>> reporter: ken, 3. $37 a gallon at this gas station in berkeley. one analyst said it is going to get more than $4 a gallon sometimes within the next couple months. >> that's crazy. >> reporter: it already costs more than 3 1/2 dollars a gallon according to gas buddy.com you could be paying more very soon. >> prices at the pump will accelerate beginning in march and we could see easily a $4- gallon easily in san francisco by the time prices peak. >> it would suck. >> reporter: senior analyst patrick dehaaun says he expects to it peak over $4 a gallon sometime in may. >> $4 a gallon, that's outrageous. >> reporter: what's driving this increase? one contributing factor is the seasonal maintenance work being done at area refineries. bolero petroleum in bee niche a shutdown for two weeks last month, just now added it it is adding another week of maintenance, the shell refinery is also shutting down some units. >> these refineries remove production off-line and, one when there is less production there is less supply, that puts prices up. >> reporter: because california has some of the highest pollution standards in the country it's hard for other plants to produce quickly when these plants are off-line. >> what can we do? we just pay it. basically they have us, nothing we can do about it. >> makes it tough. it goes, almost 100 bucks for my truck so have to pull out the harley. >> it's time to -- >> pull out the harley. >> reporter: not everyone degrees with that assessment. bill daye told me he thinks there's plenty of supply so he does not foresee a spike in gas prices. but to show you how volatile it has been take a look at this graphic. look at that. june $20,084.61 a gallon, that was the peak, plummeted to $1.712 just 6 months later and since then on a steady rise and they predict $4 a gallon sometime by may ken, then they are saying it could dip again in june or july depending on how the economy is going. >> we make all our own gas here in california, we only make gas in california, they get shut down i could see it. now to oakland where there was a drive-by shooting today, a chase, a crash, a car fire, a deadly officer-involved shooting, and it all unfolded in a matter of minutes. grace lee shows us the dramatic chain of events. >> reporter: piecing together the evidence, the oakland police still do not know why two men opened fire at a home at lock wood and 78th avenue this afternoon, it then sparked a high-speed chase. squad cars pursued the red sedan westbound during rush hour on 080. after cruising through the city streets at speeds up to 60 miles per hour the suspects crashed into a car, careened into a fence and burst into flames. >> the driver of the vehicle fled from the vehicle. the passenger of the vehicle exited the vehicle, was engaged by officers, and was shot and killed. >> reporter: officers say the passenger did not listen to their orders and was armed with two guns. after pulling him from the car they eventually had to drag him much further pay way out of danger. they performed cpr but he died on scene. the driver was found not far from that crashed car. what is not apparent is that oakland police handled this police pursuit with a technical glitch. their radios were only working about half the time. >> officers can hear each other, but we have no contact with the dispatchers who are our lifeline to safety out here, as well as pertinent information to come forward. it's a problem that the city is awar of and is currently working on. >> reporter: with the radio down police say they were still able to get medical crews there without delay. how the they do this?
