in southern california. there, he will try to generate some support for the november ballot initiative to raise taxes to help reduce the state's budget deficit. about 200 pink slips meanwhile will be going out in oakland today because of a $30 million cutback in state redevelopment funds used for salories. the layoffs only make up for part of the funding loss. ross mirkarimi was worried his wife was trying to take their 2-year-old son away from him according to court documents in the san francisco sheriff's domestic violence case. am i correct america schedule -- mirkarimi scheduled to be arraigned tomorrow. he is free on bail now and under orders to stay away from his wife and son this week. he now faces three misdemeanor charges after his wife eliana lopez went to a neighbor on new year's day. she had the neighbor videotape a bruise on her arm. she told the neighbor, i'm going to use this in case he wants to take theo away from me because he said that he is a powerful man and he can do it. lopez also told the neighbor, quote this happened yesterday two times in 2011 and this is the second time this is happening. it is 5:05. get ready for round 2, another freeze warning out there. if you like rain it's been a while, but it's coming. right? >> it's coming and a good long stretch of it. we're timing out the rain. in the meantime we're dealing with these cold temperatures. so we have a freeze warning in effect. it's pretty much relegated to the south bay for right now for santa clara valley so we're talking san jose, morgan hill, gilroy. temperatures are in the 20s to the low 30s everywhere you see red on the map. 33 in napa, 43 in san francisco. cold clear and dry for today. we are warming up to the mid- to upper 50s across the bay area so slightly more mild today than yesterday but yes, we are tracking rain and it gets here tomorrow. we'll tell you about it coming up. let's go to gianna talking roads. >> that's right. the south bay, once you grab your jacket, heads up along 101. we have reports of a broken- down vehicle but 280 looking good, quiet this morning. the stalled vehicle is a big rig northbound at hellyer blocking lanes. chp trying to clear it to the right shoulder quickly. seeing slight delays on the southbound side of 101 as well also a stall reported south 101 at highway 92 in the clearing stages. shouldn't be too much of a factor, should be wrapped up within the next few minutes. 92, traffic good in both directions between 880 and 101. that's your "timesaver traffic." >> thank you. how about some football? 49ers fever prompting a mad dash on play-off tickets today. fans are ready to get tickets for the home game against the giants on sunday. gil diaz reports from candlestick park. it will be their last game before the super bowl because if they win, they're in right, gil? >> reporter: that's right. everyone is of course rooting for that super bowl possibility. we expected tickets for this sunday's nfc championship game to be expensive. after all, it is the 49ers' first nfc championship game in 14 years. here's some examples of some of the tickets already being sold online that we found. through stubhub, for $300 you get a seat in the upper reserve north end zone. at ticket exchange, $286 gets you a ninth row seat in the upper reserve section 56. and at ebay, $530 for an 18th row seat section 32 in the lower levels. now, by far, the most expensive ticket we found being offered at $20,000 but you get a sixth row seat in the north end zone on the lower level. a company that analyzes game ticket prices say tickets being resolid will average about $743. season tickets go on sale to the -- season ticketholders get to purchase tickets starting at 10:00 then the general public at 1:00. all the ticket buyers will have a maximum of 4 tickets to purchase. aside from the seat tickets, some people are capitalizing on this weekend's game. one person on craigslist posted they are selling a 49ers rally towel from last saturday's game against the saints for $75. moon from the view of our roof cam but don't let that deceive you. it is very cold out there. santa rosa 32. another freeze warning in effect this one for the south bay so santa clara valley, san jose, morgan hill that's where that freeze warning is effect until about 9:00 this morning. this afternoon, mix of sun and clouds and 50s, staying dry one more day and then you see this low just off to the west of us. it's moving closer. it's moving towards us. it's moving towards the bay area. all the rain and snow that they are getting in seattle, we are getting in on the back end of that system. so taking a look at the futurecast, for us today just a few clouds roll in and then by 7:00 thursday, it looks like for the morning commute we are going to stay dry. but as we continue to move forward, rain midday on thursday and then rain all over the bay area just in time for the thursday afternoon rush so we could see up to an inch of rain on thursday. and then it looks like we're drying out overnight on thursday and more rain in our forecast through friday evening. so looks like the evening commutes will get the bulk of the rain showers across the bay area. but once again for today, not going to be the case. we're staying dry. temperatures mostly in the mid- to upper 50s. 57 in napa. 57 in oakland. 