Will finally meet the new chief of the Oakland Police department. This is a department that hasnt had a chief since several scandals broke last summer. So this is a big deal and also what michelle just said this is the first woman to be appointed police chief in the city of oakland in its history. The mayor wants a Culture Shift within the Oakland Police department so that could be the first step. Lets take a look at the resume of the woman just named oaklands new police chief. Her name is Anne Kirkpatrick. She was born and raised in memphis. She is a lawyer, most recently the chief of bureau of professional standards for the chicago Police Department. She started that gig june of last year and before that, she was the chief deputy at the King County Sheriffs Department in seattle. Before that, she was the police chief in spokane from 2006 to 2012. Spokane is the biggest city where she headed a Police Department. She is, though, known as part of a whip cracker and her most recent post in chicago she was elected to oversee reforms after a white officer shot a black teen. In spokane, she focused on holding her officers accountable. In fact, two officers ended up suing her because they believe that she unjustly fired them. She is going to have plenty of challenges here in oakland. Right now the city has no police chief. There has been a series of scandals including one involving a teenaged prostitute who had sex with dozens of bay area officers and then reports of racist text messag within the department. The city has been without a chief since the mayor ended up going through two interim chiefs over the course of nine days. Finally, they ended up with no chief and the Police Department has been under the control of a city manager. So at todays News Conference we are expecting to hear from the mayor as well as the city administrator and the new chief, Anne Kirkpatrick herself. There about to start this News Conference. Certainly well be hearing more from kirkpatrick herself who has a big job in front of her. And one of the quotes that i read about her was that when she was starting the job in chicago she said i had been asked when i came to spokane to turn the battleship. I think it did turn. I think could you say the same thing as far as what she is facing here in oakland, stormy waters, a very difficult culture to break within the Police Department. But the mayor thinks she is up to the challenge. Back to you. Thank you. We are following some breaking news right now from just outside reno. Highway 431 leading to the Mount Rose Ski resort is closed because of an avalanche. The resort has some of the steepest terrain in tahoe. There are no reports of injuries. No word when the highway will reopen. Here is a live look at the conditions at sierra at tahoe. If you are traveling on 80, big rigs are told to wait out the storm or find another route. And chains are required for everyone else. It is a mess in the Santa Cruz Mountains. Rain has been pointing the area there since yesterday. But in the north bay outside healdsburg by 11 miles. Rain cant get over the mountains to san jose only a quarter of inch of rain. Thats where we have the Winter Weather warning in effect for the high sierra. Blizzardlike conditions there, kirkwood ski resort closed only two lifts available right now at sierra at tahoe. In fact, the public works director tells us one of his employees discovered a foot of mud in his garage as the San Lorenzo River rose. The storm may be moving on but they know they are not out of the woods just yet. The saturated ground gave way in several spots along socal san jose road leaving behind a mess on the main alternate for highway 17. Hopefully we can get home soon. Reporter a road this person lived on for nearly 20 years. This section right here slides quite often. Reporter far from the only one stopped from going home. Crews worked quickly to clean up the mudslides, downed trees and power lines. Hope to get up there sometime today. I got animals up there to take care of. Reporter the storm dumped heavy rain on the Santa Cruz Mountains causing a Flash Flood Warning as creeks and rivers rose. An alert for people who live nearby to be prepared for possible flooding. The storm caused minor inconveniences for some in the Santa Cruz Mountains. Public works is bracing for this weekends storm with flood,accidents and shutting down highway 17. The break between storms gives everyone time to prepare for the next one. We have propane. So when the power goes out, were all set. Were also monitoring Power Outages from the storm across the bay area. At last check, San Francisco had 6. East bay with 620 pg e customers without power. More than 100 people are recovering after a passenger train from long island crashed in brooklyn during the busy morning commute. The train went through a barrier in the station and came to a rest in a small room at the end of the track. The worst injury is said to be a broken leg. About 600 people were on board the train when it happened. Passengers say the scene is pandemonium. I dont know what happened. All i just know it was just a big, like, like, it was like a explosion like it sounded. It was just bad. It was total chaos. There was smoke on the train and, you know, we were just, like, sitting there in shock. Federal investigators are looking into the cause of the crash. On capitol hill, the fight is on other healthcare reform. Republicans plan to repeal obamacare. Democrats said they would only quote make america sick again if that change is made. Reporter president obama made a rare visit to capitol hill this morning hashing out a plan with Congressional Democrats to stop republicans from getting rid of obamacare. But the fight will not be easy with president elect donald trump vowing to keep his promise of repealing and replacing obamacare. Today, mr. Trump tweeted republicans must be careful in that the dems own the failed obamacare disaster with its poor coverage and massive premium increases. Democrats are issuing their own warning. Were united in our opposition to these attempts to make america sick again. Reporter a cbs news poll shows just one in 10 americans thinks obamacare is working well. While president obama huddled with democrats, Vice President elect mike pence held his own meeting here on capitol hill working with republicans on a way to overhaul obamacare. Obamacare has failed. Its been rejected by the american people. Reporter lawmakers have until january 27 to submit legislation repealing major parts of the healthcare law to their budget committees. Police do not say the suspects name or nationality but they released this video from the suspect that was taken