The santa cruz wharf will be closed today. We have a light to moderate cell south of sonoma. Spotty showers, spotty in nature throughout the day. Over the Santa Cruz Mountains light rainfall and certainly more rain for the east bay. Right now we have road closures along i80. Heading to the high country theres a winter storm warning in effect. This remains in effect through monday morning, were talking impressive snow accumulations, another 3 to 4 feet. Gusts, wind gusts 30 to 45 Miles Per Hour. And thats down to the lower elevations folks. Wind gusts 140 Miles Per Hour possible. Back down here were tracking the front as it moves out. Notice here i paused sunday around 3 00 where were starting to see more rain move through. Well continue to see showers throughout the day today and on through our monday morning commute. In fact through much of the day on monday. A high wind warning remains in effect for much of the bay area. Especially the Higher Elevations and the coastal regions. So we could still see downed trees and power lines due to saturated soil and serious flood concerns. A Flash Flood Warning in effect for southern napa county, southeastern sonoma county. Folks near the sonoma week at Agua Caliente are urged to move to higher ground. Flooding is occurring there. We have a Flood Warning for southeastern santa clara county, northwest san benito county. The creek and soap lake areas are not at flood stage yet but could see a rapid rise there in the water levels. As we could see another 1 to 2 inches possible if we see a strong cell move over that specific region. We have a Flash Flood Watch in effect for basically the entire bay area and this remains in effect through this afternoon because we will continue to see showers and heavy rain at times pass through the area. What were looking at, ponding in urban areas, small stream and localized flash flooding possible. Were also talking rock and mudslides possible because we do have that saturated soil really throughout the bay area. So we have Live Team Coverage both anne makovec and Roberta Gonzalez are out there tracking the storms. Roberta is looking at the local creeks. That is what were focusing on in terms of this urban and small stream flooding. Even if we dont have areas that generally flood we may actually see some localized flooding along those creeks and small streams. Were going to head to roberta who is live now along one of the creeks in pleasanton. Good morning to you, what are you seeing . Reporter good morning. Very busy, its currently in the upper 40s in pleasanton and winds whipped up to 30 Miles Per Hour. Now subsiding. The light rain continues to fall. I have to tell you off the bat ive been a resident here of pleasanton the last 21 years, never before have i seen it rain so many days consecutively, so much flooding consecutively and so much debris on the roadways. I have a little story locally we have a creek were fond of, called the aarroya de la laguna creek. Its a trickle all the time. Now a Roaring River through pleasanton. This creek is usually 7. 5 miles long. I usually run alongside it. I cant even cross it today. Keep in mind that the elevation is about 300 feet above it stands a bridge about 5 feet from that elevation. Then now we are forecasting, we have flooding waters about 11 feet above the ground. This is a very dangerous situation. The locals here tell me that they have never seen anything like this before. May be coming close to the 1997 1999 el nino situation. Very close also to 2005 but this is definitely the most flooding they have experienced in years so you have to keep in mind this is in the middle of a neighborhood here, were off pleasanton avenue. Again this flowing river slices through the entire city of pleasanton. Some of the kids have been coming up to look at this because theyve never seen anything like this before its a very dire situation. Its a very dangerous situation. These are fast moving waters and remind people please be mindful of not trying to cross these waters at this time. Coming up a little later were going to show you how deep it is. Roberta gonzales, kpix 5. We have been seeing a couple of other issues. Flood warnings in effect, of course high Wind Warnings in effect. We also have a High Surf Advisory in effect, 25 to 30 foot breakers, strong rip currents and sneaker waves along the entire coast. This actually remains through tuesday. This advisory continues through tuesday. We have seen issues, problems along the coast, in fact tragic accidents along the coast due to the high surf. In fact the santa cruz wharf will be cleared closed today due to the conditions. Powerful waves and large swells along the coast, up to 24 feet expected throughout the day as it pounds the coastline. Coast guards reminding beach goers not to venture even near the water due to the rip currents and sneaker waves, very large breakers. Kpixs anne makovec continues our live coverage from pacifica where powerful waves have been battering that fragile coastline. Good morning. Reporter good morning. Its a very angry ocean here behind me. A high surf warning is in effect until 9 00 a. M. That was just extended overnight. Were coming up on high tide. You can see to the left that the pacifica pier is closed now because it would be very dangerous to be standing on the pier now as it keeps getting pummeled by the huge swell that has been going onal night. The roads are actually closed two blocks from the shore because waves have been coming again over the seawall and washing over the sidewalk and roadway. There is a lot of concern now about the coastline here. The cliffs are crumbling away. Just last month 15foot sinkhole opened up on a trail that leads to the beach. Workers had to pump in concrete to save it and nearby several apartment buildings weve been watching, several have been condemned because they are in danger of falling into the ocean. Two were torn down last year and earlier this month the city coup sill voted to demolish a third. Its this constant pounding of the high surf that is making things worse and of course the hillsides around here are saturated with the rain we have been seeing. Its a very dangerous combo. The Santa Cruz County Sheriffs Office posted this photo of the high tide pushing waves up on to the road along east cliff drive. The Sheriffs Office also shared this photo on twitter. Powerful winds that toppled a tree on a house on avis lane. This is one of several fallen trees