Elements and julie watts is here tracking the storm. We have been watching in front slowly spread south. This morning we started off with plenty of rain in the north bay and we are mostly dry from San Francisco south but clearly things have changed. If i put this radar loop on over the last few hours, you can see waves of rain continuing to move onshore and spreading farther south causing rain and very high snow totals. But a little bit of a rainsnow mix in the sierra. So snow levels are going to be up above about 9,000 feet for the most part with a few exceptions so really only along those peaks. But overall we are going to see lots of rain, definitely more rain than snow. At home we are seeing some of the heavier rainfall right now over the east bay. We are seeing moderate rain steady moderate rain north of castro valley, san leandro, piedmont, danville, san ramon, all seeing rain at this time. Rainfall totals over the last 12 hours over 2 up north, petaluma over an inch so far. Half inch in mill valley. Numbers will go up as we see rain in the south bay. We are seeing a lot of rain right now at lucky drive and thats where our anne makovec is this midday. You have been there all morning. I told you the rain was coming. Reporter yes. And you were absolutely right. The rain is here right now in the north bay. We have a lull earlier but the roare wet. Traffic is sluggish behind me in larkspur by northbound 101. We already saw several accidents traffic was snarled all morning in san rafael. You can see the mess left behind. A truckload of produce on the pavement after this big rig lost control going northbound at 8 20 near the san pedro exit hitting the center median. Watching a large amount of cement debris in the southbound lanes of traffic. The trailer is behind me here. Reporter ready or not, winter is unofficially here. You look unprepared for the rain. Im pretty i got this thing on. Got a hat on. Reporter these arent waterproof. I put my glasses in my pocket. Reporter kentfield dog routers have their route down. Closed space where were walking. But im going out to get rain pants so i can walk in the rain. Reporter many people have to be out in the rain like those who work. Most people we spoke with, though, found the rain refreshing. Fresh, clean, fall. Reporter all fine and well until wet roads contribute to a mess and traffic backups like this. Caltrans is making repairs to the Center Divide wall. Theres a lot going on. Reporter certainly. The good news to report on that accident, no major injuries caused by it. The chp, though, still working to get all those lanes reopened. In the north bay, in larkspur, anne makevoc, kpix 5. Thank you. This storm is also bringing with it high surf. Kpix 5s maria medina is live in pacifica with the conditions. Reporter michelle, it is definitely raining here. My photographer is having to wipe the lens every few seconds and as you can tell, its windy here, as well. Now, were expecting waves as big as 16 feet along the coast and we have been here all morning. We have seen the waves pick up. Thats got some residents in pacifica on edge. Reporter when you live steps away from the ocean in pacifica it is very powerful. Reporter you know all too well the power of the surf, especially during a storm. We have lived through many storms. Reporter for she and others, as long as you stay away from the rising swells, youre not too worried. I dont think anyone that lives here is concerned. Reporter just a few minutes away on esplanade avenue, tara looks at the storm differently. Terrifying. Reporter tara lives on the cliffside of the esplanade for more than a decade. Just a few buildings away from an apartment that once stood here. Crews demolished it before it could fall into the ocean and told everyone in the apartment next to it to get out as the coastline took a beating from el nino early this year. I have been keeping an eye on the cliff all year long to see if theres been any further erosion. It happened just down here. Reporter the storms months ago left a hole in the seawall near the pier. And now tara worries if this early fall storm is a sign of a rainy wet season ahead that could put her home in danger next. For the entire season and they are really big, then that could cause problems. Yeah. Reporter only a matter of time, do you think . Yeah. Mother nature always wins. Reporter and one last look at the surf out here a good reminder as well to stay out of the water because of the rip current and that high surf. We bumped into a public works crew not too long ago. They say their main focus is on those storm drains to prevent any flooding. But they say only when the ground is saturated after heavy rain will they worry about the cliffside eroding. Live in pacifica, maria medina, kpix 5. Downed power lines in San Francisco have prompted a shelter in place on the 200 block of bayshore boulevard. Crews are at the scene and have shut down the street in both directions. Lets take a live look at sfo. The storm is causing major headaches for travelers. So far, more than 100 arriving and departing flights have been canceled and nearly 200 flights are delayed. And tens of thousands of people have been left in the dark. Heres the breakdown from pg e. 17 outages reported in the south bay. San francisco is reporting 10 outages. Heads up at tahoe this weekend. Cal fire is battling a 250acre fire off highway 89 near cascade lake in el dorado county. The fire started overnight around 1 30. Strong winds have fanned it different directions. If you coming into the South Lake Tahoe area, there will be a substantial number of fire resources responding to the area. Please drive carefully. That on top of the extreme weather conditions we are experiencing right now, really if you dont need to travel, stay at home. At this hour, the northern part of highway 89 has reopened north of meeks bay but south of there is still closed from near Camp Richardson and South Lake Tahoe up to meeks bay. Mandatory evacuations are issued for 500 homes. The contra costa d. A. s office has filed hate crime charges against two men chase little and another suspect accused of brutally attacking a sikh man two weeks ago in richmond. A third man is cleared of charges. [ nonenglish name ] was stopped at an intersection the night of september 25 when three men in a truck pulled up next to him. The Sikh Coalition says the men got out, knocked off his turban and cut his hair off. He had injuries to his hands and face. Well have more on this story coming up on kpix 5 news at 5 00. In the race for the white house, Donald Trumps campaign is promising to release information today should refute claims by women that the gop nominee sexually assaulted them. This comes as another woman is coming forward with new allegations of Sexual Assault against trump. She