58 forecasted high in redwood city. today, partly cloudy skies, milder than yesterday. heavy rain thursday and friday. unsettled on the weekend, chance of rain saturday, another chance of rain sunday, yes, for football day. and then more rain in our forecast for the start of taking a look at conditions out of the altamont pass, 14 minutes still very light westbound 580 from the altamont pass to the dublin interchange towards 680 so no delays there. elsewhere if you are heading out of marin county towards the golden gate bridge, nice ride right now 11 minutes southbound 101 from 580 to the toll plaza there. roadwork though on the northbound side of 101 from 37 to atherton. they are hoping to have it wrapped up within the next 40 minutes but we're still seeing green on our sensors so looks like it's not causing too many delays this morning. they are alternating lanes in the area. later on you might see a few stop and go conditions on the lower deck of the bay bridge. caltrans gets under way at 7 a.m. this morning to 2 p.m. this afternoon from the skyway over towards treasure island. various lanes blocked through that portion. now, right now though if you are headed towards the bay bridge toll plaza, traffic is very light no delays and the metering lights now because the city will install 5,000 new parking meters in the dock patch, mission and mission bay neighborhoods. food shops and stores say the plan will kill their businesses. transportation agency will vote on final approval at its next board meeting. and this morning investigators want to know who threw a smoke bomb on the white house lawn. it was briefly locked down last night during an "occupy" protest. at one point there were up to 1500 demonstrators on pennsylvania avenue. president obama and his wife though were at a nearby restaurant celebrating the first lady's 48th birthday. nobody was hurt. nobody arrested. at 5:21, she is homeless but also a genius. the invite one teen is getting to the state of the union address. they expected it to be there forever. >> this case forever is only 25 years. why the commemorative bricks people bought for the golden gate bridge just bit the dust. okay. it's all coming up. we'll explain. it's part of the city s plan to they would like you to walk, bike or take public transit to the america's cup next year to cut down on car traffic for the boating contest. it calls for increasing muni service and creating new bike routes without construction work. a.c. transit will also add more service lines. an unexpected casualty of improvements at the golden gate bridge . there are plans to demolish the commemorative bricks lining the bridge walkway. more than 7,000 people who bought the bricks to mark the bridge's 50th anniversary, the bridge district says the walkway doesn't comply with federal disability laws. >> these people paid $75 for a brick and a lot of them did it in memory of a loved one. now they're tearing them all up and i see no reason why the people can't have their own personal brick back. >> after the bricks are demolished, the bridge conservancy says it will make a panel with all 7500 names listed on it to commemorate those folks. a homeless new york student has been invited to the president's off the coast raising safety concern for the divers and other rescuers. more than 4200 people were on the ship when it struck that reef on friday night. 11 people now confirmed dead, 22 presumably are still inside. they are missing. prosecutors are expected to file criminal charges against the ship's captain in the coming days. new recordings show he got off the ship before many of his passengers "occupy" protestors planning a shutdown of their own right here in the bay area on friday. they are plan to protest outside offices of bank of america and goldman sachs in san francisco to disrupt business at financial institutions. the protestors accuse the companies of mishandling foreclosures violating labor rights and war profiteering. 5:36 now. big questions this morning about the future of yahoo. their cofounder jerry yang announced yesterday this man will be stepping down from the sunnyvale company board. no reason was given either. but the move launched a lot of speculation about what is next for that company. personally i would be very surprised if there isn't an announcement pretty soon within maybe a week or two about yahoo being acquired or some sort of majority stake deal. it's hard to imagine jerry yang leaving yahoo while the company was still independent. >> yang cofounded yahoo with david filo in 1995 when they were graduate students at stanford. yang took criticism from shareholders you may remember as the ceo back in 2008 when he blocked a takeover attempt by microsoft. new developments in the domestic abuse charges against san francisco sheriff ross mirkarimi. court documents suggest new year's eve was not the first time neighbors noticed an argument between the sheriff and his wife eliana lopez. mirkarimi's arraignment on misdemeanor charges is scheduled for tomorrow. his arrest warrant affidavit says two neighbors reported fighting at least twice last year. one neighbor videotaped a bruise that lopez says came from a new year's eve fight a few weeks ago. lopez told the neighbor she asked mirkarimi if they could visit her family in venezuela after his inauguration. she said, he went ballistic