in a market near nightclub. And the city of oakland is introducing its newly named police chief this afternoon. The announcement is getting under way at city hall. Lets listen in live. We listened to the community. We had more than 300 residents attend more than a dozen input sessions and more than 600 shared their views with us on an online survey. And what oaklanders had to say was very clear about what they wanted in their next police chief. Oaklanders wanted a leader with integrity, able to change culture. Someone who would deliver on fair and just policing, prevent violence, and increase accountability. And, of course, most importantly, build community trust. I want to thank these hundreds of Community Members who participated in this process. Many who not only attended these meetings but also had individual input with our recruiter and then of course our three Community Members who gave considerable time to serve on the selection panel. She has demonstrated that she is under afraid to hold officers accountable to the highest standards of conduct. Her deep experience as a police chief and her sincere excitement about joining the Oakland Community will let her hit the ground running and continue oaklands momentum in both safety and reform. In chief kirkpatrick, oakland is getting a leader prepared to bring greater accountability, justice and safety to our city. Thank you. [ applause ] im the city administrator. Over her 34 year career in law enforcement, she has tackled many of the same problems and issues facing oakland today. Her experience leading a department through culture change and her focus on mentoring the next generation of opd leaders will serve oakland well. Over the past six months, i have had the opportunity to work hand in hand on a daily basis with the leadership of the Oakland Police department. And i have gained valuable insight into the organization which really has been instrumental during this rigorous selection process. Im confident that the incoming chief has the leadership skills and integrity to meet the needs of our community and the Police Department. The hard working men and women of the Oakland Police department deserve a leader of her caliber and im delighted to welcome her to our team. And without any further ado, chief kirkpatrick. Thank you. I am so excited to be here in oakland and to be your chief of police. Many of yall may know that i was not looking for a job at the time that this opportunity came my way. But it is an opportunity. And i think its the greatest opportunity in america policing today. I am so proud to be an Oakland Police officer but i also know that i need to earn the right to be their chief. And im going to do everything i can to earn that and to earn your respect as an outsider coming into oakland. But i am jumping all into oakland. And, um, i do have the courage indeed of Holding Officers Accountable but that includes myself holding me accountable. But for the men and women of the Oakland Police department, i also want you to know that in this chief, i have the courage to stand by you and i will. And you have a community that wants to love you and i am going to do everything i can to earn that for you. Now a little bit about me. Ill be sung sung the as possible. Yall are probably thinking where does that accent come from . Its not south chicago. And its not south seattle. [ laughter ] i am a southernborn and raised person. I grew up in memphis, tennessee. My family is still there. And i have been blessed with the most mother and father who were my first leaders of life. And to this day, i will always follow them because thats the essence of true leadership is who you follow. And i also have wonderful siblings who live in memphis and i have a sister in atlanta. So i talk to them regularly and although i dont hear the accent i know yall do. [ laughter ] and i think yall is the ones with the accent. [ laughter ] i did start policing in 1982. 34 years ago. And i have been in the inn policing for many, many years. I have seen many transitions, many culture changes, and right now, american policing is a very hard time to be a police officer. But. We have a Bright Future ahead of us. We are listening in to the new Oakland Police chief. This is Anne Kirkpatrick the first female chief named by the city of oakland. She is talking making fun of her San Francisco a little bit. Yup. Talking about her accent. She is from memphis. But she said this is the greatest opportunity in american policing today that she wants the community and also the department, she knows that she needs to earn their right to lead them and thats what she is going to do and earn their respect and also she said to the department, you have a community who wants to love you and im going to doing everything i can to make that happen. We also heard from oakland mayor libby schaaf who talked about her 34 years of experience. She was prior to this hire she was working for the chicago Police Department. This has been a tumultuous time for the Oakland Police department after that scandal involving the teenage prostitute who was under age. Hey, roberta its snowing up here thats sierra at tahoe. I bought lift tickets at kirkwood and i couldnt even get to kirkwood. They closed it down. Sierra only has two lifts open. Its totally bummed out but driving four wheel in the snow doing okay totally bummed out but theres a blizzard going on. The skiers are happy about that. Still another 2 feet of snow expected there. We have lingering showers with the passage of a front nailing the area. We have light snow around the Mendocino National forest. Today temperatures into the 50s. Difference between today and yesterday, less wind. West at 15. Lingering rain showers today with the less wind. Tomorrow and friday get outside and get it done because we have some pretty potent rain moving into the bay area beginning with saturday morning. The series of storms stacked up around here, this is called an atmospheric river. And its just taking a drift aim on the bay area. The end result is by monday well see three to six inches of rain across the bay area. About a foot of rain in throughout the Santa Cruz Mountains. This is all if the computer models are correct which there is no reason for me to believe at this particular time those models are going south. So today lingering showers through the evening commute mostly cloudy skies on your thursday. Friday even a hint of some sunshine before the rain begins before the sun comes up on saturday. Once it starts raining its not going to stop all the way through tuesday. In fact, for the next 12 days, only 3 dry days. Have a good afternoon. Well have more at 5 00.