just appeared with anti discrimination lawyer Gloria Allred in l. A. The woman says trump assaulted her during a business meeting at the Beverly Hills hotel. She says she met trump as a contestant on the apprentice. He tried to kiss me again with my hands still on his chest and i said youre tripping right now. Attempting to make it clear, i was not interested. He said, what do you want . And i said, i came to have dinner. Four other women have accused trump of having touched them in an inappropriate manner and five former contestants in the miss teen usa pageant were quoted as saying trump deliberately walked into dressing rooms while teenage contestants were naked. Just minutes ago on the campaign trail in north carolina, trump denied the most recent accusations against him. These are lies being pushed by the media and the Clinton Campaign to try and keep their grip on our country. They are all false. In a reference to sexually assault accusations against trump, obama called out members of the republican party. Youre the party of family values. What, you werent appalled earlier . Clinton didnt address the emails, of course, in an interview she taped with Ellen Degeneres but says she is not taking her lead in the polls for granted. The measure would prohibit the state of california from paying more for any Prescription Drug than the lowest price paid by the department of veterans affairs. Raiders fans are waiting a critical vote by nevada lawmakers. Today the Nevada Assembly is set to vote on a bill to raise the state hotel tax to help pay for a new stadium for the raiders. They were supposed to vote last night until a late report that the Las Vegas Stadium would require 900 million additionally for road improvements. After reports of gadgets overheating on planes, some airlines are now adding new Fire Suppression equipment to their flights to protect passengers. Hena daniels reports. Reporter airlines are going the extra mile to prevent disaster. At least three u. S. Carriers are stocking their fleets with fire containment bags to help combat the threat of lithium ion batteries exploding or catching fire. This is the bright red back Alaska Airlines has on all its 219 planes. Its designed to hold portable Electronic Device should they overheat or catch fire and is fire retardant. Virgin has also added them to 60 jets. Delta will install the bags, which can withstand temperatures up to 3200 degrees fahrenheit to all its flights by next year. Hena daniels cbs news. American airlines, jetblue, southwest and united do not have any immediate plans to add fire containment bags but all of them say their crews are trained on how to fight such high energy fires. Take a look at hidef doppler. This is what we call rain shadows. The rain is hitting the santa cruz mountains. We havent had any measurable rain for much of the south bay. San jose is dry right now so is santa clara and this surrounding areas. I think eventually you will see some showers today but for right now, staying relatively dry overall, though, we are definitely going to continue to see rain over the coming days and not just today but continuing saturday and maybe even more so by sunday. Lets go ahead and take a look at whats to come. Rain on the lens and temperatures in the mid60s areawide. So it is a mild day. And well continue to see mild temperatures not only warming up very much today. Why will rehave this area of low pressure . Its moving onshore. Its heading into british columbia. We are really tapping into this Atmospheric River all this moisture heading our way bringing with it a series of storm systems over the next couple of days. Right now the progression of the front started early this morning plenty of rain in the north day to start the day, now slowly moving south. You can tell by wind speeds right around where that front is. Its now sinking south 24 Miles Per Hour winds gusting forecast as we move through the next couple of hours. Half moon bay, livermore. Notice how these winds die down to indicate that the front is moving out. So not strong winds this time around. We do think stronger winds will be forecast for saturdays system. Here it is. We can time that out 3 clock we do start to see more showers over the south bay although we may still see that rain shadow in san jose progressing through the day. We stay unsettled but likely drier on saturday. Is saturday night the next wave of rain moves through. Well see stronger winds with that round of rain as that front passes through. And then it kind of stalls so we stay wet really through the day on sunday, even lingering into monday. A reminder that high surf and flood advisory both in effect through 9 p. M. On friday. Maria medina is reporting on that earlier today. Temperaturewise, we are mealed topping out near 70 inland. Sunset tonight 6 33. A break overnight with unsettled weather with possible showers and then showers continue again saturday night into sunday. The next front passes through. Then rain sunday into monday before we dry and warm early next week. Thank you that rain could affect a planned implosion of a pier of the old bay bridge. Its scheduled for tomorrow. But caltrans says heavy rain combined with high wind could postpone it. Thats because stormchurned bay waters could push marine life toward it. They will also delay it if theres lightning in the area. Still ahead, as us humans cough and sneeze through cold season, what about our pets . She writes three days later, i noticed he had mucus coming out of his nose. Every friday we have our pet expert. A viewer writes our pet expert dr. Jill chase joins us now with some advice. You brought along indigo. Yes. This is my dog. Yes. So kennel cough is actually just inflammation of the trachea in and bronchus. We vaccinate for bordtatella. Shelters get more kennel cough than in the world. But this is a little bit of a concern. We dont usually see that. They have this loud dramatic cough that sounds like they are trying to clear their throat and thats one of the things that we worry about is, is there actually something in the throat . If they are fine in every other respect then we diagnose kennel cough as the problem and treatment, depending how much they are coughing can be anti coughing medication and sometimes antibiotics if theres a virus and they might get a secondary bacterial infection. So if this dog has a discharge they need to be attended to. Normally in serious cases we see more eye, nose discharge, more the cough. I should also mention that the length of time for the disease can be as small as two weeks to as long as six weeks. And its highly contagious. So while the dogs are coughing, i usually tell owners to keep them inside and once they stop coughing 48 hours they can go back out. Indigo weighed in, as well. Thank you, indigo and dr. Jill.