yelling, quote, you are trying to take theo, their son, away from me. the other neighbor said 2-year- old theo talked about seeing the new year's eve fight saying, quote, daddy made a boo boo on mommy's arm. mirkarimi will be arraigned tomorrow morning. hundreds of oakland city workers could find out today if they are losing their jobs. pink slips will start going on to more than 200 workers because of a $30 million cut back in the state redevelopment fund the city uses to pay their salaries. the city says employees that have seniority may later be transferred to some other departments in the city. the layoffs will only make up for part of that funding loss. meanwhile governor brown will deliver the annual state of the state address this morning in sacramento. the speech expected to include plenty about the ongoing budget battle that he is addressing. the address is set to begin at 10:00 in the morning. then right afterwards governor brown will begin a two-day swing in southern california. there, he will try to generate a little bit of support for the november ballot initiative to raise taxes to help reduce the state budget deficit. how about some football. the 49ers are a game away now from the super bowl. they need a win. 49er faithful will try to get tickets for the game against the giants on sunday. they go on sale today. gil diaz is at candlestick park where tickets are on the block early this morning. good luck if you can get one, right, gil? [ laughter ] >> looking wet, huh? >> it's looking a little wet, yeah. for right now, the present, it's kind of a pretty picture from our roof cam. but it is very chilly out there now. in fact, there is a freeze warning for santa clara valley right now so san jose, morgan hill, temperatures are at or below freezing in spots. san francisco coming in at 42. 29 out in livermore. so yeah, another very cold start to our morning. in afternoon more mild than yesterday. kind of a mix of sun and clouds, mostly in the mid- to upper 50s. satellite and radar, this is telling the weather story over the next couple of days because as frank said we have big changes coming our way. right now high pressure keeps us dry for one more day. we do have a slight chance of maybe some light stuff, some light sprinkles in the north bay. but the real rain, that is arriving tomorrow. we're going to get the back end of this system and it looks like just about all the bay area could get hit. so checking our futurecast, dry today, a few more clouds roll in but then by thursday, for the morning commute, it looks like that rain line is just going to be north of santa rosa. so by about midday tomorrow midday thursday, rain. we can get about an inch all over the bay area. and then it looks like it clears out overnight on thursday. and then timing it out again from our computer models, we could see up to an inch of rain across the bay area again on friday. so a wet thursday and a wet friday. pinpoint forecast for later on today mostly mid- to upper 50s and quickly checking the seven- day forecast really wet thursday, friday, unsettled over the weekend but a chance of rain in the forecast for saturday through monday. that is your weather. for your traffic, here's gianna. >> thanks, elizabeth. i don't think anyone wants to brave the cold this morning because it's very quiet on the freeways. this is a live look at the golden gate bridge. a few cars on the roads but still a nice ride out of marin county into san francisco. now, we still have roadwork in effect northbound 101 between 37 and atherton. only one lane open there some slight delays approaching the construction. past there, you're good to go. and southbound no problems. live look at the san mateo bridge. both directions still holding steady, 14 minutes to go between 101 and 880. if you're taking 880 southbound towards the san mateo bridge, you can see traffic moving along fine. northbound no delays working through oakland and towards the maze. once you hit the bay bridge toll plaza, couple of cars on the road but so far, it's been a nice ride this morning approaching the pay gates. no metering lights. you're clear up the incline into san francisco. later on on the lower deck there is construction scheduled at 7:00. we are starting to see slight delays through antioch so business as usual on westbound 4. that's your "timesaver traffic." >> thank you. bay area travelers if you are heading to the northwest, check your flights especially flying alaska airlines. they have cancelled 38 flights in and out of the cities of seattle and portland this morning all because of a major storm brewing up that way. seattle very unusual could get up to 10" of snow today making roads extremely treacherous. of course the airport is a mess. alaska airlines is waiving change fees for customers who might be traveling through those cities today and tomorrow. well, the winter is finally catching up with yosemite as well after an incredibly dry season. the national park service closed tioga pass last night in preparation for some wet snowy weather coming this weekend. this is the first time in 70 years the pass has still been open at this point in the season. the extra few weeks have given visitors there a rather unique experience in yosemite valley. >> you wouldn't see anything like it in australia. >> have you ever seen a frozen lake at all?