in the area. Two people are also presumed dead after they jumped into a dangerous surf in the monterey area near pebble beach to save a man. It happened 2 00 this morning. Coast guard helicopters were able to rescue a 26yearold man who fell off the rocks but Officials Say they couldnt find the other two people. The victims are both chinese nationals and are presumed dead. New video this morning of a high stakes rescue in san diego. Violent surf swept two women into the ocean last night slamming them against the rocks. A horrifying crowd watched as the waves tossed them around pinning them underwater. Thats when a Good Samaritan jumped in to help. Took out my sweatshirt and waited for her to wash back in. I got it and when she was close i jumped in and i dont know. I just i got her and i like threw her over my shoulder. That man was able to pull one woman back to safety. It took crews a full 40 minutes to locate and rescue the other. Shes now in critical condition. Lets look live at San Francisco international airport. We just checked with the faa and so far all planes are running on time but they say that delays are expected later today so be sure to check with your airlines as you head to catch or pick up someone at the airport. Earlier this month President Trump questioned the intelligence communitys conclusion that russia interfered with the u. S. President ial election. And he sharply criticized the leaks of unverified documents that had potentially damaging potential personal information about him. Reporter at the inauguration of course people were extremely happy, hopeful and excited to hear what donald trump had to say and really regard today a great day in america. We know there were protests. Sometimes violent. But the clashes seemed to be mostly between the protesters and the authorities. We didnt see personal confrontation between Trump Supporters and the protesters. Despite you what see in clips and the violence that was happening there there were no really personal conflicts we observed between the two groups. As for the womens march itself they were hopeful and distraught and excited and scared. One thing i want to you know, we talked to dozens of people at the march, nearly every one of them said this is their first act of political participation aside from voting. They had never marched or chanted or made posters. So we know that donald trump got a lot of americans off the sidelines who support his candidacy. We also now know he has a lot of people off the sidelines who oppose his administration. As one speaker at the march told us we dont know what kind of President Trump is going to be but we know hes a good organizeer. More on this coming up in a bit. First San Franciscos new police chief is set to be sworn in tomorrow. Chief bill scott previously served as deputy chief of the l. A. Police department. He was named chief by mayor ed lee last month, got replaced for the interim chief. Joining us to talk about what is ahead for the new chief and for the department the Police Commissioner that has been through a number of administrations. We saw the release of a body cam. I think were going to show a video in a minute. Were going to be bracing a lot of these released . Body cameras, the Police Commission has been advocating for this for years and they are living up to all expectations. The officers embraced the body cams, especially the younger officers. What were seeing is when weve reviewed several of the body cameras the incidents that have become public as a commission we reviewed them and its been very satisfying to the commission because what we are seeing is what actually is taking place as opposed to what people thought took place. Ok, but on the Public Relations side, here, we have the police who apparently werent doing, or question is whether they should have gone up there and engaged this mentally disturbed man who has a history of paranoid schizophrenic, wound up getting hit by him. Batons were taken out. Pepper spray. Then the police shooting. The debate is whether or not the police should have engaged at all. The question is weve done a lot of work with crisis intervention training and now to crisis intervention teams. Our officers are trained. Its a different level of policing. I cant speak specifically about this incident but suffice it to say weve reviewed the incident as a Police Commission, when we review in closed session the chiefss decision to return the officers to duty. Weve seen the entire vitotape from both officers and unedited with sound. Ill say this, i think that the public defenders should litigate this case in the courtroom, not in the press. But the public defender has a history of litigating in the press. How are we going to deal with the idea that everything is going to be public whether you want it or not . The process is theres a question of when to disclose the tapes. I think the entire Commission Wants to disclose them as soon as reasonable possible and legally possible. When a case is filed by the District Attorneys Office the das office has constraints in the state bar rules of ethics about pretrial publicity. They cant disclose it. As a Police Department when a case is charged were not able to go around the da and disclose that. They have to try their case in the courtroom and not in the press. Well see if that happens. On to the new chief. Your impression . What are the three challenges he faces you think . I think the first challenge the chief has, by the way hes probably the most qualified candidate ive seen in my three Selection Process ive been through. Hes the right person for the job with. The command staff that exists today and some of the changes he may make were ready for the challenges. The biggest challenge he has is getting and earning the respect of the officers. Weve had conversations and i think hes making some of the right decisions already to earn that. Hes a real cop. For cops, they want someone who they know has done everything. He has done everything a Police Officer has been asked to do in los angeles. He hasnt done it here but he has to earn the respect and i feel very confident hes not political. Hes very straightforward. Hes a hardworking cop and i think time will tell but i think hell earn the respect. It will be interesting because he walks into an apartment that is still undergoing reforms. You have not still resolved the issue of tasers but on the other hand crime is going down. Were thankful. Were talking gusts up to 60 Miles Per Hour possible in the Higher Elevations and could still see downed trees and power lines, weve had power issues this morning. Reporter good morning, im in pleasanton where at midnight the winds starting gusting to 35 Miles Per Hour. It was 6 00 this morning when the front slid through the bay area town with gusty winds and heavy rains and leaving in its wake lots of debris and flooding. Ive been in the town for over two decades and never have seen it rain so many days in the bay area. Behind me is a arroya d la laguna creek. General i can run across and hook up with a pathway and run alongside this creek for seven miles. Thats not even the case today. You cannot cross this raging Roaring River. That weak estimate is 10 feet deep. Ive talked to locals about this creek, now flowing river. They say not even in 2005 was it this high. You have to go back to the storm of el nino in 1997, 1998 to see this kind of flooding of this river through the town of pleasanton. How did it get this high . Because of that there. The lake in livermore has overspilled its banks flooding the local campgrounds there and even taking down the docks. So they had to open the floodgates. Very rare and in doing so water has been rushing into the town of pleasanton. Locals have been flocking to see the sight but remember, if we have not seen this creek before a river since back in 1997 theres a lot of kids who havent seen this yet. I hear theres already been one rescue in the past week because of a young child trying to cross this and try to swim across this. We dont recommend anybody even trying to get into this. I tried to take a couple of steps, its so fast flowing its a river 10 to 11 feet tall. We have a lot of debris like this in the roadway. We will continue to stay here on storm watch in pleasanton. Large swells as high as 24 to 28 feet expected throughout the day today as the storm passes on through. Coast guards remind beach goers dont venture near the water due to the rip currents. Anne makovec joins live coverage where crews have been busy in pacifica shoring up a sinkhole. Reporter good morning. The ocean really living up to the high surf warning now. It is beyond white caps you can see the entire coastline is filled with white waves that are coming up and crashing along the shore. You can see theres a woman standing there along the seawall. Wrong way. Oh, ok. Theres a woman standing there and i can tell you shes going to get sprinkled if she continues to stand there. Weve seen it happen to several people standing along the coastline today. Because the waves are just washing over and going under the roadway which is closed now too. The pier as we were showing you earlier is also closed now as a safety precaution. Jeweljewel julie mentioned a sinkhole. This is edgemar avenue near highway 1, its a 40foot sinkhole. Wont be repaired for another month. Its the seconds time its opened in a matter of months. Also concern about the crumbling cliffsides along the ocean. Back here live you can see why. The combo of this very powerful surf where nearing high tide now. Then you have the ground that is already saturated and has been because of the several storms that weve gotten recently. More to come. So that really does leave things very, very vulnerable when it comes to erosion. Live in pacifica, anne makovec, kpix 5. We have a new video of a deathdefying rescue in san diego. Violent waves swept two young women into the ocean tossing them against rocks and pinning them underwater. A witness risked his life to save one woman but took rescuers a full 45 minutes to battle the surf to locate and rescue the other. Shes now in critical condition. The high surf in pacifica led to a deadly accident. A paraglider drowned after crashing into the ocean. It happened near the cliffs esplanade avenue. It was too late to save the paraglider even though cpr was administered. A levee breach widens and residents in one area are bracing for flooding. This marks the second time in two weeks the rising waters forced people to evacuate the hollister area. The red cross is helping anyone who needs a place to stay. And plenty of powder to snow heavy sierra as well. Some resorts are not taking chances todays. Sierra at that hoe for example is closed today at tahoe is closed today. Alpine meadows shut down and squaw valley will have limited operations. This is due to due to Poor Visibility and traction issues as the brunt of this storm is just reaching the area. Local traffic is being permitted, but chp is g drivers in the areas this is Poor Visibility and traction as the brunt of the storms are reaching the areas. According to some historical reports they blocked president wilson and his wife from getting out of the white house. The San Francisco chronicle reported it as the suffragette siege in 1917. It explains why some women at the march yesterday wore sharks that looked to him wrik some of them worn by the women 100 years ago. But not since then have weve seen anything like this. Why . The president is the most powerful person in the world. And we have an absolute right to know his or her financial dealings donald trump has financial dealings all over the world including foreign governments. Yet we dont know about them. So this law will require the president candidates in order to appear on our ballot in california disclose five years worth of tax returns. That is interesting. Why stop there . I mean, why not have the governor, you . Every elected official have to disclose their tax returns . Because that affects us as well. In california every public official, myself included and ive done it 15 years makes an annual disclosure of our assets, of our income, if we are an income outside of our Government Role and we do that. In the sierra, still the winter storm warning in effect, 80 closed between colfax and state line if youre heading up there you may want to delay your travel. We are seeing certainly some delays up in the high country. To a look at the rest of the forecast. The high wind warning in effect through 10 00 a. M. Gusts upwards of 60 Miles Per Hour possible. Could see downed trees and power lines. Certainly difficult driving conditions over some of our bay area bridges. Flash flood watch in effect for the entire bay area. The areas highlighted in red on the screen, these are actually Flash Flood Warnings or Flood Warnings. They are concerned that flooding is imminent in these locations.
